DURING the second year of America's active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

The ores of the district are treated at this mill by the lixiviation process, consisting of drying, crushing, chloridizing-roasting and lixiviation by hyposulphite and Russell solutions. Between 6 and 8 million cars are shredded annually in the U.S. This shredded material is magnetically separated leaving a mixture of nonmetallics and nonferrous metals which can be further separated into its metallic and nonmetallic constituents. The metallic portion is a mixture of metalr; and alloys containing predominately zinc, and some aluminum, copper, and residual iron. Hydrometallurgical strategies are proposed for recovering the aluminum, copper, and zinc. The thermodynamic and kinetic behavior of the most promising alternatives to separation are discussed.

The pumping operations at the Chief mine have been unique in the respect that for many years the entire flow of water into the mine has been disposed of by pumping into natural underground " caverns" or "sinks." Volumes up to 4000 gpm have been pumped into these caverns with no apparent tendency for the caverns to fill with water, and it has never been proven that any of the water returns to the mine workings. Major pumping operations have been carried on during two periods, the first from 1918 to 1927, and the second from 1942 to the present time.

AN early appreciation by the management that Climax ore presented a challenging problem of economic concentration was responsible for the establishment, in June 1926, of an ore-testing department at the experimental plant of the Colorado School of Mines at Golden, some ninety miles from Climax. An engineering office was later organized in the same community for the design of all ore-treatment units erected at Climax during the period of rapid growth. Work of the ore-testing and design staffs was effectively co-ordinated under a common head. The primary reason for having the ore-testing and plant design departments in Golden, was to place these activities under the able supervision of A. J. Weinig, consultant for the Climax Molybdenum Co., and director of the experimental plant. A secondary consideration was the availability of excellent facilities for research in ore dressing in a highly favorable environment. Concentration of molybdenite by flotation from an ore of simple mineral composition does not appear, superficially, to present a serious problem in ore dressing but experience belies this apparent simplicity. THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

THE past year, the first full one of peacetime production, proved that the process of beating swords into plowshares has increased in complexity in step with civilization. Further, judging by various remarks of our distaff departments, the crystal balls of certain radio and magazine oracles must have been cloudy, because we have been in formed from time to time that coveted items such as automobiles and refrigerators did not appear in great abundance. This seemingly extraneous matter is really not out of place here, however; the steel producer and the fabricator exist in a sort of symbiosis: the making of consumer goods produces scrap which is returned to the steelmaker who makes more steel, and so on and so forth. Thus, no abundance of automobiles, no abundance of scrap from this normal source; and other sources had been picked pretty clean during the war. To be short, so was scrap. Since the economy of the steel industry lean; as heavily upon iron from scrap as upon iron from ore, the statement on transformation of swords to plowshares follows. But this is not the whole story: after all, ingot production was a record for a peace year!

FOR MANY YEARS lead and zinc have had the so-called protection of a tariff and it is the purpose of the following brief discussion to show what' such protection actually accomplishes with a view to forecasting the possible results of the present copper tariff. In analyzing the subject, tabulations of the United States production, consumption, imports and exports, including ore and concentrates and all of the metallic products, of both lead and zinc have been made for each year since 1900. Of these data, the relationship of the imports and exports and the relative foreign and domestic prices are shown in Table 1. The conclusions drawn from these figures are listed below. 1. The United States is an exporter of zinc. 2. The United States is an importer of lead. 3. The average price of zinc at St. Louis for the last 32 years has been no higher than on the London market even though zinc and zinc ore have "enjoyed" a protective (?) tariff of varying amounts per pound for 22 years of this period. 4. The average price of lead on the New York market for 32 years has been 1.2c. per pound higher than on the London market, the tariff varying from 0.75 to 1.5c. per pound of lead in ore, and 1 to 2c. or more on manufactured lead.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

Uniquely colored, thin-bedded quartzite is quarried between Crossville and Crab Orchard in Cumberland County, Tenn. It is produced in all sizes up to the limits of transportation from beds usually ranging in thickness from less than 1/2 in. to 6 in. The stone is very resistant to wear and weathering and is marketed throughout the country for many different purposes in exterior and interior construction. The annual production exceeds 36,000 tons, valued at nearly $1,000,000.

