In April 2006, Orica Quarry Services undertook an investigation to determine the likely vibration and frequency response of three water storage tanks to quarry blasting, immediately adjacent to the tanks. Of the three tanks that were studied, two are relatively tall with a æwineglassÆ shape; one is constructed of steel (4 ML storage capacity) while the other is constructed of concrete (2 ML storage capacity). The third is a ground-embedded concrete tank that is relatively squat and broad in shape (38 ML storage capacity). A vibration limit of 25 mm/s and an acceleration limit of 0.16 g were imposed on the tanks. However, this report shows that this acceleration limit, whilst having relevance to low frequency earthquake motions, is quite inappropriate for the high frequency blast vibrations that are typical in a quarry blasting environment. The investigation involved firing 11 single blastholes of known charge weights and distances from the tanks, and measuring the tank vibration response using blast monitors placed on and around each tank. Analysis of the data collected from the cement tanks showed resonant responses over a broad range of frequencies, with dominant and lesser responses in vertical and lateral motion recorded at 9.8 Hz, 12 Hz, 16.8 Hz, 17 Hz, 31.3 Hz and 38.1 Hz. Unfortunately, most of the data collected on the steel tank was corrupted by noise due to electrical sources and/or mechanical sources such as the water agitator inside the tank. Advanced Monte Carlo vibration models were then constructed using the single blasthole information. Knowing the resonant frequencies enabled the modelling of electronic delay sequences for the reduction of resonant vibrations. Ultimately programmable and accurate electronic delay detonators were deemed essential to allow blasting in relatively close proximity to the tanks while avoiding resonant frequencies. Three blast designs were modelled, ranging in maximum instantaneous charge (MIC) from 4 kg to 22 kg, and 60 holes to 160 holes. The modelling showed that two of the designs (using small charge weights) could be used no closer than 71 m from the storage tanks. This is based on a 90 per cent confidence level of achieving vibration levels within the 0.16 g acceleration limit, even though the velocity levels predicted to be generated at this distance were significantly less than the 25 mm/s limit. The third design incorporated larger charge weights and could be used for blasting at distances no closer than 220 m from the tanks. The present work, conducted in an operating quarry, demonstrates the usefulness of Monte Carlo waveform superposition techniques for the control and reduction of ground vibration (either velocity or acceleration) under restrictive environmental constraints. However, a discussion is also presented to demonstrate that it is somewhat restrictive to impose an acceleration limit based on the motion produced by low frequency earthquakes rather than the motion produced by high frequency blast vibrations.

The Tailings Leach Plant at Chingola employs a Leach/Solvent Extraction/Electro- winning process and contains the largest solvent extraction plant in the world, with design liquor flow rates of 55 m3/min. A pilot plant constructed to provide design data also indi- cated areas of uncertain operating and control performance and led to a decision to model the whole circuit to determine the overall dynamic behaviour and basic operating characteristics. Details of the plant flowsheet are given and the basic physical and chemical' equations required for the simulation defined. Each unit operation is considered separately and details of the mathematical models used for their simulation presented.

