(written discussion?).-This. discussion will add little that has not been brought out but will show how the problems encountered in the Corning Glass Works were overcome. The chief points of consideration in any equipment are, first, the work the equipment is called upon to do; second, the installation; and, third, the man who will use it. These three points should determine the type of apparatus adopted. If only rough measurements, merely a little better than the eye, are desired, the cost of the instruments should be considered; but if accurate temperature control is necessary, the cost of the equipment deserves only small consideration. There is no question that the real problem for any factory is the installation, making sure that the elements really give the temperatures desired; also, the instruments must be so designed that any man can use them.

WHEREVER the amount of work renders it practicable the plan of using permanent standard solutions, in connection with the colorimetric carbon test, affords such manifold advantages that it is to be strongly recommended. That it has not attained a wider and more general application, is mainly due to the fact that, as the method is generally employed, the difficulty attending the production of the colors, and their doubtful stability when produced, have been only too evident to those who have undertaken their composition. The old method of using standard solutions made from sugar, coffee, etc., has always been hampered by the tendency of the colors to change upon exposure to the light, and the consequent liability to serious error, unless they are closely watched. Appreciating these difficulties, while recognizing the desirability of permanent colors, Mr. Magnus Troilius, at the suggestion of Prof. F. L. Erkmann, investigated the properties of cobalt, copper and ferric chlorides, with the view of determining their efficacy in the production of standard solutions. His results, as obtained, seem to have been satisfactory, but his treatment failed to eliminate many of the objections that have rendered the use of organic colors undesirable. The

This chapter presents a survey of instrumentation and control systems used on ball mill circuits from the past to the present. It is based on the concept of optimization of plant practice, and addresses the influence of the circuit design on the control strategy and on the instrumentation philosophy. Methods of optimization of the grinding circuit, within the constraints of the mill design requirements, are reviewed. The modern use of automation and circuit optimization is critically reviewed for known and possible conceptual control loops. A comparative study of circuit variations due to instrument hardware, location and installation is provided. Future trends i.e., computer control (DDC) and the effects on both the control stratagems and the optimization stratagems are described.

FROM the first to the last meeting of t h e Rocky Mountain Club John Hays Hammond served as president. He guided its deliberations when there were any, but that always y o u n g organization was never particularly deliberate. Youth never is. And the Club was the embodiment of the youthful spirit of the West, which considers any- thing can be done if there be but the will to do it. Ham- mond and the others came out of the West, but they, brought the West with them P and in all the far countries in which he has served his profession and in all the honorable offices in which he has served his country, he lived true to the ideals under which he was raised. A Californian, born in San Francisco in 1855, the son of an army officer, Major Richard Pindell Hammond, educated in the public schools of his native city, at Yale, and at Freiburg, he turned early and quickly to mining. He served his apprenticeship as all successful mining men do, as assayer, surveyor, as assistant in ex-aminations and later as principal, and finally as mine manager. Even in those days of beginnings, his future world-wide career was foreshadowed in that Mexico as well as California served as his training school. His first major step up the ladder was in connection with the Bunker Hill and Sullivan mine, where he served in various positions finishing as president and considerable owner. It was from this great lead mine that he was called to South Africa, where he remained a number of years and was the technical expert who guided the great enterprises of Barnato Brothers and Cecil Rhodes. The story of his activity in developing the "deeps" of the Rand and in opening Rhodesia has been often told but is always an alluring one of adventure and accomplish-ment. After his famous escape from death at Johannes-burg as a member of the Reform Committee, he went first to London and later returned to the United States representing both British and American capital in the purchase and development of great mines in all parts of the world. For some years he was general man-ager, consulting engineer, and director of the Guggen-heim Exploration Co., but of recent years he has oper-ated entirely on his own account and with marked success.

