The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. Measurement of zeta potentials is a useful tool to study the surface chemistry of minerals under flotation conditions. Because there is continued interest in this approach, the apparatus for obtaining zeta potentials of nonconducting solids by the streaming potential method is outlined here. Fig. 1 illustrates the streaming potential apparatus. The streaming potential cell or plug consists of two 24/40 standard ground joints (4) joined with a piece of pyrex tubing 60 mm long and 12 mm in diam (5). The electrodes are made of bright platinum disks 19 mm in diam and 1 mm thick through which 0.5-mm holes have been drilled (6). To the surface of each is welded a piece of 80-mesh platinum gauze. Each electrode is permanently mounted on the ends of the inner parts of the two standard joints by means of a platinum wire (7) which connects it to the tungsten seal at the end of the cell (8). For ease in cleaning and handling the apparatus, the streaming cell is fastened to the 500-ml reservoir flasks (1) by means of two 18/9 ball and socket joints (2). This particular arrangement permits passage of the solution in either direction through the plug of particles. Flow of solution can be stopped by a stopcock (3). One of the reservoir flasks has a large opening to permit insertion of either a thermometer or a pair of electrodes for measuring pH of solutions within the system. In making the experiments, the plug is filled with 48 to 65-mesh particles, but a layer of 28 to 35-mesh particles is placed at each electrode to prevent any of the finer particles from passing through holes in the electrodes.

At the beginning of the 1960's, the Hannoversche Portland-Cementfabrik A. G. needed to open a new quarry. The land on which this quarry was to be developed was completely flat and separated from the existing quarry by a navigable canal. The area had been exploration-drilled previously, so that enough reliable data on the chemical properties of the deposit were available. From the geologic point of view, the deposit under a very moist surface belongs to the Turon (Upper Chalk) formation, soft on the surface and medium to very hard farther down. Between the 15% sloping banks of chalk (with a calcium carbonate content of 75 to 90% and running from west to east), there are numerous beds, up to 3 m deep, which are rich in alumina and iron oxide but contain only 50 to 60% CaCO3. In the old quarry-worked conventionally by deep-hole drilling, a 2-cu-m shovel, and 900-mm track with 6-cu-m dump cars-an adequate and modern crushing plant was available. The plant crushed the moist material (11 to 13% H2O content) down to 0 to 50 mm. INSTALLATION OF ORIGINAL MOBILE CRUSHER It was decided to employ a mobile crushing unit in the new quarry; the moist and soft ground did not permit the use of heavy trucks for transporting the material, and a road network would have entailed a large investment. The use of a rail system was eliminated from the beginning, since the ground would be very uneven after the quarry was developed. At that time only one prototype of a crawler-mounted mobile crushing unit existed. This unit was operating in a nearby works as a primary crusher. A BRIEF description of this installation was included in a recent paper by H. Kenyon Burch.1 The purpose of the present paper is to amplify Mr. Burch's description, as it is felt by the writer that the subject merits more than passing attention. In making a comparison between the common method of hoisting men in mine shafts, and elevator practice in high buildings, the former shows to great disadvantage both as regards safety measures and smoothness of operation. It is surprising that in view of the inducements offered, the step of applying the building equipment direct to the mine shaft has not been taken before, as in many respects the conditions of service are similar, and the objects to be attained are identical. Even without doing this, it is certain that safety to life and limb in the usual method of hoisting men underground can be greatly enhanced by the application to the mine hoist, of some of the features of the building elevator. In the case under consideration, the elevator cage runs in a vertical, concrete-lined shaft compartment 5 ft. 11 in. by 5 ft. 6 in. (1.8 by 1.68:m.) in section and 585 ft. (178 m.) deep, while the counterweight runs in the pipe and ladder compartment of a twin shaft 102 ft. (31 m.) distant. The section of the division of this compartment occupied by the counterweight measures 2 ft. 4 ¼ , in. by 3 ft. 10 ½ in. (0.72 by 1.18 m.), and the counterweight is made in the form of a small cage which. suffices to carry two men for the purpose of making inspections or repairs in the pipe and ladder way.

