"Abstract- The Laochang mine, located in the Sanjiang area of southwestern Yunnan Province of China, is a volcanogenic massive Pb-Zn-Cu sulfide deposit. It is hosted by a pyroclastic sequence of Barly Carboniferous age, namely the lower member of the Yiliu Group, which was intruded by syenite and rhyolite porphyry . The volcanic suite is basaltic or basaltic-andesitic in composition, has alkaline affinities, and is associated with the initial rifting along the margin of the Baoshan-Shanstate continental rnicroplate (Yang, 1989). The ores are typically Pb>Zn>Cu in composition, averaging 3.820Jo Pb, 3.51% Zn, from 0.01% to 1.85% Cu (0.107% av.), a high average content of Ag (113 g/t) and recoverable amounts of Au, Tl, Gd, Ga, Ge, In. A massive sulflde zone, in which lenticular and stratiform orebodies are localized in a sulflde-carbonate-silica shale unit or sulfldic tufflte horizon that usually overlies coarse-grained pyroclastic rocks, is underlain by a stringer sulflde zone developed in a subvolcanic intrusion or volcanic sequence. The sulfide mineral assemblages, from the top to the bottom of the deposit, are: realgar + orpiment - galena + sphalerite + pyrite- chalcopyrite + pyrite + pyrrhotite + arsenopyrite. Oxide and sulfate minerais occur rarely in the massive ores. The massive ores are generally fine-grained and banded, but coarse-grained ore, colloform and framboidal texture, and growth-zoned pyrite and sphalerite are common. Sedimentary features such as graded bedding, brecciated and deformed ore clasts, and chaotically emplaced blocks, are well preserved, indicating that the massive orebodies have undergone slumping and dis­ placement. Alteration is weak in the hanging-wall rocks, but strong in the stringer zone. Two dis­ tinctive alteration zones have been identified: the upper zone, characterized by an assemblage of quartz, carbonates, chlorite, albite, zeolite and sericite, and the lower zone containing diopside, trema­ lite, actinolite, gamet, clinozoisite, and epidote.The general features of the Laochang deposit are in accord with the descriptive mode! of VMS deposits (Lydon, 1984). However, it falls into neither the Zn-Cu group nor the Zn-Pb-Cu group chemically (Franklin et al., 1981). The depositional setting of the Laochang deposit is quite different from Cyprus or Besshi-type massive sulfide deposits. Laochang is hosted by alkaline lavas that were erupted in a submarine continental rift. Although some features of the Laochang deposit are similar to those of Kuroko-type deposits, there are remarkable differences in the alteration mineral assemblage, the proportion of ore-forming elements (lead enriched) and the amounts of oxides and sulfates. These suggest corresponding differences in ore fluid composition and the associated ore-forming environment. Thus, the authors suggest that the Laochang deposit may be a distinct type of VMS deposit."

"Normal sequence of operations to develop a new underground mine is: construct and outfit headframe for shaft sinking, sink shaft, construct and outfit shaft sump, develop shaft station and shaft bottom steel. In an effort to reduce the overall project schedule, an innovative plan was developed to install service shaft steel below station level, prior to the completion of the shaft sinking effort. To better evaluate the construction of this substantial steel tower, a preliminary constructability evaluation was conducted, including the best method of supporting the main tower; from the bottom, middle or top of the tower. The design criteria and plan involved: •,Develop access from existing service shaft, 25 km underground •,Use of materials to maximize strength while minimizing corrosion exposure •,Estimating the location of the shaft centerline •,Over excavating the station and shaft below station to allow future shaft steel repositioning •,Designing the tower steel for modular installation •,Incorporate commissioning considerations, such as suspension of the cheese weights during steel installation •,Provision for covered stair access to shaft bottom •,Enclosed shaft envelope with open panels to allow visibility and ventilation The design approach was innovative and this paper will describe the design principles and challenges encountered while providing insight into the solutions developed and implemented; especially the modular construction and installation methodology. INTRODUCTION In an effort to expand the mining operations, a plan was developed to construct a new service shaft closer to the new mine workings and convert the existing service shaft to a production shaft at the Potash Corporation of Saskatchewan Inc. (PCS now Nutrien) Rocanville Potash mine in southeast Saskatchewan. The new service shaft required a multi roped friction hoist operating a cage / counterweight, rope guided conveyances to support the operational requirements. The service shaft is an integral part of the mining infrastructure as it provides access to the underground workings, transport personnel and materials underground for operation and maintenance of the mine. The shaft also allows for services required for safe operation of the underground mine, power supply, controls, communication, dewatering and fresh water supply."

