THE discussion of production control at the Insti-tute's annual meeting was profitable in that it started some thinking. One pertinent question there raised was how the opening of new mines, whose now unneeded output would inevitably react on prices, could be postponed until the market was ready to ab-sorb their output. In transportation some restraint is being exercised on building new and unneeded fa-cilities, but in production no general solution of the problem has been offered. Yet in a special field of new development of increasing importance a quick and easy solution has been suggested. I refer to the leasing of mineral deposits on the public domain. The report of the United States Coal Commission says: "In its possession of approximately 60,000,000 acres of public coal lands the Federal Government has its own responsibility in restraining overdevelopment. The Department of the Interior, which has control of these lands under the leasing law, construes the law as giving the department no discretionary right to refuse applications for leases regularly made by qualified citizens or corporations for coal deposits on the pub-lic domain. It presumes, that the applicant believes there is a need for an additional coal mine in his local-ity and expects to find a market for the coal produced. Overdevelopment, however, is a fact in the West as well as in the East, and wherever present involves needless investment and excessive costs of operation. Plainly, the leasing law should be so amended as to give the executive department full discretion in its approval of the opening of a new coal mine on the, public domain, making that approval contingent on the showing that the new mine would serve the in-terest of the consuming public." A similar view of the Federal Government's re-sponsibility in restraining overdevelopment of its oil lands has been presented by the Federal Oil Conser-vation Board. The leasing law vests little or no dis-cretion in the Secretary of the Interior, who must grant a lease to a qualified applicant regardless of any obvious country-wide condition of surplus produc-tion. This wide-open invitation to exploit and dissi-pate the people's own oil resources could be restricted by simple legislation, although as remarked by the board, such a legislative remedy for a plain economic ailment "does not evoke popular support when its purpose is avowedly to put the brakes on development of natural resources."

Tests show that 50 times the earth's normal field can exist near stacked drill rods. Protection against the effect of these strong fields can be obtained by means of a removable sleeve of common iron pipe. GEOLOGISTS and engineers working around a diamond drill rig have often had the opportunity to observe the magnetic attraction of drill rods pulled out of the hole for core removal. This is sometimes an amusing pastime, but this same magnetic force inadvertently applied to a compass needle can cause it to lose its polarity entirely or to become reverse polarized when placed in the immediate vicinity of stacked rods. The first recommendation, of course, would be to avoid the rods, but in surveying an operating drillhole this is not always possible; therefore steps must be taken to neutralize the magnetic effect of the drill rods. Early in the summer of 1949 the geological department of the New Jersey Zinc Co. undertook at Franklin, N. J., an extensive program of surveying the course of deep diamond drillholes. The majority of the holes were surveyed while in the process of being drilled, and considerable difficulty was encountered. A pattern for the deviation of drillholes had been established for the district from surveys in holes from which the drill rig had been removed. It was observed that a certain operating deep drillhole being surveyed did not fit this pattern. In the resulting confusion of repeated surveys and cementing a plug for wedging operations, the lower 1800 ft of the hole was lost. Because of this incident studies were initiated to determine the source of the difficulties and to develop safeguards against recurrence of faulty surveys. Using a hand magnet easily shows that the polarity of a compass needle can be reversed if rotation of the needle is hindered through tilting of the compass or clamping of the mechanism. Such experiments are not recommended, especially in the case of the clockwork type of instruments. A magnetized hairspring in a clockwork instrument will cause the compass card to assume a periodic motion which will not stop until the clockwork runs down. Routine check readings of instrument north before and after each survey are not always sufficient to catch instances of reversed polarity of the compass needle. Although the majority of instances probably take place while the instrument is being removed from the hole with needle in fixed position, it is demonstrable that a 'luggish needle, weakened during a previous test, can be reverse polarized

