The isothermal section of the Ta-Ti-Zr-0 system at 1500°C was investigated using X-ray diffraction and rrzetallographic techniques. Up to 71.4 at, pct 0 the system contains nine four -phase regions. Zsopleths at 10, 20, 30, 40, 50, and 60 at. pct 0 were constructed. The purpose of this investigation was to determine the general shape of the quaternary equilibrium phase diagram of tantalum, titanium, zirconium, and oxygen at 1500°C. The system was truncated at 66.7 at. pct 0 on the Ti-0 and Zr-0 binaries and at 71.4 at. pct 0 on the Ta-0 binary. The Ti-Zr-0 system was investigated in this laboratory.' The binary systems of interest have been compiled and discussed by Hansen and Anderk, chmidt, Hayes, Roberson, and asche, and Hoch and athur.' EQUIPMENT The Same equipment as that for the study of the Nb(Cb)-Ti-Zr-0 system was used.' The X-ray dif- fraction patterns were analyzed with the help of the ASTM card set7 and NBS circulars.' MATERIALS The tantalum powder (99 pct pure), the titanium powder (99.6 pct pure), the tantalum pentoxide, and the zirconium dioxide used in this study were purchased from the Fairmont Chemical Co., Newark, N.J. The zirconium powder (99.4 pct pure) was obtained from the Charles Hardy Co., Inc., New York. Reagent-grade titanium dioxide was purchased from the Matheson Co., Inc., Norwood, Ohio. The oxides were dried in air at 700°C for 24 hr before use. Though the materials used were not "hyper-pure", the impurities present do not affect the results (lattice parameters, phase boundaries), within the experimental accuracy. PROCEDURE The samples were heated by induction in a vacuum furnace, and examined metallographically and by X-ray diffraction at room temperature. A RESPONSIBLE steel executive recently declared that scrap shortages, despite fantastic prices reaching up to $50 per ton, are responsible for the loss of 140,000 tons of steel a month and that in March 1947 alone 25 more steel furnaces could have been operating were it not for scrap scarcities. His answer to this serious situation was to ask for a speedier flow of scrap and also abolition of Government control over pig iron distribution. It would be more logical, perhaps, if an answer to this growing problem of scrap deficiency were sought within the steel industry itself. As long ago as 1933, L. B. Lindemuth, a consulting steel metallurgist, warned the steel industry that a shortage of scrap was inevitable and that beyond 1938, adequate supplies for open-hearth furnaces could not be expected. The outbreak of war, with consequent phenomenal demands on the industry, accelerated production of steel and further worsened the scrap situation. Today we are suffering from a condition which could have been prevented had the industry been more far-seeing and provided for an inevitable contingency. However, better late than never, and measures can now be taken to alleviate permanently scrap shortages in the future. This can be done by greater utilization of heavy sinter which experience proved is an excellent substitute for scrao and lump ore.

INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. Lead smelting in the ore hearth, first practiced in Europe, whence the traditional name "Scotch hearth, and later developed in America to its present efficiency, is based upon the roast reduction process and is applicable to relatively high-grade galena concentrates. The roast reduction process embraces not only the roast reactions: 2PbS + 70 = PbO + PbSO4, + SO2 PbS + 2PbO = 3Pb + SO2 PbS + 2PbSO4 = Pb + 2PbO + 3SO2 but also, by reason of the addition of extraneous fuel, the reduction reaction: 2PbO + C = 2Pb + CO2 Thus in the ore hearth the roasting of lead sulphide, forming lead oxide and lead sulphate, the reaction of lead oxide and lead sulphate with lead sulphide producing lead, and the reduction of lead oxide by carbon producing lead, go on simultaneously. The Ore Hearth Function of the Ore Hearth.—The ore hearth, through the roast reduction process, provides for the extraction of lead and the immediate disposal of the smelting products—fume, hearth slag and lead, all of which are subsequently treated as follows: the fume is recovered in the flue system and baghouses, mixed with concentrates, and returned to the ore hearth in the form of ore mix; the hearth slag is smelted in a blast furnacc for the further recovery of lead; and the lead is refined and cast into a marketable product. Concentrates Amenable to Ore-hearth Smelting.—Only concentrates that are high in lead content, 70 per cent or more, are ordinarily considered amenable to ore-hearth smelting. Silica should not exceed 2 per cent and iron is allowable only to 4 per cent. These slag-forming constituents occlude both sulphide and mctallic lead, prevent the elimination of sulphur and decrease the lead extraction. Lime and magnesia are beneficial in that both favor a dry slag, promote elimination of sulphur, and prevent occlusions of metallic lead.

