At the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, impurities toxic to the electrolytic production of zinc metal, notably arsenic and antimony, have traditionally been coprecipitated when precipitating iron as ferric hydroxide. With the development of a new lead/zinc mine at Elura, New South Wales, it was anticipated that the concentration of impurities, particularly arsenic, in the zinc sulphide concentrates treated at Risdon would increase. This suggested that an increase in the capacity of the iron purification step in the Risdon plant would be required to cope with the higher input of these impurities.Laboratory investigations showed that the additional capacity would be achieved, either by a massive increase in the amount of iron used as the "collector" in the process, or by a two-stage process. The latter approach was preferred as an increase in the amount of iron precipitated would lead to much higher operating costs and overloading of the existing equipment.

The ""comparable sales"" method of valuation attributes value to an asset by reference to actual sales of comparable assets or to the market capitalisation of companies with comparable assets. This methodology is widely used in real estate valuations. The real estate approach can be used to value mining and exploration properties where there are actual sales of comparable or similar assets in the recent past. The practical limitations of the comparable sales method are well known and self evident: limited number of transactions, limitations on comparability and inadequate data. The real value of the comparable sales method is in its use as a validity check. Estimates of value of mining and exploration assets are so sensitive to so many variables that all valuation methods have limitations. Accordingly there is real value in attempting to establish benchmarks from comparable sales. Apparently sophisticated valuation methods can mislead by creating the impression that valuation is a precise science. The judgement of the valuer is critical and judgements can be wrong. Any available evidence from actual sales that are even remotely comparable can provide useful input to the valuation process.

Mining of sill pillars is more difficult than the ordinary mining. The sill pillar mining is performed under more difficult conditions and the mining of the sill pillar itself produces more problems; failure of the rock due to high stresses, difficulties in controlling the fill above, overall stability of the stope and special requirements on the technique for backfilling. Altogether this makes sill pillar mining technically difficult and often not profitable. A project was therefore initiated with the aim to increase the mineable ore reserve by making sill pillars mineable, both technically and economically. The project aimed at developing technique for already existing sill pillars as well as planned sill pillars. For the existing sill pillars a technique would have to be developed for mining beneath unstabilised fill. For sill pillars that would be created in the future, the most suitable mining method and methods of supporting or stabilising the fill in the stope above was to be chosen within the project.

A common problem for many mines is insufficient total primary airflow or insufficient airflow in the correct places as the mine changes over its life. This has a number of impacts on the business operation and may result in the need for a major and unexpected capital upgrade of the system, cancellation of a planned production increase, reduction in production targets, increased operating costs, failure to provide contracted metals to customers or acceptance of substandard conditions in the workplace. In some cases, it can even result in premature closure of the mine. In recent times, higher metal prices have given an expected economic boost to many mines, potentially prolonging their life but simultaneously requiring the mine to develop to deeper depths or requiring assets such as shafts and fans to have their service life extended. Insufficient primary airflow is a particular problem in deeper mines as the ventilation circuits become longer, more convoluted, have higher shock losses and the actual airflow requirements increase due to a combination of leakage, dispersion of the workings and the problems of managing the additional heat loads due to higher virgin rock temperatures and autocompression. This paper discusses the reasons why mines experience unexpected shortfalls in primary ventilation capacity with its associated impacts on metal targets, profits and frequently on the health, safety and morale of the workforce, as well as its productivity.

The type of population encountered in the sampling of coal, ores and other products of natural phenomena is one in which the variance within a cluster of elements generally increases steadily as the size of the cluster increases. To enable estimation of variances of stratified random or systematic sampling for such populations one must model the serial correlation function or alternatively, the variogram function. The author has postulated a specific symmetry of the serial correlation function which leads to expressions with rich theoretical and practical implications. These expressions provide a spatial correlation function which explains power law relationships often observed in studies of dispersion variances. They also enable straightforward calculations of sampling variances. The importance of the role of finite population size in the equations leads one to examine previously held concepts of ælargeÆ and æsmallÆ sample populations. The model based on the symmetry postulate is a fractal model with the serial correlation function of a hypothetically infinite population being of the same form as that developed by Mandelbrot for discrete fractional noise. Techniques used in fractal mathematics apply, including box counting and fitting of a dimension function. The paper establishes a framework for the understanding of this fractal theory and demonstrates how to calculate sampling variances from the model variogram using simulated data fitting the model.

