Conneaut has a long and illustrious history as a major Great Lakes port for coal and iron ore. The first dock was built in 1892 for unloading iron ore from the Mesabi Range for shipment to the Pittsburgh steel mills via the Shenango & Lake Erie Railroad, later to become the Bessemer & Lake Erie Railroad. The Pittsburgh & Conneaut Dock Company was incorporated in 1893. The world's first Hulett automatic ore unloader was constructed at Conneaut in 1899. Steam operated, it was the model for the giant electric Huletts used today, named after its inventor, George Hulett, who was a Conneaut resident.

INCREASING governmental control of human activities seems inevitable. Within the present generation railroad rates and the public sale of water, gas and electricity have been subjected to rigid regulation. The field of control is slowly but surely being enlarged, and it is the object of this paper to outline in brief space this tendency toward increased governmental regulation, as far as mineral resources are concerned. Our, dual form of government complicates the problem. We must deal not only with the powers of the Federal Government, but also with those of the individual States. In order to approach this question intelligently we must have some conception of the powers and jurisdiction of the States and the United States, respectively, over mineral lands and mineral production. Starting with the Federal Government we find it never owned any public domain within the States that formed a part of the thirteen original colonies and, for historical reasons, the same is true of Tennessee and Texas. The Mid-Western States were erected out of the public domain which was acquired by the United States through cession from the original States or by purchase from foreign nations. Congress early in the last century adopted a policy of leasing public lands containing lead deposits in a portion of this Mid-Western territory, but later abandoned that policy and disposed of such public, lands, mineral and non-mineral, outright so that they long since have practically all passed into private ownership and become subject to the general jurisdiction of the respective State governments. In the great public domain lying west of the Mississippi River, and in portions of some of the Southern States, the Federal Government adopted a new mineral land policy following the discovery of gold in California. (Acts of Congress of 1866, 1870, and 1872.) The mineral lands within these States, instead of being disposed of on the game basis as agricultural lands, as occurred in the Mid-Western States, were segregated from agricultural lands and sold under special laws intended to encourage mining, giving the miner the free right to locate and work these mineral lands without paying any royalty to the Federal Government. Introduction THE occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the mineral.' As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 ½ miles along the direction of strike N. 50° E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pegmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. 'and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and, the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. PLASTIC strain in polycrystalline metal as a result of bulk movement of one grain with respect to another along grain boundaries is not new. Rosenhain and Humphrey observed such effects shortly after the turn of the century.' Since then, observations of grain boundary deformation have been made on several metals. In recent years, intensive studies of the deformation at grain boundaries have been performed on polycrystalline metal and bicrystals.14-20 Aluminum or its alloys have been used in these latter studies. The subjects of controversy at present appear to be not whether grain boundary deformation exists, but 1) how quantitatively important it can be in polycrystalline metal, and 2) what its detailed mechanism is. Some investigators have concluded that such de- formation is minor in importance while others have concluded that it is a major consideration. Some have concluded that it involves shear of one grain over another at the interface while others have concluded that it operates by crystallographic deformation within the grains near ,the boundary. A categorical statement for electrolytic magnesium cannot be made on either of -these points. When polycrystalline magnesium is deformed in creep under conditions of high strain rate and low temperature, grain boundary deformation is relatively slight." Under these conditions, much deformation occurs within the grains and boundary contours change to a higher-energy jagged form. The result is shown in Fig. 1, where boundary jaggedness is pronounced upon polishing and etching after a plastic strain of approximately 6 .pct at 300°F and 3000 psi. No migration of the boundaries has been detected in this process. When the same metal is deformed the same amount at 600°F and 300 psi, resulting in a much lower strain rate, the boundaries migrate toward a lower energy configuration, where

