Since the mid-1990s, the Chino Mine Facility (Chino) located near Silver City, New Mexico has been developing a closure plan with financial assurance to protect water quality, as required by State regulations. In February 2002, Chino and the New Mexico Environment Department (NMED) reached agreement on a closure plan; a closure cost amount of approximately $US 394 million ($A 591 million) was finalised in April 2003. Both the New Mexico Water Quality Act Regulations (1977) and the New Mexico Mining Act Regulations (1993) guided development of the closure plan and financial assurance amount. The process incorporated many years of correspondence, studies, negotiations and administrative hearings. The major technical issues focused on regrading slopes of the leach ore stockpiles and waste rock piles; cover systems; water treatment systems; and abatement of ground water contamination. The proposed financial assurance amount covers all closure costs and provides for perpetual water treatment.

"The Jaguar project is relatively unique in that it was evaluated, financed, built and operated to completion within the last ten years, providing the opportunity to holistically review and reconcile expectations against the actual outcomes. It is a case study that allows wider conclusions to be drawn with respect to the risks and opportunities involved with project evaluation and execution.Jaguar is located in the Leonora Mining District of Western Australia and was commissioned in mid-2007 as an underground accessed, single high-grade volcanic-hosted massive sulfide (VHMS) deposit with an on-site concentrator, producing copper and zinc concentrates exported via the Port of Geraldton to South-East Asian markets.The feasibility study (FS) had several iterations (JML, 2005a); the last dated July 2005 was specifically targeted to secure project funding, and summarised the reserves-only portion of the resource and its planned exploitation. The commissioning of the mine was the transition for the owner Jabiru Metals NL from junior explorer to producer and the project was the dominant asset of the company.Jaguar operated through several significant deviations from the linear project plan set out in the FS, including the Global Financial Crisis (GFC), a corporate takeover and disruption to the mine plan from the onset of material geotechnical issues. Whilst the GFC or mining disruption were not specifically predicted in the FS or peer reviews, the generic effects of the events were assessed in the project risk assessment and they influenced subsequent management decisions. In parallel to the internal project-specific risks, the short planned life of Jaguar was a risk to the continuation of the corporate entity which was being addressed by significant investment into brownfields exploration to extend or replicate the project, and ultimately added value such that attracted a corporate takeover.Holistically, the project delivered the returns predicted in the FS, but in a much different guise than was expected. This paper will describe the reality of operations compared with the study predictions and expectations through the perspective of the project and corporate risk assessment.CITATION:Jacobs, R, 2016. The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

The largest oil sand deposit in the world is located in Alberta, Canada, with a total proven reserve of 2.5 trillion barrels of oil. The water based extraction process is currently being used in commercial operations to recover bitumen by flotation from oil sand ores. A recognised challenge in bitumen extraction is the reduced bitumen recovery when processing ores containing high fines content or æweatheredÆ oil sand ores, collectively known as poor processing ores. Inspired by demonstrated success of using kerosene as collectors in coal flotation, an innovative idea of using oily bubbles (air bubbles coated with a thin layer of oil or solvent) was tested to improve bitumen flotation recovery from poor processing ores. In this study, dynamic contact angle of air bubbles or oily bubbles on bitumen and induction time of bitumen-oily bubble attachment in water were measured to justify the use of oily bubbles in bitumen recovery from poor processing ores. The type of oil or solvents, including kerosene, toluene and naphtha, used in generating oily bubbles showed a marginal effect on the contact angle values, similar to the values measured with air bubbles. However, the spreading of an air bubble was found to be much slower than that of oily bubbles on a bitumen surface. The induction time for oily bubble-bitumen attachment was found to be much shorter than that for corresponding air bubble-bitumen attachment in the process water from poor processing ores. The reduced induction time for kerosene-coated air bubble-bitumen attachment correlates well with the improved bitumen recovery from poor processing ores using kerosene-coated oily bubble flotation technology.

