"Accident prevention has been an on-going priorty for five years. In 1987, adherence to the ILCI five-star rating loss control program was started, and a first star was awarded. Extensive training programs have been undertaken to establish standard procedures and upgrade employee skills. Due to its location, Selbaie owns and rents housing in the town of Joutel and contracts a busing service to and from the mine. Employees from other areas are lodged in dormitories and fed in the site dining room. Accounting and warehousing services are carried out in efficient fashion. Employee relations are structured to provide prompt resolution of complaints and differences. No lost time due to industrial relations differences has been encountered during the history of the mine.Safety and Loss ControlAll mines are concerned and occupied with a wide range of activities to ensure the safety of its employees. Selbaie is no exception. Programs to achieve success in safety and loss control have been implanted since the start of construction and development at Selbaie and have followed three interesting stages of evolution."

"Blast design is becoming more and more important as industrial limitations change in regard to economical and physical restraints. Certainly there are ways to alter the nature of the blast by using different explosives, various hole sizes and modifying the timing and charging details. However, it is not possible to alter the fabric of the rock mass. Therefore, it is necessary to learn more about the rock mass and its role in the blast design, and the resulting fragmentation. The major determinant in the degree of fragmentation, or lack of it, is proposed to be the inherent fragmentation of the in situ rock mass. A practical method of quantifying the discontinuities existing in the rock mass is presented and discussed. Likewise, the effects of inherent fragmentation on the resulting muckpile are reviewed. Finally, a fragmentation model combining the calculated inherent fragmentation and the Kuzram model is shown using a sample blast.IntroductionIn blasting, discontinuity characteristics (Fig. 1) control the method by which the rock mass will behave. "Determining the correct mechanism of a boiler tube failure is important for the prevention of future tube failures. Proper corrective measures can be undertaken to alleviate the root cause or causes for a failure only when the correct mechanism is known. A mechanism of boiler tube failure is defined as the process which degrades the tube and produces a failure.An expert system package was developed for use by electric utility power plant personnel during investigation into the cause of a boiler tube failure. It is intended to assist their efforts to recognize and identify a basic failure mechanism that can produce the type of boiler tube failure under investigation. The program guides the user to the most likely failure mechanism by asking simple questions, answers which can be obtained by determining the failure location, type of fuel, and from visual inspection of the failed tube. Expert systems are a form of artificial intelligence which imitate the decision-making process of experts.IntroductionBoiler tube failures (BTFs) continue to be the single largest source of forced outages in fossil fired electricity generating stations. Because of this a concentrated effort is being made to minimize boiler tube failure occurrences. Eliminating boiler tube failures could be worth $5 billion a year to the electric power industry(1).The aggressive service environment of fossil-fired boilers is largely the reason for these failures because the combined effects of stress, temperature, corrosion, erosion and vibration cause deterioration of boiler tube material properties and reduction in wall thickness.Determination of the boiler tube failure mechanism is important for the prevention of future problems. The root cause for a failure can be established and proper ameliorative measures taken only when the failure mechanism is identified correctly. The correct identification of failure mechanism is a complex process which may include many individuals and institutions. Technical specialists in metallurgy, chemistry, combustion, and boiler design frequently cooperate with the station staff in a failure investigation . These individuals rely on personal experience and numerous reports , theories, studies, private communications and investigations concerning the different failure modes and mechanisms."

"Cambior currently has nearly 80 exploration properties, acting as operator on about 60 of these. The company's exploration budget has increased to over $11,100,000 for 1990. On-going efforts recently yielded a new gold discovery on the Douay- Vezza property, a joint venture project with Inco and Vior. Cambior continues to seek out new opportunities, recently acquiring an option agreement on the Sleeping Giant project in Quebec and four new exploration agreements in the United States, through its Reno office. Other nearly-concluded joint venture agreements have also given the company entries into Indonesia and Guyana.SummaryWhen it acquired SOQUEM's assets on August I, 1986, Cambior also acquired interests in 45 exploration projects. The subsequent mergers with Aiguebelle Resources and Sullivan Mines in 1987 brought the total number of exploration projects to 83, most of which are concentrated in northwestern Quebec. Cambior's strategy emphasizes gold exploration, and exploration activities were, therefore, initially limited to the Val d'Or and Rouyn-Noranda mining camps, where Cambior has a large portfolio of properties. Approximately $25.8 million has been spent on surface exploration in this area since the formation of the company, resulting in the discovery of the Mouska deposit and four sub-economic zones on the Porcupine, Forbex, Bloc Sud and Flavrian project s. In 1988, Cambior became involved in projects in the United States to which the company expects to allocate about 38070 of its 1989 exploration budget."

