The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Philippine laterite and serpentine ores can be utilized in an electric furnace operation to produce both a steel ingot and a ferronickel product. Figure 1 is a schematic interpretation of a plant in which laterite and serpentine ores are processed separately to obtain both ferronickel and steel as products. A relationship of estimated capital requirements and probable returns has been established in this study for a plant of this type. No attempt has been made to evaluate the risks involved in commercial operations. At such time that the project might be constructed and placed in operation, changes in the costs of material, labor, and power may materially affect the profitability aspects of this study. One of the uncertainties involved in the economic evaluation is the cost of mining, handling, and shipping the ores. It is on this basis that the cost of ore delivered at the plant is assumed to be variable at $3, $5, and $7 per net ton (dry basis). For all other costs a plant site at Iligan City, Philip-pine Islands, has been assumed in preparing the economic characteristics for a plant that will process 2,000 tons4/ of ore per day. Results of the study, for the 2,000-ton plant, with all monetary values expressed in terms of United States currency (Philippine peso valued at $0.50), are summarized as follows:

Construction workers may be exposed to hazardous dust containing silica when working in enclosed cabs during construction activities. The National Institute for Occupational Safety and Health (NIOSH) found that equipment operator exposure could be reduced by retrofitting air pressurization and filtration systems on existing cabs, using sweeping compounds on soiled floors, and implementing a dust control program.

"INTRODUCTION This is the third report of investigations by the Bureau of Mines in cooperation with industry to establish the value of electrolytic manganese in the manufacture of ferrous and nonferrous alloys. The manganese was produced by the Bureau at its Boulder City pilot plant from domestic ores and by the process developed by it. 4/ The work was done under the direction of R.S. Dean, assistant director, Bureau of Mines, and R. G. Knickerbocker, chief, metallurgical branch. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steels 5/ and the second with its use in acid electric or open-hearth low- and medium-carbon steel castings. 6/The present report treats of the use of electrolytic manganese in the manufacture of low—carbon rimmed and killed steels. A résumé of these three investigations and two others appeared in the magazine STEEL. 7/ Further reports will be published as tests are completed at some 70 industrial plants. All tests were made on full—scale heats or melts, and the resultant product was processed and used commercially."

Three properties in the Tuolumne River RARE II area, the Eagle Bluff Mine (lode) and the Indian Creek Bar and Bossy Bar Prospects (placer), have identified subeconomic gold resources (table 1). Nineteen other properties have potential for gold resources. Adjacent to the study area, five properties have identified mineral resources, and nine others have potential for resources. Properties having high-grade zones (shoots), but licking enough tonnage to be classified as resources, are listed in table 2. Gold, in lode and placer deposits, is the principal mineral commodity in the Toluene River study area. Ten properties within the RARE II boundary have gold-rich zones or shoots; they range in size from 12 to 2,500 tons and in average grade from 0.09 to 0.97 oz gold per ton.

This report is a continuation and expansion of a previous USBM grant (No. G0254004) which examined alternative methods of handling the parting between two coal seams in a surface mining operation. The alternative methods consist of equipment implementation in either a stowing or haulback technique. Following a typical strip mine conformation, the parting is directly stowed or hauled back and placed in the pit bottom after second seam removal. The objectives are to produce an environmentally sound material placement technique and to increase prime stripping machine utilization. This report contains the engineering philosophy behind two computer programs created to evaluate parting handling methods over d wide range of coal and parting thickness ratios. The nature of the computer approach allows cost sensitivity analysis and quick updating of costs. The two programs are clearly presented with documentation and examples such that consumers may apply then to their own operations.

The Bureau of Mines, U.S. Department of the Interior, has investigated the extraction of alumina from domestic kaolin clay by leaching with boiling 26 wt-pct hydrochloric acid. Acid leaching of crushed calcined kaolin feed yields slurries that are slow settling and difficult to filter because of the presence of fine particles generated in crushing, calcining, and leaching. Laboratory research showed that tumbling and moistening crushed raw kaolin on a pelletizing disk caused the fines to agglomerate on the surfaces of the larger particles, while the sharp edges and corners of the larger particles were rounded off. Minus 16-mesh crushed raw kaolin was misted on a 36-in-diam, 8-in-deep pelletizing disk at rates of 175 to 250 lb/hr, and was calcined in either a rotary or a fluidized-bed calciner; negligible degradation occurred. The physical properties of the misted calcined kaolin were evaluated in the leaching system of the clay-hydrochloric acid miniplant. Only minor attrition occurred during leaching, and the slurry was readily filtered on a continuous belt filter.

This report is one of a series of Bureau of Mines Information Circulars dealing with mining methods and costs throughout the United States. It describes drifting, crosscutting, and raising operations at several mines in the Coeur d'Alene mining district, Shoshone County, Idaho. Ore bodies in the Coeur d'Alene district are generally in steeply dipping tabular ore zones, are irregular in shape, erratic in occurrence, and have been extensively mined along the strike and down dip. Because of the extended attitude of the deposits a great deal of development work is required. Drifting, crosscutting, and raising methods are described in this report. Shaft sinking is the subject of another report in the same series.

Recent investigations in the United States and in other countries have produced considerable information on the nature and occurrence of minor elements in coal. The possibility of recovering certain elements, particularly germanium and uranium, from coal ash and other coal products has received considerable attention. Some flue dusts are potential sources of germanium, and certain lignite deposits are potential sources of uranium, but industrial recovery of these elements has been limited to small quantities for technical and economic reasons. Considering the large amount of coal mined annually, a small percentage of a rare element may have industrial significance if an economical method of recovery can be developed. In 1944 information on the occurrence of rare elements in coal was reviewed in Bureau of Mines Technical Paper 669 (46).3 This report is a revision of that paper with the view of summarizing published information available for United States coals, and pertinent information concerning coals of other countries. Selected references from the original paper are retained. New references do not include all preliminary reports when more permanent literature describing complete projects is available. Consequently, the list of references should not be considered complete.

