A mining companyÆs approach to managing the risk of theft of explosives and initiating devices should be underpinned by an organisation-wide policy developed with internal and external consultation. It should be based on the principles of sound proactive risk management, planning, monitoring and remedial action. This paper aims to provide mining (and construction)organisations with the rationale and many of the tools they need to control explosive security risks. As with all legislative compliance, they are best managed by incorporating the statutory and legal requirements into company policies, management systems and plans, operating procedures and culture. This is the approach that has been adopted in this paper. Trends we should expect: more prescriptive legislation and stricter government regulations; enhanced enforcement and more prosecution; more sophisticated detection systems, eg airports; additional compliance costs; additional vigilance on record keeping; improved risk awareness and risk communication; wider use of explosives policies, management systems and plans; and additional security staff with investigative skills.It should be noted that mining companies will be required to play their part in reducing the likelihood of explosives, intended for mining purposes, being wrongfully used to threaten, hold to ransom or to injure individuals or members of the public or to produce property damage. This will be done by putting in place safeguards to reduce the risk of theft of explosives while they are under their control. On that basis, this is a business risk assessment rather than a hazard risk assessment. A conclusion of this paper is that mining companies can and should play their part in reducing the supply of explosive materials that can then be used for illegal activities. In fact, mining companies have always had this duty, but now the stakes are higher û æcomplacency no longerÆ.

The ever increasing demand for metals and minerals is putting significant pressure on current mining companies to find more ore. As these companies explore and mine, the future appears to be to go deeper and deeper underground. With depth, however, comes ever increasing costs as infrastructure such as hoisting, ventilation, the movement of workers and materials increase in size and scope. Further, the actual rock mass becomes prone to destruction through rock bursts and the heat generated becomes a major issue resulting in extreme expenditures in cooling plants and some of the biggest air movers in the world. All these issues result in dramatic changes in both capital and operating costs, subsequently making cut-off grades rise. As this trend continues there is an economic limit to how deep one can go, resulting therefore in a severe shortage of accessible ore deposits to mine. This paper discusses the need for larger marine robotics technology and presents the state-of-the-art in current research in underwater tele-autonomy, specifically the development of high bandwidth optical communication networks critical to any future activities (mining, construction, etc) underwater. Ballarat Goldfields Limited is currently re-opening the old workings of the East Ballarat Goldfield which contain an estimated 1800 ML of groundwater. The disposal of this 'minewater' was of concern: the minewater is of moderate salinity; increased salinity levels have interfered with agriculture and water use at a number of locations downstream from Ballarat. Extensive numerical studies indicated that treated minewater could be discharged into the Ballarat Creek system for dilution by sewage effluent and by surface runoff after rainfall events. An automatic real-time salinity management system has been developed to enable the disposal of saline minewater in this fashion. A desk top computer operates the system: discharge and salinity readings are taken automatically each hour and filed away; the maximum allowable rate of discharge of treated minewater is calculated; pumps are switched on and off. The system readily enables daily, weekly and monthly data reports together with floppy disks of 'raw' data to be prepared in formats suitable for direct submission to the Victorian Environmental Protection Authority.

In this paper is given a description of the flotation plant recently erected by Broken Hill South Limited at the South Mine, Broken Hill, N.S.W. It has been built on the site of the old flotation plant, which was described in a previous paper published by the author. The present paper is supplementary to the former paper in that it replaced the following sections thereof, namely, those from end of the second paragraph, page 269, to the end of the first paragraph page 282, and from the end of the second paragraph, page 284, to the end of the third paragraph, page 302.The roll crushing, fine grinding, gravity concentration, filtration, disposal of products and sampling in the new plant are the same as described in the above mentioned paper.The reconstruction of the flotation section, described herein, completes the reconstruction and modernisation of the treatment plant which was begun in 1928. A description of these earlier alterations has already been published in the Proceedings of this Institute.