"Geometallurgical variables often cause problems to conventional geostatistical workflows. There are many variables; some are compositional and some are non-additive. They often show: complex multivariate relationships undersampling relative to conventional grade variables unequal sampling; that is, all variables are not available at all data locations.A variety of approaches have been developed over the years, but geostatisticians remain mostly focused on modelling rock types and a few grade variables with an abundance of data. The problems are reviewed and a chained workflow is presented where appropriate techniques are employed in sequence to permit reliable spatial prediction of geometallurgical variables. The spatial models may be used to assess the value of additional data, for prediction of process performance, for improved mine planning and other optimisation tasks. The chained workflow will include data transformations such as ratios and normal scores that make the variables amenable to geostatistical modelling. Data imputation techniques to account for missing values are considered with special consideration to spatial correlation with the available data. Decorrelation techniques such as the principal components, min/max autocorrelation factors and projection pursuit multivariate transformation are employed to manage massively multivariate modelling. Full distribution modelling must be considered to avoid biases in the prediction of non-additive variables. The post-processing of geometallurgical models must be streamlined for robustness and efficiency. The precise workflow varies according to the specific purpose of the study. International codes of practice offer broad definitions with respect to the classification of resources in terms of risk. Specific guidelines and protocols, to analyse sample data, carry out geostatistical appraisals, develop geological models and finally estimate and classify resources, are not addressed. Neither are detailed requirements for engineering mineable reserves from estimated resources. In addition, international codes of practice fail to distinguish between types of deposit, other than in broad terms, as for example, The AusIMM JORC Code (JORC, 1999) which makes reference to diamond and coal deposits. The objective of this paper is therefore to set in motion the process of specifying detailed protocols, acceptable to the international community, for the assessment, reduction and management of risk associated with the development and extraction of mineral deposits. Ordinarily, the main risks and issues encountered during the process of estimating resources and subsequent conversion to reserves, encompass:failure to understand relevant geological controls of mineralisation; validation of grade interpolation; optimism in geotechnical appraisals of dilution and stability and the consequent selection of inappropriate mining methods; metallurgical modelling of minerals and contaminants reporting to concentrates; appraising the hydraulics of heap leaching and the numerous factors that can affect recovery; difficulty of managing metal price cycles and changes in regulations within the constraints of long-term mining plans; and development of better evaluation techniques for mining ventures. Uncertainty is inherent in estimation and engineering work, and its identification, reduction and management should be a fundamental goal of all involved in the mining industry (Figure 1). Variability may be reduced by:following internationally accepted practices for the collection, manipulation and analysis of geoscientific data; and verifying that the procedures actually performed meet the associated standards. Increasing amounts of data will also reduce uncertainty, but only if the procedures used to collect and appraise such data follow the relevant procedures. It is thus the aim of a series of papers in preparation, Beniscelli et al (in prep), to put forward detailed guidelines, for:project sponsors û to provide a global view of the work and documentation needed to support requests for funding various phases of project development and budget approvals; geologists û to indicate a checklist of the requirements and standards for the exploration and estimation of resources; and engineers and economic analysists û the protocols for characterising, modelling, engineering and evaluating the extraction of reserves. It is therefore hoped to encourage the development of consistent standards for declaring reserves within the mining industry. Data from projects and operations will be utilised to illustrate the benefits of adopting a rigorous approach to estimating resources and engineering reserves, Beniscelli et al (in prep).

"Predictive geometallurgical models are being developed for the Productora Cu-Au-Mo deposit based on geochemistry to reflect variability in Cu species based on Cu sequential leach data (ie oxide, transitional-oxide, transitional-sulfide, sulfide and non-recoverable Cu).Productora, located in the coastal range of northern Chile, is a magmatic-hydrothermal tourmaline breccia-hosted, structurally controlled Cu-Au-Mo deposit hosted by a thick sequence of Jurassic rhyodacitic volcanic rocks. North and north-west striking fault sets control the distribution of mineralised breccias. Alteration is widespread, complex and pervasive. Hypogene alteration assemblages range in composition from distal magnetite-amphibole, to sodic-calcic, to sodic, to phyllic, to proximal potassic. Low-temperature advanced argillic assemblages are locally juxtaposed next to proximal high-temperature K-feldspar-tourmaline assemblages. The dominant hypogene Cu phase is chalcopyrite.A simple Cu species classification scheme based on sequential leach data and S per cent was devised to account for non-recoverable Cu (ie non-sulfide Cu), which is insoluble in weak acids. Through machine learning, a proxy for this Cu species classification scheme was developed based on: depth, Ca per cent, Cu per cent, Fe per cent, K per cent, Mn ppm, S per cent and Ln(Cu/S) plus logged regolith class, thus allowing classification to be extended to areas of the deposit where no sequential leach data are available. The modelled data has been used to generate deposit-wide 3D models for Cu species classification.The validity of the proxy Cu species classification model is being tested against the results of flotation analysis. This address is set deliberately in the broadest possible terms. A review of the place of mining in Australian life today will serve to point up the changes that we can see in the life of people in the industry. Some of the influences on the future welfare of mining people bear also on the progress of this Institute, now approaching its 90th year. As mining becomes more and more dependent on higher technology and therefore, on the higher skills of the people in the industry, the role of The Institute, I suggest, becomes more and more significant.With investment per employee in mining generally continuing to rise, our ability to handle problems of manpower and human relations becomes a matter of greater importance.Questions that flow from these general thoughts form the substance of what I have to say.

