The importance which matters of social welfare and environmental quality have assumed recently is the underlying theme of this paper. Demands for infrastructure reflect the change in emphasis from economic and technological development to those issues which affect the total well-being of the community. To put the importance of social change in perspective, examples are cited and a theme is developed which underlines the relevance of changes in public attitude and in government policies on mineral exploitation and related development and on the regimen of associated infrastructure sought. Planning on a long term or strategic basis and on a broad scale is put forward as an effective means of identifying changing social attitudes for the purpose of framing government and corporate policies. As a prelude to a section in which a description is given of a novel 'services baseline' concept and its use in the assessment of the current backlog of services

The paper describes a method of making quantitative mineralogical measurements on many of the major lead/zinc orebodies in Australia. The work was done using QEM*SEM. It was found that a relationship betwen phase-specific surface area and particle size, when plotted in a suitable way, gave a straight line with slope related to the grain size of the mineral in question. The method provides an excellent way of differen- tiating between minerals in existing orebodies and, consequently, an easy way to establish a comparison between a new prospect or orezone and current operations.

Capcoal Mine has modified its water use practices over the past 15 years. Two issues have changed the way water was managed:an economic review of water supply options for a planned expansion of the coal handling and preparation plant (CHPP) in the early 1990s, and increasing neighbour concerns about discharge of worked water from the mine into the local streams. These issues resulted in commitment by the site General Manager to cease discharge of worked water from site and to convert from using raw water to worked water in the CHPP. Operational needs, societal demands and continuing dry weather are again demanding change to the siteÆs water management strategy. This paper outlines the drivers for past and future operational change.

This paper presents the development of a regrind facility design at BHP BillitonÆs Leinster Nickel Operations (LNO) in Western Australia. The recovery opportunity was identified from an analysis of plant operating data together with scanning electron microscope (SEM) measurements on relevant tailings streams from LNO. A laboratory procedure was developed to determine the potential recovery improvement of installing a regrind facility at LNO. The last step in formulating the process flow sheet and defining the process design criteria was to construct and operate a pilot plant, which incorporated four banks of flotation cells and an Xstrata M20 Isa Mill. Pilot plant on/off trials were used to define the expected metallurgical benefit. A prefeasibility engineering design and cost estimate was completed. Following a successful internal business evaluation, a feasibility study is currently underway.

Probabilistic analysis is widely used in slope stability assessment because of its capability to take into account uncertainties associated with geotechnical parameters. There are, however, still many unresolved practical issues to the application of the method. One of these issues is the integration of assessments when multiple sets of fractures are considered for the entire slope. In the present study, this issue is addressed within the framework of Monte Carlo simulation. Probability of failure for pairs of fracture sets are assessed independently and the final assessment of the probability of failure for the entire slope is done using conditional probabilities. Prominent Hill open pit, in particular, the problematic fresh Bulldog shale formation, was used as a case study to test the method proposed. The SWEDGE program of the RocScience software package was used for the analysis.

Roasting of sulphide and sulph-arsenide gold ores produces unwanted emission of sulphur and arsenic oxides, and a less than complete recovery of gold. Pyrite loses sulphur and arsenopyrite loses arsenic at a useful rate at temperatures of 600¦C and above in an inert atmosphere. Sulphur and arsenic driven off can be condensed before entering the atmosphere. During the process, solid-solution gold redistributes itself on internal surfaces of the resulting iron sulphide. Two subsequent processing options may be used; direct cyanidation of the porous sulphide resulting from the anoxic pyrolysis, or a second-stage roast to oxidise the remaining iron sulphide. The first option may be viable under certain conditions of pyrolysis. The two-stage option has an environmental advantage over the traditional roast because it reduces oxide vapour emissions by 50 per cent. The second stage may provide nearly enough energy to sustain the entire process.

Blue amphibole-bearing rocks in the North D'aguilar Block of southeast Queensland occur either as relict pods and lenses within regionally extensive greenschist facies phyllites and schists or as blocks entrained in serpentinite-matrix melange. Epidote + crossite-bearing varieties predominate and formed under conditions consistent with underplating and high P:T metamorphism in a subduction-related tectonic environment. Neither lawsonite nor jadeite has been observed and metamorphic conditions are estimated at 380-4500C for pressures of 0.5-0.8 GPa. High P:T metamorphism occurred during the earliest stages of deformation and was superimposed upon protoliths of inferred Late Devonian - Early Carboniferous age, including mafic volcanics, tuffs and coarse volcaniclastic breccias as well as pelagic and henipelagic sediments, all of which have undergone varying degrees of over-printing to the greenschist facies. Greenschist facies metamorphism occurred during the second phase of deformation and was associated with the formation of mainly flat-lying or subhorizontal structures; it followed the cessation of subduction and occurred in response to either thermal relaxation during uplift or the imposition of regional heating induced by crustal thickening and/or synkinanatic granite emplacement. Uplift and cooling of the high P:T rocks was completed by 260-265 Ma and may have occurred in response to the same extensional processes which gave rise to the onset of rifting in the adjacent Esk Trough.