The target of this study was to clarify the role of lead on the dissolution of gold in the (NH4)2S2O3-Cu leaching system via chronopotentiometry, linear sweep voltammetry and chronoamperometry. It was found that the dissolution of gold was significantly increased with lead concentration up to 10 mg/1 Pb in the system of 0.1 M (NH4)2S2O3 and 50 mg/1 Cu. \/oltammograms suggested that the anodic dissolution of gold was virtually independent of lead concentration in the range of 1-10 mg/1 in 0.1 M (NH4)2S2O3 solution while in solutions containing copper as well, addition of lead increased the anodic dissolution of gold.

"Recent amendments to the so-called ""flow-through share"" rules in our income tax legislation have given a new lease on life to this once popular investment vehicle.The original ""Dome funds"" for exploration in the Beaufort sea recognized the usefulness of flow-through share arrangements, but, by and large, flow-through shares have until recently not been able to compete effectively with other tax shelter instruments-mainly , limited partnership interests.This month, Tax Notes examines the new tax rules for investing in flow-through shares.IntroductionRecent income tax amendments have helped to rekindle investor and industry interest in so-called ""flow-through shares"" as a mechanism for mobilizing funds toward mineral exploration and development activities. In competing for investment funds, flow-through shares have historically placed a distant second in terms of investor popularity, being unable to compete with the more attractive features of limited partnership arrangements. However, primarily as a result of favourable changes to the income tax law, flow-through shares may be well poised for a comeback.This article examines the income tax considerations pertaining to issuing and investing in flow-through shares, and compares the former and the new income tax rules relating thereto. Of course, inasmuch as a flow-through share issue can involve various contractual arrangements between the investor and the issuer, there is a wide range of legal and business factors that generally have to be taken into account. A discussion of these matter s is beyond the scope of this paper, which is restricted to a summary of the special income tax factors attributable to flow-through shares."

"We have recently proposed a new ""EQ Coating"" bond coat system to solve the problem of secondary reaction zone (SRZ) formation caused by bond coats applied on the hot section components of modem jet engines. A viable EQ coating alloy was previously found for a representative znd generation superalloy, TMS-82+. It would be ideal if the same could be done for a representative 5th generation superalloy, TMS-173. In this paper, we will show that the coating with the best oxidation resistance in the EQ system of TMS-173, although possessing considerably better resistance than TMS-173, did not have sufficient oxidation resistance. In order to improve the oxidation resistance of the EQ coating for TMS-173, we have ventured into ""Pseudo-EQ coatings"". A diffusion couple between the Pseudo-EQ coating and TMS-173, after 300hrs at 1100°C, had a 0-15µm IDZ, but no SRZ. A diffusion couple between a conventional coating and TMS-173 formed a 80-150 µm SRZ. After a 1 hr oxidation test at 1100°C, the PseudoEQ coating formed a thinner oxide layer than the EQ coating, but still contained NiO and spinel. Aerospace"

Long range mine planning involves developing a mining sequence that schedules the extraction of the ore and waste materials within a final pit limit. The objective is to define a sequence that best meets the defined strategic objectives. The main steps in the creation of an open pit mine plan are the final pit limit design, the design and sequencing of the mining phases, equipment selection and operating cost estimation. Flexibility is the key strategic element in developing a mine plan. Planning the extraction sequences and rates for the various mining areas is a challenging and demanding activity. It is often necessary to consider numerous alternative strategies and what if scenarios. The number of alternatives that can be studied with limited manpower and time resources is restricted. In order to investigate strategic aspects of mine planning, a system to generate workable mine plans rapidly is required. The concept of Visual Mine Planning is that the engineer can visualize the current plan, easily change a component of the plan, such as the annual cut-off grade schedule or the production rate within a particular Phase, and immediately see the effect on the mineralogical and cash flows. If the desired result is not achieved, a change is made and the effect is again immediately seen. This paper presents results of research in this area conducted at the Pontificia Universidad Católica de Chile. The work includes the examination of cut-off grade strategy, sequencing, blending, stockpiling and shovel-truck fleet requirements using simulation.

"Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976.Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen per cent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one-month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March 1980, Sidbec-Normines used coke addition as a current operation.This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port -Cattier pellet plant.IntroductionThe Sidbec-Normines pelletizing plant at Port-Cartier, Quebec, is designed to produce six million ton s per year of oxide pellet s. It is a Dravo-built two-line plant; one line to produce three million s tons per year of blast furnace grade pellets averaging 5.5 per cent silica, and another line of three million ton s to produce direct reduction grade pellets of about 2.0 percent silica.The laboratory pot-grate test program was conducted in 1977 at the British Steel Corporation Research Laboratories in England, with the assistance of J .E. "In 1957, the Department of Mines and Technical Surveys (now Energy, Mines and Resources Canada) issued their first certificate for a fire-resistant conveyor belt. The testing procedure used was a combination of those used in the U.S.A. and the U.K. Subsequently, certification was granted to fire resistant electric cables (1974), fire-resistant mine duct material (1976) and fire-resistant hydraulic fluids (1978).Until recently, the testing procedures were copied from either the U.S. or the U.K. However, since the founding of the new Canadian Standards Association (CSA) Steering Committee for Electrical/Mechanical Mine Safety in 1981, these requirements have come under the close scrutiny of new CSA technical committees who will attempt to adopt or change the existing procedures to meet Canadian needs. This paper outlines the existing test requirements and attempts to predict how they will appear after ""Canadianization"" by the CSA committees.IntroductionFires in underground mines have always been considered more serious than in other locations because of the confined space and limited atmosphere. A fire can make escape difficult or impossible if it is blocking all of the routes to the surface. Also, the products of combustion from an underground fire can asphyxiate anyone not having self-contained breathing apparatus.In an underground coal mine, the consequences of a fire can be even more serious because of the presence of methane and coal dust in the atmosphere (which can explode) and because the coal itself is combustible.For these reasons, the inspection authorities having jurisdiction over underground mine s in Canada are quite concerned about the flammability of any materials that are used in quantity in the underground environmentAs early as 1957, the Canadian Explosive Atmospheres Laboratory (CEAL) was asked to certify conveyor belting as fire-resistant. "Major swings in the silver price since 1979, along with the ever constant fight to maintain ore reserves has forced United Keno Hill Mines Limited through several unique series of events in order to survive in the 80s.This paper is specifically meant to be a description of safety and productivity improvements achieved to ensure the survival of a silver mining community ill the Yukon. There are, however, other events and conditions that must be described to complete the story and this paper attempts to do that as well IntroductionUnited Keno Hill Mines Limited, a subsidiary of Falconbridge Limited, is the only silver producer in the Yukon. Operations are located in north central Yukon, in and around the small town of Elsa, latitude 62.5 °, about 275 road miles from Whitehorse. The Arctic Circle is about 185 miles due north of the town.Temperatures in 1986 ranged from a high of 28.5°C in July to a low of -37.0°C in November, however, much lower temperatures have been recorded in previous years. Due to the mountainous terrain the town of Elsa is completely in the shade from mid-November until early February, a period of about 12 weeks.The Elsa area, as is most of the north, is considered semiarid with an average precipitation level of about 15 inches. Vegetation, however, is quite abundant though slightly dwarfed at the townsite elevation of 3200 feet above sea level: Many of our operating and exploration portals as well as our open pits are above the tree line. Permafrost in the area has been recorded up to 400 feet below the surface."