H. M. BOYLSTON, Cambridge, Mass.-I would first like to ask what machine Capt. Bellis used to make his tests on impact strength. I have made some tests with the Charpy impact machine, the specimen being supported at both ends and nicked in the middle, and, find that the results do not always agree with those obtained by the Izod and other machines. I would also like to ask what effect the composition and heat treatment of the tool steel had on the drilling of his rifle barrels, as compared, with the heat treatment of the steel itself? I notice that the analysis of the composition of steel used shows sulphur 0.050 and phosphorus 0.065; I should like to ask how those high limits of sulphur and phosphorus came to be allowed? I have some data which lead me to feel pretty certain that those high limits make for very unsafe steel in rifle barrels. It has never been explained to the satisfaction of all of us, why the manganese is so high: 1.22 per cent. I believe several reasons have been stated; among them, that it is high in order to compensate for the high sulphur, and also to increase the elastic limit and improve other physical properties of steel. Lastly, I wish to ask whether Capt. Bellis has tried any different methods of heat-treating his steel rifle barrels? Apparently these were all heat-treated before machining; has he had any experience with heat-treatment after machining, especially after drilling? Those questions may seem somewhat outside of the range of this -paper, but they are important, and if Captain Bellis can give us any information, it will be very helpful. Dr. J. A. MATHEWS,* Syracuse, N. Y.-The same subject was discussed here last year, and the earlier papers by Dr. Carle Hayward seem to indicate that nothing was gained by the length of time of 'tempering. (It should be borne in mind that his results were based upon electrical and magnetic measurements and not upon tensile tests.) That idea has been accepted as gospel by steel workers, until late years, and particu-larly in connection with alloy steels, on which there is no question that the effect of time of tempering is very marked.

Discussion of the paper of H. M. WARREN, A. S. BIESECEKER and E. J. POWELL, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 181 to 193. R.. V. NORRIS, Wilkes-Barre, Pa.-For many years the power requirements of breakers designed in the Anthracite. Region have been based on calculations made from indicator diagrams taken during operation, with various sections of machinery idle; these, while giving reasonably accurate figures, gave no intimation of the peak loads which have been shown so clearly in the paper. The high-speed flywheel for breaker rolls is new and shows a remarkable saving in peak power required, besides eliminating the stalling of the rolls from overload. The figures given are so far in advance of anything previously published that they will undoubtedly be used as a basis for future breaker design. It is to be hoped that the authors will continue this investigation and extend their paper by a description of the motors found best suited for this work. WILLIAM KENT, Montclair, N. J.-I notice on p. 187 reference is made to one of the difficulties being the starting torque, and it is proposed to use roller or ball bearings in order to decrease the high starting torque. I suggest that. before the roller or ball bearings are put in, an investigation be made as to the amount of the starting torque, as shown by wattmeter measurements and as to what the starting torque ought to be, theoretically, according to the energy formula; that is, how much starting torque is required to accelerate the rotating mass in a given number of seconds up to full speed. Having secured this information it may be found the amount to be saved by roller bearings is not very great. If it appears that roller bearings will not greatly decrease the starting torque, the next thing to be done is to have a special design of motor in which there is a field that can be made very strong at the start, by the use of extra poles or other means, and the next thing that may be done is to increase the speed from 10,000 r.p.m. to 25,000, which can be done with wire-wound flywheels, especially if the wires are made of vanadium steel.