It is particularly interesting at this time to notice the recommendations of F. L. Bishop, clean of the University of Pittsburgh School of Engineering as to the types of engineers required and the training that should be given each type. Dr. Bishop's recommendations, which follow, are substantially the same as the first two recommendations made by resolution at the National Conference recently held to discuss commercial engineering problems. This provided business training for the engineer arid engineering training for commercial enterprises. Dr. Bishop says: "The first type is that of the man who may be called a technician, who is highly trained in science and mathematics, who possess the instinct of the research man and who can devote his entire time to highly technical research problems, either in the research laboratories which are now rapidly being developed in the large industries, or by applying the results of his research to engineering science. For the training of this type of man, there is needed the best of scientific equipment, the members of the faculty must be those who are intimately interested in research problems, and the student himself must have what is sometimes called a mathematical mind. It is doubtful if this type of nan can be developed in a four-year course under existing conditions. In fact, it is probable that such a man can be developed only M. a school which has a thorough graduate department. "The second type which seems to be demanded by the industries is the man who has a broad general knowledge of engineering subjects and can apply that knowledge in an effective way in present engineering problems. He must have ability to command men, a knowledge of the applications of economic principles to industries, and a broad training in the so-called humanities, since he is the man in contact with men of other types in other fields of human activities. He should not be a research man, his training in mathematics need not be of necessity so extensive as that of the research technician, but his understanding of engineering problems should be extensive. Such a man cannot be trained in the ordinary schools because of the artificial conditions which of necessity exist in academic institutions. He must become familiar with the industries while yet, a student in order that he may understand thoroughly the application of his theoretical courses in school and their application to industries, and also that he may become familiar in the formative period of life with the problems of labor and the human factor in engineering. It is in the development of this type of man, who is to become. the manager and operating head of our large manufacturing industries, that the advantages to be derived from the cooperative system of engineering education are needed."

INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. The study also considered the effect of the following recent tax proposals on United States investors in international mining ventures:

THE process of comminution by grinding is properly classified as an art, rather than as a science. Like most other operations concerned in ore dressing, or in the treatment of nonmetallic minerals, the mathematical relationships of rock breaking are still obscure, and much disputed. If some basic formula exists, comparable for instance to E = RI in electricity, it has not yet been placed in, common use. The absence of such a comprehensive mathematical background undoubtedly is the cause of many inefficient designs and installations, as well as of much poorly oriented experimental work. On the other hand, the mathematical immaturity of the process constitutes an opportunity for a real contribution on the part of those who enjoy mental pioneering. Some of the statements made in any such exploratory work may be little more than opinions, and it is to be expected that some will later be proved untrue; but such an evolutionary development is necessary if we are ever to arrive at the fundamental laws, the discovery of which can change the empirical art into a mathematically exact science. The most significant principle of comminution that we possess is probably Rittinger's law, which states that the work done in crushing or grinding is proportional to the area of the new surface produced. There is an alternative theory, known as Kick's law, which formerly was preferred to Rittinger's but which now is rather discredited. According to Kick, the work done in comminution is proportional to the volume, or weight, of the pieces broken, or to the cube of their diameters, while according to Rittinger it is proportional to the square of the diameters. Careful determinations of size distribution below the limit of sieve sizes1 indicate strongly that under ordinary grinding conditions the amount of new surface area produced is directly proportional to the net power input. Changes in the size ratio between the balls and the particles cause important differences in the proportion of the product that passes a given mesh size, but do not affect the total amount of new surface area; they merely change the distribution of the surface among mesh sizes. The principle of constant surface area is the logical result of Rittinger's law, and it may well have an important bearing on the comminution theories of the future. FORMULA FOR BALL WEAR Grinding tests have been made in the Allis-Chalmers laboratory for more than 9 years, using a standard charge of mixed balls of different sizes; and a continuous record has been kept of the rates of wear of each size. These results have been combined and plotted in various ways in order to discover the relationship that exists