It used to be that a science/engineering presentation on "light weight" at a metallurgy conference, would relate to the materials science, processing, component fabrication and applications of aluminum, magnesium and titanium. Within the automotive industry, light weight now includes how to "lighten up", how to lightweight, or how to mass reduce vehicle components and systems. Increasingly stringent global emissions-reduction requirements require increasing vehicle fuel efficiency; mass reduction is an enabler to achieve this. While light metals certainly are the basis, a host of other materials can be used to optimize mass reduction while meeting vehicle performance, safety and cost requirements. New grades of ultrahigh strength steels and even nanosteels can be thinned down and save over 1/3 the mass vs conventional mild steels. A compacted graphite cast iron engine can be made lighter than an aluminum one. Aluminum components in vehicles were only castings; now aluminum stampings, forgings and extrusions are becoming more visible components of mass reduction. Lower mass high temperature polymers, and carbon fiber polymer composites now replace aluminum and steel. These materials often require specialized processing and manufacturing techniques to produce a component, including superplastically formed twin roll cast sheet aluminum and magnesium, and hot stamped/in-mold quenched steels. The assembly of hybrid structures requires unique joining/bonding, and corrosion-inhibiting techniques that might include sophisticated structural adhesives. This thinking "light" presentation, will conclude with a discussion of U.S. and Canadian government engineering and research support for mass reduction, including the proposed $148 M American Lightweight Materials Manufacturing Innovation Institute.

"Commercial coal mining has been recorded in Nova Scotia since 1863 and during this period an estimated 60,000,000 short tons of mine discard containing 10 1030% coal has been accumulated, Approximately 70% of these dumps are in the Cape Breton region and most are owned by the Cape Breton Development Corporation (CBDC), formerly DEVCO.The explosion of oil produced energy costs which created an increase in thermal coal demand as well as the desire to rehabilitate abandoned mine dumps encouraged coal reclamation. CBDC was receptive to a proposal from the Selminco Joint Venture and encouraged the building of the Princess Recovery Plant (1980) and The Summit Plant (1982).The mine dump contains scrap, waste rocks, coal and substantial quantities of fine shale. The scrap and oversize are removed and the remaining material slurried with water to a density of 1.45. The slurry is cycloned to separate the saleable thermal coal from the rejects which are returned to designated areas of the dump for contouring and revegetation.BackgroundThe recorded coal production in Nova Scotia from 1863 to 1980 was 390,000,000 short tons. This extraction was associated with an estimated 60,000,000 short tons of discarded material. This mining discard and coal washing plant reject are located in numerous, varying sized dumps throughout the mining areas. Approximately 70% of these dumps are in the Sydney coal field region of Nova Scotia. The coal content of these dumps varies from 10 to 30% coal with an average of 18%.Energy CostsThe explosion o f energy costs in the mid-1970s greatly increased the sale price of thermal coal which made recovery of coal from some of the dumps economical. The environmental benefit of these operations will be the rehabilitation of the dumps upon cessation of the coal reclamation operation."

"INTRODUCTIONInco Ltd. has ten operating mines in the Sudbury district. Over the last ten years mining methods have changed at Inco with special emphasis on the introduction of bulk mining replacing conventional mechanized cut-and-f ill and undercut-and-fill methods. At the same time, the technology and size of LH D equipment has also progressed to meet the demands of bulk mining. This paper will concentrate on various aspects of the introduction and operation of electric LHD equipment a t Inco Limited, Ontario Division. BackgroundInco Limited received its first electric 2 cu. yd capacity LHD in July 1975 at Creighton Mine. The unit was tested pulling shrinkage stope muck and then was moved to a mechanized cut and- fill complex on 6600 Level. The electric scooptram received quick acceptance from the operators, due to its quiet operation and low heat generation, in a relatively hot operating environment. Although there are only two of these units operating a t present, this initial favourable experience, both in cost and efficiency, led to the development and purchase of electric scooptrams of the 5 cu. yd size. There are currently eleven 5 cu . yd electric LHDs in operation.The most recent development a t Inco is the move to yet larger electric LHDs in the 8 cu. yd size. The first electric ""Eight"" has now been in operation at Copper Cliff South Mine for over a year. This unit has the distinction of being the first one of its kind in service in North America. At the time of writing, there were ten 8 cu. yd electric ma chines operating in Inco's Ontario Division Mines, with three on order."