The cover (cap) over the tailings pit at Nabarlek uranium mine must be structurally stable as it will act as a barrier to radon gas emission and have to contain other long-lived radionuclides. Structural stability is primarily an issue of erosional stability in the context of a design life of thousands of years. The primary agent of erosion is fluvial, dominated by rainwash, overland flow, filling and gullying in the local area. Other agents of erosion are of less concern although biogenic agents of erosion (eg termites and windthrow) may enhance fluvial activity. Several methods may be used to assess erosional stability. They fall into two main categories, namely erosion modelling and geomorphic modelling. The former is illustrated by the Universal Soil Loss Equation in which parameters describing aspects of the geotechnical and hydrological properties of the rehabilitated surface are used as input for the modelling of erosion rates. The latter is illustrated by estimates of gully and valley erosion using empirical models. Estimates of the erosion rates and stability of the Nabarlek cover are presented. The two main techniques are complementary and it is argued that rehabilitation design must make use of both approaches when estimating erosion and geomorphic stability. More recent developments in geomorphic modelling using numerical techniques incorporate both approaches.

The world-class Golden Mile gold deposit in the Eastern Goldfields of Western Australia is part of the Kalgoorlie Consolidated Gold Mines (KCGM) operation, which is wholly owned by Northern Star Resources Limited. Current mining operations across the Golden Mile is dominated by the large Fimiston Open Pit, which is over 4 km long, 1 km wide and 600 m deep. It is part of a larger mineralised system that stretches over 8 km and includes the Mt Charlotte Underground Mine, which is also operated by KCGM, as well as numerous historical open pit and underground mines. This mineralised system has been continuously mined for over 125 years and is set to continue well into the future. The Golden Mile deposit is in the Norseman Wiluna Greenstone Belt which is made up of a series of mafic volcanic and sedimentary rocks that have been structurally deformed and intruded by granitic rocks. There are two main styles of mineralisation across the Golden Mile. Firstly, the Fimiston style, which consists of shear hosted Golden Mile lodes with abundant sulfides and tellurides and secondly, the Charlotte style that comprises younger stockwork veins. Fimiston style mineralisation is the primary style of mineralisation within the Fimiston Open Pit. Historically, in excess of 3500 m of underground development and over 755 stopes were mined prior to the consolidation of the area and the commencement of Fimiston Open Pit operation. Old underground workings, known as voids, are either empty or backfilled and extend to more than 1.2 km below surface. Although they are a routine part of mining operations at KCGM, voids pose a significant challenge for the geology team in terms of planning and executing exploration and grade control drilling, geological modelling, grade and tonnage estimation, drill and blast design and execution, marking up ore block designs, mining, and reconciliation. This paper will discuss the various challenges faced by the geology team due to the presence of voids, solutions used to overcome some of these challenges and the results of these activities.

Between 1966 and 1976, Australia moved from being a non-producer to a position of meeting more than ten per cent of world nickel demand. New mine developments beginning the early-1990s have the promise of more than doubling the country's world market share - from around eight per cent to perhaps close to 20 per cent. This new surge in activity - the so-called `second nickel boom' - has led to several developments which seem likely to have similar economic impacts to those of the late- 1960s and early-1970s. There are, however, some notable differences this time around. The impact of long distance commuting over the past 30 years has changed the regional development scenario. The gold industry is much stronger in Australia than it was in the late-1960s and this helps to place the importance of new nickel discoveries in a more realistic perspective. As potential players have jockeyed to complete feasibility studies and move into construction and production phases of new long-life mines, established suppliers clearly seem to be taking actions to discourage the newcomers. In what appears to be a classic oligipolistic market situation, the heightening of perceived entry barriers to the industry appears to be a particularly visible strategy undertaken. In the current scenario as well, greater vertical integration among producers appears a significant influence on market power.