All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

Hematite ore has been mined in the Southern Middleback Ranges as blast furnace feed for the steelworks at Whyalla, by what was then BHP, since 1991. With the floating of BHP Integrated Steel as OneSteel in 2001 and the subsequent loss of key mining personnel, breakdowns in grade control methods and procedures occurred. These were compounded by changes in orebody characteristics and grade distribution leading to poor reserve recovery and poor grade control, both which resulted in loss of control of ore specification and severe deviation from the mining schedule. As a result, a total review of grade control, mining method and scheduling procedures was undertaken as well as a review of contractor quality assurance. It was found that sampling methods were poor and unrepresentative, grade control blocking processes were outdated and did not reflect the geology of the deposit, the ore mining method was outdated and did not respect the geometry of the orebody, reconciliation methods were being completed globally and were not reflective of individual areas of the deposit, and that deviations from the mine plan were occurring due to access to high-grade areas outside the schedule in order to bring stockpiles back on grade. Based on these findings, updated sample splitter systems were fitted to drill hole rigs, double bench sampling was implemented (2 + 4 m samples as opposed to 1 + 8 m sample) and a three-dimensional cellular grade control system introduced to better reflect the geology and orientation of the deposit. At the same time ore mining was changed from front end loaders mining on 8 m benches to excavator mining on three lifts on 8 m benches; this aided selectivity and respected the geometry of the orebodies aiding cleaner recovery. Reconciliation is now completed on a blast-by-blast basis, which allows for quick and easy identification of poorly performing areas of the resource model that can then be incorporated back into resource model updates. Regular daily and weekly meetings are also held with emphasis on the mining schedule to ensure no deviation from the schedule in the long term. These improvements have resulted in a lift in reserve recovery both globally and locally associated at the same time with improvement in grade.

Management requires up-to-date information on the activities of an enterprise in order to maintain control and to assist in decision-making and planning. In today's environment it is essential that this information is immediately available and in an easily assimilated format. If this is not the case, management is forced to make decisions based on intuition and past experience. At Mt Newman Mining Co, a computer application has been developed and implemented with the objective of providing this type of information to management. The Key Parameter Reporting System (as the application is known) allows for daily (constant) on-line capture of selected production statistics, safety statistics and free format textual comments relating to topics such as industrial relations, major maintenance and other pertinent news. Information can be retrieved,'and displayed or printed in either a tabular or graphical format. All senior managers have colour visual display units in their offices for immediate access to the system. Access to selected sensitive information is controlled. All company staff are able to retrieve unsecured information from the system via visual display units installed in all company Locations.