The paper concludes with a discussion on the relative merits of gravity concentration with other forms of processing.IntroductionIt is an unfortunate, albeit popular, misconception among otherwise enlightened engineers in the mineral processing industry that gravity concentration was a process developed in the dark ages, perfected in the middle ages, and abandoned in the modern ages.Gravity concentration was developed in the dark ages - long indeed before that. Agricolau: cited examples of gravity concentration, crude examples admittedly, being practiced over 3000 years ago. However, gravity concentration is not dead. Far from it. As recently as 1978 it was reported that the total mineral tonnage treated by this process in the United States was greater than that processed by flotation. Coal represents the bulk of the or e treated by gravity separation in the U.S.A., with iron ore representing a major portion of the balance."

"This paper provides a foundation for studying the growth of fractures in presence of other discontinuities and different anisotropies of low permeable hydrocarbon formations and helps to improve the design strategies for multistage fracturing.The multistage fracturing technology has recently been used to exploit low permeable hydrocarbon reservoirs. However, the mechanism of hydraulic fractures interaction and the impact of local heterogeneities on ultimate trajectory of the growing hydraulic fractures are not yet understood in depth. A fully coupled poroelastic Finite Element based model is developed to investigate the mixed mode propagation behaviour of growing hydraulic fractures. This model takes advantage of an explicit representation of the fracture which enables us to take the effects of rock and fluid related parameters into account. Moreover, impact of fracture geometry and leak-off phenomenon is investigated. The refined mesh around the crack provides the added advantage of more detailed stress distribution, pore pressure change and back stress in the vicinity of the fracture and in particular at the fracture tip. The potential deviation propensity of the fractures is evaluated based on the fundamental rule that fractures propagate perpendicular to the direction of the minimum horizontal stress.This study shows that pressurization of transverse hydraulic fractures results in the reorientation of local principal stresses, particularly in vicinity of fracture tips. Variation of flow patterns clearly influences the evolution of shear stress around the fracture tips which will potentially lead to mixed-mode I and II fracturing and consequently, fracture deviation. The presence of local heterogeneities such as preexisting fissures and/or fractures is a main source of such pore pressure induced stress redistribution and reorientation and potential deviation of hydraulic fractures.Most existing models ignore or simplify the effect of pore pressure/stress coupling as well as the fracture geometry and fluid flow within the fracture. Also, the fluid leak-off from the hydraulic fracture into the formation, which is a controlling factor in fracture growth, is often considered using analytical models. Taking advantage of a fully coupled porelastic model along with an explicitly discretized fracture, this study provides a more realistic insight into the complex fracture propagation processes of multistage fracturing operations particularly in presence of reservoir geo-mechanical complexities."

"Environment and the economy are interwoven irrevocably. They need to be publicly discussed, and discussed often so that new approaches can be understood and developed - approaches which are complimentary, not confrontational.Discussion on the environment is timely, from the perspective of mining engineers and developers, from that of bankers and from their shared perspective as people concerned with enhancing the quality of life, the environment and the economy.This paper will touch on how what is called the ""environmental economy "" that has evolved has become entangled with regulatory and financial issues in a way that is dangerous for all of us. It will also look at some of the promising possibilities that a world-wide and continuing concern for the environment holds out for us.For many decades, British Columbia has provided some of the key examples of the intertwining of environmental and economic issues, and, very importantly, providing the people prepared to do something about them.Canada's first environment minister, the late Jack Davis, came from British Columbia. He led this country's delegation to the Stockholm Environment Conference in 1972, a conference that laid the groundwork of principles necessary to establish some international certainty as to the legal liability for causing trans-national environmental damage.Another British Columbian who was also a national environment minister, John Fraser - now the Speaker of the House of Commons - was one of the first to dramatize the importance of acid rain and force it into the international public arena.Some 20 years ago, British Columbians made Vancouver and their province one of the major centres of opposition to the Alaska Pipeline and Tanker System - with some justification, it now seems.That a British Columbian , then MP David Anderson, was given legal recognition to sue in a United States' court against a system that was either in U.S. territory or international waters was an important precedent in, and of, itself in terms of environmental law. That old controversy is now a very current case study - in terms of dealing with the question of liability.-"