THE morning session on non-metallic minerals was opened briefly by the chairman, Oliver Bowles, giving the usual instructions and then turning immediately to the introduction of the speakers. "Min-ing and Preparation of the St. Peter Sandstone in' Arkansas" by D. D. Dunkin was first presented by W. M. Weigel, mining technologist for the Missouri Pacific R. R. The paper covered a discussion of the geology of the sandstone, correlating it with the sand-stones at Klondike, Mo., and at Ottawa, III. Its physical appearance, structural characteristics and thickness; the mining methods, blasting, loading, haulage and classification were taken up. A series of slides aided in clarifying the details. The discussion consisted of questioning Mr. Weigel on operating details. The second paper, "Geology and Mining of Diaspore and Flint Fire-Clays of Missouri," written by H. S. McQueen, geologist with the Missouri Bureau of Geology and Mines, and C. R. Forbes, professor of mining, Missouri School of Mines and Metallurgy, was presented by Mr. Forbes. It thoroughly covered the geology, stressing the peculiar sink formations in which all diaspore clay deposits of the region occur. The crudeness of the mining methods was mentioned and believed justifiable because of the small size of the indi-vidual deposits. It was stated that the diaspore and flint clay deposits of Missouri were confined to an area 60 mi. square and it was found in a survey that the average deposit had dimensions comparable to the fol-lowing: 100 ft. long, 75 ft. wide and 50 ft. deep. The largest deposit found was 800 ft. long. 500 ft. wide and 20 ft. deep. It is estimated that the known reserve of clays is from 750.000 to 1,500,000 tons. Mr. Forbes stressed the fact that in mining clays the major problem is entirely one of sorting. This is done under the supervision of a pit foreman trained to make this classification by eye. The mine-run clays are sepa-rated into diaspore clay ranging in alumina content from 70 to about 85 per cent, first grade Burly clay 00 to 70 per cent, and Flint clay 52 to 60 per cent. The methods of handling the oil output of the Mid-Continent fields are not unlike those practised in other oil fields of the United States, and it is not expected that this paper will present any entirely novel ideas. Some features of the practice of handling this oil may be of interest, however. Wooden Gaging Tanks Practically all of the oil sold to pipe line? and other purchasing agencies throughout the Mid-Continent field is gaged from wooden tanks. Steel gaging tanks are slowly coming into use, and are preferable in many ways—leakage and evaporation are reduced, and the strapping and recalculation of capacities are unnecessary. The wooden tanks are slightly coned to facilitate tightening the hoops. The sizes in common use are 250, 500, 800 and 1600 bbl. The number and the capacity of the gaging tanks upon any producing oil property depend upon its production, and the facilities for disposing of the output. The 1600-bbl. size was the most common in the Cushing field, particularly during the period of flush production. The tanks are distributed over the leased premises in groups of two, three, and four tanks each, and these are filled from flow tanks, or through direct pipe connections with the heads of the wells. Flow tanks are merely temporary reservoirs to facilitate the transfer of oil from the wells to the gaging tanks. They diminish fire risk, and are considered indispensable on small producing properties where water is pumped with the oil, as they permit the refuse and water to 'settle out before the production is run to the gaging tanks. strapping and Calculations After a gaging tank has been strapped (measured) and its contents computed, a deduction of 3 per cent. is made from its computed volume. The possible solution of some of the problems raised in H. L. Hartman's article "Determining Ventilation Requirements for Continuous Miners," which appeared in the March 1962 issue of MINING ENGINEERING, is offered by recent investigative work done at the Safety in Mines Research Establishment, Ministry of Power, Sheffield, England. Highlights of this research are outlined here. Accumulations and layers of methane form in a mine roadway because it is difficult to mix methane with air beneath it by turbulent diffusion. Such mixing involves work contrary to buoyancy forces. In specifying requirements for good ventilation it is not, therefore, sufficient to state that the airflow must be turbulent in the absence of methane. Fundamental work at SMRE on the behavior of methane roof layers has led to the formulation of rules for controlling methane roof layers which specify the ventilation velocity needed to ensure adequate mixing in terms of the rate of flow of methane into the layer (V = cu ft per min) and the airway width (D = ft). A "layering number" for methane and air has been defined by [U37/V/D] where U is the mean ventilation velocity in ft/min in the upper half of the airway. In a horizontal airway there is no mixing by turbulent diffusion for values of the layering number less than about 2, resulting in extensive roof layers. But with a layering number of 5, the layer is "brought under control"-i.e., a further increase in the layering number will shorten the length of the layer only slightly, and a small decrease in the layering number will cause only a small increase in the length of the layer. In a sloping roadway with uphill ventilation, higher values of the layering number are needed to achieve this "controlled" condition; the values range from about 5 at small slopes to about 8 at a slope of 1: 10. In downhill ventilation it is possible for layers to "back" against the ventilation, i.e., to flow uphill. The critical condition for preventing backing can also be expressed in terms of the layering number. Backing will be prevented if layering numbers are about 3 for small slopes and about 4.5 for large slopes; these values for downhill ventilation also give good control of the layer.

