ONE of the most, if not the most, difficult of the problems associated with the mining and distri-bution of anthracite is to get clearly into the minds of the consumers and of the editorial and reporto-rial writers in the public press the relationship between the cost of production, the price at the mine and the price that the consumer pays for his coal, delivered in the cellar. One sees in his morning paper a statement to the .effect that out of the $12 or $13 per ton that his dealer charges him, the miner gets only $2 or even less, and he asks himself or the paper asks for him, "Who gets the difference?" Not infrequently the amount that the miner gets is given for run-of-mine bituminous coal while the price quoted is that of prepared anthra-cite, egg, stove, or chestnut, as the case may be, delivered to the bin of the consumer; and the difference stands out with all the more prominence; and it sticks in his memory with a persistency which no manner of explanation is able to efface. A recently published official report for the year. 1921 of one of the State Bureaus stated the total production of anthracite in net tons of 2000 lb., and included not only the output recovered by washeries from old culm banks and by dredges from creek and river channels, but also the colliery consumption;, i.e., the coal used by the companies in the operation of the collieries. This resulted in a total production of 90,509,075 net tons for which the labor cost was stated at $283,961,300, or $3.13 per net ton, equivalent to $3.50 per gross ton. This figure of $3.50 was immediately seized upon as representing the labor cost per gross ton of fresh-mined commercial coal. It is almost a hopeless task to try to correct such errors of statement in the first place, and, in the second place, to correct the misapprehen-sions that arise from them. As a matter of fact, the report was misleading in regard to the labor cost of the entire production shipped, as the coal used for colliery consumption should be deducted. Correctly stated, the report should have shown, calculated in terms of gross tons of 2240 lb., the legal weight in Pennsylvania, as follows: Gross production 80,607,359 tons Less colliery fuel 8,757,137 tons Commercial production 71,850,222 tons Total labor bill $283,961,300.00 Labor cost per ton...: 8 3.952 The foregoing figures" of tonnage are obtained from the State Department of Mines. Even these include the quantity recovered from calm, banks by washeries, and consequently the $3.95 arrived at as the average labor cost is somewhat less than that actually involved in the mining of fresh-mined coal. INTRODUCTION A long time has passed since geologists encountered encouraging mineralization in their regional exploration program for base metals deposits. Detailed drilling during the following two field seasons served to delineate the configuration of the deposit. Various statistical techniques were employed to provide confidence levels regarding the extent of the reserves and to categorize them according to whether proved, indicated or inferred. At this juncture, it appears that the company has an orebody. Time elapsed? - three years; money spent? - $2.5 million. Much remains to be done before the orebody becomes a mine. The company urgently needs to develop new orebodies to replace its existing mines which are being depleted. It therefore has expended sizable amounts in exploration, the life blood of the company. A staff of specialists is maintained to evaluate new projects and to conduct feasibility studies. The scale of new mining projects today is beyond the resources of most mining companies. Bank financing, therefore, is often vital if the company is to survive. The following scenario describes how a company goes about evaluating mine projects and what is needed to meet lender's criteria in securing the needed financing. MINE PLANNING Now that the company engineers have taken over the project, their concern is no longer with finding ore but in developing it. An exploration shaft has been put down and a tunnel driven into the orebody to verify, on a large scale, what has been seen so far only in pencil- like drill cores. A large tonnage bulk sample is mined and shipped off to an independent metallurgical process laboratory for beneficiation testing. The budget is expended to cover engineering studies. Preliminary capical and operating costs are developed in- house and profitability studies are made based or1 assumptions concerning the markets for the main product and the indicated gold, silver, and other by-products. Time elapsed? - four years; cost to date? - $3.5-$4.5 million. The staff prepares its own pre-feasibility study. After review, the Executive Committee authorizes management to proceed with full-scale studies. The task is to make preliminary designs and to develop definitive capital and operating cost estimates. Specialized consultants will be engaged to study slope stability for the open pit and rock strength if underground recovery proves more feasible. If it is near the sea, an oceanographic report might be commissioned to see if the tailings can be disposed of off shore. Environmental impact studies are commissioned from a firm familiar with government requirements and regulations in this important area. The company subscribes for an expensive multi-client study of the supply- demand-price outlook for the product to support its own long-range price forecast. Now all the numbers are available to make a definitive appraisal of the value of the project. Cash flow analyses and sensitivity studies follow. Reams of computer printouts are generated. Time elapsed: five years. Amount spent? - up to $9 million, depending on the size, complexity and attractiveness of the project. Marginal projects always take longer. Finally, an engineering and construction (E&C) company is given the task of integrating and compiling all the data into a feasibility study. The results of dozens of reports, memoranda, computer printouts, and charts are boiled down to one final summary report of a few hundred pages together with conclusions and recommendations. After thoughtful review at a board meeting, the directors authorize management to proceed with detailed engineering work - provided that

