There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial. This talk will include a discussion of the data as collected in the Department of Mines and Natural Resources department database, and offer solutions based on this data.CITATION:LaBranche, N and Callinan, G, 2016. The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. The relative infrequency of fatalities and other serious events can give them an appearance of being random, of being beyond any reasonable degree of anticipation and prevention. In fact, the vast majority of these events result from exposures that are identifiable, measurable, and manageable. The lessons of prominent incidents, such as the Space Shuttle Columbia, OxyÆs Piper Alpha, Esso Longford, BP Texas City, Massey Mine, as well as lessons from single fatality events, is that alongside the proximate causes of each incident, there also coexisted an underlying fabric of systems, mechanisms, and culture that allowed risk in the workplace to persist and often to become normalised. All of these ingredients of the organisationÆs safety fabric lend themselves to the influence and intervention of senior leaders. The difficulty is that traditional injury prevention paradigms are not sufficient for addressing the precursors that lead up to catastrophic and fatal events. A recent study of such events, led by Dr Thomas Krause concluded that the descriptive aspect of HeinrichÆs safety triangle is useful, but that the predictive aspect is not. The study surfaced reasons why a reduction in less serious injuries does not necessarily correspond to a proportionate reduction in catastrophic and fatal risks. This presentation expands on the findings to include the concept of exposure to the event potential linked to precursor events and the framework for leading an organisation to be both cognisant and effective in eliminating such events.CITATION:Russell, R, 2012. Rio Tinto Iron Ore is currently working towards finalising comprehensive Native Title land access agreements, which cover all of the current eleven mines and infrastructure owned and operated by the company in Western Australia's Pilbara region. Critically, the agreements represent a mutual commitment to a long-term relationship and address many areas of concern by promoting indigenous enterprise, well-being and regional development opportunities. Our objectives in the process are to obtain the informed consent of the traditional owners for our Pilbara expansions while providing benefits to them in a way which provides lasting and substantial improvements to health, education, housing and real jobs in the mainstream economy.   To facilitate the agreement negotiations, Rio Tinto Iron Ore (RTIO) proceeded in 2005 to research and design a specific strategy around Aboriginal relations and local community engagement in the Pilbara. Wherever we operate, Rio Tinto follows a fairly simple formula in working with communities, which is comprehensively aligned to local context.   This presentation provides an overview of Rio Tinto Iron Ore's community engagement strategy in Western Australia's Pilbara region. It will also explore the establishment of regional standards on employment, business development and contracting that have been developed to ensure Indigenous people are engaged in the development of their region and are able to contribute to supporting the growth and development of mining in the area with the expectation that there is prosperity for all. This paper will address this question from the point of view of a drill and blast engineer or researcher working in open cut and underground mining operations. The paper will establish a common set of reference standards for high-speed imaging and data capture, which engineers and researchers can apply when deciding which type of imaging technology is appropriate. It will present an overview of current image analysis technologies and practices in use across a range of appropriate scientific fields and draw lines of commonality of approach between these fields and the field of mining and blasting applications analysis and research. In addition, the paper will examine the different technologies from an image quality and data stream reference point, ease of operation, cost, and reliability parameters. Finally, this paper will present an argument for the hybridisation of established and new technologies which could provide a more beneficial approach to the use of imaging as a tool of quality control, research and analysis in the mining based industries. This will include a novel approach to digital high-speed imaging and data analysis in the field, which should deliver high-quality images and data analysis in a time frame that is more appropriate to the need for immediate action, analysis and problem solving.

A key aspect of seismic management for narrow vein stoping of the west zone at the Beaconsfield Gold Mine has been the development of a fully remote extraction method that does not require personnel access to sill drives within the orebody once stoping commences. Initially, sill driving within the reef is undertaken in a conventional fashion under geological control. Sill drives are developed at a vertical backs-to-floor height ranging from 7 - 12 m. This mining stage includes all activities prior to the commencement of stoping, after which no personnel enter the unstoped section of the sill drive at any time for any purpose. The key aspect of the remote mining cycle is the use of footwall drill drives paralleling the ore drive at a minimum separation of 6 m under survey control. These drives provide the platform for fan drilling of the orebody. Up to 20 m strike panels are blasted in a single shot using electronic blasting techniques. Ore is mucked from the extraction level sill drive using tele-remote loaders. Aerials for tele-remote operation are installed through boreholes from the footwall drive, negating the need for personnel access to the sill drive. Once mucking of a stoping panel is complete, a laser scanning survey instrument is used to survey the final void for subsequent design and production reconciliation purposes. The survey instrument is mounted in the bucket of the tele-remote loader, and is also operated remotely. Finally, tele-remote loaders are used to dump waste rock fill from the upper sill drive. A system of flags and cameras installed in boreholes from the footwall drive assists the operator in locating the live stope edge during the filling cycle, again negating the need for personnel access.