Members of the Institute who were present at the Amenia, N. Y., meeting, in October, 1877, will remember their visit to the hematite mines, just west of the village of Amenia, and some of them may perhaps recall the deposit of carbonate ore south of the opening made for the hematite. The smelting of this carbonate during the last few months, has produced an iron that seems worthy of being brought to your notice. A little more than a year ago, at the Wassaie Furnace, Dutchess County, N. Y., we made a few hundred tons of iron from a mixture of two-thirds ram carbonate and one-third Chateaugay ore, hoping that it would be suitable for steel purposes, but as the iron showed phosphorus 0.189 per cent., it, was not offered. This iron looked well and seemed quite strong, and gave good results in malleable castings; but no special tests of strength were made. About February 1st, of this year, we began using two-thirds roasted carbonate, and one-third Chateaugay, and noticing that the iron mas stronger than usual, we had two samples tested, which showed tensile strength of 32,014 and 34,176 pounds per square inch. After our stock of Chateaugay ore was exhausted, me put on one-third ram carbonate with the two-thirds of roasted carbonate, and the first test made of the iron, showed 40,008 pounds per square inch. The three tests given above were made by Mr. A. J. Copp and Mr. E. B. Manning, of the Phoenix Furnace, Millerton, N. Y., on a machine of Riehle Bros., Philadelphia. Since these tests were made, they have broken samples made with all carbonate ore as follows: 39,669, 40,816, 41,882, 42,281, 39,902, and 40,130 pounds per square inch. A test taken from the same bed of iron as the last-mentioned (40,130), was broken by Mr. A. Blass, at Irondale Furnace, showing 40,151 pounds per square inch. A sample broken on the Riehle Bros. machine, at Stevens Institute, under direction of Professor R. H. Thurston, showed 40,000 pounds per square inch. Another sample was broken by Professor Thurston on his torsion machine, and gave torsion 7", and tensile strength of 44,500 pounds. And

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

Discussion of the paper of DORSEY HAGER, to be presented at the Colorado meeting, September, 1918, and printed in Bulletin No. 138, June, 191S, pp. 1109 to 1118. WALLACE E. PRATT, Wichita Falls, Tex. (written discussion*).¬Mr. Hager has touched upon interesting problems related to the broad subject with which he has entitled his paper. As to the existence of the important structural feature in the buried Bend series, which Mr. Hager constructs from well-logs, and designates as the "Bend Arch," there seems to be general agreement among a number of observers. Indeed, M. G. Cheney1 and Robt. T. Hill2 have each published structural maps of the Bend Arch that do not differ essentially from the map shown in Mr. Hager's Fig. 1. The reflection, in the overlying, unconformable Cretaceous, of certain folds in the Pennsylvanian, with which the petroleum accumulations has to do, is an important observation on the part of Mr. Hager, since, as he says, much critical territory is covered by Cretaceous, and it is highly desirable that the underlying Pennsylvanian structure be mapped, if possible. If the folds in the Pennsylvanian are of post-Cretaceous age, then it should be possible, in spite of the intervening unconformity, to determine approximately the position of buried folds beneath the Cretaceous overlap. The idea of post-Cretaceous folding would not be out of accord with the suggestion by Carroll H. Wegemann that the folding of the Permian beds in southern Oklahoma was still in progress as late as the Tertiary.3 But most observers have related the folds in the Pennsylvanian and Permian beds at the surface, both in North Texas and southern Oklahoma, to the process of. emergence of the land area at the end of the Permian. It seems more probable that the reflection of Pennsylvanian folds in the unconformable Cretaceous which Mr. Hager observed is due to long continued persistence of stresses which were largely relieved at the close of the Permian, than that the principal period of folding was post-Cre-taceous; this being the case, it seems likely that only folds of greatest intensity in the Pennsylvanian will, be decipherable in the Cretaceous overburden, and that many promising structural features are so concealed by the Cretaceous as to escape detection except by drilling.