In view of the great interest now taken in the tests of castiron and details of foundry practice, with the number of investigators at work, and recent improvements in the methods of research, it would seem that the time is ripe to attempt the solution of some of the many problems with which iron founders have to contend. Recent papers and discussions on these subjects* have opened up s large field for investigation, and have emphasized the importance of many considerations generally overlooked. With the view of promoting a comprehensive and systematic discussion, I have attempted to tabulate, in conveilient form, some of the most important points for investigation, on the general plan suggested, with such good results, by our former President, H. M. Howe, for the discussion on the Physics of Steel, at the Virginia Beach meeting, last year. This table can, no doubt, be modified or enlarged to advantage, and put in shape to serve as a guide or reminder to all who are interested in this line of work. With the construction of the Magdeburg zinc works, the Georg von Giesche's Erben Mining Co. of Breslau has to a certain extent completed the program of reconstruction which it set as its goal after the boundaries of Upper Silesia were drawn by the Treaty of Versailles. During its history, covering.more than two centuries, zinc and lead mining has been its chief activity. Through the new boundaries established, it lost to Poland all its mines and smelters, including five distillation smelters. Of its extensive properties, there remained only an apparently unimportant and unexplored portion of the old Bleischarley ore field which, however, happily made possible the resumption of its old business. In 1925 the Deutsch-Bleischarley shaft-only a few kilometers from the old Bleischarley shaft—was sunk and developed, and in May 1926 production of lead and zinc ore was resumed. As facilities for smelting were lacking, the ore was at first delivered to the neighboring smelters, which had now become Polish. Realization of the plan to build its own zinc works had to be postponed at first for lack of capital. In the meantime, however, plans for the new works were worked out in all details. After extensive experimentation in a semicommercial pilot plant it was decided, at the end of 1928 and the beginning of 1929, to use the electrolytic process and, for economic reasons, to place the works at Magdeburg. With zinc at the approximate price level that had ruled since the Deutsch-Bleischarley mine had begun working, it was hoped that the plan could be completed in 1930 with the company's own resources. However, falling metal prices, already noticeable in 1929, made this impossible, and further postponement for a time became necessary. Finally, at the end of July 1933, the funds for building the works became available, in the form of a loan granted under the first employment

Deformational behavior of a rock mass can be modeled with a constitutive law based on theories of elasticity, and plastic and viscous deformation. For most rock types, such constitutive models may be used with confidence because there is no geochemical interaction between the rock-forming minerals and water. However, if volume changes in the rock due to geochemical phase transitions are predicted, then these volume changes must be converted into mechanical parameters and must be included into the constitutive laws. In this paper, geochemical phase transitions between anhydrite (CaS04) and gypsum (CaS04-2H20) will be brought to the attention of researchers in rock mechanics. Hydration of anhydrite to gypsum may yield volume increases up to 62.6 percent and dehydration of gypsum to anhydrite may cause volume decreases up to 38.5 percent. If one were to convert the volume increases in hydrating anhydrite into strains and calculates the required stresses to restrict the expansions, the magnitude of stresses will be found at GPa levels. Such stresses on swelling anhydrite layers cannot be provided by geologic media. Therefore, the host rocks will deform under these high stresses. On the other hand, under increasing stresses, geochemical transition of anhydrite to gypsum may stop after some hydration of anhydrite, and anhydrite and gypsum systems may become stable. Changes in temperature and solution compositions in the anhydritel gypsum system also control the stability of the geochemical system, and therefore, the extent of volume changes. A similar conceptual model can be drawn for volume decreases due to dehydration of gypsum to anhydrite. In this case, stress reduction on the gypsum layer may cause extensive fracturing and changes in the state of stress in the host rock mass.