THE hall of the Western Iron and Nail Associations having kindly been placed at the service of the Institute, the opening session was held at 3 o'clock, Tuesday afternoon, May 13th, with an attendance of about one hundred and twenty-five members. Mr. William Metcalf, of Pittsburgh, read an address of welcome on behalf of the Local Committee of Arrangements, to which President E. B. Coxe responded. The following papers were then read and discussed : Regenerative Stoves; a Sketch of their History and Notes on their Use, by John M. Hartman, of Philadelphia. Some Curious Phenomena Observed on Making a Test of a Piece of Bessemer Steel, by William Kent, of Pittsburgh. On the Use of Determining Slag Densities in Smelting, by Thomas Macfarlane, of Wyandotte, Michigan. After the reading of these papers each member was presented by the Local Committee with a schedule of excursions, a specially prepared map of Pittsburgh and surroundings, and a directory of industrial works, all tastefully bound, and also with a metal badge bearing the seal of the Institute, to be worn on the excursions. UTAH has enormous deposits of high-grade bituminous coal. The United States Geological Survey estimates that there are 13,130 sq. mi. of land in Utah known to contain workable coal and these extensive fields contain 196,000,000,000 tons of coal. Growth in population and development of industry in the intermountain and Pacific coast regions will in time give Utah a place with the great coal producing states of the country. Even today, faced by adverse conditions in competition with cheap fuel oil from southern California, water-power throughout the western states in general, and comparatively high freight rates to its distant markets, the Utah coal industry is notable in many respects. In recent years, Utah has led the United States both in the percentage of its mines in class 1, mines producing more than 200,000 tons a year, and in average production per man per day, which was 6.01 tons in 1921. INTRODUCTION IN the last few years this laboratory has published a series of papers on the mecha¬nism of age -hardening.14,1,6,11,20 Briefly stated it has been proposed that hardening is caused by lattice strains created by lat¬tice coherency between matrix and precipi¬tate; much experimental evidence has been advanced to support this thesis. The system Cu-Be is an attractive one to study. It is a system that exhibits marked age hardening; it ought to be subject to the type of analysis of structural changes hitherto explored and it is a prominent example of "discontinuous precipitation," which, though studied in other cases, 6,20 remains largely unexplained. This research shows that hardening in the Cu-Be system proceeds essentially as proposed earlier.14 Guinier-Preston zones have been observed to form on the {100) planes of the matrix; no transition lattice was found. Aging and overaging were ob¬served to occur most rapidly in the region of discontinuous precipitation-the grain boundary-apparently accelerated there by strain. The Constitution of the Cu-Be System The Cu-Be constitution diagram is shown in Fig I. The structure of the ? phase was determined by Misch16 as of the caesium-chloride type with a lattice con¬stant of 2.598 Å High temperature X ray photograms of 7.2 pct Be alloy made by Kossolapow and Trapesnikow13 led them to conclude that the structure of the P phase is simply disordered body-centered cubic with [ao] = 2.79 Å at 750°C. Previous Work The initial work on the age-hardening of Cu-Be alloys was that of Masing, Dahl, Holm, and Haase. Their numerous papers were published in book form in 1929, sub¬sequently translated.18 The effects of Be content, solution temperature, aging tem¬perature, and cold work on the hardness developed in these alloys were studied. An initial decrease in the electrical conduc¬tivity was observed when strips of a 2.5 pct Be alloy were aged at temperatures from 200 to 350°C; a wire of the same analysis failed to exhibit this decrease when aged at 350°C. A volume decrease of 0.6 pct oc¬curred during aging at 250°C. Microscopic investigations of quenched and aged alloys disclosed a regularly ori¬ented "striping" (ripples) on the a and on the ß grains. WHAT proportion of the national wealth is represented by' the producing mines of the country?' Or by the- mining and metallurgical industry-as a whole, for it is impossible to make-an economic distinction between the mines that produce the ore and the plant that is used to get the metals from it. The total national wealth in fixed property is about $270,000,000,000. How much for the mines? I do not know that any one 'else has ever tried to furnish answers to these questions. In making such an attempt I am conscious that the result can be nothing more than a rough approximation. Yet even that will give an idea of relative values. No separate valuation for the mines of the country has appeared in any inventory of the national wealth previous to that which I compiled and published for 1916. -In earlier census estimates mines were supposed to be included under the head of real estate. However, an examination of the laws and practices of the several states with respect to mine taxation will make it evident that no good idea of the value of the mines of the coun¬try is obtainable from the assessment rolls. In my previous estimate for 1916, I computed the value of the mines at $8,000,000,000, which was approxi¬mately 10 times their net income as reported to the Bureau of Internal Revenue. In making that estimate I fell grossly into error, for several reasons that it is unnecessary to explain, but chiefly because the net income of the mines of the country in that year was exceptionally large. The whole subject of valuing the mines of the country en bloc is extraordinarily difficult At the best, no one can hope to arrive at, anything more than a rough idea about it. However, elements of reason may be introduced and may be made to serve as chief bases.