Recent investigations1,2,3,4 have conclusively shown that the strain hardened state of metals depends upon the temperature and strain rate of pre-straining as well as on the total plastic strain. A typical example of the effect of temperature of prestraining on the work hardening of metals is reproduced in Fig 1. When pure aluminum is strained at liquid nitrogen temperature the upper solid stress-strain curve (OFGH) is obtained. But when pure aluminum is prestrained to e2 = 0.153 at atmospheric temperature and the test is then completed at liquid nitrogen temperature, the curve OBCD results. Thus a prestrain E2 = 0.153 at atmospheric temperature gives a flow stress C when continued at liquid nitrogen temperature, whereas a higher flow stress G results when the specimen is strained exclusively at liquid nitrogen temperature to the same strain E2. Consequently the metal strain hardens more rapidly at the lower temperature. Obviously the strain alone is not a measure of the strain hardened state in metals. Inspection of Fig 1 reveals that the flow stress at C is identical with that at F. This fact suggests that a strain E2 = 0.153 at atmospheric temperature induces the same work hardened state as a strain E1 = 0.058 at liquid nitrogen temperature. But this concept of equivalent strains is also in error. If curve CD is shifted to the left so that point C falls on F, point D becomes D'. Inspection of the curves reveals that the rate of increase of stress with strain at C is greater than the rate of increase of stress with strain at F even though the flow stresses are identical. Consequently C and F do not represent identical work hardened states. It therefore becomes important to ascer- tain how the strain hardened states at C and F might differ from each other. In a more recent report1 it was shown that straining at higher rates of strain increases the amount of strain hardening in a manner quite analogous to straining at lower temperatures. These observations suggested that the flow stress is not only a function of the strain but also a function of the strain rate-temperature history of straining, perhaps in accord with the Zener- ?H Hollomon parameter p = Ee /RT (where

Need for a standard of ualuration.—There should be an accepted method for evaluating the different kinds of bituminous coals based on their carbon just as that for iron ores is based on iron. Variation in the classes of coals and their desirability fol the different industrial uses is analagous to the case of iron ores. The iron people have developed a standard. In the past coals have not been intelligently distributed because the public has not been informed as to its uses. Many operators have known nothing about the final disposal of the coal shipped from their mines. Sales agents and retailers have had no means of evaluating coals except to make the price as high as the market will stand. Producers and distributors need to know how much more valuable the coals would be if prepared so as to contain less objectionable material. Mr. Swectser cnlletl on the Goal and Coke Committee of the Institnte to organize a study through producers and users to develop a method scientifically and comnereially sound E. A holbrook said that the information exists but the public is unwilling to investigate. He praised Ashley's1 nomenclature of the different kind of coal which has been accepted by the Coal Mining Institute of America and recommended to the American Enginecring Standards Commitee. G. S. Rice pointed out the wider variety and distribution of consumption of coal compared to Iron ore. C'. M. Young approved Mr. Sweetser's remarks and hoped lor a research institution, probably endowed, to study utilization of coal after it comes from the ground. Mr. Sweetser cited incidents to prove his former statements. He said that a reduction of 1 per cent. ash in the coal would cut down the cost of pig iron at a blast furnace 30 c. a ton, that the coal men should tell what the iron men would have to pay to get better coal. H. J. Prryn endorsed the need of blast-furnace operators to know the kind of coal from which their- coke is made and the latler's ash content, as this affects coke consumption. A. C. The molybdenite deposits at Climax, Colo., have recently