In general, modern mining companies all over the world have to face the same economic circumstances as any other part of the industry: considering the tough competition, production and haulage costs must be reduced permanently whereas productivity has to increase substantially in order to remain price-competitive. However, the imposed pressure also offers the chance for consideration of alternative mining concepts, the application of which can result in substantial cost savings and improvements in the quality of the mined material. As one of these alternative mining concepts, surface mining technology offers substantial improvements in productivity. It also influences aspects of haulage, such as safety and speed, in a positive way. The capability of selective mining ties in nicely with the production of small-sized crushed material, the granulometry of which allows the elimination of the primary crusher. Mine operators profit from reduced costs for the maintenance of their haulage vehicles due to reduced wear, a decreased likelihood of accidents and higher average transport speeds. Surface Miners can also be used to cut haul roads into virgin rocks and leave a clean and level surface behind, improving the quality of these created roads. Thus, it is even possible to use ordinary road trucks for transport in mines. The current paper outlines in detail the effects of the surface mining technology on mining and haulage aspects and reports on applications where substantial cost savings could be achieved due to the application of what is also referred to as æsimple mining processÆ.

Quite apart from economic considerations, the following performance parameters must be considered when selecting an explosive for a particular blasting operation. 1. total energy yield/kg, and more particularly, strain energy/kg and bubble energy/kg of charge 2. charge weight/m of blasthole 3. sensitivity of the charge 4. water resistance of the charge The effective division of an explosive's total energy into strain energy (SE) and bubble energy (BE) is explained as is the influence of each energy component on blast results. Because some rocks require a high strain energy for effective breakage, while others are most satisfactorily fragmented by bubble energy, values of SE and BE are more meaningful than those of total energy. Unfortunately, our extensive knowledge of the effects of certain variables on total energy has not yet been completely supplanted by the influence of these variables on SE and BE values. Finite element analysis is becoming a routine component of design of longwall extractions, now superseding more traditional somewhat intuitive approaches. Finite element modelling is relatively inexpensive and provides an adequate degree of similitude to give satisfactory analysis. The physical modelling of two decades ago is now largely replaced by numerical methods of which finite element is the best known. Important data for finite element work are physical properties, including creep aspects, introducing the non-linearity of stress response.Various computer packages are available and some were used to model two specific UK examples, using both linear and non-linear approaches. It appears that non-linear approaches will yield most benefit. The use of materially non-linear analysis is merited by the greater similitude it provides between model output and real mine situations.

The Australian underground coal industry has experienced substantial improvements in longwall productivity and, as such, the methods of providing a safe and productive mine environment have needed to evolve and develop. Whilst the primary method of controlling atmospheric conditions is by airflow it has become impracticable or impossible for the majority of Australian longwall mines to contend with all environmental hazards with primary ventilation alone.If the ventilation circuit cannot provide a safe and productive mine environment at an acceptable cost and circuit duty then supplementary controls are required. Examples include pre-gas drainage, post-gas drainage, gas utilisation, refrigeration and innovative dust control systems. Of the 21 longwall operations surveyed in Australia, there were 13 in New South Wales and eight in Queensland.This study represents a timely opportunity for the industry to examine the primary and supplementary ventilation systems implemented in Australian longwall mines and to discuss how to equip the industry to successfully face the future of underground longwall ventilation management in Australia.CITATION:Webber, M, Belle, B and Rowland, J, 2017. Hard rock underground mining has been wedded to the drill-blast method of breaking rock. Current practice and technology have focused on greater efficiencies in the blasting and handling of ore, on the basis that thelower costs that come with larger scale operations compensate for the waste dilution associated with the bulk methods. However, it is suggested that new technology is available or is on the horizon that could completely change the shape of hard rock mining in the 21st century. Hard-rock continuous-mining machines, possibly assisted by high pressure water jets, coupled with automated sorting and materials handling systems, could re-orient the miner's focus to winning metal rather than mining tonnes of ore. More continuous mining processes could accelerate the penetration by high technology in the hard rock underground mine, with the potential of greater manpower productivities and lower costs per tonne of metal produced. This new technology will be important in maintaining a competitive supply of metals, given the falling headgrades of the orebodies remaining for development and the increasing market threat from manufactured substitutes.

