The thirty-second annual meeting of the Montana Society of Engineers was held at Great Falls, Mont., on Apr. 10-12. The first day was given to the reception of visitors and the second day to the inspection of points of engineering interest. On Saturday, at the business meeting, the following officers were elected: President, Samuel Barker, Jr.; first vice-president, Charles A. Lemmon; second vice-president, George T. McGee; secretary and librarian, Clinton H. Moore; treasurer, Harry H. Cochrane; trustee for three years, Theodore Simons.

SEVERAL notable papers, and free discussion on many controversial subjects, marked the various sessions of the Petroleum Division at the annual meeting. The Division first convened on Tuesday afternoon, Feb. 16, and wound up with a dinner and technical meeting on Thursday night. H. C. Fowler presided at the opening session, which was devoted to problems of engineering research and production engineering. Joseph Chalmers abstracted his paper on the flow of air and gas through porous media, in the preparation of which E. L Rawlins and D. B. Talia-ferro contributed. G. H. Fancher told how much he and his associates at Pennsylvania State College were interested in this field, and described the problems they had met in conducting test work. He made a plea for standardization of testing methods. Mr. Fowler then read an abstract of written discussion by Professor Barb, which was followed by discussion by Dr. Fancher and Mr. Chalmers of technical points in connection with the Chalmers' paper. H. H. Hill abstracted written discussion from Messrs. Wilde and Moore, of the Humble company. The second paper, by K. B. Nowels, on computing pressure drop in the pipe of flowing oil wells, was abstracted by the author. Messrs. Blair Smith, G. W. Coggeshall, and I. I. Gardescu participated in the discussion, and the chairman abstracted written discussion prepared by Mr. Rawlins. Most of this had to do with the viscosity of gas¬oil mixtures, on which subject Mr. Nowels said there was great need of accurate technical information.

I. INTRODUCTION. THIS old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district,. as given by the record dated 1778, and formerly kept in the San Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco del Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as " quintos " (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quientos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. In 1663, the decadence of the industry began with the caving¬ in of several mines, concerning which the record of 1778, al¬ready cited, says, in substance, that on Good Friday one of the owners in the enterprise, in view of the unfavorable prospect of a lawsuit in which he was engaged, set fire to the timbers supporting the underground galleries and workings of the San

ANY analysis of the aluminum situation, particularly of the factors involved in the current shortage of the metal, must consider the rapid march of events since the Munich fiasco of September 1938. At the end of 1938, the sole domestic producer of aluminum had more than a year's supply of metal on hand, having added 50,500 tons of output to stocks during the year. Not until war had been declared between the United Kingdom and Germany in September 1939 did the United States begin to make serious preparations for defense and a limited national emergency was proclaimed. Congress reflecting popular opinion, was not disposed to spend huge sums for armaments in 1939, and although 31,413 tons of aluminum was withdrawn from stocks. 107,500 tons was still on hand at the end of the year. When the President initiated a 50,000-airplane program in May 1940 the country was astounded, as previous Congressional authorizations of approximately 6000 planes for the Army by July 1911 and 3000 for the Navy by 1914 had been considered adequate.

The Sub-committee on Safety of the Industrial Organization Com-mittee of the Institute has been asked to cooperate with the National Safety Council, and has made certain recommendations to the Board of Directors of the Institute regarding ways and means of bringing about this cooperation. The National Safety Council has been in existence seven years. Its inception was at a meeting of the American Iron and Steel Electrical Engineers held in Milwaukee in 1912. The first annual congress was held in New York City in October, 1913, at which time the Council was definitely organized. Its membership now consists of nearly four thousand members, representing industrial plants, railroads, public utility companies, insurance companies, state labor commissions, Chambers of Commerce, manufacturers' organizations, etc. These members are in all states of the Union and in eleven foreign countries, and through them the National Safety Council reaches more than six million workers.

THE geologist or mining engineer, whose work takes him into the western United States, whether for the Government or private enterprises, is likely to be called upon to classify public lands as to their mineral character, or to review such classification already made, usually by a Government geologist or mineral inspector. The public-land law covering the matter is clear and logical, and a knowledge of its simpler principles is necessary to intelligent classification work. There are two classes of cases in which a classification of lands as mineral or non-mineral may be required: .first, cases in which lands classified as mineral will be retained by the Government and lands classified as non-mineral alienated; second, cases in which lands classified as mineral will be alienated and lands classified as non-mineral retained.

