Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. Suspended seats perform two functions: Reduce effect of occasional large bumps; Reduce more continuous vibration at a lower level. The former needs high damping. The latter needs low damping. For most mobile work machines the inevitable compromise is generally better than a simple cushion seat, because that amplifies vibration at around 4 Hz which is a sensitive frequency for human vertical WBV. Why have standard tests for seat suspensions? • Seat suspensions are non-linear so any measure of performance depends on operating conditions. For comparison these need to be defined. • Seat manufacturers need benchmarks for product development; • Machine makers choose dynamic characteristics appropriate to their products; • Occupational health specialists wish to control operator exposure to Standard tests should be representative, repeatable and reproducible. These requirements are reviewed in relation to the history of seat test standards and the current position. Current position and history The current position is that we have standard tests for seats for agricultural tractors, earthmoving machinery, industrial (fork-lift) trucks. These tests comprise measurement of vibration transmission and of the rate of damping. Current standards developed as the technology developed, starting around 1960: 1. Test on machine driven over standard surface1. 2. Test on shaker reproducing standard surface. 3. Shaker input replaced by representative spectrum2. 4. Human subject replaced by dynamic dummy. (Not yet settled). Are standard tests representative? The development process has gradually moved seat tests further from reality. 4 hr samples of work exposure suggest that seats do not on average provide large reductions of vertical WBV3. For specific magnitudes of vibration they can work well. For low vibration, performance is reduced by friction and for severe vibration by length of travel. Recent work has led to a new test to quantify how a suspension controls over-travel 9.

This report contains a summary of designs, specifications, costs, and schedules developed for a prototype oil-shale demonstration mining program to be undertaken at the Horse Draw site in the Piceance Creek Basin, Rio Blanco County, Colorado. The objective of the demonstration program is to assess the feasibility of extracting oil shale and associated saline minerals from deep, rich oil shale zones which occur within the central portion of the Basin. Four mining systems were specified for demonstration. These include (1) chamber and pillar mining with backfill; (2) sublevel stoping with backfill; (3) sublevel stoping with full subsidence; and (4) block caving. Commercial-scale designs for each system were modified and scaled down as required to achieve program objectives. The demonstration mine layout and design includes specifications for ore handling, backfilling, ventilation, dewatering, maintenance, and supply systems. A feature of particular interest in the design is the combination of block caving and sublevel stoping methods into a single unit for demonstration of subsidence mining systems in deep oil shale deposits. The report also contains a detailed breakdown of projected capital and operating costs for the demonstration mining program.

In recent years many mining companies have recognized that their chance for continued economic survival depends on the adaptation of technological advances in their operations. Increased productivity through new developments in mining methods and improvements in equipment has made mining and processing of lower grade ores possible. Cost analysis has produced accurate data on the costs for development, production, and processing of ore. All of these changes and cost studies have shown the necessity for increased accuracy in determining the grade of ore. Methods of estimating grade in a mineral deposit have not kept pace with the technological advances in the other areas. The same methods are in use today as in the past. Experience and judgment are major criteria of accuracy and the results are highly subjective. In 1953, as part of its research program to develop a better understanding of fundamentals of mining technology, the Federal Bureau of Mines began a sampling method research project at its Denver Mining Research Center. The basic objective of the project is to investigate sampling methods and to study the adaptation of the techniques of statistical analysis to mine sampling.