In the humid, subtropical climatic conditions, typical of Papua New Guinean high-lands, auriferous carbonate-quartz lodes and stockwork veins of the Upper Ridges mine at Wau, have weathered in situ forming manganese dioxide-quartz wad flatmakes and veins. Vein assemblages and sulphidized host breccia have been chemically weathered to 20-25m depth, and microscopic grains of electrum (550-600 fine) formerly enclosed in carbonate, sulphide and quartz have dissolved in the oxidizing alkaline fluid. Coarse secondary electrum, crystalline and dendritic, is concentrated by manganese dioxide and at the base of chemical weathering. Fineness is unchanged, eliminating the possibility of gold and silver migration as a chloride complex. Experimental tests on the stability of thiosulphate, and its ability to dissolve gold and silver from colloid, crystal and synthetic alloy confirm that secondary electrum at Upper Ridges is most compatible with precipitation from (Au,Ag)(S203)23-; a complex readily destabilized in the presence of MnO., or with decreasing Eh.

The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs. INTRODUCTION Tyres are a significant cost in mining. This paper presents a case study to reduce the operational cost on the secondary ball mill circuit in the Lead/Zinc Concentrator at Mount Isa Mines. The circuit includes two five-metre diameter ball mills each closed with a cluster of ten 15-inch cyclones. The operating cost for both ball mills is about six million Australian dollars per annum.The concentrator achieves 75 per cent of the plant design capacity with one ball mill operating, but will have to use two ball mills when 100 per cent plant capacity is required. The optimisation study on the circuit identified a new flowsheet that enabled the concentrator to reach 100 per cent of the capacity by using one of the two secondary ball mills. The success of the project utilised the existing equipment rationally and saved the operational cost for one ball mill at full concentrator capacity. A further simplified secondary circuit is proposed using the IsaMill for the secondary grinding duty. Performance of the IsaMill circuit and the potential cost savings are predicted.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. Ranger Uranium Mines Pty. Ltd. operates an open pit mine and ore treatment plant in the Northern Territory designed to produce 3 000 tonne/yr of U308 in yellowcake from 3 500 tonne/day of mill feed. The construction of this project was completed in 1981, 12 years after the discovery of the orebody. Wright-Davy, a Joint Venture of Wright Engineers and Davy McKee Pacific, were the Project Managers and Designers of the $270 million ore treatment plant and associated infrastructure. The project was designed in Sydney in -an office integrated with the Client, staffed by 35 key personnel drawn from Wright Engineers and Davy McKee, supplemented by personnel hired for the project. The peak Wright-Davy workforce in Sydney of 200 contained 113 design staff. The design principle of using the best practicable proven technology resulted in a plant which easily produces its design output using ore types outside the design criteria. The structuring of the project systems and industrial relations policies contributed to construction being completed within time and under budget. The plant was built without any major industrial dispute occurring and no dispute arose due to the uranium issue.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

The successful `marriage' between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other's needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

The design and operational aspects of fluidised solids transfer-cooling devices will be discussed in this presentation. The devices include air slides and fluoseals (also called seal pots, loop seals, etc), which are widely used in metallurgical plants and other processing plants. Cooling can be achieved while solids are transported in the solids transfer devices. The units combining solids transfer and cooling provide compact and clean plant layouts and also reduce capital and operational costs. Fluidised devices provide excellent gas-to-solids and gas/solids-to-surface heat transfer rates, hence high cooling efficiency. Fluidising gas, such as air, nitrogen or other gases, can be used as direct cooling mediums. Coolants such as water, steam and other liquid or gas cooling fluids can be used as indirect cooling mediums via tube coils immersed in the fluidised solids. The fluidised transport devices share some common features with fluidised bed equipment. The air slide is similar to a linear fluidised bed while the fluoseal is similar to a circular fluidised bed. Therefore fluidised bed design techniques are applicable to the design of the air slides and fluoseals. The heat and mass balance and temperature profiles of the devices concerned will be discussed in the presentation. The design criteria and operational philosophies of the critical components such as tuyeres and air spargers will also be discussed.

