The authors have studied and analysed many mineral resource and related projects in Australia. These studies have lead them to conclude that the past performance of many project developers does play a major part in any external financial investment for new or expanding resource based projects. In this paper the authors look particularly at the influence of parties outside the direct control of developers and the effect of-these parties on projects and conclude with a number of points as guidelines for potential project developers. This paper represents the view of the authors only and should not be taken as a representation of the views of the Australian Resources Development Bank Limited.

Metal grades and contents of ore deposits should be measured in an unbiased manner, and with a degree of precision that reduces to an acceptable level the risk to put into production inviable prospects. The additive property of variances for metal grades and contents is used to assess the accuracy and precision characteristics of this measurement process. Each stage in the process of extracting different types of samples from ore deposits, preparing test samples from drill core sections, drill chips or crushed ore, and collecting and assaying test portions, contributes a variance component to the intrinsic variability of a metal's distribution in its matrix. Deducting such extrinsic variances results in more precise estimates for metal grades and contents of elementary units. The cumulative metal content for a set of elementary units of in-situ ore, and the sum of the variances for metal contents of all units in the set, can be used to calculate confidence intervals and confidence ranges at different probability levels as measures for risk.

The total systems model for underground oal mining planning and design is a set of omputer programs which encompasses a realis- ic reproduction of the interaction between he geological, environmental, equipment, meth- ds and the health and safety aspects of the ining plan. The total system includes nine ajor subsystems - Geology and Reserves, Meth- ne Generator, Roof Support, Subsidence, Pro- uction, Rail Haulage, Cost, Water Generator, nd Ventilation. The subsystems themselves re divided into two categories based on the requency with which they are executed. Event riented Subsystems are executed either inde- endently, or at discrete intervals when cer- tain specific events occur. Dynamic subsystems 'unction interactively during the production :ycle. They transfer data to or request data `rom event oriented subsystems only when spe- ific events occur. Three specific areas for iodel application are in the measurement of system performance, the development of the '_ nterrelationships of the components of deep Wining process and the evaluation of new and Lnnovative mining technology.

The influence of layering on the rate of heat transfer through a packed bed consisting of particles of two different sizes and heat capacities has been determined by measuring the heat front velocity through beds of quartzite particles and iron ore pellets. The heat front velocity through the layered beds was less than that through a bed consisting of a random mixture of the par- ticles. This is due to the formation of an interface in which the smaller pellets in one layer penetrate into the layer of quartzite Below.

A simple technique for evaluating the field stress ratio is presented, based on the results of extensometer or convergence tape measure- ments taken in an advancing tunnel. This tech- nique also yields a value for the rock mass modulus, provided Poisson's Ratio is assumed. The results of two case studies are presented illustrating the effectiveness of the method.

Any defect activity resulting from an applied stimulus on a structure will generate a stress wave which travels in the medium under the laws of acoustics, thus the name of acoustic emission (AE). AE techniques can therefore provide information on the deformation of both surface and below ground structures. Two operating coal mines were monitored from the surface, and both mining activity and post mining microseismic activity were detected. The nature of the detected AE signals demonstrated that there were a range of deformation mechanisms in operation and that some predictive capabilities were possible with the Technique.

Many parameters are important when considering the performance of a concentrator. These include metallurgical performance, such as throughput, metal recovery and final concentrate grade and operating costs, such as power consumption, water usage, reagents and spare parts. In most operations the objective is to maximise metallurgical performance and minimise operating costs, ideally without a large investment in new capital items. A number of projects have been carried out at Newcrest MiningÆs Cadia Valley Operations (CVO) with the aim of improving metallurgical performance and minimising operating costs. This paper focuses on the installation of newly designed flotation mechanisms in various cells in the Cadia flotation circuit and describes the effect these changes had on performance and operating costs.

