THE purpose of this paper is to describe, in a general way, gold-dredging operations in California, with particular reference to unusual features, including types of deposits and recent attempts to improve the recovery of the gold. Dredging Areas The gold-bearing formations that traversed the western slope of the Sierra Nevadas for a north and south distance of some 300 miles furnished the immediate source of the gold found in most of the placer deposits of California. Erosion through a long period carried the gold, together with various forms of partly disintegrated material, to lower elevations and formed placer deposits. Through the classifying action of water in motion, the coarser gold and heavier material of various kinds were - deposited relatively near the source; consequently, in the higher mountain country, old river channels were worked feverishly during the early California gold-rush days because of their high gold content. With the working out of these known high-grade channels, and from the knowledge thus obtained of prehistoric stream beds, drift mining was started and flourished until about 1890. Even today many drift mines are operating with the objective of opening other old Tertiary river channels that have been covered by volcanic flows. Adjacent to these areas, which contained relatively high gold values in the older river channels, smaller particles of gold, gravel, and debris were deposited along the sides of the former stream beds and on the adjoining flat areas, thus forming the large placer deposits, which were worked principally by hydraulic mining. IT is a generally recognized fact that a steel quenched from the austenitic range and tempered to yield a structure composed of tempered martensite becomes increasingly more ductile with increasing tempering temperature. However, the conventional tensile test fails to yield any value that is sensitive to differences in behavior on tempering among the various low-alloy steels or among different heats of a particular steel. The notched impact bending test, on the other hand, has been recognized for a considerable length of time as capable of revealing differences in impact properties among various steels tempered to the same strength level (i.e., the same tensile strength in a conventional tensile test), However, this test is very complex and its significance has not been clarified up to the present time. Of its three characteristic features-the high speed, the notch, and the bending-the notch has been found by Davidenkov2 to be the most potent embrittling factor. Recent investigations on low-alloy steels3,4,7,8 have shown static notch-bar tensile tests to be more lucid and to evaluate the metal properties in much the same manner as impact tests, In an attempt to analyze the fundamental nature of this test,8 it was found possible to separate the effects of the two basic characteristics of the stress pattern introduced by the presence of a circumferential notch, the stress state and the high initial stress concentration at the notch bottom, The major conclusions drawn from these previous investigations were as follows: I. The magnitude of the triaxiality at fracture depends primarily on the initial notch depth. Its effect is a great reduction in the average ductility (contraction in area at fracture in the notched section) as compared with that observed in uniaxial tension, This triaxial stress state occurs at a point in the interior of the notch specimen, It determines the notch ductility if the notch is mild and/or the metal possesses a considerable ductility. On the contrary, brittle specimens probably fracture on the metal surface (at the notch bottom) at which point biaxial stress state is present, This biaxiality also considerably reduces the ductility of the metal. For small notch ductilities the notch strength and the notch ductility become very sensitive to embrittling factors, This is contrary to the behavior of the ductility values derived from a conventional tensile test, which are comparatively insensitive.

This mine is situated upon the western slope of the Meadow Valley mountains, about 70 miles by road from the present end of the railroad-track, which is at Uvada, on the UtahNevada boundary. This boundary-line marks fairly well a certain change in type of scenery from western Utah to eastern Nevada,—from a region in which the desert valleys predominate over the mountain ranges to one in which they are in about equal proportion. The railroad from Salt Lake City runs somewhat W. of S., for the most part along the bottom of the ancient Lake Bonneville. The latter part of its present course follows the axis of the southern arm or bay of that lake, now known as the Escalante desert. Along this bay, its line is a mathematically straight one, with no perceptible change of level for two " tangents " of more than 30 miles each, varying but a few degrees in direction. Use. - Was used in fireworks to give a brilliant white light when mixed with saltpeter and ignited. The artificial material is now used for this purpose.

The history of labor relations in the coal industry of the United States is a study of its collective bargaining. This study of collective bargaining is largely the history of the United Mine Workers of America and its contractual relations with the various coal mining employers who have produced this country's coal over the years under a free enterprise system. There have been other unions in the picture from time to time and some coal miners have mined coal without representation by any union. Even today some 25% of the nation's coal is produced outside of the collective bargaining relationship with the UMWA. However, more than 100,000 coal mine wage employees - well over 75% of the total in the industry - are covered by labor agreements negotiated for them by the UMWA. Practically all of these work in bituminous mines.