attracted considerable notice, because of their great size, as compared with other known deposits of the same mineral. Climax station, on the Colorado Southern narrow-gage railway, was at one time the Fremont Pass station on the Denver & Rio Grande. It is 141/2 miles northeast of Leadville, and exactly on the divide between the headwaters of the Arkansas and Blue Rivers. Climax station is 11,300 ft. (3444 m.) above sea level. The working tunnel of the molybdenum mine is about 1 mile from the railroad, and 900 ft. above it, at an elevation of 12,200 feet. The climatic conditions are severe, and snow can be expected during any month of the year. Winter sets in not later than Nov. 1, the snowfall is very heavy, and the ground remains covered with snow until June 1, and sometimes even later. From June 1 to Oct. 1, there is much rain and a little snow falls in the late afternoon nearly every day. In October, 1917, there was one of the biggest snowstorms and blizzards of the year. Being just on the divide, constant strong winds blow the fine, dry snow with such force that, during most of the winter, outside work of any kind is accomplished under most trying conditions. Within a few miles of Climax, some of the richest gold placers of Colorado occur. One of them, McNulty Gulch, was just across on the northeastern flank of Bartlett mountain. This mountain, therefore, was well prospected, and the presence of a bluish mineral and a yellowish one resembling sulfur was known to the old prospectors. They thought for many years that the blue mineral was graphite, and it is difficult to say when it first became definitely known that it was molybdenite. Claims had been staked as early as 1896, but it is evident that the prospectors at that time were looking for gold. In 1902, several claims were acquired by H. Leal, who drove a tunnel about 900 ft. (274 m.) long, probably to intersect a fault, which shows on the surface, and was thought to be a possible gold carrier. Gold was not found in paying quantities, but throughout its length the tunnel passed through a fractured silicified granite, showing a fairly uniform distribution of a fine-grained bluish mineral, which was finally determined as molybdenite. Norris, Wilkes-Barre, Pa.-I have had a little experience with gasoline locomotives and I want to indorse very strongly Mr. Hood's point with regard to the danger of carbon monoxide poisoning. I think .the terrible danger is not fully realized. I was foolish enough some time ago, in investigating a gasoline locomotive, to attempt to walk out of the mine entry behind it, and for several days I felt very seriously the carbon monoxide effects. The use of gasoline locomotives ought to be confined to mine entries where there is a very large amount of air. One of the grave dangers is their great convenience and the temptation to run them into chambers for just a few moments to get a car or two. GEORGE S. RICE, Pittsburgh, Pa.-Apparently one of the great dangers is in the style of the gasoline engine. When my attention was. first directed to the type of gasoline locomotives which I saw in the foreign mines-France, Belgium, and Germany, I was most favorably impressed with them, and they have given no trouble on account of fumes, so far as I could learn. Large numbers of them were being used, but all were of small capacity, and of a kind in which the speed control is by a governor of the hit-or-miss type, the engine running continuously. Their power capacity was very low, if I remember correctly it was not over 4 or 5 h.p., but they were used under favorable conditions where the grades in the mines were slight, since the entries or tunnels bad a slight grade in favor of-the load, making about the same pull for the empties against the grade as for the load with the grade. I understand the hit-or-miss valve arrangement enables a setting that will give more perfect combustion than can be insured with the valve controlled by the operating man, as in the automobile type of valve and engine used in this country. Apparently the European type of locomotive does not have the capacity to permit use under the conditions existing in this country, where most of our entries or tunnels have variable grades and long heavy trips of mine cars are used.