The North-South Bypass Tunnel is the first project to get underway as part of BrisbaneÆs transport plan, which aims to improve the urban road network. The total length to be excavated is 6.8 km, which includes 4.8 km of driven tunnel and associated road connections. Construction commenced in August 2006 with project completion targeted well before the contractual completion date of October 2010. Due to the local geology, in particular the hard Brisbane tuff and neranleigh-fernvale formation, a combination of tunnel excavation methods are used. The majority of the tunnel is excavated by two tunnel boring machines which have a rate of progress of 16 - 20 m per day in rock having a compressive strength of between 80 and 150 MPa. Ten roadheaders operate at a rate of up to 2 m per day excavating the remaining tunnels, such as ramps, access tunnels, cross passages and merges. The tunnel team are managing the challenges and complexities associated with tunnelling through the hard Brisbane rock. A major challenge arose during the planning of the initial mainline excavation underneath the Royal National Association Showground in Bowen Hills. This section contains low rock cover and historical maps indicate that the showground is located within a former topographic depression (alluvial valley), which a creek once flowed through.Due to traffic merge design requirements, both tunnel boring machine (TBM) and roadheader excavation methods were required to be used in this challenging geological profile. The answer was to stabilise the alluvium above both TBM section tunnels from the surface prior to excavation and to operate the TBM in single shield mode with immediate grouting of annular void from the tail shield. In addition, the roadheader section of tunnel required additional support by spiles and canopy tubes installed from the tunnel face.

We operate a 50 cubic metre per hour mobile alluvial tin mine on small scattered deposits in the Irvinebank area. Wash is loaded by a Cat. 950 front end loader into the bin of a screening section and screen undersize is pumped to a separate jig unit. Both units are rubber tyre mounted and are shifted once a month when the haul distance gets to about 150 metres. The shift takes about 8 hours.The screening section is sited close to the face with a ramp for dumping in and a one metre drop for the screen oversize which is removed by the loader.A reciprocating plate feeder with variable rate hydraulic drive, feeds wash onto a horizontal 1.2 metre x 2.2 metre two deck Kinergy screen. Minus 10 millimetre undersize is pumped by a Warman 6/4 sand pump with a 37 kW variable speed Reeves Motordrive to the jig unit.The jigs are placed 20 to 70 metres away so that tailings will run back into previously mined ground. Reject stone is used to impound the sand and mud, allowing the water to filter through and return to the feed water pump.An MTE trapezoidal module is used as a primary jig. Hutch product is pumped to an eight cell clean-up jig which we developed ourselves along MTE lines. It has a trapezoidal shape and sawtooth stroke provided by cams. Clean tin is taken from the first four spigots. These consist of clear plastic tubes fitted with taps so that there is no water loss except when the tin is drawn off. Fine concentrate from the last four spigots is put over a curvilinear table which sits on a steel base packed with earth.

Recycled cement paste (RCP) is a kind of CaO-rich recourse, which is separated and recycled from waste concrete. Due to its chemical composition, RCP could partially replace lime as a flux and be loaded into electric arc furnace (EAF) steelmaking process. Rapid RCP assimilation and liquid slag formation have significant effects on EAF steelmaking process. In this study, the dissolution behaviours of RCP and lime at temperatures of 1400°C to 1500°C were investigated using static dissolution experiment. The dissolution rate, interfacial microstructure, as well as dissolution mechanisms were discussed. It was found that the dissolution rate of RCP was much higher than that of lime. RCP could be completely dissolved into slag in 60 secs at 1500°C. The dissolution rate of lime was in range of 3.910-4 g/(cm2ꞏs) to 2.610-3 g/(cm2ꞏs), while that for RCP was in range of 1.510-3 g/(cm2ꞏs) to 4.910-3 g/(cm2ꞏs). As for lime dissolution, a dense layer of dicalcium silicate (C2S) generated at the dissolution interface, and the diffusion of Ca2+ in C2S layer was the limited step for lime dissolution. Some of calcium ferrite could be observed at the interface between lime and C2S layer. As for the RCP dissolution, there is no obvious product layer of C2S formed at the dissolution interface, Fe2+ continuously diffused into RCP layer during the dissolution, and small amount of FeOꞏMgO solid solution generated and gathered at the dissolution interface. The dissolution rate of RCP in EAF slag was quite higher than that of lime, partially add RCP as flux in EAF could accelerate the slag formation process.