When annealed carbon, or low-alloy, steels are suitably heated the ferrite (alpha iron solid solution) and the carbide, of which they are composed, react together to form a single solid solution of carbon (and other elements) in gamma iron (austenite). This reaction may begin only at a certain minimum temperature called the eutectoid temperature. The first ferrite and carbide thus to react together do so in definite proportions known as the eutectoid composition. With further heating the original constituent that is present in excess is dissolved in the austenite until exhausted. Whether the excess constituent be ferrite (hypoeutectoid steels) or carbide (hypereutectoid steels) the procedure is much the same, and upon slow cooling the homogeneous austenite expels the excess of either (proeutectoid ferrite or carbide) until the eutectoid composition is reached. Thus the reaction upon heating is strictly reversed upon cooling and accordingly an equilibrium diagram of this process may be constructed. Such an equilibrium diagram concerns itself only with the temperatures involved and with the proportions and compositions of the phases developed under conditions that suffice to permit equilibrium. Specifically it has no concern for the type or mode of distribution of these constituents nor with any extra-equilibrium conditions such as undercooling, which is almost universally encountered in metals. Actually, however, of great importance is the sluggishness toward equilibration caused by the not inconsiderable time involved in diffusion. Thus instead of the theoretical transformation point AF, we find for a certain rate of heating or cooling the use of the designations Ar and Ac (transformation temperature found on cooling and upon heating). These figures obviously have no particular meaning except as measured and expressed for a definite heating or cooling rate, and represent the apparent temperature displacement caused by an inadequate time allowance. SINCE it was introduced in 1943 to recover chromite from Oregon beach sands, the Humphreys spiral concentrator has proved successful in several fields of wet mineral beneficiation. By the end of 1957, 9390 Humphreys spirals had been manufactured. Most of these are still in service. The spiral does not offer a panacea for all mineral dressing problems. Its proper application can best be determined by test work. Spirals present a unique advantage for the metallurgist to make tests in a full-size machine rather than a miniature model, without the risk involved in scaling up results. With only 10 to 40 lb of sample, the operator of a closed circuit test unit employing a full-size Humphreys spiral can conduct preliminary tests with full-scale loadings of 0.5 to 2.5 tph. With larger samples, from 300 to 500 lb, he can run longer multi-stage tests to obtain reliable data for the next step-pilot plant design. The manufacturer of the Humphreys spiral concentrator maintains a fully equipped ore dressing laboratory and by insisting on test work prior to sales has largely prevented misapplication of the spiral.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation. The aim of this paper is the description of a technique to be applied to the study of sections of metal powder particles, less than 20 microns in diam. with the electron microscope, by the replica method, using for replica a material such as formvar or parlodion. This work originated with the study of particles of tungsten powders. Such particles were too small to be examined in sufficient detail with the light microscope. On the other hand, examination with the electron microscope of the powders dispersed in the supporting film was not found satisfactory because: 1. It did not permit differentiating between single particles and aggregates. 2. It did not show the true outlines of the particles but only the projection of a whole surface. 3. No details appeared. For that reason it was attempted to make replicas of sections of the particles imbedded in a mounting material suitable for polishing and etching. The method proved satisfactory for the examination of tungsten powder and was then extended to car-bonyl nickel and carbonyl iron powders. THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. Expressions are derived for tke orientation factors appearing in the Grana to -Lucke theory of dislocation damping, for fcc crystals. The factors are given as functions of the elastic constants, the direction cosines of the specimen axis, atld the direction cosines of the particle displacemeizts, for darnping due to dislocation motion on each of the twelve possible slip systems as ixell as lor simultaneous dislocation rnotion on all twelve systems. RECENTLY Green' has outlined the general procedure for calculation of the modes of wave propagation in a single crystal possessing a given crystallo-graphic orientation. In addition he has suggested how the results of such calculations along with calculations of the resolved shear-stress factors for slip enable the orientation-dependent factors (orientation factors) appearing in the Granato-Lucke theory of dislocation damping to be calculated. However, reen' assumed that the maximum stress on dislocations was in the direction of the particle displacement of the elastic wave giving rise to the dislocation damping. The present cal'culations show that this is an oversimplified approach appropriate only to special cases of high crystallographic symmetry. The exact calculation of stress on the dislocations can only be obtained by resolving the nine components of stress associated with the elastic wave into the appropriate slip direction and then summing. In this paper the general expressions for orientation factors are derived for fcc crystals in terms of the elastic constants, the direction cosines of the particle displacements, and the direction cosines of the specimen axis, bearing in mind the point mentioned above. Equations are presented which give the orientation factors for damping due to dislocation motion on each of the twelve possible slip systems as well as for simultaneous dislocation motion on all twelve systems arising from elastic-wave propagation. These orientation factors are appropriate to attenuation measurements made by the pulse-echo technique, where the elastic wave is a traveling wave. They will be compared with those for the case of a standing wave as derived by Granato and Lucke which are appropriate to measurements of internal friction by the resonance technique. The expressions for the orientation factors are compared with the five values given by insruch,' based on unpublished work of Granato and Liicke, for positions of highest symmetry in the stereographic triangle. The various equations derived for modes of wave propagation and orientation factors have been evaluated for the case of aluminum crystals at 1-deg intervals throughout the stereographic triangle. These results will be presented in the form of contour diagrams in a subsequent paper3 and their relevance to ultrasonic measurements discussed. ORIENTATION FACTORS The coordinate system used for the calculations is shown in Fig. 1 and all specimen axes are taken to lie in the shaded standard triangle. The twelve slip systems are indexed according to Table I. Following the suggestion of lers, we may define the orientation factor Ok in the Granato-Liicke theory5 by the equation