AMAX Coal Company, the nation's third largest coal producer operating in Indiana, Illinois and Wyoming, is a division of AMAX, INC., a United States based natural resources corporation that operates world wide. The operations in Wyoming (The Western Division) include Belle Ayr and Eagle Butte Mines. Belle Ayr Mine, located 18 miles south of Gillette, Wyoming, presently employs 440 people. It was started into production in 1973 and has been the largest producing coal mine in the United States since 1977. Final figures will show that the mine was again the largest in 1980 with production levels of approximately 16.1 million tons, total production of coal in the United States being in excess of 800 million tons during this last year. As one of the first commercial producers of sub-bituminous coal in the Powder River Basin, Belle Ayr has served as an example for the many other mines which have since been constructed in that region. The four coal storage silos are the first and most dominant features of the mine to be seen for miles across the Wyoming prairie. Each silo has the capacity to load a 110-car unit train in excess of 11,000 tons. All service facilities at the mine are under one roof. Included in the service building are off ices, warehousing, seven garage bays, and washhouse facilities for all employees. Preparation of coal for shipping at Belle Ayr consists only of crushing from pit-run size to 2 x 0-in. Primary crushing is done under the truck hoppers to 6-8-in. product size. This paper deals with the calculation of the composition of the infinitesimal trace of alloy that transfers from the liquid to the solid state at each temperature during the equilibrium solidification of a binary solid solution, and which thereby enables the compositions of the coexisting liquid and solid phases to follow along the liquidus and solidus lines respectively during the cooling. A general expressioll for the composition (6) of the liquid-to-solid transfer at each temperature has been derived: , = Zlxl{xl - P) + ZsXsiP - xs) [I] Zl(xl -P)+ Zs{P - xs) where ZL and Zs are the slopes of the liquidus and solidus lines at the given temperature, xl and xs are the compositions of the stable liquid and solid phases at the same temperature, and P is the composition of the alloy under consideration. The d equation is valid for the process of equilibrium heating as well as cooling, and may be applied to vapor-to-liquid, vapor-to-solid, liquid-to-liquid, and solid-to-solid transfers if the corresponding equilibrium diagrams are known. The d-versus-temperature curves for two alloys P1 and P2 are shown in Fig. I. In each case, the liquid-to-solid transfer has the same composition as the stable solid phase only at the temperature of the beginning of solidification, and has the same composition as the stable liquid phase only at the temperature of the completion of solidification. At each intermediate temperature, the composition of the liquid-to-solid transfer differs by a finite amount from those of the two coexisting phases. Therefore, during equilibrium cooling. the transfers must merge into the solid phase from the liquid without forming a transition phase; otherwise the condition of equilibrium would be violated. J. L. JONES,* Pittsburgh, Pa.-If a nickel anode is cast under commer-cial conditions, will it contain nickel oxide? Will the nickel oxide affect the rate of corrosion in a double sulfate solution; or will the nickel oxide dissolve in a double sulfate solution? I would also like to ask whether a 98 per cent. pure nickel anode will corrode as fast as a 96 per cent. nickel anode; whether electrolytic nickel will corrode less rapidly than nickel containing a small amount of carbon; and whether the materials some-times used in coating molds for casting nickel anodes will affect the rate of corrosion of the anode? In other words, whether an electrically non conducting coating is likely to be present that will prevent the nickel anode from corroding rapidly. JOHN F. THOMPSON.-The nickel oxide will not dissolve in the double sulfate solution, as far as we know. We do not make the ordinary nickel anode of commerce, but we supply nickel to the nickel anode makers. Those makers almost invariably buy a high-carbon nickel shot, ranging around 0.45 per cent. carbon. In their process, they even further, car-burize it so as to get nickel that will melt easily and be fluid enough to fill the mold, so that the ordinary cast anode on the market is unquestion-ably oxide free. The only time that such an anode will have oxide will be through an error in melting. Some cupola makers of anodes have had trouble with oxidation, but as a rule the anodes are thoroughly carburized; so much so that they probably carry a couple of per cent. of carbon of which around. 1.6 per cent. is graphite.

ACTIVE drilling operations for oil were carried on during the summer of 1923 in various parts of, western Canada, particularly in Alberta. During the early part of the summer, interest centered in southern Alberta, in the Coutts area, just north of the producing Kevin-Sunburst field of Montana; but on Nov. 14 a strike of oil by British Petroleums Ltd. at its well near Wainwright, 120 mi. east of Edmonton, diverted public attention to a new field. According to present estimates, this well has a possible production of from 60 to 100 bbl. a day; the oil is 15° Be. with an asphaltic base and is obtained from a sand at the depth of 2019-2036 ft. The oil stands at 1700 ft. in the casing and there is sufficient gas pressure to cause it to flow when the well is opened. The oil horizon is in a sandstone in rocks of Colorado age. It is known that there is a terrace structure of which the western edge extends in a northwesterly direction from the vicinity of Hardisty to Viking, where it probably swings more to the north. At Viking a small dome-like structure on this terrace gives rise to an important gas field. Wainwright lies directly northeast of Hardisty. The exact structure in the Wainwright field is unknown. At Fabyan, 6 mi. northwest of Wainwright, the Imperial Oil Co.1 last year brought 1n a large gas well estimated at 14,000,000 cu. ft.; the escaping gas sprayed a small amount of heavy black oil over the derrick. The gas was obtained at a depth of 2727 ft., deeper drilling encountering a water sand. The results of drilling in the Wainwright field are encouraging for future development.

