Since the early 1990s, the Canadian mining industry has been increasingly defined by the signing of Impact and Benefit Agreements (IBAs) between mining companies and Aboriginal peoples. While these agreements are intended to complement the legal system, they also serve to establish the legitimacy of mining projects and to encourage the harmonious integration of these projects into their social and environmental contexts. Beyond their practical implications, what are the effects of such agreements on the ability of Aboriginal communities to access the institutional space where the authorization of mining projects and the conditions of their implementation are decided? Can we view IBAs as a preliminary step towards the operationalization of the principle of Free, Prior and Informed Consent? This paper aims to explore the potential of IBAs as a sustainable solution to the legitimacy issues that result from the implementation of the formal regulatory framework governing mining activities in this jurisdiction. We highlight what constraints and opportunities the James Bay and Northern Quebec Agreement (JBNQA) engenders for local communities and draw attention to the ways in which the negotiation of the Raglan IBA and the environmental evaluation processes act upon each other. We find that certain structural problems - and problems of legitimacy ? related to mining in Northern Quebec cannot be solved by the sole signature of an IBA, which suggests the need for caution when considering such agreements as a panacea. The Raglan case demonstrates that IBAs, like other modes of regulation relying on the direct interface between companies and communities, would benefit from a stricter framework and more explicit ties with official regulation channels.

This paper will discuss the innovative hardware and software technologies employed in the new control system. This paper will also describe the planning process, migration path and simulation techniques used to ensure the success of such a large and complex DCS upgrade.

The last few years have seen considerable consolidation of the mining software industry and a trend towards greater planning and production control system integration, particularly for surface mines. The mining industry is starting to realize the benefits of system integration and will continue to drive the evolutions of these systems. Several trends can now be observed. The trends include application and system integration, data portability, ?intelligent? systems for support of decision-making activities, mine process-control and automation. While many planning systems are moving in this direction, there is room for considerable improvements. This paper will discuss these trends, examine the current state-of-the-art in mine design software, and identify areas where improvements should be made and why.

?Two highwall failures in a South African coal mine defied analysis by widely accepted limit equilibrium methods. ?The geological conditions were complex, with undulating coal-bearing strata overlying a karstic topography formed in underlying dolomite belonging to the Transvaal Supergroup. ?It was clear that the simplifying assumptions made by all limit equilibrium methods were inappropriate in the conditions.

"Computer modeling of smelting processes requires internally consistent equations for calculating the compositions of mattes and slags. That is, the sum of the calculated assays must total 100%. One set of equations that satisfies this requirement for copper produced under oxidizing conditions (pSO2>one atmosphere pressure) is given by the following:%[Fe] = 62.0 – 0.775%[Cu]%[S] = 28.0 – 0.00125%[Cu]2%[O] = 10.0 – 0.225%[Cu] + 0.00125 %[Cu]2Mattes containing nickel in appreciable quantities do not have the defined “white metal” end point of approximately 80 percent copper and 20 percent sulphur that is found in the copper system during the converting process. The above equations, however, are readily extended to nickel and nickel/copper mattes for any desired end product composition."

Abstract -Estimating ore reserves for vein type deposits is a two-stage procedure: first, calculate the geometry of the vein system, and second, estimate the grades within this system. The grade estimation can only be consistently performed if the vein geometry - its size, shape and orientation - has been correctly characterized. Getting the size and shape of the different veins right means that the ore tonnages will not be artificially inflated, e.g., by falsely classifying host rock as veins. Similarly, correctly estimating their orientation and location helps mine management decide on the appropriate mining technique, selective or not. When applying geostatistics to estimate the vein geometry all available information needs to be used and not just the standard lithologic indicator of being or not being in a vein.

This paper addresses recent calls to study the role of the state in private regulation. Using an historical, organizational-field approach, I trace and explain the evolution of public debates and interaction of different forms of regulatory initiatives dealing with Canada?s mining industry. The empirical evidence presented calls attention to the interaction amongst different regulatory forms, as well as the conditions under which the state will encourage fragmented initiatives, rather than facilitate and catalyze regulatory strengthening and consolidation. As such, my analysis: problematizes the underlying assumptions used as a starting point by the growing literature on the role of the state in private regulation; connects and juxtaposes recent scholarship to more established literature on regulatory state failure and self-regulation. I also contribute to the discussion on Canada?s CSR policy, outlining the likely regulatory effects of the current policy framework.

This paper describes a system that manages and assigns vehicles in real-time in an underground mine. Each dispatching decision takes into account the traffic on the road segments of the mine network, whether bi-directional or unidirectional, and ensures that each LHD (Load-Haul-Dump Vehicle) arrives in the right orientation at loading and dumping points. Such systems can be used for two main purposes: 1) as a strategic planning tool and 2) as a real-time managing and optimising system for operations. Using a simulator in conjunction with the fleet management system, it is possible to accurately estimate the impact on productivity of decisions such as the development of waiting areas (bays, sidings), or the addition (elimination) of vehicles to the fleet in operation. Moreover, when used in for real-time dispatching, routing and scheduling of vehicles, the system can optimise production with respect to various assignment criteria such as minimising the cycle time or minimising the deviation from an optimal production plan. Dispatching, routing, and scheduling are handled simultaneously, taking into account the mine status, operational constraints, and all available information.