Anisotropic minerals are important constituents of many ores. This group includes both valuable minerals (e.g., molybdenite in Cu-Mo ores) as well as gangue minerals (e.g., talc in platinumbearing sulphide ores in South Africa, graphite in Cu-Ni sulphide ores in Canada, chrysotile in Ni sulphide ores in Australia, and clay minerals in all types of ores). Aqueous suspensions of anisotropic minerals exhibit different properties than suspensions of isotropic minerals. The presence of anisotropic minerals in flotation circuits affects the flotation process.

"Mining with blast holes drilled upwards may be done to recover sill pillars, or for economic reasons when the distance between the levels is relatively large. If the rock is sufficiently competent to accommodate large stope size, the distance between sublevels could be increased to as much as drilling accuracy allows. The same drill drift can be used for the drilling of both down holes and up holes. In the case of down holes, the initial opening of the stope (drop raise) is not as much a problem as for the inverse drop raise for mining with up holes. This is because, with a drop raise, a lot of space is available at the toe for the blasted rock to expand. In addition, the raise can be blasted in many shots, thus allowing smaller blasts each time. Inverse drop raises are generally much more difficult to blast because of the limited space for muck flow, and must, therefore, be taken down in a single blast, requiring special considerations in order to ensure a success. A case study of a 29 m (95 ft) inverse drop raise successfully blasted in a single shot at Heath Steele Mines is described. The paper covers technical considerations such as drilling accuracy, hole deviation survey, delay extension and protection, initiation methods and initiation sequence. Finally, a novel method for creating the initial opening called ’slot drilling’ is presented. This method, inspired from LKAB in Sweden, consists of drilling a row of interconnected holes using a special guide mounted on a regular production drill hammer.With a case study of blasting an inverse drop raise of 29 m (95 ft) in one blast, this paper further discusses some technical issues that are critical for the development of inverse drop raises. A novel method for creating the initial opening with a slot of interconnected holes is also presented with the experience acquired at different mine sites across the Noranda group."

"Pressure leaching and pressure oxidation in autoclaves are important alternatives in the extractive processing of gold, copper and nickel ores. The application of advanced control to pressure leach and pressure oxidation autoclaves could achieve significant benefits as has been shown in alumina pressure leaching. This paper compares and contrasts alumina digestion autoclaves to other mining autoclaves with respect to advanced controls. The application of advanced control in alumina with over 30 units controlled worldwide, and its benefits will be reviewed. The design and potential benefits from advanced control for pressure oxidation and leaching will be presented.INTRODUCTIONIt is this author's position and the purpose of this paper to propose that advanced control could be effectively applied to autoclaves in the nickel, gold, and copper mining processes. This is based on the proven effectiveness of advanced control on autoclaves used in the alumina industry for pressure leaching of bauxite ores. Incremental, but significant increases in production could be realized by applying advanced control to autoclaves, as evidenced by the alumina industry, and this not being implemented in other autoclaves in the mining industry.In addition, today the mining industry is being challenged to improve their production methods. In some markets like nickel, there is pressure to improve productivity and reduce the cash cost per ton. While in other markets like copper and gold, demand is vigorous with favourable pricing, and there are advantages to increase production and productivity given limited plant capacity. Advanced control has proven its capability to improve mineral processing operations through increases in throughput, recovery, as well as reducing variability. In today's mines, autoclaves are being used to a much larger scale and with much larger importance, thus it would be beneficial to improve operational performance through the use of advanced control.Accordingly, it is the author supposition that an opportunity exists in the mining industry to use a proven advanced control technology to improve the operations and financial performance of mines using autoclaves."