Discussion of the paper Of NOEL CUNNINGHAM, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 601 to 608. C. H. POIRIER, New York, N. Y. (communication to the Secretary*). -Mr. Cunningham's paper, written from the standpoint of a stamp advocate, while commenting more or less favorably upon the installation of ball mills in the Vipond plant, does not, in my opinion, give as much emphasis to the comparatively new departure as the installation of ball mills in the place of stamps justifies. This discussion is based upon my personal and intimate practical work for several years with stamp mills, and for the past three years with Hardinge ball and pebble mills. The fact that the Vipond mine contains about equal quantities of the A and B classes of ore mentioned by Air. Cunningham, and the further fact that I have had a most intimate knowledge of the working of both classes of ore in the Porcupine district in stamp mills and ball mills, justifies upholding my final decision to use ball mills in the place of stamps, and defends my present further action in now increasing the present Vipond capacity by the addition of another 6-ft. Hardinge ball mill, in which action the directors of my company concur. This is one of the strongest evidences I can possibly offer in substantiation of my opinion that the ball mill exceeds the efficiency of the stamp, both in metallurgical and mechanical economy. It is hardly fair to compare a 100-ton per clay plant with a mill handling several times this amount, yet it is my belief that the cost per ton. of grinding in the ball mill is far less than that of any stamp mill in the district, where capacities run up to 400 tons per clay.

[This paper was presented for the author, who is now in the National service, by H. M. Chance, and was illustrated by a working model built to the plans shown in the Bulletin, for February, 1918, p. 268. For more convenient operation, a small motor-driven centrifugal pump was attached to the overflow outlet (5, Fig. 1, p. 267) delivering to the inlet, 4. The pressure of ingoing water was then adjusted by a valve at 4, and was indicated by the column of water in a vertical glass tube connecting with the pressure chamber; an average pressure of 15 in. of water column was maintained during the demonstration. The sand used in the test was beach sand, which had simply been passed through a 20-mesh screen; about 45 per cent. was finer than 80 mesh. The circulation of water was at the rate of about 5 gal. per square foot per minute, and the rising velocity of the water in the box as a whole (not the velocity of the jets) was 6 in. per minute. At this consistency, the specific gravity of the fluid mass was between 1.55 and 1.60. Mr. Chance estimated that it would be possible to maintain a fluid mass of this consistency, 3 ft. deep, and with an area of 50 by 60 ft. with an expenditure of 15-hp. Mr. Chance then showed how a lump of coal would float on the fluid mass, and also made a separation of slate from coal on a small scale in a wire cage submerged momentarily in the fluid. The following demonstration relates to a matter not contained in the original paper, and was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity.-Ed.]

THE ores of the Tonopah, district are hard, compact and' highly siliceous. They contain from .1 to 2, per cent. of sulfide material, of which argentite is the valuable mineral; occasionally pyrargyrite is found in the richer ore. The sulfide is, chiefly pyrite with small amounts of chalcopyrite,. and sometimes sphalerite. The ore also contains a small amount of gold-about 1 per cent. by weight of the silver present. The major gangue constituent is quartz but frequently considerable rhodonite-called by the miners pink manganese-is present. For primary crushing, jaw and gyratory crushers are used. These crushers are of such capacity that, in most cases, one 8-hr. shift will supply the mill for 24 hr. The Extension Co., at the Victor ore house, passes the ore through a 13 by. 24-in. Blake type McFarland crusher set at 13 in., and at the No. 29 re house, a 14 by 24-in. Blake type Traylor crusher is used. The ore is thus crushed to stamping size in one reduction. The capacity of each crusher is about 40 tons per hr.; the power consumption is 0.6 kw. per ton.

The anisotropy of fracture and slip, that is, the brittleness and ductility of the beryllium single crystal, is characteristic also of po1ycrystalline beryllium in which the grains are oriented in a preferred manner. Beryllium with grain orientations resulting from hot working either unidirectionally or bidirectionally is ductile or brittle in directions given by the anisotropy and orientation of the grains. Textures developed from various hot-working sequences are given, and tensile results are correlated with textures. Not only texture, but fine grain size is necessary for obtaining high tensile elongation. Ultimate tensile strength and elongation are both correlated with grain diameter. Of particular interest is the case in which unusually high tensile elongations of 30 to 40 pct are obtained when basal planes are oriented to carry THE beryllium crystal (of nominal purity) is probably unique among metals with respect to its unusually acute anisotropy of slip and fracture. While extensive slip can occur on the system (1010) [ll20] starting at about 19,000 psi, the (0001) plane is particularly vulnerable to fracture at 4500 psi or less. Fracture occurs also on the (11zo) plane at about 26,000 psi.1"3 Further, there seems to be no other slip System which contributes significantly to