(Wilkes-Barre Meeting, June, 1911.) I. LOCATION AND EXTENT. THE Caddo oil-field, shown in Fig. 1, is located in Caddo parish, northwestern Louisiana. The known producing territory of oil is covered by townships 19 N, 20 N, 21 N, 22 N, and ranges 15 and 16 W., shown in Fig. 2. The center of the field may be taken as Oil City, 24 miles north of Shreveport, on the Kansas City Southern railway. Shreveport is the second largest city in the State, and is the connecting point of five rail-road-lines. Drilling at the present time, however, is going on all over northern Louisiana, especially in Caddo and the neighboring parishes. II. HISTORY AND DEVELOPMENT. Natural gas escaping at the surface is found at numerous places in northwestern Louisiana. At Shreveport, the plant of the Shreveport Ice & Refrigerating Co. has been lighted by natural gas for 20 years. The well was drilled for water, but was abandoned on account of the gas. A test well, put down in 1905 near the western limits of Shreveport, was driven to 1,650 ft., and encountered indications of gas and oil at various depths, but did not succeed in finding enough to be profitable. Attention was first attracted to the Caddo field in 1895 by indications in water-wells from 40 to 60 ft. deep, in which the pressure of natural gas was noticeable. This indication of gas in a shallow well led to the drilling of the first well in the Caddo field, the old Savage Brothers & Morricell, or the Caddo Lake Oil and Pipe Line No. 1. The rig for this well was erected in May, 1904, and drilling began in June, 1904. The well was bailed Mar. 23, 1905, with a small amount of oil. It was deepened July, 1905, and converted into a "gasser " Jan. 3, 1906. It was abandoned January, 1907. The Austinville-Ivanhoe lead-zinc deposit occurs in the Lower Cambrian Shady dolomite. This deposit is located in southwestern Virginia in the faulted and folded Appalachian Valley and Ridge province. The ore bodies resemble the chimmey and manto deposits of northern Mexico and are formed by replacement and filling. They are confined to certain favorable zones of the Austinville and Ribbon members of the Shady. Structural and stratigraphic factors combine to control the location and form of the ore bodies. In certain places secondary oxide enrichment of the zinc minerals has contributed to the economic development of the area. It is concluded that the ore is epigenetic and is deposited by hydrothermal solutions rising through the fault "plumbing." Classification is epithermal-telethermal.

DURING the closing month of 1929, Walter Douglas found his health impaired by the strain of many difficult years of alternating prosperity and depression, and in April 1930 resigned the presidency of Phelps Dodge. Douglas was succeeded by Louis S. Cates. The choice broke a tradition that had been held inviolate for almost a hundred years. For the first time in its long history, the direction of the company's policies and operations was entrusted to a stranger without previous Phelps Dodge background, training, experience, or tradition. But the choice was wisely made. For a time at least, the path of Phelps Dodge was to run through rough and dubious ground, and no man in the United States was better qualified to blaze that trail than Louis Cates. After graduating from the Massachusetts Institute of Technology, Cates had served a rough and financially un- profitable apprenticeship at one of the century-old mining camps of Chihuahua, Mexico. Following his return to the United States and a brief interlude as assistant to the president of the National Steel and Wire Company, he had resumed his mining career, first as timekeeper, then as

COLCOCK JONES A meeting of the Southern California Local Section, in honor of the presence of Secretary Bradley Stoughton, was held at luncheon in a private dining room of the Sierra Madre Club on Friday, May 21, 1915, 27 members and guests being present. In the absence, through illness, of the Chairman, Dr. Comstock, the vice-Chairman, Seeley W. Mudd, presided. After the luncheon, Secretary Stoughton made a short address on the activities of the Institute. George S. Rice, of the U. S. Bureau of Mines, who was present, then spoke on the activities of his Bureau. Local Secretary F. J. H. Merrill gave a description of the activities of the Southern California Section and its progress, and reported the latter as substantial and its condition as very good.