"Nova Scotia Department of Mines and Energy Throughout the history of Nova Scotia, trends in the production and use of its coal resources have resulted in major impacts on the economy and society of the province. Current trends in coal demand locally, nationally and internationally are having and will have an increasing positive effect on Nova Scotia over the next twenty years-in terms of energy supply, job creation and general economic development. Coal for electrical generation is an immediate and key objective of Nova Scotia's energy plan; and, in the long term, coal-derived fuels will meet the province's needs for transportation fuels. Demand for metallurgical coal is also expected to increase, especially if the merchant coke plant currently under investigation becomes a reality.Meeting these coal supply and utilization objectives in the face of increasing environmental, social and economic constraints poses a tremendous technical challenge. Work has begun on projects to expand coal production capacity and to adapt new technologies for coal preparation and utilization to the specific needs of Nova Scotia; much more work will be required in the coming decade in order to succesfully tap this resource.IntroductionThe energy problem facing Atlantic Canada has a few unique features not found in the rest of the country. Canada, as a whole, has access to a diverse mix of energy resources, including crude oil, natural gas, coal, hydro and uranium, with the result that crude oil supplies only about 40 per cent of Canada's primary demand. In contrast, foreign crude oil dominates Atlantic Canada's energy mix, supplying over 70 per cent of the primary energy demand.This results in important differences in various sectors. Nationally, about 5 per cent of the electricity is generated from oil whereas last year in Nova Scotia approximately 40 per cent of the electricity generated was from imported oil. Residential, commercial and industrial space heating, and industrial process heating in Atlantic Canada was almost 100 percent dependent on foreign oil. This is in sharp contrast to the situation in central and western Canada, which have access to secure domestic natural gas, oil and hydro electricity."

FOLLOWING the experimental work of Denny, Robson, and Irwin, and the clinical investigation by Crombie and Blaisdell, an investigation of aluminium therapy was begun at Washington, Pa., which is situated in a very large industrial section of the State. Some of the men to be studied were from plants manufacturing silica brick, refractories used in steel and glass manufacturing, and semi-porcelain table-ware; others were workers in foundries, sand blasters, and men engaged in the quarrying of ganister rock. This group of workmen gave an opportunity to study the effects of aluminium on various types of silicosis which differed somewhat from that found in hard-rock miners. EXPOSURE In their occupations, the men studied were exposed to silica dust concentrations ranging from 17 to 97 per cent free silica. In the silica brick industries, the unfired product averages 96 per cent silica in the form of quartz, whereas the fired brick contains 50 to 62 per cent cristobalite plus 17 to 30 per cent tridymite, forms of silica that, on account of their higher solubility, are more toxic than quartz. The operational dust counts in the plants varied from 15 to 9,500 particles per c.c., and the median particle size from the aerial samples was 1.0 micron for the green product and 2.0 microns for the fired product. The length of exposure varied with the occupation as well as with the individual plant, but disabling silicosis could be produced in less than four years in certain exposures. The average time needed to produce radiological silicosis in those susceptible to this disease was eight years. Some of the men in our series of cases have been treated as long as fifteen years after exposure had ceased, and have improved under treatment.

The mine is entered by a central vertical shaft, strongly timbered, and containing two compartments-one for the passenger cage, the other for the large skips bringing the ore to the surface. A man-way, for emergencies, is also provided, parallel to the shaft. The cage is a single-deck steel box, carrying about thirty persons; by means of arrangements above and below, it can also hoist and lower materials needed in the workings. Levels are run at intervals of 100 feet. In special cases, where the ore conditions warrant, sub-levels are operated, such as those at 1,113 feet and 1,123 feet (Fig. 7), which are connected by winzes with the 11 th level. One of these was pushed for 40 feet, and then abandoned because it was unprofitable to take up ore of the grade encountered. The ore between levels is removed by stoping. The drifts follow the course of the veins as much as possible, with numerous cross-cuts. Winzes, raises, connections, etc., are blasted out where needed. The main drifts are at least 8 ft. high by about 9 ft. wide. All former narrow drifts had to be widened some time ago, by ruling of the Ontario Department of Mines, to lessen the danger of accidents with cars in the small passages. Accurate plans of the under-ground workings are kept in the office, and extensive surveying is always being done underground to keep the maps up to date, measure the cubical contents of stopes, and so forth. Timber is extensively used in the construction of supports and chutes, and in the sinking of the shaft. Steel and concrete are too ex pensive to compete with timber, which 1s abundant in such sections as have escaped forest tires.