"An extensive research program has been undertaken over recent years to reduce the risk of fires and explosions in underground coal mines. The research projects have integrated extensive field studies and computational fluid dynamics (CFD) models of goaf gas flow behaviour to develop optimum proactive strategies to prevent and control spontaneous combustion and fires ingoaf areas. The research has developed a fundamental understanding of the air and gas flowbehaviour in goaf areas and provided a detailed understanding of the eff ects of various geological,ventilation, operational and inertisation design parameters on goaf gas distribution. The researchinvestigations have also provided a better understanding of the flow behaviour of gases from the heating in the goaf areas and the effect of various gas and spontaneous combustion controltechnologies and strategies. Field studies conducted at a number of underground coal mines have shown that the proactive strategies were successful in reducing oxygen ingress into the goaf areas and in reducing the risk of fires and explosions in the underground coal mines. The results of various research investigations and guidelines for reducing the risk of fires and explosions in underground coal mines are presented in this paper."

The estimation of particle liberation is important in the study of mineral concentration. With simple systems, where the densities of the components are low, the liberation can be studied directly by density fractionation. For most practical systems, and particularly for the dense, complex sulphides, the only method known is by measurement in polished section. There are two major difficulties with such measurements. Firstly, the measurements themselves are difficult and considerable care is needed before reproducible results can be achieved. Secondly, a well known stereological problem arises which gives the estimates an inherent bias. The paper discusses both aspects of the problem. The practical features of measurement are treated in detail and a method described which has been developed and proven to give reproducible estimates of the liberation in the section. This discussion relates to automated measurements by QEM*SEM and presents a way of estimating the confidence limits within which measurements lie. Comparisons are shown between measurements made by the traditional manual optical technique and automated equipment. Stereological reconstruction is also discussed briefly. Several methods have been presented in the literature but all are complex and none is yet widely accepted. Area measurements are less biased than linear estimates so a practical approach is to use area measurements in uncorrected form. The topic is still being actively researched so it is expected that one method will soon emerge as the standard technique.

With the introduction of diesel powered loading and hauling equipment, a number of Australian mines producing less than one million tonnes per year from shallow orebodies have been dev- eloped by decline. This method of entry has the advantage of providing both flexible access and early prod uction. However, as the depth of mining increases so does the operating cost of haulage, due to the need for more trucks. This cost, together with increased capital requirements for both equipment and infrastructure, leads to the point where the alternat- ive of shaft hoisting must be con- sidered. With an established decline it is possible to provide an ore hoisting shaft using a drilled raise with subsequent stripping to a suitable size. Using DCF techniques and known equipment operating and capital costs, an economic comparison of the two systems is made to determine the limit- ing depth to which truck haulage can be used.

One aim of testwork and flowsheet development is to ultimately provide a reliable and flexible plant that is simple to operate and maintain. Testwork can indicate amenability of ores to CIP treatment and provide a basis for process design and economic appraisal. Batch cyanidation and CIP tests are often sufficient for small projects. Continuous multistage test rigs can be operated to simulate plant operation and to provide data for flowsheet optimisation. Operating requirements, gold recoveries and potential problem areas can be anticipated at an early stage with more confidence. Subsequent project development involving decisions on the basic flowsheet, equipment types and general plant arrangements are based on practical considerations and experience. Computer aided process modeling and economic appraisal can be useful in analysing various tradeoffs, firming up the flowsheet and equipment sizes, and in specifying operating targets for the future CIP plant. INTRODUCTION Carbon-in-pulp (CIP) technology which has developed rapidly since 1974 is now accepted as an economically and technically viable process for the efficient recovery of gold. This paper describes testwork and flowsheet development procedures used for CIP evaluation and design.