The continuously growing demand for rare earth elements (REEs), in combination with the crisis of 2009 and the price spike of 2011, has initiated a treasure hunt for rare earth deposits all over the world in recent years. Since then, commodity prices have declined and are now quite stable, yet the world is still dependent on China’s dominance of the market and its export policies. Exploration is unremitting and numerous resources of potential interest have already been revealed in many countries; however, proceeding to mining operations is not that simple, especially when it comes to the exploitation of rare earth deposits. Evaluating the feasibility of a mining project is always a unique, sensitive and rather complex process that depends on multiple criteria.This paper focuses on clarifying the present and future global situation in the development of respective deposits and on identifying rare earth-specific criteria that influence the overall feasibility assessments of any potential (especially underground) mining projects. Environmental impacts, legislation issues and the presence of radioactive pollutants are some of the notable boundary conditions that govern rare earth mining operations and need to be taken into consideration. Furthermore, the balance problem between the supply and demand of the different REEs can determine decisively whether a deposit of specific REEs is economically exploitable. For this reason, evaluations are made regarding the future strategies to be enacted in order for the rest of the world to detach itself from this situation. An important part of planning for the rehabilitation of uranium mine sites is the ability to assess the geomorphic stability of the final landform, over time frames ranging from decades to millenia. Depending on the environmental conditions, erosion features such as gullies may incise into containment structures, potentially leading to the exposure and transport of encapsulated radioactive material. Further, erosion may lead to increased sediment loads and the transport of other mine-related contaminants off-site and into downstream waterways. While erosion may be monitored and assessed over the short term (years to decades), the longer-term behaviour (centuries to millennia) of such landscapes is not within any meaningful human management time frame. Landscape evolution models (LEMs) can provide information on soil erosion rates at decadal or centennial scales over large spatial scales, and evaluate the sensitivity of these processes to environmental changes. However, an important issue associated with the use of models is the ability to assess the reliability and accuracy of the model. In this paper, the CAESAR-Lisflood LEM is tested for its ability to predict soil erosion from a series of 30 m × 30 m experimental plots specifically constructed for this purpose on a trial rehabilitated landform at the Ranger Uranium Mine in the Northern Territory, Australia. Model predictions of bedload and suspended sediment loads from the erosion plots were compared with field measured observations collected over four wet seasons from the trial landform. Once calibrated for the specific site hydrological conditions, the predicted sediment yield – specifically, bedload – demonstrated an excellent correspondence with the field data. However, longer-term simulations of ten years identified an exhaustion effect in sediment yield from the landform. These latter results indicate that a weathering function needs to be incorporated into CAESAR-Lisflood to ensure confidence that the CAESAR-Lisflood LEM will be able to correctly predict the long-term evolution of a rehabilitated landform once it has been?constructed.CITATION:Lowry, J,?Saynor, M,?Erskine, W, Coulthard, T and Hancock, G, 2014. The environmental and economic impacts of a significant dependence on fossil fuels are affecting the future of sectors such as of mining. These impacts are prompting the Australian Government to seek solutions for reducing its dependence on fossil fuels more generally, such developing clean energy and improving energy efficiency. However, limited research has been undertaken to assess the potential synergies between clean energy and mining in an uncertain global future. This paper analyses current energy use by mining in Australia and reviews the drivers and opportunities for energy efficiency and cleaner energy technologies to be coupled to mining under three future scenarios. Linkages between mining and clean energy are investigated for three global scenarios for mining and metals to 2030, developed by the World Economic Forum (WEF), namely Green Trade Alliance, Rebased Globalism and Resource Security. These scenarios are applied to assess how they could change the barriers, opportunities and trade-offs required for the development of a more sustainable energy sources by the minerals industry in Australia.

The Doc Run Company and its predecessors have been mining for over 130 years utilising the room and pillar mining method. This method has left approximately 20 per cent of the orebody in the remaining pillars. The original design and planning for the mines did not include extensive pillar extraction. This paper summarises the introduction of the pillar extraction and backfill techniques which have been implemented since 1991. These techniques include the use of low cost fill walls up to 20 in in height and the use of stinger trucks for topping off the fill. In conjunction with these accomplishments, much experience and confidence has been gained in the use of numerical modelling as a method of predicting pillar stability as the mining of pillars progresses. These advances have led to pillar extraction hecoming a major portion of the overall production and have added to the mine life of Doe Run's six operating mines.