It is well known that some sinkholes or subsidence take place from time to time in the areas where abandoned room and pillar type mines exist. The authors have been involved with the stability of abandoned mines beneath urbanized residential areas in Tokai region and there is a great concern about the stability of these abandoned mines during large earthquakes as well as in long term. The 2003 Miyagi Hokubu and 2011 Great East Japan earthquakes caused great damage to abandoned mines and resulted in many collapses. Particularly the effect of the quality of backfilling of abandoned mine below the urbanized areas is very important under static and dynamic conditions. The authors present the effect of the quality of backfilling on the ground subsidence associated with abandoned lignite mines under static and dynamic conditions and discuss its implications on the urbanized areas above abandoned lignite mines in this study. THIS note gives comments on the paper by Kitaev et al on p. 68 of this book and compares results with those obtained by ourselves. We wish to say that the authors are to be congratulated on their sophisticated approach to an important problem and that it complements our efforts on flow maldistribution.1-5 It is our view that Eqs. (1)-(5) on p. 69 are impressive, but unfortunately with present day computers and computational facilities, it would be quite impractical to contemplate the numerical solution of these. Eq. (8) in the authors' paper, on p. 70, does provide the logical starting point for tackling flow maldistribution problems and strictly speaking this equation is more accurate than Eq. (1) in our paper in this book. We note in passing that there is direct experimental evidence to support the contention that our Eq. (1) is at least a reasonable approximation and one may question in a practical sense whether the refinement afforded by Eq. (8) in the paper by Kitaev et a/ is justified. While one must readily accept the appropriateness of Eq. (8) of Kitaev et al as a starting point, the subsequent mathematical manipulation by the authors is open to serious criticism. In order to solve this complex, non-linear equation Kitaev et al postulated irrotational flow, which afforded considerable simplification. One can argue simply on physical grounds that the assumption of irrotational flow is inappropriate, a fact which should be readily apparent on inspection of the flow fields shown in Figs. 2 and 3 of Kitaev's paper. It follows that while the starting point through the use of Eq. (8) is correct the results derived from this starting point may be suspect because of the erroneous nature of the irrotational flow assumption.

The financing of mineral ventures is usually supported by the valuation of a mineral asset, the physical size and composition of which have been determined within quantified limits of accuracy in order that the lending or investment risk can be assessed. The Resource or Ore Reserve estimation is the measurement of that asset and may be the outcome of complicated processes of interpretation and estimation requiring an extensive knowledge and understanding of the general nature of ore occurrences, and of the particular deposit under review. In arriving at an interpretation of the nature and physical distribution of minerals in a deposit, observations may only be available from widely spaced samples and geological knowledge and principles are of prime importance. Consultants may be asked by the lending or investing body to "provide comfort" on the quality of the Resource or Reserve estimations and providing such comfort casts substantial obligations of diligence on the consultant.

A new rapid spectroscopic core and chip logging and imaging system developed by CSIRO was evaluated by PIRSA and GA on a wide variety of mineralised properties in South Australia, including the Emmie Bluff, iron oxide copper-gold-style prospect on the Stuart Shelf. During a three-month campaign in South Australia in 2003 the system logged over 50 000 metres of core from the State Core Library, company prospects and mines. The new system uses automated core tray handling, continuous visible and infrared spectroscopy, and digital imaging, to characterise and identify dominant mineral species on core, chips and pulps, at spatial resolutions of ~1 cm (spectral data) and ~0.1 mm (image data). The system can log up to 1000 m of core per day and several thousand metres of drill chips. Mineralogy is pre-interpreted using specialised identification software trained on a selected suite of minerals showing characteristic absorption features within the measured spectral range. On core from the Emmie Bluff iron oxide copper-gold prospect, 470 km NW of Adelaide and 80 km SSE of the Olympic Dam Cu-U-Au deposit, the spectral mapping system was able to characterise a number of alteration zones enveloping the sub-economic Cu-Au mineralisation. These consist of distal white mica phases showing decreasing Al content towards mineralisation, a zone of increased iron oxide content in the hangingwall to mineralisation, and a zone proximal and coincident to Cu-Au mineralisation that is enriched in chlorite with variable Mg/Fe chemistry. Additionally the results show background spectral characteristics that mimic the magnetite distribution.