In the recent years several new blasting technologies have come into use in surface mines. Electronic initiation, low-density emulsion explosives and modelling software are in regular use throughout the world. In Australia, these new technologies have achieved significant application, largely in open cut coal mines where more than 20 per cent of blasting is now conducted with electronic initiation systems. These new techniques have contributed to the vast improvement in blasting outcomes evidenced by increased recovery of saleable product and faster excavation rates. In large surface mines, OricaÆs unique combination of electronic initiation systems, bulk emulsion explosives and modelling software can be harnessed to target critical value outcomes. This includes targeting better fragmentation, increased ore uncovery rates and better wall stability û all adding to improved mining operation profitability. Orica Mining Services have combined these technologies into a set of offerings called Blast Based Services (BBSÖ). The paper describes applications of these new technologies and possible benefits in large surface mines.

Modem open cut and underground mining in the tropics inevitably expose partially weathered and unweathered rocks to oxygen and water, leading to weathering and the release of solutes and often acidity as well. Historical monitoring data can demonstrate these phenomena. Three case studies from open cut mines in the north of the Northern Territory illustrate the deterioration in quality of pond water receiving drainage from waste rock dumps. The potential for deterioration of water quality was not recognised in many mine Environmental Impact Statements prepared and accepted in the 1980s. The examples documented indicate the importance of adequately planning for this near inevitable process. Retrofitting a mine water management system to 'no' or minimal release can be very difficult and expensive, and may not be feasible, leading to downstream pollution. The characterisation of acid and solute production potential of ore and waste rock, and improved dumping strategies and water management are very important to minimise the environmental impact of mining in the tropics.

INCREASE OF CATASTROPHE FREQUENCY AND SEVERITYIn the last couple of decades the frequency of natural catastrophes has increased dramatically. This realization results from the statistical analysis of the comprehensive loss data that we have been collecting constantly over the last 30 years and have evaluated in connec-tion with the preparation of our "World Map of Natural Hazards", which is now in its second edition (Munich Re, 1988). Each month brings data on between 30 and 50 new loss events. Fortunately, however, only a few of these have to be added to the list of major natural catastrophes, that is only those involv-ing damage that considerably exceeds what the country or region concerned can handle itself so that substantial na-tional or international aid is required. That is generally the case if the number of dead runs into the hundreds or thousands, if tens or hundreds of thousands of people are rendered home-less and if the total economic loss is in the region of US$ 100 million. These major catastrophes, about which we have fairly comprehensive data even in the case of those that occurred farther back in the past, numbered only 14 in the 1960s but 70 in the 1980s; they there-fore increased over a period of 30 years by a factor of 5. The trend is also very clear when we consider the total economic loss, which - adjusted for in-flation - increased during the same period from an average of US$ 3.7 bil-lion per year to US$ 11.4 billion, i.e. by a factor of 3.1. The insured losses, finally, increased by as much as a fac-tor of 4.8.