Underground coal heating is a significant hazard in some coal mines. The broad principles of how underground coal heatings occur is reasonably known, however the technique for locating the heatings in often inaccessible goaf has been proved to be difficult. Since 2002, CSIRO, with the support of the Australian Coal Association Research Program (ACARP) has been undertaking investigations to apply and develop innovative surface-based radon technique for locating the underground heatings in Australia. This paper presents the progress of the investigation.

The completion of the $1.1 B Cape Lambert Upgrade project is the second ‘pillar’ in Rio Tinto Iron Ore’s expansion program that has enabled Rio Tinto Iron Ore to effectively double iron ore shipping capacity from the Pilbara between 2003 and 2009 to 220 million tonnes per annum (Mt/a), following the successful completion of the Dampier Port upgrade project two years earlier.The Cape Lambert Upgrade has built on and enhanced many of the engineering achievements of the Dampier Port upgrade project, as well as developing innovative and unique engineering solutions for this complex ‘brownfields’ project that presented its own challenges, particularly in this distinctive open-water port environment.The project was implemented in two phases to achieve an increase in port shipping capacity from 55 to 80 Mt/a – an enhancement phase and an expansion phase.The initial enhancement phase, which provided an increase to shipping capacity from 55 to 60 Mt/a, focused on increasing the utilisation and effi ciency of existing plant and equipment with a relatively small capital expenditure.The expansion phase, which provided the increase in shipping capacity to 80 Mt/a, included extending the existing iron ore wharf by 256 m to create four shipping berths, a new shiploader, an expanded stockyard (including a new fourth bucket wheel reclaimer) and a new surge bin facility to maximise outloading tonnage rates.The Cape Lambert Upgrade project was implemented whilst the port remained fully operational and continued to ship record tonnages of iron ore throughout the project duration. This achievement required signifi cant upfront planning and sequencing of construction activities to support the operation of the port. Innovative design and construction techniques were used to mitigate the impact and enable construction activities in and around the operating plant.Throughout the project, new benchmarks in engineering design and construction practices were established, which have since been adopted for new iron ore port facilities currently in planning phases.

Cretaceous volcanic activity (Hauterivian Albian) in the Peruvian Andes can be found along the coast of Peru and the western edge of the Andes mountains between 15o30'S and 5o30'S, extending discontinuously in south to Chile and north to Ecuador and Colombia. This volcanic activity formed in three aborted marginal basins; the NNW-trending volcanic Ca±ete and Huarmey, and NNE-trending Lancones basins. These volcanic rocks are predominantly andesitic and basaltic in composition, of calc-alkaline and tholeiite affinity with subordinate dacitic and rhyolitic rocks. One notable feature is the appearance of æocoitasÆ from Ica (14oS) south to Santiago de Chile. These rocks have a calc-alkaline to alkaline affinity. From south to north, the continental crust gradually becomes thinner, allowing mantle material to rise towards the surface. Ophiolitic sequences of this type form a marginal basin in Colombia. Very low-grade regional metamorphism which affects the volcanic rocks also varies gradually from south to north. Between Santiago de Chile and Ica this takes the form of burial metamorphism, with moderate geothermal gradients (20o-30oC/km). Metamorphism in the Huarmey basin is transitional between burial and ocean-floor metamorphism, with very high geothermal gradients (>3000C/km). High geothermal gradients are also apparent in metamorphism of the Lancones basin, though less than the other basins. Ocean-floor metamorphism is present in the ophiolitic sequence in Colombia. Associated mineral deposits in the Huarmey and Lancones basins, and in the north, are of the volcanic massive sulphide-type (VMS). The principal deposits in Peru are Leonila Graciela (20 Mt Zn and Pb) and Tambogrande (40 Mt Cu and Zn). There are also smaller mines and prospects. To the south of Lima, manto-type Cu deposits (CuMT) are found with a mineralogy of chalcopyrites, pyrites, magnetite, actinolite and apatite. The main example is Raul Condestable (10 Mt Cu). Other prospects are present to the south and Chile has some very large mines of this type (El Soldado, Lo Aguirre). The notable differences between the CuMT and the VSM deposits are thought to be the result of the prevailing conditions in the earthÆs crust during the Hauterivian Albian. To the south, calc-alkaline and alkaline volcanic activity in aborted marginal basins, with thicker crust, was thick, produced moderate geothermal gradients associated with burial-type regional metamorphism and deposits of CuMT. In the north aborted marginal basins associated with calc-alkaline to tholeiitic volcanic activity and a gradually thinning crust, produced transitional regional metamorphism between burial-type and ocean-floor type, associated with high to very high geothermal gradients and VMS deposits. In Colombia these conditions led to ophiolite extrusive rocks, ocean-floor metamorphism and also VMS deposits.