The effect of increasing ionic strength, via monovalent and divalent ions, on alkyl sulfate flotation of hematite and quartz war investigated. The effects of collector chain length and pretreatment on this flotation were also studied. Sodium hexadecyl sulfate was shown to be a superior flotation collector to sodium dodecyl sulfate for recovery of hematite when there was no salt addition. Similar observation were made when sodium sulfate or sodium chloride was used to control ionic strength. Sodium dodecyl sulfate floated hematite better than its longer chutited counterpart under conditions of low pretreatment temperature and increasing calcium chloride concentration. The flotation recovery for all salt containing pulps was almost always improved after preboiling. Most of the results obtained when the pretreatment temperature was raised were attributed to increased solubility of the collector.

An appropriate exploration budget is the amount needed to achieve company goals. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.

It is a fact that the most serious safety problems encountered in US underground coal mines are related to roof-bolting operations. It is also true that roof bolting is usually the operation which limits coal production from a mine section. There has been a recent focus on activity involving roof bolting research, development, and new ideas as people concerned about mine worker safety and productivity realize that significant progress can be made in these areas, even with equipment presently available.

THE experiments detailed by Dr. Hunt,* having demonstrated the fact that the copper contained in the "clay ore" of Jones's Mine, was rendered completely soluble in the bath of ferrous chloride, used in the Hunt and Douglas process, after heating in contact with carbonaceous matter in a close vessel, I set myself to devise a form of muffle furnace adapted to the treatment of large quantities of these and similar ores by a continuous process. The result is shown in the diagrams on Plate X, reduced from the working drawings, after which this furnace was built early in 1876, at Phoenixville, by the Chemical Copper Company on their works at this place. The peculiar character of this ore determined the form, dimensions, and position, with reference to charging and discharging of these muffles. The ore arrived from the mine with from 20 to 25 per cent. of moisture, and when dried at 212° F., or more slowly at lower temperature, it falls to a light incoherent powder, with occasional lumps of undecomposed rock. In this condition it is readily mingled with coal-dust or any like reducing agent, and requires no other preparation for the muffle than the use of the shovel, to mix it well with the reducing agent. As it is a remarkably good non-conductor of heat, it was obvious that the mass, to be heated through in a reasonable time, must not be too thick, while the weight of the mass must be sustained in a way to avoid undue strain upon the walls of the muffle. These walls must be as thin as practicable, to favor the more rapid transmission of heat, and must, therefore, be so con¬structed as to admit of being stayed on the sides at frequent intervals to resist the lateral thrust of the very mobile mass of pulverulent ore, which, for obvious reasons, must be charged at the top and drawn from the bottom of each chamber. These considerations led to the form adopted, viz., two vertical muffles, standing upon very strong bridge tiles, seen in longitudinal section, on the line E, F, and in plan in Fig. 3, on the same plane. (Plate X.) The vertical section of the muffle is seen in Fig. 4, drawn in the plane G, H, of the longitudinal section, Fig. 6, which is the key to all sections. MICROCRACKS are often introduced into commercial metals during fabrication processes such as swaging, cold rolling, deep drawing, and welding. These microcracks act as strain concentrators and may be capable of causing premature catastrophic failure of a component or weld. The present investigation was undertaken to determine whether high-temperature annealing treatments may be capable of reducing or negating the detrimental effects of such existing microcracks. Internal microcracks, ranging from 0.1 to 0.85 mm in length and averaging 0.23 mm, were introduced into polycrystalline Fe-3 pct Si tensile specimens (0.155 mm grain size) by the cathodic charging of hydrogen.1'2 The typical appearance of such microcracks and their associated strain patterns (made visible by the technique of dislocation etch pitting3) is shown in Fig. 1. The stress fields of the dislocation loops formed during plastic relaxation stabilize the microcracks so that, when the internal hydrogen pressure is removed: the microcracks stay open, rather than disappear as perfectly elastic cracks would be expected to do.' As shown in Fig. 2, such stopped microcracks cause a 36 pct decrease in the macroscopic cleavage fracture strength at -196°C.