Coal mine bumps involve the violent, rapid failure of coal and rock around a mine excavation. Deep coal mines with strong roof and floor rocks and high-stress conditions frequently experience face and rib bumps. The bump problem is becoming more severe as mining depth increases, prompting efforts to control high stress in advance of mining. This Bureau of Mines report presents a review of the most widely used methods to detect and destress high-stress zones along coal faces and an investigation of stress-related bump problems and destressing techniques at a cooperating mine. Geotechnical instrumentation and microseismic methods were used to better understand bump occurrences in underground coal mines. Laboratory tests of the drilling-yield method for high-stress detection were conducted to determine the correlation between the volume of cuttings obtained and the magnitude of the applied stress at various confining pressures. A three-dimensional, multiple-seam computer modeling program, MULSIM, was used to evaluate the effectiveness of stress-relief methods. Modeling results indicate that dangerously high-stress areas can be controlled by either proper planning or destressing. Proper mine planning guidelines and destressing methods such as volley firing, hydraulic fracturing, and auger drilling are discussed.

Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

The purpose of the Inherently Safe Mining System (ISMS) project is to develop continuous and conventional coal mining equipment and systems which will reduce the incidence of fatal and nonfatal accidents in the working sections of underground bituminous coal mines by application of existing technology. This study focused on the chemical reactions between uranium tailings fluids and cores of subjacent bedrock from the site of the Cotter Corporation uranium mill at Canon City, Colorado. Actual and synthetic tailings fluids were forced through cores of bedrock. The pH of the effluent solutions was the dominant control on the behavior of dissolved species in solution. The pH depended on the presence or absence of calcite cement in the rocks. Calcite neutralized acidic raffinates and caused the precipitation of iron, manganese, aluminum, and possibly uranium. Chloride, sulfate, and sodium were not retarded upon passage through the cores, and sulfate and chloride should be useful as tracers of escaping tailings fluids. Zinc, copper, cobalt, nickel, uranium, and vanadium exhibited high mobility under acidic conditions and were strongly retarded at elevated pH. Calcium was released due to dissolution of calcite and ion-exchange. Magnesium was not retarded in concentrated solutions, but showed moderate retardation in dilute fluids. Potassium and ammonium both showed early retardation followed by breakthrough and mobility. The behavior of molybdenum was strongly dependent on pH, with retardation at low pH and mobility at elevated pH. Selenium was highly mobile under all conditions. Selenium should be a better tracer than molybdenum for many situations. Precipitation of carnotite appears to control the solubility of uranium and, possibly, vanadium. With the exception of the precipitation of aluminum and silica, all reactions were rapid.

This examination report includes the salient statistics on the production of pegmatite minerals other than quartz and feldspar; and brief descriptions of 170 specific pegmatite deposits.

The Federal Bureau of Mines has conducted research to delineate factors affecting relative fabricability of electrowon and electrorefined copper. The Bureau's Rolla Metallurgy Research Center coordinated and participated in a statistical round-robin chemical analysis and performed impact tests on lead-doped copper specimens. In a series of round-robin analyses, cathode, bar, or rod from a domestic lot of electrorefined copper and electrowon copper from a domestic and a Peruvian source were analyzed for Pb, Fe, Bi, Se, Ag, O, S, Sb, and seven other elements. The electrowon cathode from both sources surpassed requirements for electrolytic cathode, although lead in the Peruvian lot exceeded specification for oxygen-free electronic grade. The least interlaboratory agreement was for oxygen analysis, Copper specimens, doped with up to ~300 ppm Pb and consisting of as-cast material (fine-grained or coarse-grained) and hot-rolled material, were impact-tested at temperatures to 871° C (1,600° F). Impact energy of fine-grained material dropped 26 pct with increased Pb up to 20 ppm and more gradually thereafter. Coarse-grained specimens fractured at lower energy with little dependence on lead. Hot rolling raised impact energy substantially. Grain structure is evidently as significant as lead in influencing workability. Some discussion is given of possible effects of oxygen, sulfur, and porosity.

This work, conducted under Bureau of Mines contract, deals with the development of a computer graphics software package that will: 1. display mine ventilation schematics and other representative Illustrations for a real-time data acquisition system under development by the Bureau, and, 2. utilize the Bureau-owned Minefire and Ventilation Code for display of ventilation on and contamination predictions. The software package has been written try operate on a 64K, Z-80 based microprocessor-computer. The project has been divided into two phases. The first phase dealt with the development of the graphics software The sec rind phase dealt with the retrofit of the Minefire and Ventilation Code to the Z-80 microprocessor-computer.

This first Annual Report covers the work on Contract No. H0377043 "Cable for Face Equipment", from August 1, 1977 to July 31, 1978. It reports the progress in the three areas of over-and short-circuit protection, cable ampacity research and cable couplers. Field trips have established many interesting facts related to circuit breaker settings and cable size. For example, the determination of cable sizes depends on the RMS duty cycle current determined by a particular piece of equipment, but the actual selection of the cable to be used is often a function of the maximum allowable circuit breaker instantaneous settings as specified in Title 30. In order to avoid nuisance tripping as a result of instantaneous starting current field, laboratory and analytical studies are being conducted to determine proper settings and cable sizes Also an extensive program has been established to monitor the performance of high voltage cable couplers and determine their modes of failure. Various equipments are being designed for laboratory testing, and an extensive reeled cable experiment is also under way.