The increased use of sintering for the beneficiation of iron ores and the reclaiming of flue dust creates a lively interest in sintering costs and economics. The character of material sintered and geographical location of plants so radically alter sintering costs and economics that it is well.to understand at least the basic elements which control such changes. The following cost factors are believed to be roughly approximated for large-scale Dwight-Lloyd continuously operated sinter-machine installations located anywhere. OIL-WELL depletion curves, to be of value, should show when a well or lease may no longer be operated at a profit. The difference, at any time, between the total expenditures and the total income of a lease or well may be called the lease status. Plotting this lease status against time will give a curve subject to more accurate and different interpretations than the barrels-time curves. According to the hypothetical barrels-time curves shown in Fig. 1, well A, at the end of 16 mo., is producing twice as much oil as well B and will continue to produce for another year whereas well B will cease producing in about 6 months. This paper covers oil shale resources in those countries that border the Pacific Rim. The major known resources around the Pacific Rim occur in the Western United States, Australia, the People's Republic of China, (PRC) and the Thailand/Burma region. The location of these deposits is shown in Figure 1. In 1965, the U.S. Geological Survey estimated world oil shale deposits of over 4 quadrillion tons having a potential oil yield of over 2 quadrillion barrels. If all this were extracted, it could meet the world's entire energy needs far into the future. However, the Survey also estimated the spent shale waste could cover all of the surface of the world to a depth of about 10 feet. Thus, for this and many other technical and economic reasons, it does not appear to be feasible to develop a large portion of the world's oil shale resources in this century; nor will shale in itself solve our energy problems. Nevertheless, shale oil and other ' synthetic fuels are expected to play an important role in new energy supplies in the longer term. WHAT IS OIL SHALE OR SHALE OIL? The term "oil shale" is sometimes a misnomer, in that the rock is often more of a limestone or siltstone than a shale. The common link between resources termed “oil shale" is that they all contain an insoluble substance cal led kerogen (which is from the Greek words for waxmaking). Kerogen is a form of organic carbon derived from a variety of plants ranging from algae to higher plants. When heated sufficiently, the kerogen generates hydrocarbons called shale oil, a form of synthetic crude oil that in most cases is lower in hydrogen content than conventional crude oil. The amount of oil in oil shale is relatively small --roughly 10 percent (by weight) in the richer shales. To upgrade this synthetic oil to usable products, additional processing is necessary. This brief sketch gives an idea of what this different, but significant, form of hydrocarbon is like. ENVIRONMENTS OF DEPOSITION Most oil shale deposits fall into three environments of sediment deposition: 1ake (called lacustrine), sea (marine) and river (fluvial-deltaic). In each case, the deposition of oil shales took place in quiet water environments where plant life, particularly algal plants, could flourish and, after dying, be deposited in unoxygenated water where the kerogen precursors would be safe from destruction by oxidation. The oil shales that were deposited in large lake basins (lacustrine) have attracted the most attention for development over the years. They often have multiple seams, deposited in a cyclic nature with extensive areal distribution and rapid vertical changes in kerogen content. Grades are moderate to high, ranging from 80 to 200 liters per tonne. Rundle in Australia and the Piceance Creek Basin in Colorado are examples of this type. Both deposits represent large volumes of oil shale in small areas which could provide the large volume of feedstock needed for future commercial operations. The stratigraphic sections of these two deposits feature thick oil shale seams with average grades of 80 - 125 liters/tonne conducive to both open pit, and underground operations. However, the rock strength of the Rundle shale is not sufficient to - support underground mining. On the other hand, the Colorado deposits, being more carbonate in nature, are sufficiently strong to support either type of mining depending on the overburden to ore ratio. These latter types of deposits will likely provide the first target for development of a commercial industry. The marine type is characterized by extensive areal distribution with relatively thin seams. The grades are generally low to moderate, ranging from 50 to 120 liters per tonne. The marine oil shales are common worldwide, and their attractiveness for mining is dependent on the overburden to ore ratio. Because of their widespread areal distribution, their in situ resources can be quite large. The Toolebuc Formation in Central , Queensland, Australia is a good example of this type of deposit being 7-10 meters thick over an extensive area. The Julia Creek deposit with its favorable overburden-to-ore ratio is being studied for possible development. In a fluvial-deltaic environment, there are many small lakes or bogs associated with rivers in which a very pure type of oil shale called torbanite could form. Torbanites are very high grade containing up to 75 percent hydrocarbons. The known occurrences are generally small lenticular deposits associated with coal seams. Even with the high grades, it is not likely that any of the known deposits would warrant commercial development because of their small size. The torbanite deposits in New South Wales, Australia were processed prior to World War I1 near the town of Glen Davis. However, today's known resources of this type are not large enough to warrant a commercial plant.