Analytical methods for the determination of uranium and other precious elements in ores, industrial wastes and by-products have been developed. The analytical techniques employed are NAA and ICP-MS. Two procedures of digestion were applied: microwave acid digestion and alkali fusion. Accuracy was checked by using CRMs. Results of analysis of the same samples by the elaborated methods have been presented and compared. The methods will be used for estimating the capacity of uranium production for the Polish nuclear power programme.

The purpose of this paper is to propose the real-time facility management system framework based on Building Information Model (BIM) and Web of Things. Latest IT such as BIM is rapidly spreading to architecture, civil engineering, engineering and maintenance with the aim of simplifying complex system in buildings and facilities, minimizing operation cost, providing high value services and advancing facility management. In particular, BIM-based management framework design to assist the development of sensor information operation system, which adds convenience to facility maintenance and management, has emerged as a key issue. To this end, this paper proposed conceptual framework for data warehouse, web service and interface that make up real-time facility management system. The paper also produced conceptual methodology on CoRE-based web service platform, mobile device, BIM and WSN mapping.

An Electrical Risk Management/Inspection Program has been designed specifically for the mining sector in order to provide electrical code expertise and systemic gaps in electrical systems. Goals include improved safety and productivity, reduced injuries and help to enable businesses to better comply with the electrical codes and regulations that govern them. The Electrical Risk Management/Inspection Program is now recognized by some of the world?s largest mining organizations. Since June, 2001 these electrical safety advisory services have been available to underground and surface mine sites throughout Ontario and are now offered throughout Canada and around the globe. This program is also currently being applied to review new electrical installations for mine construction projects thus improving the safety and reliability of mine site electrical systems.

"On July 1, 1977 Hudson Bay Mining and Smelting Company Limited announced the commencement of construction of a 3800 ton per day concentrator at Snow Lake, Manitoba. Snow Lake, a community of 2200 people, is located 130 road miles from the main metallurgical plants at Flin Flon.The design, detailed engineering and equipment selection for the project was awarded to Wright Engineers Limited of Vancouver, B.C., who would be working in close liason with Hudson Bay Mining personnel throughout the project.The feasibility of constructing a metallurgical plant in the Snow Lake area, in addition to the concentrator at Flin Flon, had been under study since 1964 with plants of varying capacities and designs being considered. Each successive study recommended a plant of increased capacity and sophistication and finally upon an in-depth study in 1976 of ore reserves, freight rates and operational benefits, the construction of a 3800 ton per day copper-lead-zinc concentrator appeared highly benificial."

"Mr. Chairman and fellow CMP members, most of these remarks will be made with particular reference to copper concentrate but the basics apply generally to other metal concentrates as well.For very good reasons, using copper as an example, smelting capacity usually is located either close to mine production or close to areas of high copper consumption. The mine producer can add on smelting capacity to insure that the copper in his concentrate can be processed into a marketable form under more or less controlled conditions including costs. On the other hand, the consumer wishing to assure a better supply of copper likewise can build smelting capacity and offer treatment charges attractive enough to discourage mines from investing in their own facilities. In this regard, freight is an important factor. Bulk shipments from the heart of Africa with a large overland component are uneconomic whereas concentrate movements from Australia or South America compare favourably with smaller metal shipments.A mine project which incorporates smelting capacity, will often, through the presence of this capacity, encourage active exploration and development of additional concentrate production in the vicinity. The usual result is that new mines within reasonable distance of the smelter will be able to avoid the capital required to build their own smelting and refining facilities and that the existing facilities will expand to appreciate economies of scale."

"Starting this year, corporations that conduct business in Ontario face a new tax a corporate minimum tax. This tax is in addition to the myriad of other taxes that make up a corporation's total tax burden including federal and provincial capital 1oXJ!S, payroll tax and sales taxes. Mining companies with gross revenues in excess of $10 million or total assets exceeding $5 million may be liable for this new tax. IntroductionOn December 8, 1993, the Ontario government introduced legislation to implement the corporate minimum tax (CMT promised in its May, 1993 budget. There are very few differences between the final legislation and the budget proposals.The CMT is effective for taxation years commencing after 1993. Subject to certain specific exemptions (detailed below), the tax applies to all corporations liable for Ontario Corporate Income Tax that have either gross revenues in excess of $10 million or total assets in excess of $5 million. These measurements apply to the aggregate gross revenues and total assets for all corporations in an associated group and a corporate partner's share of partnership assets and revenues must be included in the determination.In essence, the CMT is an income tax that is based on financial statement profit instead of an income amount that is determined separately under a statute. Accordingly mining companies (including so called ""junior"" exploration companies), which traditionally sheltered their taxable income by claiming generous exploration and development deductions, could find that they have a CMT liability."