Kentucky for the first time in its oil history passed the 10 million barrel mark. Of the total 10,019,641 bbl., 8,262,516 bbl. were produced in Western Kentucky, and Union County surpassed all others, with 4,056,142 bbl., or 40 percent of all the production for the state. There were 930 wells known to have been drilled during the year; 510 in Western Kentucky and 221 in the gas-producing area of Eastern Kentucky.

THE use of minute boron additions to steel has been given considerable attention in recent years. Comparisons made between boron-free and boron-containing heats of otherwise identical analysis have indicated, beyond a doubt, the potent effect of boron for increasing hardenability. The actual hardenability increase has been expressed as a multiplying factor, or in terms of the percentage of other alloying elements boron might replace, The present study presents the results of a systematic survey of. the use of boron as an addition to two types of alloyed steels and as a replacement for various percentages of molybdenum in these steels, Both cast and wrought steels of the two basic compositions were prepared. Molybdenum, because of its scarcity at the time the investigation was started, was selected as the element to be replaced by boron. Attention was also given to the effects of boron on other properties of the steels, particularly their notched-bar toughness, to investigate other advantages or limitations of this element as an alloy addition. EXPERIMENTAL WORK Steels Investigated The two basic compositions used in this survey of boron as a replacement for molybdenum are given in Table I. The cast steels were higher than the wrought steels in silicon content to improve the casting quality. [ ] Each of these base steels, both cast and wrought, was made with molybdenum contents of o, 0.10, 0.20, 0.30, or 0.40 per cent, the total comprising 20 steels. In addition, each of these 20 compositions . was prepared with boron additions in amounts of 0.0015, 0.003, and o,006 per cent as ferroboron; and in amounts of 0.002 and 0.005 per cent as two com¬mercial intensifier alloys, designated alloys A and B. The boron-treated steels totaled 100, and the entire series 120, Test Procedure Each steel was melted as an individual heat in a 50-lb., magnesia-lined induction furnace. IN view of the increasing importance of sintering in the beneficiation of iron ores preparatory to their reduction in the blast furnace, the writer believes the time is opportune for an up-to-date, though brief, discussion of the general principles of sintering, as well as a discussion of some of the recent improvements and mechanical developments that have been achieved in this industry, its present trend and future possibilities. Sintering may be defined as the agglomeration of fine mineral particles into a porous mass by incipient fusion caused by heat produced by com-bustion within the mass itself. Its first successful application, in connec-tion with the treatment of lead sulphide ores, was known as blast roasting. In this process the lead ore was given a preliminary roasting in a reverber-atory furnace, then the incandescent mass was placed in a pot with a grate and an updraft was applied. It was soon discovered that much better results were obtained by cooling the ore, moistening it, and placing it upon an incandescent layer of fuel previously placed upon a grate, and then applying the updraft blast of air until the charge was converted into a more or less agglomerated mass. The fuel was sulphur and the process one of desulphurization, which was the principal result desired. The application of downdraft to blast roasting brought about tremen-dous results; the principal one of which was that an air blast of high pressure could be passed through a layer of ore deposited on a grate, or on a grate covered by a layer of coarse porous material, without disturbing the particles of which the layer is composed. The air current is compelled to filter through the pores of the charge, whereas if the same pressure applied to the top surface of the charge with downdraft were applied to the bottom of the charge with updraft, the charge would be completely blown off the grate. Another result of reversing the draft was that a flame could readily be applied to the top surface of the charge for ignit-ing purposes.