The aim of this work is to assess the performance of different constructive solutions against explosions on the strength of masonry walls. The solutions tested, namely an external metal mesh, a glass fibre film on the external face of the wall and a basalt fibre film located on the inner face of the wall, have low to medium cost and are originally designed for other purposes, like seismic protection. Four cubic boxes 3 × 3 × 3 m were built using each of the solutions and typical masonry blocks. In the tests, a spherical plastic explosive initiated in the centre was placed at scaled distance of 2.9 m/kg1/3, so that moderate damage would be caused on the wall. In order to assess the performance of the explosive, pressure gauges were placed at the wall and at different distances from the explosion. Additionally, vibrations were monitored with seismographs in the far field and a high-speed camera was used to estimate the shock wave velocity during the tests. The resulting damage has been evaluated on 13 points of the external wall of each box using a rebound hammer. Damage maps have been drawn for each wall based on these measurements and damage has been assessed inside the box considering the fragments mass launched during the test. The use of external metal mess leads to a decrease of 34 per cent on damage of the external wall and 38 per cent reduction of spalling. Improvements in electron optics, field emission gun design, and X-ray detector technology have led to the development of a new class of microanalysis tools. By combining multiple wavelength dispersive (WD) spectrometers, spectral energy dispersive (ED) spectrometers and cathodoluminescence (CL) data sets, a wealth of information can be collected during routine electron beam mapping and analysis. In this paper, data collection on a field emission electron microprobe equipped with five wavelength dispersive, two silicon drift energy dispersive X-ray spectrometers and a wavelength dispersive linear array optical spectrometer has been automated with the optical, electron and X-ray signals being collected in parallel. To analyse the large hyperspectral data sets we have implemented an autoclustering strategy that can be used to produce a quantitative chemical phase map. The cathodoluminescence spectra can be deconvoluted to produce peak intensity maps, which are then converted into elemental speciation images with quantitative sensitivity down to parts per million levels. Both methods are illustrated using typical mineral processing examples, firstly a Ni-laterite sample is investigated with the fine-scale distribution of Ni examined in detail. Secondly, a scheelite sample with rare earth zoning in mapped and rare earth levels quantified.

Access to land for exploration, development and mining purposes is extremely critical to the viability of the mining industry and subsequently the well being of society.The mining industry has been subject to environmental controls and considerations for the past 20 years. Today there is greater land use competition and more debate as to its use. To retain reasonable access the mining industry must comply with the rules and regulations by which it is governed.A new set of rules and regulations have been approved for use in Queensland, known as the Mineral Resources Act 1989. This Act clearly outlines the titles available and the requirements to obtain access.There are three main titles of interest to mining companies. These are an Exploration Permit, Mineral Development Licence and a Mining Lease.The Exploration Permit (EP) is for exploration purposes. Applications for EP's are assessed on their content and past performances. An EP is granted subject to a security deposit and conditions. Prior to entry the EP holder is required to inform the land owner of the proposed activities and times of entry.

Commercial interest in refractory gold is increasing rapidly. This trend is supported by the work patterns of Amdel, where, apartfrom routine process- ing of free-milling and refractory ores, the majority of testing now includes biological and pressure oxidation studies to enhance gold recoveries. Central Mineralogical Services have examined, among other ores, an apparently unique type of refractory coating. A summary is given of experience at Optimet Laboratories, Pty., Limited. Research into nitric acid pre-oxidation, underway at the South Australian Institute of Technology since 1987, has shown significant improvements in gold recoveries, and in some cases, large reductions in reagent consump- tions. Three final-year student research projects were undertaken in 1990, jointly between the University of Adelaide and the S.A. Institute of Tech- nology. These projects involved biological pre-oxidation, pressure leaching, and Scanning Electron Microscope examination of refractory ores, and the resultant pre-oxidation and cyanidation products.

The commercial evaluation of coking coal from bore core data will begin with a technical evaluation of the coal properties affecting coke quality. Methods currently used for prediction of coke.properties from coal analysis are illustrated but in each case accuracy of measurement and prediction should be clearly understood. It is suggested that coal be initially valued from coking properties (base value) and adjusted for chemical properties (merit value). Final evaluation of coal can only take place as coke in the blast furnace where the coke is assessed under high temperature operating conditions. The commercial value of a particular coking coal will depend on many additional factors other than the technical properties.

