Real economic growth for 1988 may fall short of the 3.3% projected by the U.S. Department of Commerce in August 1988 be-cause the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up com-pared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. [ ] Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those for the corresponding period in 1987.

The objective of the research performed A for the Bureau of Mines on this contract was to develop a portable instrument for the detection of carbon monoxide (CO) in a mine environment. The desired characteristics were sensitivity and specificity for CO with a stable calibration. The sensor of the instrument was to be of metal oxide composition, requiring low power for compatibility with the types of batteries presently used in personal equipment in mines. The solid state design was also desired for ruggedness and small size. A key design feature of the instrument was to be provided by adherence to the intrinsic safety design requirements for electrical equipments operated in potentially exposive mine atmosphere. The Research Triangle Institute has prior experience in developing a solid state oxygen sensor using a thin film of zinc-oxide (Ref. 1) and experience in fabricating thin film devices. Solid state sensors utilized by other workers (Refs. 2, 3, 4, 5, 6) have included metal and semiconductor films and crystals of materials like carbon and aluminum oxide for the measurement of water vapor in the air and have relied upon measuring resistance and capacitance changes in the sensor in response to adsorbed vapors or gases. Since the effect of carbon monoxide in changing the resistance of various materials such as molybdenum, platinum, and zinc oxide had been reported (Refs. 7, 8, 9, 10), the requirements appeared to be realisable, although it was recognized even at the inception of the work that specificity to carbon monoxide might require the incorporation of more than one sensor.

The U.S. economy was considerably stronger in 1976 than in 1974 or 1975. Real gross national product (GNP) rose sharply in the first quarter of 1976 and then increased at a more moderate rate for the remainder of the year. The unemployment rate fell until June and then increased for moat of the remainder of the year, finishing at the same rate as it had started the year. The inflation rate continued to decline in 1976. Reasons for the relatively low rate (compared with those of 1974 and 1975) included small increases in food prices and only moderate increases in energy prices. Total U.S. output measured in terms of GNP increased 11.6% in 1976. Real GNP in 1972 constant dollars rose 6.2%. Inflation as measured by the implicit price deflator increased 5.1%. In real terms, gross private domestic investment for residential structures rose 22.7% in 1976 after declining 14.7%a in 1975; State and local Government expenditures increased 1.4% in 1976; and personal consumption expenditures for services rose 4.5%. The Federal Reserve Board (FRB) index of industrial production increased 10.2%.

The purpose of this paper is to present to the operators, in other districts a detailed description of the ruining method used and the results obtained to exploiting one of the zinc-lead deposits of the Kansas-Oklahoma-Missouri district. No. 1. mine is located in the heart of the town of Picher in the extreme northeast corner of Oklahoma. HISTORY The first prospect drilling was done at No. 1 mine late in-1914, and shaft sinking was started early in 1915. Sufficient ore was developed to start construction of the mill in April, 1016, Production begin in August, 1916, and the mine s been producing, except for short periods, to the present time. The property was originally a 40-acre tract, but additional properties have been consolidated with the original one until the mine now covers 200 acres.

The Rapidex continuous spiral blast tunneling concept uses a spiral blast pattern that provides efficient slabbing action, continuous progression, and partial self-shielding. A lightly shielded tunneling machine using this concept stays at the face to provide continuous drill, load, shoot, and muck functions. Previous phases proved the effectiveness of the blast pattern in the White Pine Shale tested the design features of the shield and developed a remote loading and shooting capability using inductively initiated blasting caps and a pumpable slurry explosive. Phase IV assembled previously used front-end elements (drill, loading components, shield) on a used Joy loader chassis and added a mucking system television monitoring and remote control elements. Remote television monitored loading shooting and mucking were investigated. Difficulty was experienced in locating previously drilled blastholes near the bottom of the heading and even on the face. These holes often had to be considered as lost. Because of hydraulic system deficiencies and overall congestion of machine elements at the face mucking rates obtainable with remote television monitoring were low (on the order of 16 tons per hour). Performance was good enough to indicate improved rates if more space were available and if extreme thoroughness were not required. Because of the serious nature of the lost hole problem, a new explosive loading scheme was given a preliminary evaluation. The new scheme would require the explosive and the detonating charge to be loaded through the drill steel. If the necessary equipment modifications could he made and if safe, efficient operation were assured, the new scheme would alleviate some of the crowding at the face and would eliminate the lost hole problem.