Plant tests of magnetic conditioning have shown increased flotation recovery of paramagnetic sulfide minerals (chalcopyrite, sphalerite and pentlandite) in the -38 ¦m size fraction within rougher and cleaner flotation circuits. A statistical plant test was undertaken in the Mount Isa zinc flotation circuit where magnetic conditioning was tested simultaneously in both the rougher circuit and the cleaner retreat circuit (cleaner scavenger). This test resulted in a normalised increase of 1.60 per cent in the rougher circuit zinc recovery and simultaneously a normalised increase of 4.60 per cent in the cleaner retreat circuit zinc recovery - to a very high level of statistical confidence. Interestingly, in a novel approach, it was possible to verify the plant test results in two ways. Firstly, detailed MLA analysis of the tails confirmed the statistical plant test results and showed that the greatest effect of magnetic conditioning was on the sphalerite in the C3 - C6 size fraction, where there was a reduction of around 15 per cent in zinc in tails. Moreover, there was a reduction of around 15 per cent in liberated sphalerite across all -38 ¦m size fractions, but only a seven per cent reduction in non-liberated sphalerite in the tails. Secondly, plant modelling showed that increasing the rougher zinc recovery would cause an increase in zinc feed grade to the cleaner retreat circuit. This paper traces briefly the reasoning which led to the decision to extend the existing internal shaft at the Rosebery Mine and to instal underground a larger winder (No. 2 Hoist) with capacity to handle all hoisting requirements to a depth of approximately 2,500 ft. on an incline varying from 83" to 55" to the horizontal. It then covers the specifications and selection of the winder, the design of the winch chamber, rope raise and bins, the excavation, support and lining of the chambers and the transport to site and installation of the machinery. Finally a brief description is given of the mechanical and electrical parts of the winder.INTRODUCTIONThe existing shaft winder on the internal inclined shaft situated on No. 8 Level of the Rosebery Mine had reached the limit of its capacity. Hoisting 21-ton capacity skips in balance, with a 13/16-in. diameter rope, it required four layers of rope on the 3 ft. 6 in.drums to reach the loading station under No. 12 level at a depth of 864 ft. (Fig. 1). This entailed heavy wear on the multi-layered rope and heavy stresses on the cheeks of the drums. Continuous working on three shifts was necessary to handle ore, men and materials, and a hold-up from any cause whatever meant an interruption to production on the lower levels of the mine. The maximum output of the hoist whilst hoisting from the No. 12 level loading station was 50 tons per hour. It was obvious therefore, that a larger winder was required if output was to be maintained.Diamond drilling had proved the existence of sufficient ore at depths well below No. 12 to warrant exploitation and a decision had to be reached on the means of hoisting this ore.

