[ ] S. H. Ash (Mining Industry Continues with Lower Fatal-Injury Rates, P. 257) was born in Roslyn, Wash. and attended Lehigh University and University of Washington. He received a B.S. and E.M. degree in mining engineering. Mr. Ash was supervising engineer in charge of work of Safety Div., Bureau of Mines, eastern Pennsylvania and the states of N. Y., Del., N. J. and the New England states. He was appointed chief engineer of Metal and Nonmetal Mining Section of the Mineral Production Security Div., Bureau of Mines, July 1942. At present he is chief engineer, Safety Branch, U. S. Bureau of Mines. Besides holding membership in AIME, he is a member of National Honorary Engineering Society, Society of American Military Engineers, Tau Beta Pi and many other societies.

Meeting of Mar. 27, 1914.-President Thayer announced the appointment of H. S. Munroe as a member and E. Gybbon Spilsbury as Chairman of the Library Committee of the Institute. The President announced the appointment of the Committee on Papers and Publications, the Technical Committees, the Committee on Increase of Membership, and the Committee on Junior Members and Affiliated Student Societies. The President announced the appointment of Dr. George F. Kunz as a member of the Reception Committee of the International Engineering Congress, 1915. It was voted that the Institute accept the invitation of the Mining and Scientific Press to occupy space at the Panama-Pacific Exposition next to them and avail itself of the service of their representative to receive and register members of the Institute who visit this space during the exposition.

WHEN certain binary Fe-Ni alloys are worked cold and then stabilized by a stress-relief anneal, their Young's moduli are nearly invariant over a substantial temperature range determined by composition and work-anneal history.' In the present investigation addition of molybdenum to such alloys (besides increasing the yield strength) was found to diminish the sensitivity of the thermal coefficient of Young's modulus to composition changes. Such alloys are of interest for applications requiring 1 a metal with controlled, low temperature coefficient of Young's modulus and substantial magnetic permeability.' Young's modulus ordinarily decreases with rising temperature. In ferromagnetic alloys a change in modulus on heating due to loss of ferromagnetism modifies the .temperature dependence. Far below the Curie temperature ferromagnetism alters the modulus in two ways: a—Addition of the energy of magnetization, a function of interatomic distance, changes the relation between interatomic energy and distance.' This lowers the modulus in the Fe-Ni and Fe-Ni-Mo alloys of this investigation. b—An applied stress changes the ferromagnetic domain arrangement so that linear magnetostriction contributes to the strain and further lowers the modulUs.~ Since in the alloys of this investigation both effects lower the modulus, loss of ferromagnetism on heating changes the slope of the modulus-temperature curve in a positive direction. With increasing temperature the slope of the modulus-temperature curve, due to progressive loss of ferromagnetism, becomes less negative, goes through zero (the modulus is minimum), becomes positive, and resumes its normal negative value above the Curie temperature.' The increase in modulus and decrease in curvature in the modulus-temperature curve occurring on work hardening have been attributed to a reduction in effect (b).'. Vn the absence of ferromagnetism work hardening through introduction of residual strains would be expected to decrease the modulus.' Alloy Preparation—Test Methods Four series of alloys having nominal molybdenum contents of 5, 7, 9, and 10 pct and containing 47 to 58 pct Fe (the analyzed compositions are given in Table I) were melted in air and cast as bars weighing from 2 to 6 lb. The charge consisted of electrolytic nickel, Armco iron, molybdenum (99+ pct) or ferromolybdenum (62 pct Mo), manganese, and aluminum as a deoxidizer. The bars were swaged cold to the desired diameters with intermediate anneals. Alloys in this composition range are reported" to be face-centered cubic and ferromagnetic at room temperature. The Curie temperatures" decrease with molybdenum. For example, keeping the Ni/Fe ratio at unity and increasing the molybdenum from 0 to 17 pct decreases the Curie tempera- ture from approximately 500°C to room temperature. (The 17 pct Mo alloy requires quenching to retain a single phase.~) Young's modulus at a series of temperatures from —50" to 100°C was determined by a dynamic method previously described.', " In this method Young's modulus is calculated from the resonant frequency (in this case approximately 50,000 cycles per second) of a rod sample (approximately 2 in. long) vibrating longitudinally in the first mode. The densities of the samples at room temperature, Table I, were determined by the standard method of weighing in air and reweighing in redistilled bromobenzene. The linear coefficients of expansion, Table I, needed to calculate the sample length and density at the temperature of measurement, were obtained by observing the change in length (22" to 100°C) of an 8 in. gage distance with a two microscope cathetometer. The values of density and coefficient of expansion in the few samples checked are independent of treatment to the accuracy reported. This was assumed to be general for all the samples. The modulus values are accurate to &0.05x101' dynes per sq cm. However, values of thermal change in modulus are accurate to 20.005~ 10" dynes per sq cm. Young's Modulus Values at 25°C: The modulus values of O', 5, and 10 pct Mo alloys at 25 °C are plotted in Fig. 1 as functions of nickel. After working cold, the samples were either recrystallized at 950" to 1000°C or given a low temperature stabilizing anneal at 400° C. MEXICO embraces one of the great metal and petroleum producing provinces of the world. In this respect its history dates back to the overthrow of the Aztec empire by a Spanish force under Hernando Cortes between 1519 and 1.521. Even before then, its richness in silver and other minerals was not unknown. But it was a treasure house for the Spanish conquerors until the country became independent in 1821. It has been computed that in the 400 years following 1521, Mexico yielded 1.55,000 metric tons of silver, worth $3,000,000,000, two-thirds of the entire world production. In 1935 the country accounted for 36 per cent of the world's silver output, 14 per cent of its antimony (in 1934), 13 per cent of its lead, 3 per cent of its zinc and copper, and 21/2 per cent of its petroleum. Contrary to the impression of some, its gold output is now comparatively small, though important in the past. Its oil, as well, formerly hulked much larger than now, in 1921 being one-fourth of the world output.