Traditional methods for the production of transition metals from their ores usually include the electric arc smelting of the ore or concentrate to produce a ferroalloy. This is subsequently refined to produce either a ferroalloy or to produce the metal or metallic carbide. Recent trends in the treatment of iron ores have seen the development of many processes for solid state carbothermic reduction followed by melting of the prereduced iron to produce steel and similar types of processes are under consideration for the production of ferroalloys. There are clear potential savings in energy and control of emissions from such processes. This paper discusses some research which is currently underway at La Trobe University into the solid state carbothermic reduction of chromium and tungsten ores to produce the metallic ferroalloy or the carbide for subsequent further processing. The kinetics of the carbothermic reduction of both chromite and scheelite were found to be dominated by gaseous CO rather than by direct carbon reduction. However the diffusion of carbon into the ore is certainly an important feature of the process. The production of tungsten carbide from the metal is the slow step in tungsten reduction. The development of phases during reduction were studied using a scanning electron microscope and an electron probe and knowledge of the phases produced allows analysis of the reduction process.

Chemical and isotopic analyses of fumarole gases from Galeras Volcano, Colombia provide significant insights into the origin of volatile components in the magma.. Water comprises a mixture of magmatic (rock-equilibrated at high temperature) and meteoric, with the relative proportions varying through time. Carbon isotopes are most consistent with a mantle source, although other contributions to the system cannot be ruled out. Nitrogen most likely originated from organic matter in subducted oceanic sediments. All of these "primary" components have been modified somewhat by interaction or exchange with other reservoirs during ascent to the surface. In addition to information on the origin of the gases, these data show significant temporal variations precursory to eruptive events. Chemical ratios change and water becomes more meteoric in character prior to eruptions.

A significant part of the reserves of the Southern Coalfield lie beneath major water storages and their impounding dam structures. One of the functions of the NSW Government's Dams Safety Committee is to specify the particular mine layouts which can be used beneath the stored waters according to certain guidelines. A study was made of examples of the two different methods of extraction used under the stored waters as proposed by the mining company according to the guidelines and approved by the Dams Safety Committee. Using both pillar monitoring and mathematical modelling approaches it was shown that the recovery of coal from these layouts could be improved while still ensuring the long term stability of both the underground support pillars and the body of the strata. The integrity of the water storages and their impounding structures would therefore not be Affected.

Completing its historical role the opera tion of copper blast furnace of the Saganoseki Smelter was terminated in 1970, but it left some interesting data on metal lumps formed at the furnace bottom. Analysis disclosed the lumps to be speiss containing 100 to 10,000 g/t of Au and Ag and stratified to iron speiss and copper speiss. Solidifying temperatures of iron speiss and copper speiss being approximately 1,090¦C and 800¦C respectively, copper speiss precipitated at the lower side. The distribution coefficient of Au and Ag between matte and speiss (g/t Au(Ag) in matte / g/t Au(Ag) in speiss) is in the range of 1 x 10 2 to 2 x 10 ' and 1 x 10 1 to 5 respectively. The higher Cu % is in speiss, the-more An and Ag are distributed into speiss. Except for a few data, these results comfotm well to the range of distribution equilibria of Au and Ag in matte and speiss systems by Gerlach and Others.

On the basis of measurements of selected raw materials engineering concepts for the use of this method in the mining industry as an innovative system for horizon control of mining machines will be described and the most important analysis parameters, influencing factors and interference variables are presented.