The paper describes the preparation of new rail guides, removing existing rails, and replacing with new rails in a vertical winding shaft.INTRODUCTIONThe general practice in coal winding shafts is the use of two cages, with one or more decks in which men and materials are raised or lowered. Winding speeds vary according to depth, the type of winding gear, and whether winding is done in downcast or upcast shafts. Each cage occupies a position between the centre and side of the shaft, with a clearance depending on the type of guides used. The function of the guides is to keep the cage in position throughout the entire depth of the shaft. There are three types of guides, two of which are in general use.1. Selected wood of about 6 in. square section, fixed to the side of buntons.2. Solid strand steel made up similarly to that of an ordinary wire rope, suspended from the head frame with weights attached to the lower end.3. Standard T-rail sections fixed to end or side buntons. Of the three types, 2 and 3 are in general use. Mt Muro was a gold and silver mine in Central Kalimantan on the Island of Borneo, Indonesia. Aurora Gold through its Indonesian subsidiary Indo Muro Kencana owned the project. Processing commenced in November 1994, and ceased in June 2002. Mining, including prestripping, commenced in March 1994, and ceased in May 2002. Nominal throughput was 1.5 Mtpa, at average grades of 3.80 g/t Au and 99 g/t Ag. From the start of prestripping until the end of 1996, Drill Blast sampling was the main grade control method. After several studies into the viability of Reverse Circulation, including an assessment of costs and benefits, the switch from Drill Blast to Reverse Circulation was made in late-1996. From 1997 until the end of the project Reverse Circulation was the main grade control method. The mine-to-mill call factors û the reconciliation between predicted and actual tonnes and grades delivered to the mill û for the period from commencement of processing to December 1996 were 1.069 for tonnes, 0.949 for gold, and 0.969 for silver. The mine-to-mill call factors between January 1997 and June 2002 (excluding a period of significant illegal mining) are 1.086 for tonnes, 0.977 for gold and 1.025 for silver. At face value this indicates a 2.8 per cent absolute improvement for gold, and 5.6 per cent for silver. Using average grades for the project, an additional 5112 oz of gold, and 267 173 oz of silver were delivered annually to the mill using Reverse Circulation sampling instead of Drill Blast sampling. The additional recovered metal value is estimated at $US 2.87 M annually, significantly exceeding the cost of Reverse Circulation drilling. This paper discusses a number of issues that may affect the estimated benefits.

The stratigraphy of the central Pine Creek Geosyncline has been simplified into a three-fold subdivision comprising the Batchelor, Frances Creek and Finniss River Groups. The Batchelor Group consists of a sequence of shallow water coarse clastics and crystalline carbonates and is conformably overlain by the marine carbonaceous shale dominated Frances Creek Group. Interbedded within the carbonaceous shale are turbidites, iron formation, tuffs, carbonate and non carbonaceous shale. The Finniss River Group is a flysch sequence of greywacke and mudstone. The stratigraphic and structural evolution and igneous history are all interrelated. Although the Batchelor Group may have formed in a tensional regime, it is likely that regional compression and accompanying thin skinned deformation began during deposition of the Frances Creek Group. Continued compression resulted in D2 folding d6collement deformation, wrench faulting in compressional zones and thrust faulting. Occasional relaxation of compression is marked by a number of periods of basic intrusion and perhaps distal volcanism. The style of deformation within sediments varies away from granitic basement highs and is similar to that observed around salt domes and found in experimental diapiric models. Sedimentary facies changes also indicate local emergence of basement highs during sedimentation. As compression continued, the deposition of thick sequences of the Finniss River and El Sherana Groups brought about regional metamorphism. Relaxation of compression and waning of associated subsidence resulted in a relative increase in the rate of uplift and partial melting of diapiric sialic basement. In places, granitic magma moved upwards and crystallised forming grossly concordant bodies. Other masses moved laterally and formed extensive granitic sills. Later compression periods caused mainly brittle deformation which may have been strongly influenced by underlying basement fabric.

The problems associated with equating calculated and measured properties of explosives with blast results are examined. The results from six full-scale test blasts in a limestone quarry are described. The purpose of the full-scale trial was two-fold, i) assess the role of varying aluminum levels (10% maximum) in a given explosive in terms of blasting performance, and, ii) find correlation between calculated, as well as measured properties of explosives and the resulting blasting performance. Each blast consisted of 36 holes, initiated with short period detonators in a staggered 3-row 2.4 m x 2.7 m (burden x spacing) pattern. Each 75 mm diameter borehole with no subgrade contained on the average 22 kg of 65 mm diameter cartridged explosive. The bench height was 6.3 m, with an average collpr of 1.2 m. The calculated and mgasured properties of explosive included, strength, detonation and explosion pressure, VOD, plate-dent depth, underwater bubble and shock energy, and the total energy efficiency. Each blast was instrumented to measure detonation velocity, initiation sequence, muck pile motion by means of high-speed photography and blasting vibrations. The post-blast measurements included photogrammetric survey of muck pile for size distribution on surface, muck pile profile, as well as the extent of backbreak. The results showed that the overall blasting performance of the explosive in question was nearly commensurate with the level of aluminum in the explosive, and there was excellent correlation between the underwater test properties and the blast results. The study also exemplified the need for more extensive post-blast analysis than is usual practice, for quantitative assessment of blasting performance of explosives and providing the necessary data-base for calibration of blasting models.