IT may be taken for granted that a mine official knows his duties, as outlined by the bituminous mining laws of the State, he knows how coal should be mined and transported, and he has judgment on any possibly unsafe condition in his mine. Certainly, if he is weak on any of these points, there are definite ways in which he can acquire the needed knowledge. If with this knowledge the mine official has the necessary practical experience to bring self-confidence, he stands before the world as a man who knows his job. There is, however, another side to his work, one not found in hooks, a side even that may not be learned at the face even though one spends a lifetime there. The actual duties a mine official knows and performs are the tangible and definite things about his work. There are other things which may be termed intangible, because they are hard to pin down and see, and. which appear to be of equal importance in successfully handling a job and which in time determine the very success of the company itself.

A process has been developed which produces spodumene concentrates assaying 6.0 pct Li20 and 0.45 pct Fe203, with 70 to 75 pct recovery of spodumene. Two flotation separations are required: the simultaneous removal of mica, feldspar, and quartz as a froth product using a cationic collector, and the subsequent removal of iron-bearing minerals as a froth product while spodumene is depressed as a tailing.

This paper discusses a study performed to evaluate the feasibility of transferring formal system safety assessment technology to the mining industry. A representative listing of formal techniques was evaluated to select the most useful methods for the mining industry to implement. Criteria for selecting methods included the interests, needs, and requirements of mine safety officials. This paper describes one of the selected methods, preliminary hazards analysis (PHA), and illustrates the analysis procedure for a mining example. This study also includes an assessment of the adaptability of selected methods to a user-interactive computer system for use by mine safety personnel. This paper includes a description of a conceptual computerized PHA-type safety program that facilitates performance of the safety analysis and can accommodate updates and revisions as necessary.

INVESTIGATORS in the areas of plasticity, crystal growth, and stress analysis have a need for crys-tallographic data such as the interplanar angles. This information is utilized in the form of a stereo-graphic projection from which orientation determinations can be made. Calculations of mechanical properties, such as the critical resolved shear stress, require values for the angles between directions as well as the interplanar angles. Only a limited amount of this data is available for tetragonal crystals. The equations for these angles are relatively simple but because of the large numbers of angles involved and the infinite number of structures that could be investigated, it was decided to program these calculations on a high speed digital computer. THE main orebody in the Hecla mine, Burke, Ida- ho, occurs along a nearly vertical shear zone in the Burke quartzite, with a substantial gouge and lamprophyre dike occurring in an irregular manner throughout the lode. The veins range from 3 to 40 ft. wide and dip from 70 deg. to 90 deg. There is 110 definite line of demarcation between the lode and the wall rock. Stringers of ore are often found in the wall rock for irregular distances. Horizontal but irregular quartz stringers are also found running into the walls and positions of the wall have a tendency to break to the quartz stringers and the accompanying gouge, which causes indefinite, uneven and extremely heavy side and top pressures.

Conservationists have launched an attack on the mining law of 1872, accusing it of permitting the min- ing industry to rob the public and despoil the environment while doing it. Michael McCloskey, executive director of the Sierra Club, and one who has made known his opposition to the law said, "environmentalists are unified in their agreement that repeal . . . is one of conservation's most urgent tasks . . . ." Charles H. Callahan, executive vice president of the National Audubon Society, paralleled McCloskey's sentiments, calling the law a "disgrace" and a "give-away." In his opening statement before the Senate Interior Committee, Chairman Henry M. Jackson (D-Wash.) said that legislation pending before the committee would put the hard rock minerals under a leasing system as is the case with oil and gas.

The Engineering Council met on October 11 in the rooms of the American Society of Mechanical Engineers, Engineering Societies Building, New York. The Rules Committee submitted a draft of rules for the admission of other societies to the Council and progress was made in their consideration. The Committee on Public Affairs reported on a number of requests that the Council support pending or proposed legislation. Remedial laws intended to promote hydro-electric development were favored and Council voted to offer its cooperation to the United States Chamber of Commerce which is interesting itself in this matter. A movement to coordinate, unify and strengthen the work of various engineering committees cooperating with the federal authorities at Washington was favorably considered. Messrs. H. W.