THE RAPID GROWTH of the small Albanian mineral industry in the 1950's began to taper off by 1961 and slackened sharply in 1963. The abandonment of Soviet and East European technical assistance programs in mid-1961 greatly affected Albania's mineral development, since four-fifths of all technical aid personnel were engaged in mineral activities. Chinese assistance apparently has not been able to fill the void. Overall mineral production increases during 1961-63 averaged 1 percent per year in value, as compared with 3 percent in 1959 and 5 percent in 1960. Although by world standards Albanian mineral output, except for chromite, is insignificant, it is vital to the country's domestic economy. The mineral industry generated about 14 percent of the gross industrial product in 1962 and employed a notable share of the industrial labor force. In recent years, mineral products have provided about three-fifths of the country's exports by value. Chromite and iron-nickel ores together constituted from one-fourth to one-third of the total export value. In 1963, total trade turnover increased 12 percent over 1962.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. This is the Seventh of a series of publications that describe methods and practices used in mining bituminous coal mechanically.3/ This report deals with the operation referred to in coal mining as continuous mining, and the interest shown by mining companies in this method is the reason for this study. Only continuous mining as it applies to the room-and-pillar system of mining, or a modification thereon, is discussed in detail in this report. Although not always as continuous as the name implies, it is a system of mining in which a machine is used to cut and load coal in one continuous operation without drilling and blasting the coal. With the mining equipment in most general use today, the usual cycle of operation in mining of coal is: (1) Timber, (2) cut, (3) drill, (4) blast, and (5) load. As the phases of this type cycle cannot be performed simultaneously in the same working place, it is necessary to operate from 3 to 7 working places so that at least 1 place is available for coal loading at all times. Even if the schedule of the phases in a cycle is maintained, coal production ceases during the time required to move the loading equipment from one loading place to the next. In 1920 a continuous-type mining machine4/ was installed in an Illinois coal mine to drive entries. Several other companies used these entry drivers for short periods in the following few years. In 1927 a southern Illinois coal company installed 2 of these machines which, in the next 25 years, were reported to have driven over 200 miles of entries. The machines did not attain widespread usage.

Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

The value of mineral production in Alabama continued to increase and reached a new high of $260 million, 3 percent above the previous high established in 1967. Record high values were reported for bentonite, crushed marble, lime, miscellaneous clay, portland cement, salt, sand and gravel, and scrap mica. The value of coal, total cement, petroleum, and stone accounted for 87 percent of the State's total value of mineral production. Alabama ranked second among the States in the production of bauxite and scrap mica and third in kaolin, masonry cement, and native asphalt.

The U.S. Bureau of Mines conducted a worldwide literature review of bleederless ventilation practices to evaluate their use as a spontaneous combustion control measure in U.S. coal mines. Factors that must be taken into account in the design and use of these systems include seal construction, the use of ventilation control devices, the use of methane-drainage systems in gassy mines, and the ground control plan. Monitoring for the detection of spontaneous combustion and the control of methane when methane-drainage techniques are employed is critical to the successful use of a bleederless ventilation system. This report describes the types of ventilation systems used throughout the world and the spontaneous combustion risks associated with these systems. Methane-drainage systems used in conjunction with bleederless ventilation systems are discussed. Ground control considerations such as pillar design, entry stability, and seal usage are reviewed. Monitoring systems for spontaneous combustion detection, methane-drainage control, and behind seals are examined. Finally, methods for evaluating the spontaneous combustion hazard of a mining operation to determine when the use of a bleederless ventilation system is warranted are reviewed.

The value of Alabama's nonfuel mineral production in 1983 was $361.3 million, an increase of $61.9 million over that of 1982. The increase reversed a downward trend that started in 1980 and established a new record high for value of nonfuel minerals in the State. Output of most nonfuel minerals increased to some degree with unit value increases creating the record-high value year. Cement, clays, lime, sand and gravel, and crushed stone were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; fourth in ferroalloys, dimension marble, common clay, and fire clay; fifth in bentonite and kaolin; and sixth in masonry cement and lime.

Knowledge of risks from exposure to hand-arm vibrations is usually presented by clinicians and researchers from a medical and engineering point of view. There is a strong need to develop innovative health promotion programs for exposed workers. Risk perceptions by vibration exposed workers and HAVS (hand-arm vibration syndrome) affected workers are less well known. In 1983, Brubaker demonstrated that 75% of studied fellers thought that whitening of the fingers was part of the job and/or an unrelated nuisance, while only 25% believed it was a disease. 1Grounds also showed that even though there were a very high number of forestry workers with white fingers, none considered quitting because of their condition. 2 It seems that many workers hesitate to declare the illness or believe they are less affected than they really are, perhaps from fear of losing their jobs and livelihood. 3 Risk awareness, on the part of exposed workers and their employers, as well as knowledge and acceptance of available preventive solutions are necessary steps before installing adequate preventive measures, whether organizational, behavioral or environmental. Workers need to understand fully the hazards and risks in order to be able to make informed decisions under uncertain conditions.4 Prerequisites include the following: workers knowledge about the risk, their attitude towards it, which in turn, can be influenced by values, needs and interests. Also, knowledge and attitudes towards safety behaviour, organizational or environmental barriers must be taken into account. Our research focuses on these key elements, which help bridge the gap between health promotion research and practice. Methods A descriptive exploratory study is in progress with workers exposed to hand-arm vibrations. It uses qualitative methods that include focus group discussions with workers exposed to hand-arm vibrations, as well as individual interviews with other key informants (employers, health care professionals). An open-ended questionnaire was developed to collect qualitative data on perceived risks and solutions to prevent or reduce HAVS. Based on an integrated theoretical framework related to known determinants of behavior change, the analysis will focus on the following5: 1) knowledge of health effects, safety, well-being and/or quality of life 2) related beliefs about individual susceptibility and severity of consequences 3) attitude and values related to hand-arm vibration exposure 4) knowledge and attitudes towards exposure reduction, as well as perceptions of barriers and facilitating factors for these measures, in the workplace environment or otherwise.