"Block and panel cave mining methods are being increasingly proposed as they allow massive, deeply situated ore-bodies to be mined economically at a time when discovery rates of significant near surface deposits are declining. Cave-to-Mill, a mine-to-mill approach for block cave mines, defines ore block models with respect to both mine and mill performance. A cave-to-mill study for the New Afton block caving operation focused on identifying value opportunities related to fragmentation and sorting for a future lift as development progresses deeper. The lack of selectivity and potential for dilution associated with the block cave mining method results in many caving operations having to mine and either dispose of or process material that is below cut-off grade at certain stages of production. As an outcome of the study, the variation in cave fragmentation size and the sensitivity of mill throughput to feed size was examined. To evaluate the amenability of bulk and particle sorting, Prompt Gamma Neutron Activation Analysis and X-Ray Fluorescence sensors were tested. A conceptual bulk and particle sorting flowsheet is presented. Grade data from regular underground sampling was used to predict the performance of a bulk sorter. A heterogeneity analysis of material reporting to drawpoints helped to identify areas of the extraction level that experience high variations in grade and thereby stand to benefit from dedicated ore and waste material handling systems should underground bulk sorting be implemented.INTRODUCTION Block and panel caving are low-cost underground mass mining methods that are suitable for excavating weak, massive and steeply-dipping orebodies. Accordingly, cave mining methods have predominantly been used to mine copper porphyry and diamond bearing deposits. Due to the increasing depletion of near-surface orebodies, it is expected that block and panel caving methods will be increasingly used in the copper-gold industry. Their implementation holds significant potential to extend the life of existing open-pit operations by providing an economic means to access ore located at depths that are beyond the practical limits of open-pit mining. Examples of cave mines proposed for British Columbia include the Kwanika Mine, Red Chris underground, Kemess Underground project, and the Iron Cap and Mitchell cave mines of the Kerr-Sulphurets and Mitchell (KSM) project (Moose Mountain Technical Services, 2017; Imperial Metals, 2017; Golder Associates, 2017; Tetra Tech, 2016)."

The feasibility assessment of a mineral deposit requires the construction of a geo mechanical model of rock mass properties, for the purpose of preliminary mine design. The Noranda Technology Centre has been involved in the development of geomechanical models for several mineral deposits at the feasibility stage. Each model is constructed through intact rock testing, geotechnical core logging, geotechnical mapping and rock mass classification. Rock mechanics principles are used to develop conceptual stope designs and propose possible mining sequences. This methodology is applicable to both new mining projects and to the development of new areas within anoperating mine. This paper explains how the geomechanical model is developed and reviews its application to several case studies.

In the late 1960's concerns about the natural environment reached high levels within North America and provided activists with suitable platforms for exerting influence over the general public and politicians. In response a host of regulatory mechanisms were developed, statutes, voluntary measures, land grants, codes of practices etc. Emerging environmental awareness from the era provided impetus for rapid technological change that encompassed all industries, especially the base metal business. The resulting clean up impacted all aspects of copper production, dealing with issues such as waste disposal, water and air quality with specific impact on emissions of sulfur dioxide and particulate. This paper provides a perspective of these changes reviewing the macro-economic impact of environmental movement in mining with its specific implications to the copper smelting industry. The fundamental challenges that were faced by the old, but capital-intensive North American plants and the approaches taken to deal with the changing times are reviewed with special emphasis on the conceptual approach to smelter S02 abatement and different paths taken in the USA and Canada. The role of economics, sustainable R&D and presence of technical infrastructure that facilitated the change process is elucidated, and speculations are made about the future state of pyrometallurgy and the natural environment. "This paper was prepared for and presented at a lecture series on ""Materials Randling"" at McGill University. The development of trackless mining at Gaspe Copper Mines, Limited is described, showing the changes in mining method and the part played by the mobile equipment in the evolution of this highly mechanized underground operation. Comparisons of loading and hauling machines are given and an attempt is made to predict some possible future developments.INTRODUCTIONTHE PROPERTY OF GASPE COPPER MINES LIMITED is located in the Gaspe Peninsula of the Province of Quebec, 60 miles west of the village of Gaspe and 25 miles south of the St. Lawrence River. The original discovery of low-grade ore was made at Copper Mountain in 1921. Subsequent exploration revealed the richer Needle Mountain orebodies, and eventually in 1951 the decision was made by Noranda Mines to build the mining, concentrating and smelting complex (Figure 1). Construction and development of the mine was commenced in 1952 and production started in 1955."