A. Sawatzky (Atomic Energy of Canada, Ltd.)—The detailed criticism by Markowitz of my simple treatment of the thermal diffusion of hydrogen in Zircaloy-2 indicates that my paper was not as lucidly written as it could have been. I would therefore like to reiterate several of the main points of my proposed mechanism and describe in more detail some of the features only implied in the original paper. The distribution equation derived in my paper was stated to hold only for the case where the volume taken up by the hydride was small compared to the volume taken up by the solid solution phase, subsequent work, mentioned below, having shown it to be out by only a few percent up to a hydrogen concentration of about 3000 ppm. Of course, hydrogen in the two-phase region alone is not conserved in my treatment as pointed out by Markowitz. On the contrary, one of the important features of my proposed mechanism is that in the presence of a temperature gradient a two-phase region cannot exist over the whole specimen. For example, if the specimen is entirely a + 6 initially, then on application of a temperature gradient, a single phase (a) region at the hot surface develops from time t = 0 onwards. As mentioned in my original paper, the interface between the a and a+d regions moves toward the colder surface of the specimen with a discontinuity in hydrogen concen- tration developing at the interface and increasing with time. This interface moves at such a rate that hydrogen in the specimen as a whole is conserved. It must be pointed out that my distribution equation (Eq. [5] in Markowitz's paper) holds only for linear geometry. It is easy to show that for the cylindrical geometry of Markowitz the assumptions used in my treatment lead to

Both history and physical examination are unreliable in the diagnosis of silicosis. In some studies 25 per cent of individuals with silicosis have been found to have no symptoms whatever. The positive physical findings that may be produced by this disease include diminished chest expansion, diminished lung resonance, distant and harsh breath sounds. However, many workmen of a short stocky type have diminished chest expansion without any lung disease. In a study of rockdrillers made by the author more than half of the men without silicosis were limited in chest expansion to 2 in. or less instead of the "normal" 6. In a study of stonecutters the average chest expansion in the negative group was found to be only 2.4 inches. Changes found upon physical examination of the lungs themselves are so inconstant as to be of little diagnostic value. In the studies of rockdrillers and stonecutters already referred to, approximately 25 per cent of those with advanced silicosis apparently had normal lungs. The usual functional tests of lung performance are likewise of little value because of marked individual variation. Average vital capacity will be reduced in a group of silicotics below what might be expected in a group of normals, but certain individuals of the former group may have an entirely vital capacity, giving no indication of the underlying presence of silicosis. It follows that the X-ray examination is absolutely indispensable in the diagnosis of this disease. X-ray findings characteristic of silicosis have been described innumerable times. They consist essentially of a mottling of the lung fields due to the presence of fibrous nodules which develop as a reaction to the presence of the irritant silica.

The author has made a statistical analysis of the relations between recovery and length of cores, diameters of cores and of drill pipe, and cost of coring under different contractual conditions. The data are presented in tabular form. The length of the core appears to play a minor part in the percentage recovered, with a tendency to lower percentages with increased core length; approximately 50 per cent of the length cored is normally recovered if the cores are more than 2 in. in diameter. The diarneter of the core has a more pronounced influence on the recovery; 1 3/8-in. cores average 29.1 per cent, 2 1/8 -in. core 53.4 per cent and 3 1/8-in. cores with 6 5/8-in. drill pipe 68.5 per cent. Where 31/8-in cores were taken with smaller diameter drill pipe, i. e., 4 1/2 - in. drill pipe in 8 1/4-in. hole, the recovery dropped to 49.8 per cent, indicating that the more rigid drill pipe favors good core recovery, a conclusion also borne out by the results obtained in using large drill pipe for smaller diame-ter cores. Surprisingly good recoveries were obtained from both the Johnson and Simpson sands; shale, limestone and dolomite each gave less then average recoveries. No serious fishing jobs resulted from coring operations. Attention is called to the need of a core drill which will make it possible to drill a full-sized hole while coring, and thus reduce the cost of cores. Data pertaining to core drilling should be consistently recorded, such as, diameter of drill pipe and collar, diameter of core, recovery, size of cutter heads, type of core-barrel, coring time, speeds of rotation and of pumps, weight on core-barrel, etc.