GEOTECHNICAL OBJECTIVES OF UCG PROGRAM Underground coal gasification (UCG) is one of several in situ extraction technologies for utilizing deep, otherwise unmineable coal. This technology involves the injection of air or oxygen into the target coal seam, ignition of the coal and recovery of product gases. Geotechnical characteristics of the coal and enclosing rock strata strongly influence the success of this Process. The flame front follows the coal cleats (Hill, 1979), and cleating and bedding control the manner in which coal collapses into the cavity, thereby affecting recovery efficiency (Ramirez and others, 1982). Moreover, coal seams typically behave as fracture dominated aquifers in which cleat orientations govern subsequent contaminant dispersal. For these reasons, the Anaconda Minerals Co. undertook a detailed study of fracturing within the Wyodak-Anderson Coal in the eastern Powder River Basin (PRB) near its Rocky Hill UCG test site (Fig. 1). STRESS HISTORY AND FRACTURING IN THE POWDER RIVER BASIN Vertical jointing, or cleating, in coals may arise from shrinkage shortly after deposition under low confining pressures, or later in time, soon after burial but after the coalification process is well advanced (Ting, 1977). There is much evidence to support the formation of cleating after coalification (e.g. Hawkes and Mellor, 1970; McCulloch and others, 1974), which suggests that the stress state existing at that time strongly influences cleat formation. McCulloch and others (1974) argue that the typically better developed face cleat forms parallel to the plane containing [ol] and [o2]. Where the relation between cleats and stess has been studied (McCulloch and others, 1974; Stone and Snoeberger, 1977; Ward, 1977; Kulander and Dean, 1978), the highly systematic face cleat strongly parallels the [o1] direction. Stone and Snoeberger (1977) report face and butt cleat measurements of N70E and N29W for the Felix Coals 220 m stratigraphically above the Wyodak at the Hoe Creek UCG site (Fig. 1). Structural trends also indicate the past state of stress in the PRB. Glaze and Keller (1963) suggest that the NE-SW regional compression during the late Permian formed major N-S fold lines and basement magnetic anomalies. Mapel (1959) describes folds having N60W and N30W rends in the northern PRB, as well as a large normal fault trending northeast. Glass (1976) also describes normal faults trending northeast. IN this paper the authors aim to chronicle the experience and salient points brought out in changing flotation reagents at a concentrator which had probably been using a mininium amount of oil at a minimum cost per ton, to a more complicated system requiring a partial chemical control. The original oils were coal tar and pine oil. The new reagents are lime, xanthate and pine oil. It was found that there were no insurmountable difficulties and eventually the cost of the new reagents per ton of ore proved to be very little more than that of the old. LIME PLANT When the question of handling lime came up there were two propositions open: (1) to handle the lime dry; (2) to handle it wet in the form of an emulsion. Granting that a dry lime feeder would function properly, delivering lime uniformly, the chief objection was the dust that would be raised when these feeders were being charged or operated, as the only possible location was on a gallery beneath which men were working. With this objection the handling of lime as an emulsion seemed to be the better scheme. The lime plant which was first installed was for experimental work on one section. This was gradually changed and developed until it was of sufficient size to accommodate 20 sections. The various changes will not be discussed and the following description deals only with the fully developed plant. Crude as it is, and perhaps somewhat expensive to operate, the lime-handling plant has been quite successful. Much has been learned which will pave the way for a better installation in the future. Burnt lime is received loose in standard gage box cars. This is the product of the kilns and has had no screening or sorting. A grab sample is taken from each car as it is unloaded. LESS advances in the technology of non-metallic minerals than for several years past mark 1931, and the cause is easily found. The universal depression and decreased markets for non-metallic as well as other mineral commodities has forced the producers to cut out all unnecessary expense and reduce operating costs to a minimum in order to keep going, even on a reduced output, and to prevent insolvency. The result. has been that but 'little research has been carried on, and such as has been completed has in but few cases been put into commercial practice on account of the expense involved in new equipment and plant changes. The trend in the industry has been more economic than technologic, and the greatest effort put on market studies and sales attempts to expand markets and scrutiny of present operating 'practice leading to reduction of cost of production. This tendency has been increased by highly competitive conditions and the buyer's market which has prevailed and to the fact that price has been a greater factor than quality in placing orders. Only in cases where improvements in technology would immediately and effectively reduce costs or where in special cases there was but little competition with almost a monopoly control has actual technical development taken place.
