The effect of various methods of conditioning on subsequent flotation performance was reviewed, where complex interactions involving attrition, aggregation, dispersion and surface cleaning were discussed. The present study focussed on the influences of standard laboratory cell conditioning, ultrasonic dispersion and high intensity conditioning on copper mineral flotation characteristics. The effect of substituting demineralised water for the WMC plant water was also examined. It was found that higher copper concentrate grades were often obtained using demineralised water, however the use of high intensity conditioning in mill water gave the highest copper recovery and highest flotation rate constant. This process should be considered if copper grade and recovery in this section of the plant drops, especially if the drop is due to surface oxidation of the copper minerals. Other methods of conditioning (cell and ultrasonic techniques) improved the rate of copper flotation above that obtained in the virtual absence of conditioning, showing the importance of conditioning on subsequent flotation operations.

A compound cylinder-cyclone system, fitted with a flow control valve between the cylinder and cyclone, has been used for coal slurry sizing experiments in the range approximately 100 to 300 micrometres. An important feature of the system is the ability to adjust the cut size of the separation over wide limits by adjustment of the flow control valve. Results have been compared with typical fine screening operations. Under roughly equivalent conditions the compound cyclone system can achieve better elimination of extreme fines, but is not as sharp as the screen for coarser size cut-off. Simulations of systems involving combinations of the cylinder-cyclone system with screens indicate that the advantages of both sizing devices can be combined to yield accurately sized products for fine coal cleaning, at much less cost than using screens alone.

Techniques for the optimisation of open pit design and development are now accepted as standard practice in the mining industry. These techniques are used to analyse the impacts on project profitability of factors such as product price, slope design criteria and equipment selection. A fundamental assumption used in this type of analysis is that dump and stockpile designs and sequencing are predetermined. The cost of haulage for a typical truck shovel mining operation is in the range of 25 - 50 per cent of mine operating costs. Substantial cost savings can be achieved by optimisation of dump design and location of associated road and ramp systems.Factors which affect both the operation and total cost of dumping include; Ramp gradients and location, road design, dump placement and shape, dumping height, slope design (interim and final), slope stability, environmental requirements and equipment selection. This paper discusses these factors and their effects on the total mining operation and project value. Reference is made to case studies in which some of these factors have had a significant impact.

The Coastal Cordillera of northern Chile hosts the youngest and possibly best preserved iron oxide copper gold (IOCG) belt yet discovered and includes important deposits such as Candelaria and Mantoverde. The spatial and temporal relationships of hydrothermal alteration and mineralisation (Fe and Cu-Au) related to structural and lithologic features were investigated through geologic mapping and petrographic and geochronological studies along two W-E-transects crossing the Coastal Cordillera to the north of Vallenar. The project aimed to determine vectors for district-scale and regional exploration. Along with magnetite-apatite deposits (Central Iron Belt) and manto-type copper deposits, the IOCG deposits are hosted in a N-trending volcano-sedimentary sequence formed in a Jurassic to Early Cretaceous arc/back-arc setting (Sillitoe, 2003; Ramos and Alemßn, 2000). Calc-alkaline plutonic rocks intrude and metamorphose the volcano-sedimentary sequence, and become progressively younger from west to east reflecting a shift of arc magmatism (to Paleocene in the far east). From west to east along the Agua Grande-Chehueque profile, four domains of different economic potential are recognised. An EXTENDED ABSTRACT is available for download. The last two years have seen a rapid change-over from mechanised cut and fill. stoping to the more economic and productive long hole open stoping method, such that today more than 80 per cent of total production is won from open stopes. At first drilling was by sub-level rings and/or parallel up and down holes from inter- mediate sill horizons using conventional exten- sion rod equipment. Sub-levels were developed no more than 40 metres apart to allow accurate drilling. Compact, crawler mounted in-the-hole hammer equipment was introduced as soon as it became available in Australia. Today, all open stope drilling is done with three Atlas Copco ROC306 rigs and two Ingersoll-Rand CMM jumbos. Fans of 115 mm diameter holes, varying from near vertical down holes to horizontal, are drilled with a burden of 3 m. Toe spacing varies from 3.5 m to 4 m. An Atlas Copco DG418 booster compressor is used to boost run-of-mine air from 700 kPa to 1400 kPa in the areas of longest drilling. This has improved overall drilling performance in these areas by 40 percent.

The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

The control of spontaneous combustion in spoil piles is an area of concern for a number of open cut coal mines. Spontaneous combustion in spoil may occur when carbonaceous waste materials are exposed to air. In large piles, the relatively high voidage within the pile may allow sufficient movement of air through the pile to sustain oxidation and heat generation. Over the past decade, ACARP and CSIRO have funded a number of projects aimed at providing a better understanding of the causes of spontaneous combustion in spoil piles and the development of control strategies. Work has focused on prevention measures but has also considered measures available to deal with well-developed fires. Field, laboratory and numerical modelling methods have been brought to bear on the issues. Individual projects have addressed: causes of spontaneous combustion including the relative reactivities of mine waste materials; the use of cover layers to prevent spontaneous combustion; the use of flyash grout to control an active fire; the emissions of air pollutants; and the emission of greenhouse gases. This paper provides a description of the work carried out to date with an emphasis on the major findings of the research and its application to open cut mines.