The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

Geometallurgy is inherently multidisciplinary and it gains its power to deliver improved outcomes for the minerals industry by bridging silos between disciplines. This cross-disciplinary approach unlocks value, identifies (and avoids) value destruction and provides a pathway to better implementation of an energy efficient and sustainable minerals industry. Despite this promise, we argue that the cross disciplinary approach also represents the greatest threat to the success of geometallurgy. Some key cross disciplinary issues identified are:Geometallurgy has so far evolved in the technical sphere, mainly by collaborations of geologists and metallurgists. Consequently, in many cases the business dimensions and value have not been incorporated. Financial and risk evaluation viewpoints need to be assimilated into the geometallurgical paradigm. In fact, until such measures are integrated into practices, the value cannot be fully demonstrated.The historical and current efforts on geometallurgy have been highly focused on improved sampling and measurement of geometallurgical properties or appropriate proxies. This work has been driven by professional and academic geologists and metallurgical engineers. It is notable that mining engineers (who are critical in the value delivery of geometallurgy through changed planning approaches) have so far been at the margins, or absent. The construction of valid three dimensional (3D) geometallurgical models raises some important organisational, mathematical and geostatistical considerations. The enhancement of resource models to account for geometallurgical aspects must be managed carefully if the full value of geometallurgical thinking is to be realised.The use of 3D geometallurgical models to change business decision making and practices is the real nub of the problem. We believe sophisticated scenario based evaluation methods are required if the potential impacts of spatial rock properties on processes further down the mining value chain are to be realistically evaluated. Such changed practices require ‘whole of value chain thinking’ to embed this change into the business in an ongoing way.Because profitable geometallurgy demands changed approaches to business decision-making and also organisation of the firm (radically changed in some cases), the senior executive viewpoint must be incorporated into the language and thinking of geometallurgy. This is unavoidable if the establishment of a geometallurgical approach to project evaluation, development and operation is to be successful and sustained.A powerful analogy for the problem faced by geometallurgy is the transformation of safety culture in the mining industry in the past 20 years. We argue that, as in the safety revolution, explicit models, cultural change and management of the ‘soft’ dimensions of the problem are pivotal to success of geometallurgy. In light of this, we propose a model (‘the Geomet Curve’) that gives a framework and pathway for geometallurgy in seven steps. The implications of this model for technical and organisational steps required at different stages are discussed.