In 1989, Alabama's nonfuel mineral industry produced a State record of $463 million of nonfuel mineral commodities, an increase of $4 million over that reported by the State's mineral producers in 1988. The new record marked the fourth consecutive year in which mineral production increased over that of the previous year. Alabama ranked 22d among the States in total mineral value. Cement, stone, and sand and gravel were the three leading mineral commodities produced, accounting for 77% of Alabama's total mineral value. During the year, there were several acquisitions by Alabama cement and stone companies, and the only tantalum mine in the United States completed its first full year of operation.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting research at a Pittsburgh Coalbed longwall mine to evaluate and optimize bleeder ventilation and gob gas venthole longwall methane control systems. Gas flow into these two methane control systems was investigated using a combination of Sulphur Hexafluoride (SF6) tracer gas studies and gob venthole pressure monitoring experiments. The insights gained from this research has facilitated the development of along wall subsided strata methane control system conceptual model. This model provides the basis for design suggestions to increase the efficiency of the gob gas venthole system to permit the bleeder ventilation system to become a "safety net" for methane control.

"The National Safety Competition of 1930, the seventh annual contest conducted by the United States Bureau of Mines to promote safety in the mines and quarries of the United States, has been concluded, and the five winners of the bronze trophies, The Sentinels of Safety,' which are provided by the Explosives Engineer magazine and awarded annually for the most excellent safety records, have been determined by the committee of award. One trophy was awarded to an anthracite mine in Pennsylvania, one to a bituminous coal mine in the same State, one to an iron-ore mine in Michigan one to a gypsum mine in Ohio, and one to an iron-ore opencut mine in Michigan.These trophies were awarded to the companies for having the smallest loss of time from accidents in proportion to the total number of man-hours worked by all employees at their mine or quarry. Honorable mention was awarded to each mine or quarry that ranked second, third, fourth, or fifth in its own ground and to all plants that were operated without a lost-time accident during the contest year. Eighty-four out of 337 plants that competed for the trophies were operated without an accident that disabled an employee beyond the day on which the accident occurred.Under the contest rules, all mines and quarries were divided into five groups, four of the groups representing different classes of underground mining operations (anthracite, bituminous coal, metallic ore, and nonmetallic mineral), and the fifth group repre-senting the quarrying or opencut mining of minerals whether metallic or nonmetallic. Twenty-seven mines were included in the anthracite group, 68 in the bituminous group, 52 in the metal group, 24 in the nonmetallic-mine group, and 166 in the quarry and opencut-mine group. The total of 337 mines and quarries was 26 more than the number of plants that completed the contest during the previous year.The committee of award which determined the winners of the contest was composed of seven members, all known throughout the mineral industry but not connected with the United States Bureau of Mines. The committee included W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, Secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of Mining and Metallurgy; C. B. Huntress, executive secretary of the National Coal Association; A. J. Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association."

Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom of wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. A field operable, breadboard model, borehole radar was developed for the detection of hazardous geological anomalies in and above a coal seam in advance of mining. A four-inch diameter downhole probe was fabricated and tested in several environments. The radar transmitter was also employed in a cross-hole or through transmission mode to determine natural geotechnical and man-made conditions between boreholes. Sensitivity to underground conditions in both modes of operation were indicated.

The Federal Coal Mine Health and Safety Act of 1969 requires coal mine operators to sample accurately the amount of respirable dust in the mine atmosphere. A technique approved for such sampling employs a 10 mm nylon cyclone followed by a membrane filter (nominal pore size ????= 5 µm) and a pump. The pump is required to provide a flow rate of 2.0 ± 0.1 liters per minute. Calibrations have yielded a range of flow rates (1.4 to 2.8 1pm) at which the cyclone should be operated to remove the non-respirable portion of the dust. The purpose of this project was to evaluate the performance of the 10 mm nylon cyclone at flow rates of 1.8 and 2.0 1pm using a polydisperse coal dust aerosol. The penetration characteristics of the cyclone were to be compared to the United States Atomic Energy Commission's respirable dust standard. The effect of relative humidity on cyclone penetration characteristics was also to be observed.