JAMES DOUGLAS Dr. James Douglas, twice President of the American Institute of Mining Engineers, and one of its principal benefactors, died in New York on June 25, 1918, at the age of 81 years. After a life of extraordinary activity, failure of his health compelled him to retire about 2 or 3 years ago, and in view of his advanced years his death was not unexpected. His funeral was held at the Church of the Mediator, on June 26, and was attended by representatives of the American Institute of Mining Engineers and of the Canadian Mining Institute. His body was then taken to Quebec for burial in the family plot. An extended notice of Dr. Douglas, prepared by Dr. R. W. Raymond, will be presented in the September issue of the Bulletin. LEWIS NEWTON BAILEY Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., April 30, 1918, at. the age of 34 years. He was Master Engineer, .Senior Grade, in the Fourth Regiment, U. S. Engineers; and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character.

For the year 1934, there were 382 oi1 wells completed for a total initial of 146,965 bbl. Fifty-three wells were deepened for a total increase of 8363 bbl., bringing the total volume of new oil to 155,328 bbl. As of Jan. 1, 1934, the daily potential of the field as determined by the Texas Railroad Commission was 159,740 bbl. Of this amount 26,429 bbl. is "marginal oil," and 2682 bbl. is exempt on account of water. In December, 1934, the daily potential was established by the Railroad Commission as being 297,501 bbl. with a daily allowable of 56,800 bbl. Of this amount 31,993 bbl. is "marginal oil," and 2183 bbl. is exempt on account of water. There has been no field-wide test made during the year, and as a result the rated potential of the field is in all probability much higher than the actual potential. As each new well comes in, a five-day test is made under the supervision of the Railroad Commission. The potential thus established is added to the field potential and shares its pro rata part of the market outlet, which is the allowable production, no allowance

(communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. INASMUCH as galena and sphalerite flotation concentrates are being produced that contain over 95 per cent galena or sphalerite, it is not unreasonable to believe that a flotation concentrate assaying at least 80 per cent of native gold can he secured provided the gold is free. As yet, little if any fundamental information has been published concerning the flotation of free gold either alone or in the presence of sulfides. So far, we are unable to make as complete a separation of gold from sulfide minerals by flotation as is possible in, the separation of one sulfide from another by this method. An introductory study of the flotation of several free gold ores has been made in our Utah laboratories. For this study three general types of gold ores were chosen, namely: (1) Quartzite containing 0.26 oz. gold per ton in which no base metals are present; (2) sulfide ore (2.04 oz. Au; 1.31 oz. AO containing pyrite as the only sulfide present and the gold free; and (3) oxidized ore (1.10 oz. Au; 0.70 oz. Ag) from an oxidized zone of the vein from which sulfide ore (No. 2) was taken; little sulfide iron was present.

ALL mine ore here must be concentrated before shipment, which involves selective flotation. Three products are made: lead, zinc, and pyrite concentrates. The equipment and practice are so well outlined in the accompanying flow sheet that only a few amplifying remarks are necessary. After crushing at the mine to approximately 4 in., the ore is carried by aerial tram about 4 1/2, mi. to the mill. From 1800 to 2000 metric tons per day, excluding Sundays, is thus transported. At the mill, the buckets are hand-tipped into the bins. After crushing to pass a ¼ -in. square opening, the ore may be stored in reserve crushed-ore bins or ball-mill feed bins as desired. Total bin capacity at the mill is about 4000 metric tons. The concentrator is arranged in three independent grinding sections, each fed from its own storage bin. Grinding operations follow standard practice, with ball mills in single-stage closed circuit with classifiers, the overflow from which is delivered to the lead circuit rougher flotation machines,