Craig (University of Toronto, Toronto, O,nt., Canada)—The advent of pyramidal slip at room temperatures in a magnesium crystal (M2,) and the very low value reported for the critical shear stress are puzzling. Table I1 shows the calculated values (approximate) for sin x cos I in this specimen if all the (10l) planes are considered. If So is the shear stress resolved in the direction of glide, on the glide plane, and U, is the stress operative in yield point tests, then: S,, — 325 (0.169) 55gpersqmm (approximately) for 1101: S,, = 325 (0.465) = 151 gpersqmm (approximately) for (0001): S,, — 325 (0.101) - 32.8 gpersqmm (approximately) Thus, we see the pyramidal plane in which the minimum shearing component operated. Barrett"' stated: "Experiments have repeatedly shown that, when there are several crystallographically equivalent slip systems in a crystal, the one having the greatest resolved shear stress will become active. ..." It does not appear to me that the measurements given are conclusive proof that pyramidal slip operated. E. C. Burke and W. R. Hibbard, Jr. (authors' reply) —Although the low value for the critical resolved shear stress for pyramidal slip may be puzzling, there does not appear to be any basis for questioning the validity of the measurements. Under the influence of constraints, slip systems having decidedly lower shearing components may become operative, e.g., "cross-slip" or the "forced glide" in magnesium reported by Bakarian. Since we believe that pyramidal slip occurred in the specimen because basal slip was inhibited, it is not too surprising to find an operative plane with a lower shear stress. -7 C. S. Although it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satisfactory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It must form in low concentrations a copious but not too persistent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting power and very little emulsifying power. During the last few years the compila-tion of formation logs from rotary well cuttings has become common practice among petroleum geologists. This meth-od has undoubtedly furnished a great amount of information valuable for both scientific and commercial purposes. How-ever, in spite of its great usefulness it has certain drawbacks, principally in the contamination of cuttings by cavings. In extreme cases this contamination can reach such proportions that it is next to impossible to draw conclusions with any degree of certainty as to the nature of the formations penetrated by the drill. This difficulty was frequently encoun-tered during the development of the Okla-homa City Field. In many cases where Wilcox sand-the most prolific sand of this field-was drilled, the samples con-sisted almost entirely of shale cavings with only traces of sand. In order to obtain more reliable knowl-edge of the formations encountered while drilling it is therefore necessary to resort to more coring, and above all to improve our present methods of coring. With this in mind a study has been made of the results of coring in the Oklahoma City Field, and the present article is mainly confined to a statistical analysis of the relation between recovery, diameter of cores and drill pipe, length of cores and a few other factors. Most of the coring in the Oklahoma City Field was done during the early part of, the development. A total of around 18,000 feet or 0.3 per cent of the total footage drilled before February, 1932, has been cored, and about 80 per bent of the cores were taken in the Simpson formation at a depth below 6,000 feet.

Minnesota is involved in planning controversies related to taconite and potential copper-nickel mining. Mine facility planning includes the Reserve dining on-land tailings disposal issue and the potential for a new copper-nickel mining district. Both provide a unique opportunity for innovative planning in the attempt to be responsive to public and private interests. Concerns that emanate as a result of mineral resource activities include environmental protection, land use competition, land exchanges, highway and utility extensions, and legal constraints on public or private lands. The purpose of this newly-developed planning approach is to anticipate such issues and provide a rational information base for dealing with them. The result will be a framework plan for guiding public planning, and an impact assessment for reviewing the implications of industrial project proposals. The approach uses a computer-stored resource inventory of natural and cultural information. Geographic data is mapped and entered into a computer storage and retrieval system. This enables systematic analysis of mineral resources along with environmental and land use considerations. Computer mapping describes the relationship of each activity and allows identification of potential conflicts; it also shows geographical extent in the form of statistical compilations. Resource data is being collected and compiled using a standard metric grid (Universal Transverse Mercator). Individual cells are 100 m. squares and represent areas of about 2.5 acres. The study area contains about 145,000 cells. Data inventories are being compiled in 25 natural and cultural resource categories. Geologic variables include Bedrock Geology, Taconite Reserves and Potential Resources, Depth to the Duluth Complex Contact and two soil inventories. Topographic and hydrologic variables include elevation, slope, slope orientation, surface hydrology, and watersheds. There are also 6 biological data variables and 7 land use inventories.