One of the challenges facing the gold industry in the 21st century is the continuing need to identify new reserves of economically treatable ores. Discoveries of large, metallurgically simple orebodies are becoming increasingly rarer, forcing companies to investigate options for the processing of ores which may present recovery, economic and/or environmental issues, requiring innovative approaches to their treatment. Ores which contain naturally occurring carbonaceous material (æpreg-robbing oresÆ) are an example of one such ore type. NewmontÆs Jundee operation contains zones of carbonaceous ore within the oxidised orebody. A program consisting of detailed laboratory work and extensive plant trials has been undertaken to assess the options of the processing of this material. Laboratory tests demonstrated the advantage of carbon-in-leach (CIL) over direct cyanide leaching and carbon-in-pulp (CIP) for treatment of these ores. The laboratory program identified several factors which would enhance overall gold recoveries where preg-robbing ore was being processed, including: keeping preg-robbing ore separate from non-graphitic ore; maximising gravity recovery; and ensuring the plant operates in æpureÆ CIL mode, ie no leaching prior to first adsorption tank. Several plant trials were undertaken to assess the economic sustainability of treating moderate preg-robbing ores through a modified gravity/leach/adsorption circuit. Results indicated that where good operational control of the circuit was maintained to ensure high gravity recovery, minimal leaching prior to carbon contact, and maintenance of good, active carbon inventory, then acceptable and sustainable overall gold recoveries could be obtained. Using these relatively simple plant modifications potentially allows a plant to treat ores with preg-robbing index (PRI) values up to one. Unnamed early prospectors panned gold from creeks drain- ing the Great Dividing Range in the early part of 1851. The first publicised discovery was credited to Edward Hargraves near Bathurst in New South Wales later in 1851 and during the ensu- ing gold rush, prospectors rapidly made discoveries elsewhere in New South Wales and later across the border in Victoria. Reference to the attached graphs of gold production indicates that for much of the first 100 years, gold production came from the easily worked and readily discovered shallow alluvial deposits, many of which were located in the creeks draining mountainous regions of Victoria, New South Wales and Queensland (Fig. 1 and 2). As these deposits were exhausted, prospectors turned their attention to outcrop lode deposits which led to the development of underground mining techniques and a significant boost in over- all gold production. With the discovery of the rich Golden Mile lodes in Kalgoorlie in 1893, gold production increased signifi- cantly and peaked around the turn of the century. At that time, the enormous potential of the great Witwatersrand deposits in South Africa had only just been appreciated and for a few years, Australia led the world in gold production (1855-1863 and again in 1903). Underground mining continued in the Eastern Goldfields area of Western Australia, the Bendigo-Ballarat region of Victoria and in northeast Queensland. Very few of these operations continued beyond the Second World War, except the larger producers in the Kalgoorlie region where recovered grade had dropped to about 6 g/t Au. By the early 1970s with the gold price fixed at US$35 per ounce, most of the operations were shut down as labour costs escalated, with only the low cost bulk mining operation at Mt. Charlotte and the high grade reefs at Norseman continuing in Production.

The paper deals with the taking of soundings in connection with coal mining operations under part of the Pacific Ocean adjoining John Darling Colliery.INTRODUCTIONIn the early days of mining in the Newcastle District there did not appear to be any definite law specifying the limits to which mine workings, other than certain borings, could extend under tidal waters.As time went on, a figure of 120 ft. was fixed as the minimum thickness of strata between the roof of the seam and the sea bottom; beyond this mining operations are disallowed. The laws relating to working coal under tidal waters are as follow:-The minimum width of pillars to be left shall be eight (8) yards and the maximum width of bords or other excavations shall be six (6) yards, but the lessee may at his discretion increase the minimum width of the pillars or decrease the maximum width of the bordsor other excavations so as to increase the general safety.The eight (8) yard pillars shall be left unwrought.In on-road of every pair of Winning-off or leading headings, a bore shall be kept going ten (10) feet in advance for the purpose of foretelling the presence of any fissure, wash-out, open joint, fault, dyke, or otherwise, and all winning-off headings shall be driven atleast one hundred (100) yards in advance of the working bords.The most accurate and trustworthy information shall be obtained by the lessee not only' of the depth and character of the ocean bed, river, lake, or estuary deposit, but also of the strata overlying the coal seam.When working under the ocean, strata shall be bored through and proved a minimum thickness of thirty (30) feet at the face of the leading headings or levels immediately such headings or levels are under the ocean, and...
