The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

The Approach: A miniature sampler absorbs NO2 which can be measured using a simple method adaptable to both multiple automatic analyses or individual on-site analysis. How It Works: The NO2 sampler is encased in a plastic tube approximately half the length of an ordinary ball point pen and clipped to an underground worker's hard hat. Removal of the end cap activates the personal sampler. Air from the working place enters the open end and diffuses at a controlled rate down the tube interior. The diffusion rate is dependent on tube dimensions (ratio of cross-sectional area to length). In recent years development of instruments and equipment for determining subsurface pressures and temperatures in. gas and oil wells has made it feasible to obtain information that eras not available in the past on many gas-production problems. The material presented in this report illustrates particularly the value of subsurface-temperature data in the study of subsurface leakage from gas wells. An abnormal decline in the shut-in pressure of the Lone Star Gasoline Co. A. Jones No. 1 gas well in the southern part of the Buffalo (Tex.) field was observed during an interval when a negligible volume of gas bras being withdrawn from the reservoir. Wellhead-pressure readings indicated that the shut-in pressure of the well declined from 2,295 pounds per square inch gage on February 3, 1937, to. 1,445 on February 12, 1935. Tests conducted by engineers of the Lone Star Gas Co. suggested that the subnormal pressure gaged on February 12, 1938, probably was not caused by a head of liquid in the well.

According to reports in August, Botswana RST's copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson, County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut, coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 316-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an. extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

Entering June, U. S. producer pricing of 99.5 percent unalloyed aluminum ingot was divided at 53-57 cents per pound. The Kaiser Aluminum and Chemical Corp. took the initiative and raised its June 1 ingot values by 4 cents to 57 cents. Consolidated Aluminum Corp. announced plans to increase ingot prices by 4.5 cents per pound to 57.5 cents per pound effective May 15. Dealers increased their May ingot quotes by 1.5-2 cents to 50-50.5 cents. CADMIUM While producers in the United States kept May cadmium at $2.25-$2.50, dealers increased their quotes by 15-30 cents to as high as $2.15.

Over the period 2000 to 2003, roof falls have accounted for 4 to 14% of the fatalities in underground mining operations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the frequency, exposure, and risk of these events through an ongoing program of field and laboratory studies. One area of research involves the evaluation of polyurethane grouting technology that is commonly used to stabilize fractured mine roof strata. Concurrently, NIOSH is conducting work to evaluate the application of ground penetrating radar for advanced delineation of problematic mining areas. In this study, NIOSH partnered with Sub-Technical, Inc. who injected a polyurethane grout (also known as glue) into a roof area of NIOSH’s Safety Research Coal Mine. The mine roof area was scanned using ground penetrating radar technology before and after grout injection in an attempt to determine the extent of grout infiltration. A comparison of the pre-and post-grouting radar records showed a significant change at a mine roof depth of about four to five feet. The interpreted radar records were then compared with drill core information, borescope evaluation of roof-bolt holes in the study area, and underground observations. At this site, the interpretations of the radar records correlated with data obtained from the core holes, borescope evaluations and underground observations. This study showed that ground penetrating radar technology can be a useful tool for detecting changes in mine roof due to the injection of the grout.

The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

The Particulate Mineralogy Unit has been established at the College Park, Maryland, Metallurgy Research Center. The Particulate Mineralogy Unit will have the responsibility within the Bureau of Mines for the characterization of particulate minerals which have potential for adverse environmental effects. The Unit will provide a focal point for identifying particulates in connection with environmental problems related to the activities of agencies such as OSHA, HEW, EPA, and MESA. The Particulate Mineralogy Unit is seeking to clarify the ambiguities surrounding the mineralogy of and terminology used for asbestiform minerals and other mineral particles. The Unit?s investigations of the morphology, composition, and structure of asbestiform minerals and their nonasbestos analogs have made its members recognized experts in this field. The information which it develops on the characterization of asbestos and other particulate mineral forms such as silica should provide a technically rational basis for decisions by regulatory agencies. "Silicosis was first reported by the ancient Greeks and is apparently as old as human history. The prevalence of this illness peaked in the last half of the 19th century and the early part of this century, when mechanized industry was developing and the relationship between dust exposure and disease was less well understood. Yet, even today in devel-oped countries, sporadic outbreaks of silicosis occur when workers are consistently exposed to silica particles of respir-able size (0.5 to 5.0 µm in diameter) at levels exceeding those recognized to be safe.Silicon dioxide or silica. is the earth's most abundant mineral. Silica is considered to be either free (i.e.. unbound to other minerals) or combined. Minerals with high amounts of free silica include quartz (including granite) flint. Chert, opal, chalcedony, and diatomite. Combined forms of silica are called silicates and include, among others, asbestos talc and kaolin.In the crystalline form, silica exists as quartz, cristobalite, and tridymite (Fig. 28). Of these quartz is ubiquitous in the environment and occurs as sand and as a part of many rocks. Cristobalite and tridymite occur naturally in lava and can be formed by the heating of quartz or amorphous silica. Cristo-balite is more tibrogenic than quartz. Amorphous silica is noncrystalline and, therefore, is relatively nontoxic and does not cause silicosis. It occurs as diatomite (skeletons of pre-historic marine organisms) or as vitreous silica (glass), the result of carefully melting and then quickly cooling free crystalline silica. Heating diatomite with or without alkali (a process known as calcining), forms cristobalite and adds the respiratory toxicity of free crystalline silica.There are many opportunities for occupational exposure to respirable crystalline free silica. Some of the commonly en-countered occupations in which the risk of silicosis exists are reported in Table 20.Silicosis. the pulmonary disease caused by the inhalation of silica particles of respirable size, is most commonly cate-gorized by findings on the chest radiograph. The most typical presentations simple silicosis and progressive massive fibrosis appear different radiologically but are grouped under the category of classic silicosis because they are a part of the radiographic spectrum of this illness. Radiographically, simple silicosis appears as small (less than 10 mm in diameter), rounded opacities, typically predominant in the upper lung zones. Progressive massive fibrosis is the result of the coalescence of these small nodular opacities and appears as larger opacities (more than 10 mm in diameter), again typicallydistributed in the upper lung zones."