The occurrence of this gas, in quite appreciable quantities, has been observed for many years in its escape along the creeks of Western Pennsylvania, and more recently, in much larger quantities, from the oil wells in and near Venango County. Within about five years several gas wells have been struck, from which the gas has escaped continuously in prodigious quantities and at great pressure. During the last year a systematic attempt has been made to utilize the flow of gas from one of these wells, and results have been reached which were quite unexpected. This well, near Leechburg, Armstrong County, is about twenty miles northeast of Pittsburgh, on one of the side tributaries of the Alleghany River. It had been drilled in search of oil to a depth of 1250 feet in 1871, but none was found. A great flow of gas was developed, however, accompanied by a slight spray of salt water, and this has continued with little or no diminution to the present time. The gas in its escape has been discharged through a 5-inch pipe, and at a pressure of from 60 to 80 Ibs. per square inch, but no exact determinations, either of the pressure or quantity, have been made. The rolling mill of Messrs. Rogers & Burchfield is on the opposite side of the river, and it has been for some years devoted to the production of fine grades of sheet iron from charcoal pig metal, by puddling and in knobbling fires. The usual weekly product of the mill has been 30 tons of No. 30 tin plates, and 50 tons of No. 24 to 28 sheets. The well was bought by this firm for $1000, and the gas is led across the river, a distance of about 500 feet, through a 3-inch pipe. It is distributed through half-inch pipes, and at a pressure of about 45 Ibs. per square inch, to several of the furnaces, but a large fraction of the total flow of gas is still wasted at the well. No essential alteration in any of the furnaces has been found necessary in the use of the gas fuel, except to brick up the firebridge and to put in the gas and air pipes. The old grate used for coal is loosely covered with bricks and cinder, so that a slight percolation of air may take place through them. The gas is admitted through a half-inch pipe, and blows toward the fire-bridge through 18 or 20 one-eighth inch jets. The air is blown in at about 2 lbs.

For hardening, the steel should be heated just above the critical temperature, as a properly forged steel quenched from this heat has some toughness, with maximum hardness and density. The quenching bath should be kept at approximately a constant temperature. In drawing or tempering, longer time periods at lower temperatures are better than the shorter periods at higher temperatures. A recent questionnaire brought out the following facts: The double-arc, double-taper bit and cross bit give the best service; resharpening of the drill steels most frequently was caused by wear of gage; chipping of bit was, with one exception, the second cause; breakage of shank was with one exception, the third cause; upsetting of bit, upsetting of shank, and breakage of body were the fourth cause. The direct cause of the necessity of resharpening given was poor heat treatment first, and faulty steel and severe rock conditions second. Rock-drill Steel By N. B. Hoffman Much of the drill steel produced in America is manufactured into hollow rods. After all forging has been finished the entire bar should be thoroughly annealed and heat trcated before the point is hardened and tempered, at least where the drill has heavy duty, such as working in deep holes and hard rock. A large number of tools of like character and doing work requiring similar properties are now being made of alloy steels; for instance a steel with a carbon content of 0.75 to 0.85 per cent., manganese 0.25 to 0.35, phosphorus under 0.020, sulfur under 0.030 and vanadium 0.18 to 0.23 has proved very satisfactory for chisels. A steel of this type properly manufactured will be far superior to the ordinary carbon steels, while at the same time is one whose price range should not prove prohibitive. Much of the cutting efficiency of a drill depends on proper heat treatment. This vanadium steel has a far greater safe hardening and forging range than ordinary carbon steels, making it more nearly foolproof. It will harden nicely at 1400" I?. but will also harden well and satisfactorily at 1550" F. retaining its quality of hardness and toughness in either case. Drill Steel from Hollow Ingots BY P. A. E. ARmstrong Hollow drill steel is made from a drilled billet with a sand-filled core or the drilled, pierced, or the drilled and pierced billet, not sand-filled, is rolled down over a projectile or ball much the same as in ordinary pipe manufacture. While coal was undoubtedly seen by the Spanish explorers in Texas, no mention can be found of it in any of their available published records; it was likely noticed by the first Americans, and coal along the Rio Grande River was reported in 1834.1 The next record is that of brown coal in Bastrop County in 1837 by James Nicholson and Judge Pinckney Hill? Dr. Riddell saw brown coal along the Trinity River in 1839 and described it as follows: "In the banks of the Trinity, associated with the iron ore, and overlying the brown coal, whole trees and fragments of trees, piled sometimes one upon another, present themselves completely transformed into stone. In some logs a diversified metamorphosis is observable; one portion of the vegetable structure having been replaced with silex, another with brown oxide of iron, and a third is bitumenized or converted into coal. "In concern with Dr. F. B. Page, I took considerable pains in the exploration of the Trinity brown coal formation., As no excavations for working have yet been made, the best places for inspecting the formation are where the Trinity cuts its way through the highlands, or where its banks present themselves in bold high bluffs, as at New Cincinnati, and near the site of the projected town of Osceola. The coal lies in horizontal strata, dipping one foot in thirty to the northwest. The main stratum at the latter place, just above Bedias creek; is represented by the concurrent statement of W. C. Brookfield, surveyor, Mr. James S. Hunter, of Huntsville, Texas, Dr. Page, and some other persons whom I consulted, as between six and seven feet in thickness, the lower portion being between three and four feet above low water mark. Unfortunately, during my sojourn there, the river was unusually high and turbid for the season of year; I could not consequently verify the same by personal observation and measurements. The most considerable coal beds which I had opportunity fully to inspect, were in the Trinity bluffs, southwest side, at New Cincinnati, six miles lower down, and just below the mouth of Salt creek, near six miles above. The workable stratum of brown coal in each of these localities is about five feet thick, and situated some fifteen feet or so above low water mark. In quality it is said to be precisely similar to the coal in the seven feet bed."2 . SUMMARY In order to accommodate a new plant in a limestone quarry in the Mendip Hills, it became necessary to excavate a potentially unstable disused face of the quarry. A simple two-dimensional graphical method was used to analyse a failure, which occurred during a period of exceptionally heavy rain in 1968, and the results of this analysis were used in estimating the stability of the proposed excavation. The presence of water in vertical fissures and tension cracks was found to be a dominant factor in determining the stability of these faces. The results of this approximate analysis were used as a guide in deciding upon the final slope design and the purpose of presenting this example is to illustrate how the various factors involved in arriving at this design were weighed to arrive at a compromise between theoretical recommendations and practical considerations. INTRODUCTION The successful outcome of a geological and geochemical survey to prove adequate re- serves of high quality limestone, suitable for producing burnt lime, led to planning for the installation of the necessary plant at Amalgamated Roadstone Corporation's Batts Combe Quarry at Cheddar in Somerset. Topographic and property boundary limits added to restrictions which were likely to be imposed by any forthcoming planning consents and restricted the choice of plant location to one site. The particular site is, in fact, the main floor area of the original quarry which, like many hillside quarries, had been worked with just one face. Before a benching scheme had been introduced on higher ground, the original face had attained a height of 230 ft. and sloped at angles of 58º to 64º. Fig. I shows the present configuration of the disused quarry face and the present working area above. The floor area below the disused face accommodates the existing crushing, conveying, and screening plant. The new facilities for lime burning are to be in addition to the existing main line business of producing roadstone and concrete aggregates and, although a new aggregate production plant would be included in the new installation, no disturbance of current production was to be contemplated.