Alexander Forsyth, Southport, Me. (communication to the Secretary): In Mr. Irving's able and interesting paper he describes minutely the appearance of the wolframite and its association with the refractory siliceous gold-ore. He also describes this gold-ore, but fails to mention the important pockets of metallic gold found in the Lead City occurrence of it. I use the term " metallic " in preference to the more usual " free," for it has been found that this gold is not easily amalgamated. Metallic gold is comparatively rare in the refractory siliceous gold-ores of the Black Hills; hence its occurrence in considerable amounts in the Lead City wolframite district deserves notice. I possess a beautiful specimen from the Harrison mine. It is a lump of drusy, granular ore, about 6 in. in diameter. The gold .is " shot" through it in large and small pin-heads; and in two specially oxidized areas, each about 11/2 in. in diameter, it is peppered full. The famous " Grantz strike," made in the Lead City wolframite locality, produced many beautiful gold specimens. This district affords an excellent example of the repeated discovery of new mineral values upon old ground. By reason of its proximity to the Homestake vein, this wolframite deposit was inevitably traversed many times by experienced geologists, mineralogists and mining engineers, who evidently must have thrown aside, with no thought of wolframite, the lumps of " black iron " lying about. I have the admission of an able geologist that, six months before the wolframite was discovered, he visited some of the very mines where it occurred, and passed it by as magnetic iron-ore. The effect of grain size and specimen dimensions on the occurrence and magnitude of a yield point drop in pure iron has been examined. The tests were done at room temperature. The results indicate that gain size is the critical factor determining whether a yield drop occurs. The specimen diameter:gain size ratio does not influence the magnitude of the yield drop for the range of gain size and specimen diameters investigated. HUTCHINSON,' petchY2 and worthington3 have investigated the grain size dependence of the upper yield stress (uUYP) and the yield point drop, ouyp - aLYP, in Armco iron, mild steel, and Si-Fe, respectively. These authors used center-annealed wires to avoid stress concentration from specimen shoulders and to ensure uniformity of the applied stress. Coarsegrained specimens show no yield point drop; the yield point drop then increases as d-'I2 increases (where d is the grain diameter). These results can be understood in terms of Petch's analysis2 in which the magnitude of amp depends on the strain rate in the (limited) number of grains deforming plastically at the upper yield point. If N grains per unit volume are undergoing plastic deformation, the strain rate in the deforming grains is l/Nd3 times higher at the upper yield stress than when the whole specimen deforms homogeneously. If N is constant and independent of grain size at uUyp, then all the grains are deforming when ~d~ = 1, so there is no yield point drop. At finer grain sizes, the yield point drop is given by: where AU, is the friction stress increase corresponding to a tenfold strain rate increase. Christ, Smith, and Burton studied the upper yield point in 0.050-in.-diam wire specimens prepared from zone-refined iron. Each end of the 2; -in. specimens was soldered to a & -in. diam steel ball and the load applied through the two balls. There was a yield point drop in specimens with grain diameters less than 0.1 mm; no drop was observed in specimens of grain diameter greater than 0.1 mm that were free from veining substructure, but specimens of grain diameter 0.129 mm, annealed in the y range, showed an upper yield point. and this was associated with the presence of a veining substructure in these specimens. Christ et al. suggested the upper yield point occurs when more than a specific number of grains fill the specimen cross section so a multiplicity of slip is required to initiate plastic deformation. Table I summarizes the published data on the grain size at which the yield drop disappears. On the basis of this data the ratio of specimen diameter:grain diameter = 5 to 27 appears to be the critical value for the occurrence of a yield point drop. Thus, petch2 interprets the appearance and magnitude of the yield point drop in terms of the limited number of grains deforming plastically at uuyp, whereas Christ et a1. consider that the occurrence of the yield drop depends on the ratio specimen diame-ter:grain diameter. The published data cover a wide variety of materials so some variation between the results is to be expected, but the size range covered in the data of Table I is rather limited. The principal event in the development of oil and gas in Missouri in 1942 was the drilling of the Cities Service Oil Company's No. I Jim Cook, in the northwest corner, NW. 1/4 sec. 32, T. 65 N., R. 39 W., Atchison County, in the northwest corner of Missouri. This well, not yet completed, bailed several barrels of free oil in about 27° Baume from a sand called the Bartlesville by those in charge, at a depth of 1450 ft. The well is on a block of leases obtained after the area, which is covered by several hundred feet of glacial drift, had been prospected by core drilling. Earlier in the year the same company drilled a well on the Glen Gray farm in the southwest corner, SW. 1/4 sec. 29, T. 65 N., R. 39 w., to a depth of 2427 ft. in the Hunton lime with a rotary drill. Oil stains in this hole led to the drilling of the second well. The total footage drilled was 24,7541/2 ft., of which 14,0281/2 was by cable tools and 10,726 ft. by rotary. Twelve of the dry holes were drilled into Mississip-pian or older beds. Table I gives a summary of activities by counties.