Since 1960, the Dongchuan Copper Mining Bureau, Yunnan Province, China, has treated copper oxidised ores by sulphidisation - flotation technique only to recover copper. In order to improve the metallurgical performances and economics of flotation, extensive development work has been carried out during the past 30 years: several specific flotation flowsheets have evolved from the originally selected `stage - grinding and stage - flotation' flowsheet to suit various ores; the overall grinding size of the ores has been increased from 80 per cent - 200 mesh to 90 per cent - 200 mesh, resulting in significant increase in copper recovery; the substitution of CaS for NazS proved to be successful in sulphidisation of copper oxidised minerals, and also in avoiding the depressing effect of Na2S on copper sulphide minerals; the application of a number of activators of copper oxidised minerals, especially ethylene diamine phosphate, has considerably improved the flotation performance and decreased the consumptions of other reagents. Finally, the combined use of sodium hydroximate with butyl xanthate has been shown to be effective in enhancing the floatability of both copper oxidised and sulphide minerals.

A Presidential Commission of Enquiry into the conservation of South Africa's coal resources was appointed in 1970. This Commission, in co-operation with the Chamber of Mines of South Africa, established a national inventory of South Africa's in situ and extractable resources and reserves of coal of various types and grades by several mining methods. South Africa's future demand for coal by all market sectors and the specifications of coal required, were also established by means of econometric models. A comparison of potential supply and anticipated demand indicated serious defi- ciencies of certain types of coal and the need for the conservation of others. This paper describes recommendations for alternate strategies for the optimum utilization of available resources. Con- sideration was given to various policies relating to pricing, exports, taxation and incentives, and to the possibility of the substitution of higher grades of coal by lower grades. The steps so far taken to develop a national coal policy in South Africa are described.

When using grinding time for a batch grinding operation as a measure of the energy usefully employed for comminution; the assumptions made are often not valid. A kinetic approach, based on a study of the rate constant, or k, value for the material is more acceptable. The Rosin-Rammler distribution equation has been theoretically derived from the general equation for first-order batch grinding. This relationship, incorporating a term for k, was used in a study of the rod milling of a binary mixture of quartz and limestone.The presence and degree of interaction between the components was considered by comparing the size distribution of the mill product with that predicted by assuming the overall distribution equal to the sum ofthe distributions given by the Rosin-Rammler equations for each component weighted according to its volume fraction in the mixture. The interaction was found to be complex and particularly sensitive to particle size.A simple graphical procedure was devised to predict the size distribution of the mill. Product components and this gave a fairly good approximation to experimental data.

Natural gas is a comparatively new fuel in Australia. It was first used in small quantities in Queensland in 1965, but it was not until 1969 that natural gas reached the capital cities Brisbane, Melbourne, and Adelaide in that order; then in 1971 it reached Perth. By the mid seventies, natural gas had secured a significant proportion of the energy markets in Queensland, Victoria, South Australia and Western Australia and in 1976 supply commenced in Sydney. In that year - 1976 - gas supplied about 12.5% of the total demand for primary energy in Australia excluding transport. In the current financial year - 1981/82 - natural gas is expected to supply nearly 19% of the market and forecasts for 1990 range up to 25%. From a starting point in the late 1960's when manufactured gas supplied a small but important proportion of the non-transport energy market - less than 3% - we have exper- ienced an average growth of nearly 24% per annum up to the present time.

In 1995 Standards Australia International Limited æSAIÆ published a risk management standard titled AS/NZS 4360 Risk Management. It was the first such standard published by a recognised formal standards body anywhere in the world and it put Australia at the leading edge of the risk management discipline. Many Australian and international organisations have utilised the risk management standard and it is one of SAIÆs most important and popular standards. Since its publication in 1995, the risk management standard has gone through a major revision in 1999 and is currently undergoing another such review, which is due for completion in 2004. This paper will chart the application of the standard within certain key organisations since its inception in 1995. A brief overview of the methodology behind AS/NZS 4360 will be presented as well as an overview of supporting and related standards. It is prudent to base risk management and other management system issues on existing and tested standards rather than creating new proprietary approaches. Examples of areas in which the risk management standard might be applied in the mining industry are given, subject to the specific operations of each company: technical, commercial, environmental, informational, and safety and regulatory.

The accounting profession in Australia and overseas has taken up the responsibility of setting standards specifically relating to the minerals and energy industries. Australia led the way with AAS7 Accounting for the Extractive Industries. This statement was issued in 1976 and amended 1977..It largely deals with accounting for preproduction expenditure and uses the term "economically recoverable reserves". It does not require disclosure of reserve quantities or values in balance sheets or as supplementary information in financial statements. The United States accounting profession in 1982 finally resolved an accounting standard in the same area as AAS7-SFAS69 Disclosures About Oil and Gas Producing Activities. It applies only to oil and gas producers, but has extensive disclosure requirements, including proved oil and gas reserve quantities. Current developments indicate that Great Britain is about to follow the US example. At this time in Australia, AAS7 or some other statement relating to the extractive industries has not been issued as an approved accounting standard by the ASRB. Standards issued by the ASRB are binding in law.