At present there exist few engineering calculations and principles to determine exclusion zones for personnel in the vicinity of underground explosive storage areas. This paper is written to encourage discussion and proposes a method to determine the impact of a blast wave through scientific principles. Then, criteria to determine an ‘exclusion zone’ need to be identified.There has been much work on identifying the pressure rise and the energy of explosive detonations underground but little to develop standards in criteria that can be used to identify exclusion zones for useful design of underground infrastructure. The author presents the newest ways of calculating the pressure rise and energy (impulse) of detonations and puts forward some criteria to be used in the identification of personnel exclusion zones to spark peer review and discussion of these criteria towards developing standards for engineering design.Smith and Sapko (2005) used Sach’s scaling laws to develop a relationship for both pressure rise and impulse, which incorporated factors for intersections. Intersections will have a large bearing on the peak pressure and the energy of the blast wave and needs to be incorporated. Silvestrini, Genova and Leon Trujillo (2009) developed the scaling laws with an energy concentration factor to predict blast propagation in partially confined geometries and together the author has proposed equations for determining the peak side pressure and the impulse in a tunnel. Given the weight and type of the explosive, the average cross-section of the tunnel complex and the number and type of intersections encountered, the pressure and impulse can be calculated.The military has carried out many investigations as to the influence of blast pressure and impulse on the human body. Lung damage, ear damage and velocity knock down are three of the criteria standards that are presented as possible methods of determining exclusion zones around an underground explosives magazine. The author suggests that the velocity curves presented by Bowen, Fletcher and Richmond (1968) could be an acceptable method of determining an exclusion zone as it incorporates the side pressure and the energy of a blast wave to determine the ability of the wave to knock down personnel.CITATION:Lovitt, M B, 2014. A sample of fifty fractured low chromium-molybdenum alloy drill steel rods was investigated. Each rod was of the forged collar integral tungsten carbide type in common use in Australia.Examination of a new rod of the same type showed that a zone of spheroidized carbide about 0·25 in. wide was present about 12 in. from the shank end.Examination of the fractured rods revealed that 78 per cent. of failures occurred within 0·25 in. of the spheroidized zone at the shank end but in the main stem of the rod rather than actually in this softened zone where it might be expected to occur.This predominant type of failure at the shank end in the steel rods is caused by a highly anodic region corresponding to the first stages of spheroidization of carbides present in the steel. Accelerated corrosion in the narrow band havil\g this structure induces the formation of stress-concentrating corrosion pits, 78 per cent. of failures in this region being due to corrosion fatigue.The remaining 22 per cent. of failures, occurring in the as-rolled stem, were due to either corrosion fatiglie if failure were initiated at the water-hole surface of the drill rod, or to a decarburized outer surface if failure originated at this surface.Temperatures producing spheroidization were determined as 6007600C.Evidence suggests that approximately 75 per cent, of shank-end failures in all forged collar drill rods can be attributed to corrosion fatigue occurring preferentially in that section showing partial spheroidization of carbides· produced by the forging and hardeningoperations.Methods are suggested for reducing the frequency of fatigue failures in drill rods.INTRODUCTIONAn integral part of all tunnelling operations through rock is the drilling of suitably placed holes i:n.to which explosive is subsequently rammed and exploded.The drilling operation, whether for metalliferous mining or for general civil engineering constructional work; is...

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

Models which have been presented in the literature consider only selected aspects of dense medium cyclone operation, are empirical in nature and generally relate only to severely limited ranges of operating parameters. This paper reports progress towards development of a more comprehensive and robust model. The data base consists of partitioning parameters developed using density tracers and conventional coal sampling and analysis techniques, together with recordings of parameters such as cyclone dimensions, feed pressure, medium size distribution and product media densities.. These data were drawn from 15 Australian coal preparation plants. To elucidate the effects of important operating parameters on medium behaviour and on the partitioning of large particles a series of pilot scale tests was also conducted. The present model consists of eight sub-models which relate to particular aspects of dense medium cyclone operation such as medium flowrates and densities, or size- by-size separation densities and Eps. The model structure follows a logical progression which clearly demonstrates the importance of understanding medium behaviour before attempting to predict partitioning performance. The model also attempts to define the conditions under which yield losses due to unstable "surging" discharge may occur.

Burra was the largest metalliferous mine in Aus- tralia between 1845 and 1860 and employed as many as 1000 men and boys. The workforce was predominantly Cornish, Burra being the first con- centration of Cornish folk in Australia. The sur- face and underground mining operations were typically Cornish and virtually all positions of responsibility were held by Cornishmen. Beam pumping and winding engines were imported from Cornwall and housed in traditional Cornish engi- nehouses. Burra had the first significant number of beam engines in Australia: six were installed between 1849 and 1861. These engines, ranging in size from 20 inches to 80 inches in diameter, were used for pumping, hauling, and driving Cornish roll crush- ers and dressing machinery. Derelict enginehouses of the great beam engines are a striking reminder of former mining activity in Cornwall and South Australia. In South Aus- tralia about 35 enginehouses were erected between 1848 and 1887, of which eight still remain, three of them at Burra (Figure 1). These remain as a tangible link with the Industrial Revolution.