In the past various systems have been used to plan the extraction of ore from block cave operations. These systems have varied from rather sophisticated models with empirical ægravity flowÆ rules applied to the very rudimentary models where only the recorded mined tonnageÆs have been accounted for against the available resource. The normal requirement of these models has been to only plan the movement of ground through the drawpoints. Little cognisance has been taken of the other parameters that affect the total mining operations. The intended purpose of the linear program planning system is to not only include the management, resource availability and geotechnical constraints, but to also include the mining rules. The paper will discuss the various constraints that have been considered, and attempt to illustrate where the system better serves the production system than previous ones. A brief technical discussion on the linear programming system is included.

The drying operation of materials from particulate solids, through slurries and suspensions, to continuous sheets represents an important part of several processes in the chemical and mineral industries. The increasing demand of high productivity at low cost and minimal environmental impact makes it complex to evaluate and choose the best available drying technology for each industrial application. The drying technologies are mainly characterised on the basis of how the wet product is related to the drying medium, namely: direct and indirect drying. In the direct drying method (convection drying), the product is brought into direct contact with the drying medium, which may be hot gas or air. Large quantities of gas are necessary for transfer of the required energy. A special case of the direct dryer is the fluid bed dryer, in which the product floats on a cushion of air or gas. The process air is supplied to the bed through a perforated distributor plate and flows through the bed of solids at a velocity sufficient to support the weight of particles. Very high heat and mass transfer values are obtained as a result of the intimate contact with the solids and the relative velocities between individual particles and the fluidising gas. In the indirect drying method (conduction or contact drying), the wet product is separated from the drying medium. The drying unit can consist of a rotor forming the indirect contact heating surface mounted in a stationary or rotating shell. The indirect method uses saturated or superheated steam resulting in low energy consumption and minimal environmental impact. In this paper, a review is given of the technologies available on the market based on different drying methods. The advantages and the disadvantages are summarised with respect to issues such as investment and operating cost, maintenance, product capacity, product handling and environmental impact.

When revegetation is a part of a rehabilitation strategy at mine sites in arid and semi-arid environments, its success can be strongly affected by the availability of water prior or during the time of seed dormancy, germination and early growth of seedlings. The semi-arid and arid environments of northern Australia are characterised by highly variable and erratic rainfall and hence the actual weather conditions at and around the time of germination and seedling emergence play a critical role in determining the success of plant establishment and the type of plant community that may develop.Using available climate data, an analysis has been undertaken and a set of indices has been developed which describe the suitability of the climatic conditions for rehabilitation. In total, eight sites from Queensland and one site from New South Wales, Australia have been analysed. It could be determined that regular rainfall and relatively short periods of water-deficit are key characteristics of climate suitability. A comparison of the locations studied allowed the separation into suitable and susceptible locations in terms of the availability of water, amount of rain and duration of drought between rain events.In our experience, specific estimates of climate suitability are rarely incorporated into the design of mined land rehabilitation programs. We consider that the regional intensity, seasonality and extremity of climate represent an overarching component of landscape complexity, which in turn will influence the development of post-disturbance ecosystems in these regions. This paper presents the outcome of climate analyses paired with the development of suitability indices. Reverse circulation (R.C.) drilling or the dual tube method as it is quite commonly known, has a unique place in conventional mineral drilling. It can be classified half-way between open hole drilling at the lower end of the scale and diamond drilling at the upper end. The system basically consists of two tubes, one inside the other, with compressed air flowing between the inner and outer tubes. Sample cuttings return up the inner tube through the head of the rig and via a hose to a cyclone where the sample is collected. This system means that the cuttings are free of contamination as they are at no time in contact with the outside formation of the hole.Reverse circulation drilling is divided into two areas: R.C. Roller and Blade for softer formations; and R.C. Percussion for harder formations.

A wide variety of problems are encountered on a day to day operating basis in the Isa Mine Concentrators. These vary from complex textural problems in the lead-zinc concentrator and their subsequent effect on grinding and flotation to scheduling of converter slag treatment in a chalcopyrite concentrator. With the advent of process control, metallurgists need to specialise and keep up to date with technology improvements. This paper will attempt to describe the significant problems'faced by a Metallurgist û Control.