Over the past year or so, a number of mining companies have been meeting to examine the role of research in surface mining and, in particular, how to establish a collaborative research effort for the surface mining industry. A review has been completed which has identified the topics that are of interest to the surface mining companies for undertaking collaborative research. This has identified key subject areas such as Operations & Equipment; Maintenance; Environment & Reclamation; and Stability. Specific research projects for the initial research effort have been selected which include Wireless Data Communications, Analysis and Management; Application of GPS in Mining; and Tires for Heavy Haulers. In addition, attention has also been focussed on finding a suitable low cost, but effective, organization to coordinate and manage the collaborative research. The recently formed CONRAD Organization (Canadian Oilsands Network for Research and Development) appears to be a suitable candidate and discussions are ongoing with that group. This paper provides a summary of the review of surface mining research needs and of the status of the establishment of a collaborative research body for surface mining.

Introduction At the Britannia Mining and Smelting Company's mill, the equivalent of 2,500 to 2,800 pounds of copper sulphate crystals per day is made from copper which is precipitated from the mine-water. This copper sulphate is used in the mill for the recovery of sphalerite by2 flotation. From 1932 until 1936 it was produced by exposing the precipitate to air for thirty days and then dissolving the oxidized copper with dilute sulphuric acid. In 1936, the flotation of sphalerite was discontinued and, when it was resumed in 1947, steps were taken to try to improve the former method. The present paper outlines the way in which this was done, and describes the plant and procedure by which copper sulphate is now being made, and by means of which an appreciable saving is being effected. Aboratory Tests The previous work had established that the precipitate, which consists mainly of metallic copper, must be oxidized before the copper would dissolve in dilute sulphuric acid. Various methods for oxidizing it were tried but in the early laboratory work the only suitable one found was to heat the precipitate to 600°C. and hold it at this temperature for two hours. When this was done, approximately 90 per cent of the copper became soluble in .acid. This percentage was considered satisfactory for practical purposes, but the cost of roasting was prohibitive because only a small amount of roasted precipitate was required each day.

The adsorption of magnesium and calcium ions on sphalerite and pyrite is discussed. These ions are common in process water and often considered be detrimental in sulphide flotation. The study attempts to characterize the adsorption mechanism, which has been less studied than the oxide system. Generally for oxides metal ion uptake occurs when cations are hydrolyzed. Our findings reveal that magnesium and calcium adsorb on sulphides at pH below hydrolysis, but adsorption is not chemical. At higher pH, charge reversal occurs that does correspond to presence of hydrolysis products. Advances

The last few years have been eventful ones for Manitoba in connection with mineral development. Perhaps the past year has been the most important of all. It is therefore a suitable time to review the mining situation in the Province. In order to obtain, in the following paper, a proper set ting from which to discuss the trend of recent developments, a brief review of the story of mining will first be given. This will include a summary of a few of the outstanding facts regarding prospecting, discovery, and operations in the several known metalliferous areas of the Province. Following this will come a more detailed description of activities during the past year or two. Special attention will then be paid to the outstanding enterprises, such a~ those associated with the names of Flin Flon, Sherritt-Gordon, and Central Manitoba, names which have been attracting the attention of the mining world to Manitoba. And last of all will be presented a brief summary of mineral production, which, so far, has largely been credited to non-metallics. HISTORICAL To aid a proper comprehension of the recent trend in mining, it is well not to lose sight of the history of development in the different metalliferous areas in Manitoba. This Province seems throughout to have been more or less dependent on mining interest excited by discoveries in the neighbouring province of Ontario. The first interest came as an effect of the Lake of the Woods mining boom, when small adjacent parts of Manitoba were prospected. Several discoveries were made, but no mining industry resulted.