A major breakthrough in extending the life of the wear material of high pressure roll crushers when treating moist, highly abrasive material has removed the last impediment to the widespread acceptance of high pressure comminution in the minerals industry. The system is very energy efficient. It has been demonstrated that in the cement industry energy savings of up to 50 per cent have been achieved compared to conventional hall milling. Besides being energy efficient, the process provides some remarkable and useful effects; ò better liberation of mineral constituents (as proven for diamond liberation). ò preferential comminution where induced micro fissures follow grain boundaries. ò higher reactivity of the product due to micro fissures. All these points will be described here together with a review of current flowsheet design and incentives for the use of this method of Comminution.

The Engel Model search simulator is described with particular emphasis on preparation of input parameters. The computer has a "black box" role in the same way a telephone or radio is a "black box" in communications. A search technique (sensor) is selected and applied in two stages of'search, namely, reconnaissance and detailed. The model relies on knowing and quantifying the parameters of the target sought and the search technique; this is usually done by analogy studies from available literature and experience. The parameters are then balanced by feasibility studies on the search area. Case histories show that the study makes the user aware of what he is likely to find rather than what he wants or needs to find to be viable. Two case histories are presented: one for Mississippi Valley type lead- zinc deposits and another for stratiform copper. The first study showed particular benefits in the input stage and highlighted the fact that one could expect a lot of encouragement by way of interesting results but with little chance of finding the high-grade,

Since the discovery of coal of the Southern coalfield (Illawarra 1797, Burragorang 1806) coal mining has grown progressively to the thriving industry of today. Early shallow escarpment mining required no serious access development, but with extension of mining to further and deeper areas, sinking became necess- ary. Now, with 17 major shafts and 7 decline drifts in current use, new mining activities involve several current sinking and drifting projects, with more in prospect. Conventional sinking and drifting, using blasting and mucking techniques proven in recent years are normally in use, with attempts, recent and current to accelerate advances by boring techniques. With export and to less extent local market unpredictability, it is vital to produce mine establishment times to allow advantage to be taken of market upswings and there is great need for research and improvement of mine access construction as the major aspect of establish- ment.

This study is to compare reinforcement of rebar and spiral bolts using laboratory pull-out test. For this purpose, the pull-out test was performed in laboratory for a curing period of 7- and 28-days. Based on the results of the laboratory pull-out test, the pull-out load of two support members rapidly increased with displacement until the breakpoint and then gently increased with displacement. The maximum pull-out load of spiral bolt was larger than that of rebar bolt. This implies that a spiral bolt is more stable than a rebar bolt for securing the stability of a ground or rock mass when a support was installed in a ground or rock mass under the same condition. In addition, the maximum external pressure of two support members increased with pull-out load and with displacement and the distribution of external pressure was commonly larger at the upper part than at the lower part of specimen. This indicates that the bond failure location by pull-out load should be mainly occurred at the surface portion of specimen. In conclusion, the reinforcing effect of a support depends on a curing period and a type of support member, and reinforcement of a spiral bolt is more effective than that of a rebar bolt.

Grinding circuits are used in most mineral processing plants. Their widespread application makes the efficient running of the circuits essential to almost all resource projects. This paper will show that, with the application of modern multivariable control techniques, improved plant performance can be obtained when compared with conventional single loop control strategies. Results are presented for a simulated closed-circuit ball mill.The grinding circuit was controlled using the rod-mill water and primary and secondary sump dilution flowrates as the manipulated variables. Variables controlled were the primary cyclone feed flowrate, the primary cyclone feed density and the particle-size measurement (percentage smaller than 75 um).