Reading the newspapers, you will know that opposition to ratification on economic grounds always points to the view that action will result in major price increases for energy (to both industry and households) with consequent severe losses of energy production and a loss of competitiveness for energy-intensive producers (i.e., in your kinds of industries). You might think of this as the ?carbon tax? fear, and you should note that many of the initial policy development experiments included variations of this theme. Analysis reported in late 2000 and into early 2002 reported reductions in energy production in the long run of between 10% and 20%. At the upper end of that view, these were the kinds of numbers reported in the Industry Canada study ?leaked? to the Press last week. The consequences of this approach included significantly uneven negative effects for some provinces (e.g., Alberta, but also Saskatchewan and Newfoundland). It had been agreed by the First Ministers of Canada, however, that the policy should not yield those results so development in recent months has focused on eliminating sector and therefore provincial ?sore thumbs?. Although an emissions trading system, which represents this type of approach and directly impacts costs of production, continues to be featured in the new or current policy and is applied to the Minerals Industries among others, it is designed to be implemented in such fashion that the costs are more moderate than before. And because the industries covered by permits are almost all price takers, there is no device for moving an increased price signal forward to ?consumers?. What this does do is even out negative effects among sectors in the economy and for provinces, but at the expense of government financial results.

"The toxicity of arsenic is well known and documented; however, the presence of arsenic in copper electrorefining anodes and electrolytes is critically necessary to produce high-quality cathode. Arsenic as well as antimony and bismuth concentrations vary relative to their concentration in the anode copper received from the smelter. The behaviour and benefits of arsenic in copper electrorefining and the detrimental effects of antimony and bismuth on cathode quality and tankhouse performance are discussed. This will include the minimization and mitigation of problems associated with arsenic, antimony, and bismuth—including cathode contamination, floating slimes, scaling, and anode passivation.RÉSUMÉ La toxicité de l’arsenic est bien connue et documentée; toutefois, la présence d’arsenic dans les anodes de l’électroaffinage du cuivre et dans les électrolytes est d’une nécessité critique pour produire une cathode de grande qualité. Les concentrations en arsenic, ainsi qu’en antimoine et en bismuth varient selon leur concentration dans l’anode de cuivre reçue de la fonderie. Le comportement et les avantages de l’arsenic dans l’électroaffinage du cuivre et les effets indésirables de l’antimoine et du bismuth sur la qualité de la cathode et le rendement des cuves d’électrolyse sont discutés. "Most underground diesel equipment is equipped with diesel oxidization catalysts (DOCs) to reduce carbon monoxide and hydrocarbon emissions. DOCs do not alter nitrogen oxides concentrations but can promote the oxidization of nitric oxide (NO) to the more toxic nitrogen dioxide (NO2). Vale and CanmetMINING have been researching how to reduce worker exposure to diesel emissions by testing mining equipment DOCs. Results indicate a > 77% decrease in carbon monoxide concentration but a 46–315% increase in NO2 concentration for 8-mode test cycles. It is recommended that DOCs that increase NO2 emissions be evaluated regarding their continued use in underground operations.RÉSUMÉ La plupart des équipements miniers souterrains sont équipés de catalyseurs d’oxydation diesel (DOC) afin de réduire les émissions de monoxyde de carbone et d’hydrocarbures. Les DOC ne modifient pas les concentrations des oxydes d’azote mais ils peuvent faciliter l’oxydation du monoxide d’azote (NO) en dioxyde d’azote (NO2), plus toxique. Vale et CanmetMINING effectuent des recherches pour réduire l’exposition des travailleurs aux émissions de diesel en analysant les DOC des équipements miniers. Selon les résultats, une diminution > 77 % dans la concentration de monoxyde de carbone est atteinte mais elle est accompagnée d’une augmentation de 46 à 315 % de la concentration en NO2 pour des cycles d’essais à 8 modes. "Finance Minister Paul Martin's first budget disappointed almost everyone. The business sector was disappointed at the some what feeble attempt to grapple with the country's deficit. The mining industry was disappointed by tax proposals regarding mine reclamation that fall short of the industry's needs. Has anybody been happy with a federal budget? Federal Budget DisappointsThe federal government's budget papers that were tabled on February 22, 1994, contained a rather bizarre mixture of unrelated tax proposals. The budget signals an unexpected attack on the tax treatment of debt settlements, on certain types of corporate reorgani2ations, and on income earned by foreign affiliates. This is an old style budget, which proposes a pot pourri of technical changes and policy initiatives. Mine ReclamationEffective February 23, 1994, a taxpayer's contributions to a prescribed mine reclamation trust fund will be deductible as a current expense. The budget papers do not provide a definition of what will constitute a ""prescribed"" trust: this definition will surface in due course. However, the budget papers indicate that:• income earned in such trusts will be subject to tax each year;• all withdrawals from the trust (including income already taxed) will be included in computing the income for tax purposes of the recipient;• reclamation costs will continue to be fully deductible at the time incurred; and • contributions, trust earnings, and withdrawals will not be taken into account for the purposes of determining a taxpayer's resource allowance."