Most iron ores occur in mine benches as complex mixtures of lithologies and ore types. This significantly complicates their characterisation for both blast design and fragmentation modelling. A great deal of technical and research effort has been applied to the development of models to predict fragmentation from rock blasting. A number of quite useful engineering models are currently available to blasting engineers and consultants, and more sophisticated approaches using mechanistic descriptions of rock breakage continue to be developed and applied by researchers and explosives companies.The engineering or empirical models that are in more general use within the industry, such as the Kuz-Ram model, require appropriate data if they are to generate useful fragmentation predictions. Some of these models have reached significant sophistication and have made very useful contributions to both routine blasting operations and the exploration of new blasting paradigms. However, these models struggle to adequately deal with rock that is as complex as iron ore. This paper reviews the characteristics of the most successful blast fragmentation models available to the industry and discusses approaches to the derivation of suitable rock mass properties to adequately describe blast fragmentation in a range of iron ores.CITATION:Scott, A and Onederra, I, 2015. Escalating energy and electricity costs have become one of the biggest expenditure drivers in mining operations. During the last eight years, energy costs have trebled when expressed as a percentage of total running cost in South African mines. Power consumption on mines is controlled by three main strategies, namely load clipping where energy use is reduced for parts of the day, load shifting where energy use is shifted to other parts of the day, and energy efficiency where energy use is reduced permanently.To reduce the operating costs of ventilating and cooling underground mines continuously, system optimisation studies must be completed. A part of this paper describes methods that can be used to reduce energy usage by optimising cooling and ventilation systems during planning and in existing operations using network simulation models that accurately reflect the current and planned ventilation conditions. These models are used to examine various options for improving the overall ventilation and cooling efficiency. Furthermore, an overview of refrigeration and cooling practices, and ventilation strategies is presented.Ventilation-on-demand and cooling-on-demand strategies have the potential to reduce both the capital and operating costs associated with mine ventilation and cooling systems. In addition, it has been proven that modern strategies and energy-efficient tactics are technically feasible.It is also important that the correct equipment selection is made. This must be based on the best technology with the highest energy efficiency. Uncertainty and debate currently pervade the mining industry in New Zealand. The operational uncertainties, whether external (eg gold prices, the exchange rate), or internal (eg coal expansion difficulties), are large. In addition, many wider factors which influence mining are in a state of flux. State Coal Mines, the operating branch of the Mines Division of the Ministry of Energy I may be made a state corporation, with the remaining Mines Division functions being revamped. The agencies administering environmental legislation are to be restructured. Mining legislation amendments have been proposed and then dropped, and the area is now to be reviewed (The Press, 31 July 1985). Some mining licences have been withdrawn, and become the subject of heated debate in the community (The Press, 19 July 1985, and subsequent letters to the editor).

Over the past 15 years, the mining industry has begun to incorporate the concepts of sustainable development and sustainable mining practice across the life cycle of mineral operations. This requires addressing economic issues, community impacts and concerns and environmental protection, and is captured in part by the phrase ‘design for sustainability’ (McClellan et al, 2009). Over the same period, the industry has seen a gradual decline in ore grades for many mineral commodities. As a result, large volumes of tailings and mine waste rock are being produced around the world, and it is expected that the annual production volumes of these materials will increase, even if there is not a significant change in the demand for materials.Another related thread of change has been the realisation that societies need to move away from linear economies (raw materials, production, consumption, disposal) towards more circular ones. This will help societies become more resource efficient, which is defined by the United Nations Environment Programme as reducing the total environmental impact of the production and consumption of goods and services, from raw material extraction to final use and disposal. The goal is to create more with less and deliver greater value with less input. Circular economies require thinking in terms of the waste hierarchy (reduce, reuse, repurpose, recycle, recover, landfill).The challenge is that the waste hierarchy was originally designed to address embodied mineral content in products rather than mine waste and tailings generation. It will need to be reconsidered in a mine life cycle context, focusing on a value-based conception of waste (Van Ewijk and Stegemann, in press).In parallel to these changes, it has remained an imperative in the mining industry to dispose of these waste materials as economically as possible while protecting the environment. Single handling of these materials has been the main target, which reduces the life cycle costs of their management but may make reuse of waste and tailings technically more difficult or economically infeasible.This presentation explores a rethinking of the large volume earthen material waste issue at mines. The underlying theme is that some or all of these materials can be valuable resources for the future that can positively contribute to sustainable development. These resources can offer economic gains to firms, communities and societies; contribute to environmental well-being; enhance social interactions with the previously mined landscape if handled properly; and, with proper policies in place, reduce governance commitments. Each of these topics will be briefly explored.