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

The Aluminum Company of America (Alcoa) announced plans to shut down production at the remaining two potlines at its Point Comfort, Texas primary aluminum smelter due to the increased costs of natural gas. Total capacity of the facility, which had been partially closed since 1976, was 185,000 tons per year representing 3.6 percent of current capacity in the United States. There were practically no price movements in March on 99.5 percent aluminum ingot, with producers at 53¢ per pound and dealers, 48¢-48.5¢. BISMUTH The March selling position of U.S. producer metal was held at $3.50 per pound. In contrast, east coast dealers and traders adjusted their quotes from $2.55-$2.60 to a wider range of $2.40-$2.60.

At the end of August, U.S. producer posting of 99.5 percent unalloyed aluminum had been established at 48¢ per pound. At that time, dealer-quoted unalloyed ingot was reportedly at 44¢-47¢. CADMIUM: By late August, most U.S. producers had raised cadmium selling prices by 25¢ to $3 per pound. As a consequence, dealer quoting of cadmium ranged from $2.95 to $3.05 per pound. COAL: The wildcat strike, which began in southern West Virginia on July 19 and eventually spread to nine other States before ending on August 13, at its peak, idled approximately 115,000 miners and accounted for daily coal losses of an estimated 1.5 million tons at the height of the work stoppage. Concerned about the effects of the production cutbacks, the Bureau of Mines, early in the strike period, initiated its coal strike monitoring system which it had developed during the prolonged coal strike in the fall of 1974.

U.S. producers for more than 5 months have priced 99.5 percent primary aluminum ingot at 486 per pound. Sales by independent dealers in this same period reportedly declined by 0.5$-2.5$ to 43.50- 44.56 per pound. CADMIUM: U.S. producer-published cadmium prices for the last 5 months have been at $3 per pound. Dealer quotes in the same period fell by almost 504 and ranged from $2.45 to $2.55 per pound.

Several primary ingot producers have introduced price changes for July. Howmet Aluminum Corp., Revere Copper and Brass, Inc. and the Anaconda Co, will increase late-July prices of 99.5 percent unalloyed aluminum ingot by 3 cents to 56 cents per pound, Prior to this, Kaiser Aluminum and Chemical Corp. had advanced June ingot values by 4 cents to 57 cents and Consolidated Aluminum Corp., 4.5 cents to 57.5 cents. Domestic merchants held June quotes at a range nearing 50-50.8 cents per pound. ANTIMONY Although NL Industries, since April of this year, stopped publishing prices for RMM and Lone Star antimony grade, values of domestically-refined antimony in alloy are being made available to industry, The current price of this material is $1.75 per pound of antimony contained in alloy, New York dealer-marketed metal was available in June at $1 -13-$1 .20 per pound. Important industrial uses of antimony are for flame retardants, storage batteries, chemicals, pigments, rubber, plastics, glass, ceramics and machinery.

The extremely cold weather and heavy snowstorms of January and February in northeastern Pennsylvania--with frozen mining equipment, diminished preparation and lack of railroad cars--severely hampered the production and distribution of anthracite. As a result, the previous estimates for the 2 months have been revised. On March 1, 1977, at the Porter Tunnel of the Kocher Coal Company at Tower City, Pa., an underground flash flood, which apparently broke through the wall of an adjoining abandoned shaft, swept through the mine. As of March 9, 1977, four miners were reported killed, three injured, and five trapped in the wreckage. The Kocher Coal Company began operations at the Porter Tunnel in 1968 and has had no fatalities until this current tragedy. The mine employs 20 persons on the surface and 115 miners underground, producing 750 tons of coal per day. Of the 109 underground mining operations in the anthracite region, this is the one remaining large mine that employs over 100 men.

As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The inherent suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests.