Aggregated models of a bank of flotation cells have frequently been used, assuming that a single-cell model can be used for control and estimation purposes. In this paper we investigate the feasibility of this approach, and show that single-cell aggregated models may very well be used in order to estimate the aggregated net flotation rate constants of the bank. These estimates would usually be very crucial in order to control the plant.

SULPHUR is always present in mineral coal of every variety. In the oxidized state it may exist as sulphuric acid in combination with a base. In the unoxidized state it exists in combination with iron as bisulphide of iron. It is also supposed by some chemists to exist in unknown combinations with the organic elements of the coal. This supposition requires the demonstration as a fact that certain coals yield more sulphur than what may exist in a free state, or what belongs to recognized combinations, not only with the accompanying iron but with other inorganic bases abundantly occurring in coals, but which unfortunately are very rarely estimated. This practically as well as theoretically important question it is at present impossible to decide, simply for want of available thorough ultimate coal analyses including the ash. Such analyses, at the best imperfect, are laborious and intricate, and therefore seldom made, the much simpler proximate analyses, so-called, being resorted to by most chemists for technical purposes, and commonly substituted for more scientific work even in the laboratories of government surveys. And it is unfortunate enough that few ultimate analyses are extended to the composition of the ash, much less to its relation to the original constitution of the coal. Sulphur chiefly occurs in most coals in the form of yellow pyrites (pyrite) and white pyrites (marcasite), both minerals, characterized by differences in crystalline form and in physical properties as well as in color, but having the same chemical composition (FeS2). No coal is entirely free from one or both of these dimorphous forms of bisulphide of iron. It may be disseminated through the mass so as to be invisible, in plates or scales between the laminæ of the coal, or in conspicuous segregations or nodules, sometimes of considerable dimensions. Coals greatly differ as to the proportion of sulphur which they contain. They also differ as to the relative proportion in which its several forms of combination occur. Such qualitative and quantitative disparities are scarcely, if at all, more marked in separate coal seams of a uniform type than in different parts of one and the same coal seam, whether it be considered locally as constituted of several

R. HATCH, Garfield, Utah.-The object of the meeting, I believe, is to determine the proper chemical composition to insure long wear of a ball in a mill, This might also apply to rods. I feel that there is only one way of determining accurately the wearing qualities of balls in mills, and that is by actually wearing out 400 or 500 tons of different kinds of balls. Two things add to the wearing qualities of a ball: (1) the tenacity, with which the particular particles of iron or steel are cemented together; (2) the individual hardness of each particle. My experience is that a ball that has a Brinell of 550 to 650 will give comparatively long life. There is considerable difference of opinion as to the best steel and iron alloys necessary to produce a satisfactory grinding ball. Some favor chrome, some manganese and some nickel. Personally, I believe cast iron alloyed with chrome makes the best ball for small sizes; for large sizes (3 1/2 in. and up) steel alloyed with manganese is best. L. 0. HOWARD, Pullman, Wash.-How would this method apply to lining? A. KissocK, New York, N. Y.-I do not subscribe to that exactly. As I am connected with the Climax Molybdenum Co. you would hardly expect me to. We have been much interested in trying to work out this grinding-ball problem and have spent a great deal of thought and effort on it. As we are associated with the American Metal Co. and have a number of properties of our own, we are in position to try our ideas on ourselves first. We have tried different compositions, but have not done anything very remarkable with them yet, except that we have been able to say that the combination of chrome and molybdenum has given the best wearing ball. Mr. Hatch feels that iron is the best medium for grinding, but since toughness as well as hardness is a factor in wearability we feel that a well made steel is better for this purpose. Another difficulty with cast, or chilled, iron is lack of uniformity from day to day or from heat to heat and the impossibility of producing balls free from blow or shrinkage holes which materially affect their life. If cast iron is made hard it becomes brittle and lacks stretch or toughness. This prevents its use in the larger sizes, as breakage is a serious handicap to efficiency. We have tried hard and brittle balls and softer but very tough balls and have proved that maximum hardness, with sufficient toughness to prevent breakage, is the most important factor in resistance of a steel to abrasion. It is well known that chromium is one of the best hardening agencies for either iron or steel, and molybdenum is recognized as an element capable of introducing toughness. In other words, the proper combination of chromium and molybdenum permits unusual hardness with still sufficient toughness to stand up under severest impact. It is yet too early to give any actual mill results of this new combination and though we are proving our ideas at our own properties we have to depend on others to help us make the data more general and more worth while and would like to get some tests