Preliminary calculations suggest that spoil piles in the Bowen Basin will undergo approximately 4 m settlement as the ground water table recovers after mining is abandoned. Approximately 1 m of differential settlement is possible. Superimposed on this will be a long term creep settlement of 1-3 m/log cycle of time. Depending on the nature of the spoil material, partially submerged spoil piles could be sufficiently stable although to ensure stability during long term creep it may be necessary to flatten the final spoil pile face to approximately 25¦.

The BLEG (Bulk Leach Extractable Gold) technique is a semiquantitative measure of cyanide extractable gold contained in a sample. A 5kg sample is leached in cyanide solution for 24 hours and gold is precipitated out of the pregnant solution using zinc and assayed by AAS. The detection limit is reported as ppb (parts per billion). Telfer is located 1300km north north-east from Perth in the Great Sandy Desert. The climate is one of hot summers with irregular rainfall and mild winters. A large portion of the area is covered by aeolian sand and seif dunes with poorly developed drainage, rare outcrop; topographic relief is a maximum of 96m. Poor outcrop and poorly developed drainage render conventional stream sediment sampling and soil geochemistry inadequate. Therefore a technique providing a minimum number of samples with maximum accuracy and sensitivity was needed. Consequently BLEG orientation surveys were conducted over the Telfer Mine area in 1983, 1984 and 1985.

The liquid products of low-temperature carbonisation of coal are of variable composition, very much influenced by the rank and type of coal, and process parameters. In general the tar contains a high proportion of phenols and a low proportion of bases. The neutral oil is more analogous to a thermally cracked petroleum oil than to a high temperature tar. Present practice and possible future trends in the production of chemicals and liquid fuels from low temperature tar are reviewed in the light of recent work on the detailed composition of the tar The phenols and aromatics will probably continue to be of most value, with the bases a useful source of spec- ialty products. However the high aliphatic content of the neutral oil (particularly 1-olefins and n-paraffins) is bound to receive more attention for chemicals as well as for liquid Fuels.

In the last decade, great strides have been made in the raise boring technique in China. Extensively, the drilling and blasting method has been replaced by the mechanized raising method since 1980. There are now over 3C raise drills operating in more than 20 mines. The diameters for shaft boring varies from 500mm to 2000mm, and to depths up to 90m. Tlis paper mainly describes the performance, mtLin technical achievments and applications of all four kinds of raise drills, and auxiliary equipment. Finally, some recommend- ations for future improvement in the raise boring technique are presented also.

ecent work on decoppering lead is reviewed; CuS is formed rapidly even from dilute solutions of copper in lead. he mechanism of decoppering is discussed, and an explanation for the retention of metals such as silver in lead is dvanced. As decoppering tin appears to be an analogous process, the Cu-Sn-S system is studied at 300¦C. CuS, hich is not, an equilibrium product, is found in decoppering drosses. In the removal of nickel from lead, Ni3pb2S2 formed; preliminary measurements show the equilibrium nickel content to be greater than that obtained by tirring in sulphur. Decoppering bismuth is thermodynamically favoured, but is complicated by the occurrence of uBiS2. The Cu-Pb-S system is the only one of the four studied where the equilibrium can be calculated simply, as ' resence of ternary sulphide or other phases invalidates calculations based on binary data.

The flotation circuit handling Peko ore at Peko Mines N.L. was examined in July 1970 with a view to determining simple changes in circuitry or reagents which could improve the grade and recovery of the final copper concentrates. The investigation included sampling over one shift followed by detailed testing of the samples by sizing-assays, sizing-mineralogy and sizing-liberation. Mass balances were carried out over total streams, the component minerals and the copper contents. Some laboratory work was carried out to assess the effect of salinity on flotation. In order to handle the sizing-mineralogy calculations a computer programme was set up. The raw data were corrected for locking factors, then mineral and elemental distributions cal- culated for each screen fraction and the total sample. Calculated assays from grain counting were compared with chemical assays. Recoveries through the size-ranges re- vealed very rapid flotation of copper minerals at sizes below 350 mesh. This pointed to a possible circuit improvement by desliming rougher tailings ahead of the scavenger stage. A strong correlation was found between water in concentrates and gangue recovery for the subsieve sizes.