FEW whose good fortune it has been to gaze on the Utah Copper mine but will agree that it is one of the two or three most magnificent man-made spectacles in the world. Skyscrapered Manhattan Island perhaps is more inspiring; but there the effect is obtained by aggregating a thousand separate units. The Utah mine is a single thing- the biggest thing that men have made. By the end of 1931 there had been moved at Utah 222,000,000 cu. yd. of material, including ore and the waste rock that overlay it. This figure will be increased at an average rate of nearly 20,000,000 yd. per year. Excavations for the Panama Canal are estimated at 232,300,000 cu. yd., but the Canal is 50 miles long, and it is impossible to obtain a comprehensive view of the whole project at one time. The spectator, on the other hand, need only walk part way up the east slope of Bingham Canyon to see unfolded before him the whole panorama of the great copper mine. In the foreground is a huge pit bottomed for the time being 100 ft. below the normal floor of the canyon, which also is the elevation of the main railroad yard. Here from 500 to 800 standard steel railway cars, each of 80-ton capacity, are assembled daily to carry the ore to the concentrators. But the main part of the mine and that from which ore is now coming lies above this level. As can be seen in the accompanying photograph, a series of terraces or benches reaches to the top of the mountain that projects between the main branch of Bingham Canyon and Carr Fork. Lignite Development in North Dakota is a "shotgun wedding" according to former state senator Robert L. Stroup-the unwilling groom (North Dakota) is being led to the altar by the nation's demand for increased coal production. The state's attorney general, Allen I. Olson, reacts to the situation this way: "We have no specific coal policy. We plan to keep the whole matter down to a dull roar and drag our feet until we see how we fit into the national energy picture." But despite a state administration labeled as "cautiously negative" toward resource development, North Dakota has experienced a twofold increase in annual lignite production within the last two years. And within the next four years, three more mine additions will double the state's output again.

Founding of the Institute The advance of population and civilization in the U. S. moved through the woodlands of the East, and reached the edge of the great central plains about the middle of the nineteenth century. There the advance paused for almost a generation - ahead were vast reaches of prairie country, uncharted, forbidding, and populated by hostile tribes of the native Indians. The turmoil of the Civil War, and the readjustments following it, further delayed the advance. By about 1870, the Nation was becoming stabilized again, the conflict with the Indians was closing, and the pressure of growth was forcing population to resume its westward movement. In addition to geography, the Nation had another frontier: the development of its immense natural resources. Conditions of the time brought into sharp focus the need for coal, iron, steel, gold, silver, and other minerals. The application of engineering and science was necessary for the production of these minerals and their manufacture into products to meet the needs of a growing nation. The requirements of the time were eloquently expressed in a paper by AIME member Edmund C. Pechin in 1872 : We find, the world over, the most intense activity everywhere displayed in enterprises requiring prodigious quantities of iron. Railways of colossal magnitude are projected. . . . The growing scarcity of timber is compelling the use of iron in buildings; bridges of wonderful size and strength; huge ocean steamships; barges and boats for lake and river traffic; churches; cars, and thousands of minor articles of every shape and size. . . . The time has come when scientific research is to assume its true position - the day of "sheer force and blind stupidity," whose only protection is a high tariff, has gone forever . . . the physicist, the geologist and mineralogist; the chemist, the engineer, are as essential to success as the [blast] furnace itself. . . . There is no merely practical man, no matter how varied may have been his experience, or how long his practice, that will not benefit from the results of scientific investigation.