A study has been made of the material balance-fluid flow method of estimating reserves and degree of water drive from pressure and production history data. By considering the effect of random pressure errors it is shown that in a particular example a standard deviation of three and one-half pounds in each of ten pressure survey? permits the determination of the reserves with a standard deviation of 8 per cent and the water drive with a standard deviation of 15 per cent, assuming that certain basic geologic data are correct. It is believed that this method of estimating reserves and water drive is useful and reliable in a number of cases. The method is particularly valuable when reservoir pressure data are accurate within a very few pounds, but may also be applied with less accurate pressure data if a relatively large reservoir pressure decline occurs early in the life of the field, as for example in an under-saturated oil field. INTRODUCTION A knowledge of the magnitude of reserves and degree of water drive present in any newly discovered petroleum reservoir is necessary to early application of proper production practices. A number of investigators have contributed to methods of relating reserves, degree of water drive, and production and pressure history. 1-8 Three types of problems of increasing complexity may be mentioned. If a reservoir is known to have no water drive. and if the ratio of the volume of the reservoir occupied by gas to the volume of the reservoir occupied by oil (which ratio permits fixing the overall compressibility of the reservoir) is known, then only one further extensive reservoir property remains to be determined, namely the magnitude of the reserves. A straightforward application of material balance considerations will permit this determination. The problem becomes very much more difficult if we wish to determine not only the magnitude of the reserves but also the magnitude of water drive, if any, which is present. In principle, a combination of material balance and fluid flow considerations will permit this evaluation. Finally, if neither the magnitude of reserves, the degree of water drive, nor the ratio of oil to gas present in the reservoir is known and it is desired to determine all three of these variables, the problem could in principle be solved by a fluid flow-material balance analysis which determines the overall compressibility of the reservoir at various points in its history. The change in compressibility with pressure would provide a means of determining the ratio of gas to liquid present, since the compressibilities of gas and liquid vary differently with pressure variation. However, in practice this problem is probably so difficult as to defy solution in terms of basic data precision apt to be available.' It is the purpose of this discussion to illustrate the second case, which involves the determination of two unknown variables, single phase reserves and degree of water drive, from pressure and production history and fluid property data, and to study the precision with which these unknowns can be determined in this manner in a particular case. Although an electric analyzer developed by Bruce as used in making the calculations to be described, numerical methods necessary in carrying out the process have been devised and have been applied for this purpose. Schilthuis,' for example, developed a comprehensive equation for the material balance in a reservoir. He combined this with a simplified water drive equation, assuming that the ratio of free gas to oil was fixed by geological data and that a period of constant pressure operation at constant rate of production was available to determine the constant for his water drive equation. On this basis he was able to compute the reserves and predict the future pressure history of the reservoir. Hurst developed a generalized equation permitting the calculation of the water drive by unsteady state expansion from a finite aquifer. He showed in a specific case how the water influx calculated by his equation, using basic geologic and reservoir data to fix the constants, matched the water influx required by material balance considerations. Old3 illustrated the simultaneous use of Schilthuis' material balance equation and Hurst's fluid flow equation for the determination of the magnitude of reserves and a water drive parameter from pressure and production history. He used this method to calculate the future pressure history of the reservoir under assumed operating conditions. As a basis for determining reserves, Old assumed a value for his water drive parameter and calculated a set of values for the reserves, using the initial reservoir pressure and each successive measured pressure. The sum of the absolute values of the deviations of the resulting reserve numbers from their mean value was taken as a criterion of the closeness of fit to the experimental data possible with the water drive parameter assumed. New values of the water drive parameter were then assumed and new sets of the reserves calculated until a set of reserves numbers having a minimum deviation from the average was established. The change in compressibility with pressure would provide a means of determining the ratio of gas to liquid present, since the compressibilities of gas and liquid vary differently with pressure variation. However, in practice this problem is probably so difficult as to defy solution in terms of basic data precision apt to be available.' It is the purpose of this discussion to illustrate the second case, which involves the determination of two unknown variables, single phase reserves and degree of water drive, from pressure and production history and fluid property data, and to study the precision with which these unknowns can be determined in this manner in a particular case. Although an electric analyzer developed by Bruce as used in making the calculations to be described, numerical methods necessary in carrying out the process have been devised and have been applied for this purpose. Schilthuis,' for example, developed a comprehensive equation for the material balance in a reservoir. He combined this with a simplified water drive equation, assuming that the ratio of free gas to oil was fixed by geological data and that a period of constant pressure operation at constant rate of production was available to determine the constant for his water drive equation. On this basis he was able to compute the reserves and predict the future pressure history of the reservoir. Hurst developed a generalized equation permitting the calculation of the water drive by unsteady state expansion from a finite aquifer. He showed in a specific case how the water influx calculated by his equation, using basic geologic and reservoir data to fix the constants, matched the water influx required by material balance considerations. Old3 illustrated the simultaneous use of Schilthuis' material balance equation and Hurst's fluid flow equation for the determination of the magnitude of reserves and a water drive parameter from pressure and production history. He used this method to calculate the future pressure history of the reservoir under assumed operating conditions. As a basis for determining reserves, Old assumed a value for his water drive parameter and calculated a set of values for the reserves, using the initial reservoir pressure and each successive measured pressure. The sum of the absolute values of the deviations of the resulting reserve numbers from their mean value was taken as a criterion of the closeness of fit to the experimental data possible with the water drive parameter assumed. New values of the water drive parameter were then assumed and new sets of the reserves calculated until a set of reserves numbers having a minimum deviation from the average was established.