The recession of 1974 continued into 1975. Real gross national product (GNP), measured in 1972 dollars, declined significantly in the first quarter of 1975 but rose slightly in the second and increased sharply in the third quarter. Unemployment peaked during the second quarter and then declined slowly for the balance of the year. The inflation rate declined owing to reduced demand and smaller-than-1974 increases in energy and food prices early in the year. Recovery was clearly evident by yearend, though un-employment and inflation remained at high levels. Total output as measured by the GNP in current dollars rose 6.5% in 1975. Real GNP declined 2.0%, and inflation, as measured by the implicit price deflator, increased 8.7%. Real gross private domestic investment for residential structures declined 18.1% in 1975, which was a smaller rate of decrease than the 27% decline in 1974. Real State and local Government purchases increased 2.4%, and real personal consumption expenditures for services rose 1. 7 %. The Federal Reserve Board (FRB) index of industrial production declined 9.7%.

Workshops were held in eight states during the period from December 12. 1975. through June 25, 1976, under U. S. Bureau of Mines Contract to the University of Missouri-Rolla. The workshops were designed to help define the Bureau's research and development priorities. At each workshop a summary of the current Bureau mine reclamation research was presented which was followed by identification of problems associated with mine land reclamation in the state where the meeting was being held. Discussions included the seriousness of problems locally and how the Bureau could best undertake research to assist the state in solving the problems identified. Participants included representatives of state agencies, educational institutions, and companies involved in surface mining. Attendance at these workshops totaled 201 persons who displayed a wide variety of opinions and ideas as to what should be done In government research and development efforts. A breakdown of these attendees is as follows: 91 state and Federal employees; 69 mine operators, equipment manufacturers and consultants; 33 educators and researchers; and 8 others representing such varied interests as environmental and conservation groups, news media and students .

Roof-rock instability in advancing sections of underground coal mines is a major contributing factor to accidents resulting in fatalities and injuries. Such roof-rock conditions can also result in loss of production due to additional cleanup time and increased amounts of reject material. The Bureau of Mines is investigating fundamental geologic factors affecting coal mine roof-rock instability in order to develop techniques to predict zones of potential unstable roof-rock. Two distinct directional trends of unstable shale roof-rock in a mine working the Upper Kittanning Coalbed are delineated: one trend is associated with the sandstone-shale transition zone, the other with a fault system. The unstable shale roof-rock associated with the transition zone, a consequence of differential compaction, is comprised of slickensided roof-rock. Whereas, the unstable shale roof-rock associated with the fault system, a consequence of structural deformation of the strata, is comprised of fault planes. These faults, small in comparison to the sandstone-shale transition zone, are difficult to delineate with a standard drilling program. Trends of the transition zone associated with the sedimentary facies change are projected into unmined portions of the coalbed with the aid of exploration core data.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

Ventilation of underground workings consists of establishment of such control of air currents that the underground workers may work in safety, with maximum comfort and efficiency, mad without impairment of health; and that the mine openings may be made subject to such control of air flow as to remove from the workings at ordinary times harmful gases and dusts, and at time of emergency, such as fire or explosion, there may be maintained as much or as little air flow as may be desired covering portions of the mine or the mine in its entirety. Control of air flow is the keystone of any ventilating structure, and this very essential feature is obtainable only by the installation of mechanically operated fans, to ether with other ventilating devices such as doors, overcasts, regulators, etc. Every mine, large or shall, coal or metal, should from the outset be equipped with a fan. While much has been written about natural ventilation and many claims have been made that in specific mines there is sufficient natural al" flow, there are few if any mines, coal or metal, where natural ventilation supplies anything like adequately safe or healthful conditions for underground workers even at ordinary times; and at a time of mine fire or explosion the mines depending upon natural ventilation are practically helpless, and certainly are decidedly dangerous to those unfortunates forced to be in them.