This Bureau of Mines report describes experimental and theoretical studies of diffusion flames in free convection. The cross-coupling between buoyancy-induced flows and the combustion process is explored as it relates to the size, structure, and radiative balance of flames. New data are presented for the size-dependent radiance oscillations of diffusion flames and for the angular distribution of the total radiant intensity from a small methanol pool flame. Both amplitude and frequency of the measured oscillations are compared with theoretical predictions that are based on a new view of the structure of diffusion flames. This new view, which is at variance with the traditional one, assumes uniform reaction in the diffusive mixing zone, and recognizes the significance of the role played by convective buoyancy and its duality in both aiding and impeding flame propagation. Buoyancy quenches propagation at low burning velocities, introducing a real discontinuity in the combustion rate. A "flammable volume" is thus defined as that bound between lean- and rich-limit contours. However, in the flow disturbances generated by combustion waves that consume that volume, buoyancy aids propagation by promoting the convective mixing of a new flammable volume. The measured radiance oscillations are manifestations of these propagation and remixing cycles.

This information circular is one of a series, published by the Federal Bureau of Mines, on methods and costs of mining uranium ore on the Colorado Plateau. This report describes the relatively small-scale operations of the Salt Wash miner: The mining method followed, the equipment used, and the production costs. It describes 10 lease-operated mines of Union Carbide: Nuclear Co. that are typical of Salt Wash operations on the plateau. These mines lie within the Uravan mineral belt3/ and arc in the Gateway, Bull Canyon, and Uravan mining districts. (See fig. 1.) Generally the ore bodies occur as irregular, discontinuous layers of ore minerals within sandstone beds in the Salt Wash member of the Jurassic Morrison formation. The ore bodies sometimes occur as rolls, pod associat with carbonaceous trash, or tabular masses. Their size and erratic distribution preclude the use of a prearranged and uniform stoping system. The mining method is simply to follow the ore and leave open scopes behind.

The value of mineral production increased 6.2% in 1976. With the exception of coal, practically all commodities registered an increase in production and value; most had an increase in unit value. Total value exceeded $1 billion for the first time. The increase in nearly all nonmetallic mineral production was a complete reversal of the 1975 experience. Alabama led the Nation in the production of crushed marble and was second in bauxite and scrap mica, third in oystershell, third in kaolin, and fifth in dimension limes-tone and dimension marble. International Trade.-The international trade passing through the Mobile customs district was valued at $2,524 minion in fiscal year 1976, up 20% from that of the previous year. Of the total value of trade passing through the district, 52% of the value of experts and 89% of the value of imports were handled through the port at Mobile. The major export Commodity was coal through McDuffie Coal Terminal which amounted to nearly 2.9 million tons, up from 2.4 million tons in 1975. This report summarizes the work performed on Bureau of Mines Contract J0199106, "Portable Trailing Cables, Splices, and Couplers - Design and Installation Considerations," from May 1, 1979 until December 31, 1981. Splice installations and considerations for the possible use of conductive-rubber shielding in low-voltage trailing cables as well as coupler installations in high-voltage cables were the principal tasks. Flammability measurements on cable components and general testing facilities for mine electrical equipment were secondary tasks. Theoretical and empirical data indicate that conductive rubber with high resistivity values is an unsatisfactory shield design for current-sensing fault detection. Elimination of partial discharge in coupler installations requires meticulous care.