Confidence in Yakabindie becoming a truly cost competitive nickel project has risen recently because of: ò the emergence of an economically effective contract mining climate; ò the delivery of cheaper energy via the Goldfields Gas Pipeline; and ò the development of the Yakabindie Process for production of nickel cathode and cobalt by-product directly from sulphide concentrates at site, dramatically cutting capital and operating costs compared to the conventional route. Development of the Yakabindie Process was a result of 'necessity being the mother of invention'. Yakabindie can now break out of the trap of relying on existing downstream processors to treat an intermediate, and instead the project can gain direct market access. The very attractive cost advantages demonstrate that hydrometallurgical processing of sulphide concentrates is a worthy prize. Improved cobalt recoveries, and tolerance of higher levels of magnesium and arsenic than allowable by smelters, are further advantages of this approach. Leach residues are combined with much larger quantities of naturally alkaline flotation tailings and remain at site. As a result the process is more environmentally sensitive than the conventional smelt/refine route, with no sulphur dioxide gas emissions and 'metal only out the gate'.

Most of the Ta-Nb ores in China occur in altered granites, and Ta-Nb minerals occur in these granites as accessory minerals. This type of Ta-Nb ores are characterised by whole mineralised granite mass, large reserves, low grade of tantalum and niobium, less economic minerals, complex mineralogy, difficulty in separation and concentration of Ta-Nb minerals and high operating cost of ore dressing. The Ta-Nb ore presented in this paper is a low-grade Ta-Nb ore occurring in altered granite in Jiangxi province. It has large reserves, with the grade of Ta2O5 0.013 per cent and Nb2O5 0.023 per cent. The process mineralogy study carried out by the authors determined ore mineralogy and ascertained occurrence of Nb and Ta and their mineral processing characteristics. The results are used as the guide for developing the optimum mineral processing flow sheet. The results also indicated that this type of Ta-Nb ore contains a high content of Li, K and Na, a low content of deleterious impurity Fe, and the tailings can be used as feed for glass and ceramic materials. This study provided important mineralogy information for exploiting and utilising low-grade Ta-Nb ore resources, developing a mineral processing flow sheet and further utilising the tailings.

The process of establishing the design criteria is the key step in commencing a new project.. The method for establishing design criteria and translating them to a workable plant design is described. INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp. The pulp is sent to tailing disposal and the loaded charcoal is sent for gold bullion production. Activated charcoal's affinity for gold has been docu- mented for over one hundred years. In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.

Australian contract mining as it is known today had its origins in the early-1980s. Before this time there were numerous examples of underground mine development, and specifically shaft sinking being carried out by contractors. However, these were typically international contracting companies who came to Australia for specific projects. Growth in the underground mining industry in the 1980s opened up the opportunity for contractors. Mine owners had a need for contractors who could bring technical and operational capabilities to a project combined with capital in the form of equipment. In the early years the contracting industry was dominated by smaller players who focussed on mine development. The relationship between mine owner and contractor was loose and typically contract documents were rarely referred to. Through the 1980s and 1990s the underground contracting industry in Australia grew to where today there are over 20 underground contracting companies operating in an industry with an estimated annual value in excess of $1 billion. Of these 20 companies approximately five dominate with annual turnovers exceeding $100 million. Underground contractors now provide all facets of underground mining including development and production. Over the last 20 years the underground contracting industry has been able to consistently lower costs to mine owners through a combination of:equipment productivity, labour productivity, and technical innovation.

Smaller deposits of high grade chalcopyrite or the concentrates of low grade and complex copper bearing ores, can be subjected to extraction processes other than smelting and converting. Low temperature chlorination and segregation processes are among those mentioned in the literature. In the present work, extraction of copper from a Brazilian chalcopyrite concentrate by slurry chlorination with chlorine gas at room temperature, dry chlorination by chlorine gas in the temperature range of 350 to 450¦C and segregation roasting of the calcined concentrate in the temperature range of 650 to 800¦C have been carried out. The effect of several experimental variables on the extraction of copper has been discussed in all these cases. Under optimum experimental conditions, 100 per cent Cu extraction was possible by either slurry or dry chlorination processes and around 86 per cent Cu by segregation roasting. For all the three cases, possible methods have been suggested to trial the studies on a pilot scale to assess their technoeconomic viability.

The paper describes the application of New Zealand's environmental impact assessment procedures to a proposed gold and silver mine in the North Island of New Zealand. The project is described and a summary is provided of the statutory permits or consents that are required prior to operation of the project. Emphasis is given to the requirement for environmental impact assessment and the preparation of a formal environmental impact report. The company's approach to impact assessment is described, with examples of how this assessment and the identification of management alternatives influenced the engineering design of the project. This paper was prepared as a contribution to a working session of the International Association of Impact Assessment VII Annual Conference, July 1988.