"Relating flotation performance to the electrochemical characteristics of a pulp remains a complex issue both in fundamental research and in practice. For example, in the case of thiol collectors different Eh values can result in the formation of the dimer or the metal thiolate which may or may not enhance the hydrophobicity of the mineral. Reducing or oxidizing conditions in a flotation system, viz. changing the Eh value, are usually manipulated to achieve an optimum flotation response by the control of pH and dissolved oxygen levels in the system. It is also possible to vary the potential by the addition of modifiers such as sodium hydrosulphide (NaHS), sodium hypochlorite (NaClO) or hydrogen peroxide (H2O2). The objective of the present study was to investigate the effect of the addition of the oxidising agents, NaClO and H2O2, on valuable mineral recoveries and grades in the flotation of sulphides from a PGM bearing Merensky ore. Batch flotation tests were conducted at pH 9.2, the natural pH of the system, in the absence and presence of a xanthate collector and Eh modifiers, viz. NaClO or H2O2. Most importantly in this way it was possible to vary Eh at constant pH and DO levels. The results indicate that in the absence or presence of xanthate the addition of H2O2 reduced both the recovery and grade of copper and nickel. In the absence of xanthate, the addition of NaClO improved the recovery of copper slightly and both the recovery and grade of nickel significantly, but in the presence of xanthate NaClO addition resulted in unchanged copper recovery and grade, but those of nickel were reduced. Based on anecdotal evidence that the addition of trace amounts of a potential modifier could improve flotation performance further tests were conducted the results of which suggest improved flotation performance.INTRODUCTIONIn the Merensky Reef, platinum group minerals (PGM) are commonly associated with base metal sulphides (BMS) and this has an effect on the way in which these minerals can be concentrated by flotation (Vermaak, Venter & Pistorius, 2004; Wiese, Harris & Bradshaw, 2005; Schouwstra, Kinloch & Lee., 2000). A major problem stemming from this association has been reported to be the loss of valuable minerals (PGM) associated with the loss of BMS (Wiese et al., 2005) during flotation. Shackleton (2007) suggested that PGMs behave in a similar manner to sulphides during flotation. Therefore, in order to recover the PGM, base metals are targeted. There is thus a need to investigate ways to improve the flotation performance of the sulphide minerals. The electrochemistry of the flotation of sulphide minerals has been studied for over half a century and there is consensus that sulphide minerals float only under a suitable redox environment (Heyes & Trahar 1979). This implies that reducing and oxidizing conditions during flotation of ores such as Merensky can be manipulated/varied to achieve an optimum flotation response.During flotation, sulphide minerals interact with thiol collectors in an electrochemical reaction to form hydrophobic species at the mineral surface (Finkelstein & Goold 1972; Rand & Woods 1984). The sulphide minerals are semiconductors and their interaction with collectors involves transfer of electrons. As such, a potential difference results which is responsible for driving electrons between reacting species (Fuerstenau, Jameson & Yoon, 2007). The magnitude of the potential difference affects the relative energies of charge carriers (electrons) at the mineral/solution interface hence controlling the direction and rate of charge transfer or rate of reaction (Bard & Faulkner, 2001). "This presentation will provide a demonstration of the methodology used in designing a modern shaft and hoisting plant utilizing a review of the challenges faced and solutions delivered for the Elk Creek Superalloy Materials Project (Niobium/Scandium). The development of the design required the review of complex hydrogeological conditions, mine production requirements, demanding capital expenditure (CAPEX) limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group (including Nordmin Engineering Ltd.) (Nordmin) was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. INTRODUCTION The Elk Creek Project, owned by NioCorp Developments Ltd. (NioCorp) presently, will become Nebraska’s first underground metals mine, built to access the Elk Creek Niobium/Scandium deposit. The development of the design for this facility required the review of challenging hydrogeological conditions, mine production requirements, demanding CAPEX limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. This paper will review the challenges faced, and solutions arrived at in a demonstration of a methodology used in designing a modern shaft and hoisting plant. THE CHALLENGES Nordmin became involved in the project in 2015, invited by the Feasibility Study Consultant to provide input on estimating and layouts for the new operation. Many of the fundamental decisions regarding mining methodology, water handling and production strategy had been made, and the scope of Nordmin’s involvement was very limited in this first engagement. Following submission of that study in late 2017/early 2018, Nordmin had opportunity to discuss the overall effort, and its many assumptions and challenges, with NioCorp’s project team. The dialogue quickly identified several significant opportunities to improve the project construction schedule and costs along with the mine production profile and operational approach while reducing project risk."

"""A matter of serious concern to the mining industry in British Columbia""; this comment reflects the attitude of the Mining Association of British Columbia toward the proposed new B.C. Mineral Royalties Act. The proposed legislation, introduced by the provincial government in February and now being debated by the legislature, combines a basic 5% royalty on the selling price, less approved p1ocessing and transpo1•tation costs, of minerals produced in B.C. with an ""excess"" royalty of 50% of any price increases over a predetetmined base. Government estimates project annual revenues of $20 million from the new royalty structure. The accuracy of these figures has been contested by the mining industry. Based on current world prices for copper the industry estimates that the provincial revenues from this mineral alone may run as high as $140 million in 1974 and $150 million in 1975. The Mining Association has warned that the new royalties “threaten to become confiscatory""."