Covers on waste rock and tailings remain the primary choice for closure planning where the purpose is to create an environment where water ingress into reactive material can be controlled and/or prevented. In semi-arid and arid environments, dry cover systems are the preferred option with the design intention to absorb rainfall and to prevent deep drainage. Although the average amount of rain typical for semi-arid environments is relatively low and evaporative demand is high, the seasonal and annual distribution may vary greatly. Rocky substrates are often the only choice for the construction of covers due to economic constraints or availability of suitable materials. While the water holding capacity may be suitable for the application of a dry cover design in arid and semi-arid climates, some of these covers bear the risk of preferential water flow when rain events are intensive or occurring at high frequency. The objective of this presentation is to demonstrate the occurrence of preferential flow through rock containing dry cover systems. A regional classification for the applicability of dry covers is attempted to delineate those regions of Australia where the characteristic of the rainfall pattern increases the risk of failure for dry cover designs. The decision to contract or owner mine should be independent of, and should be made before, definitive estimated cost comparisons could be available. There is substantial potential risk of estimated cost comparisons being flawed due to difficulties in compiling comparable estimates for differing business objectives, errors and omissions or because of significant bias. In the current economic environment, escalating cost pressures potentially lead to increased incidence of disputes in mining contracts. The apparent cost of contractorÆs profit and overheads has tended to become more significant to owners. Economy-driven trends towards higher levels of performance and commercial risk for contractors, and the potential for more adversarial, difficult management; with attendant disputation between contractors and owners, have encouraged development of so-called ærelationship contractsÆ û partnering or project alliance contracts. The paper discusses the issues, circumstances when owner mining or contract mining is favoured and perceived advantages and disadvantages of contract mining. The implications of owner-perceived core business and core skills and outsourcing are also discussed. Techniques of introducing objectivity into the decision to owner or contract mine using matrix analysis or benefit comparisons are described. A disciplined procurement process should deliver a decision to owner or contract mine independent of, and prior to, any definitive comparison of estimated costs. A generic procurement process model is provided as a basis for discussion. Risk is discussed generally and as a significant factor in comparison of estimated operating costs. Consideration of risk and any prudent cost treatment are promoted as necessary pre-requisites to any comparison of estimated costs. The paper develops the concept that the decision to owner or contract mine should be based on real benefits that become obvious in the early stages of the development, particularly the procurement process; and before definitive estimated cost comparison can be available. In the context of this concept estimated cost comparisons tend to be confirmatory. Problems with comparing estimated ownerÆs operating costs with tendered contract prices are also discussed, particularly recovery of capital cost of equipment; and the owner minerÆs trade-off of operating risks for the residual contractorÆs margin attributed to overheads and profit. The paper concludes that sole reliance on a comparison of estimated ownerÆs operating costs with tendered contract prices in deciding to owner or contract mine is questionable and likely driven by a need to satisfy specific in-house customers.

Shortly after the outbreak of war in September, 1939, it became apparent that considerable quantities of certain metals and alloys which at that time were not being produced in Australia would be required in increasing amounts for the prosecution of the war effort.Australian industry had relied on overseas sources of supply for the relatively small quantities of many special metals which were needed under peacetime conditions. As the war progressed so great became the demand for mooy of these alloys in Great Britain and other allied countries that it was necessary for them to place an embargo on the export of these materials, and thus it soon became evident that if Australia's production of munitions was to expand and develop it would be necessary for her to become independent of overseas sources for many of these essential 'items. The shipping position also became very acute, and this, accentuated the difficulties of obtaining these alloys. Because of the conditions outlined aqove, the manufacture of over thirty different metals and alloys .was undertaken at Newcastle during the past decade. It is with two of these that this paper proposes to deal. They are tungsten powder and ferro-silicon.TUNGSTEN POWDERTungsten is a rare and comparatively new metal. It is used extensively in the production of high speed tool steel, some grades of which contain up to 22% tungsten. Such articles as twist drills, reamers, milling cutters, and lathe tools are made from tool steel, and the demand for these during the war years was greater than ever before. The use of tungsten in the manufacture of high speed steel was first developed in 1914 by the Germans, and when it was discovered that they were using tungsten bearing steel for the production of munitions there began a world-wide search for ores of this rare metal.

Highly weathered ground, limited collar options and the need to achieve a desired outcome at the lowest possible cost led to the need to adopt a construction approach that had no established design methodology. The newest ventilation shaft at Mandalay Resources’ Costerfield Operations had to be established to a depth of 30 m through poor ground best described as ‘sticky swelling clay’, some of which was contained within an old backfilled pit.The ability to excavate a traditional presink was not possible due to limited space and the introduction of men into the shaft was to be avoided due to the associated safety risks and corresponding increase in cost. Piling in conjunction with raise boring and remote fibrecrete application was identified as a possible solution that could achieve the desired outcome at an acceptable level of risk.Construction of the piles was challenging and required continual refinement until an acceptable level of productivity could be achieved. Limitations on concrete delivery was taken into consideration to ensure hole stand-up time was acceptable and re-drills were not required. The adoption of a set process from alignment, drilling, concrete placement and testing ensured the desired design was achieved. Mine operators should consider the use of piling as a method of shaft stabilisation for the portion of raise bored shaft that passes through the weathered zone.The importance of quality control and attention to detail through the entire shaft construction process cannot be underestimated as issues such as insufficient geotechnical investigation, pile and pilot hole deviation, concrete and fibrecrete quality, as well as delays in the application of fibrecrete can place the success of the project at risk.This paper outlines key learnings from a client’s perspective with regards to the concept, planning, design, execution and completion of a 3.1 m diameter raise bore shaft through both weathered and highly structured ground at the Augusta Mine.CITATION:Green, S and Austerberry, R, 2014.