This chapter is a partial summary of an investigation by the U.S. Bureau of Mines (USBM) made in response to a recent request by the Assistant Secretary, Water and Power Development of the U.S. Department of the Interior, for a comprehensive review of horizontal boring technology related to underground power-line installation. This review is concerned primarily with 3 to 36-in. diam horizontal holes from several hundred to several thousand feet in length. An electric power system consists of three essential functions: generation, transmission, and distribution. The generation component includes the generating station and step-up substation; the transmission component includes the transmission line and stepdown substation at typical voltage levels ranging from 69 to 345 kv for underground lines and 69 to 500 kv for overhead transmission lines; the distribution component includes the distribution line carrying the commonly used voltages of 120, 208, and 240 v, the distribution transformer, and the line to the service customer.l The Federal Power Commission reports that 1600 miles of underground transmission lines of 60 to 345-kv capacity are now in service in the United States. By 1980, it is estimated that approximately 3000 miles of trans- mission lines will have to be placed underground.2 The cost of burying electric transmission lines underground in metropolitan areas, approximately 30 miles from the center of each of the most populated cities, will exceed $1.5 billion with the methods now available. The wide spread in unit costs of overhead and underground transmission lines narrows as right-of-way costs for overhead transmission in congested areas increase. Improved methods of underground emplacement will certainly reduce this difference in costs and even further favor underground emplacement. Also, in the future, overhead transmission lines will probably not be permitted in highly built-up areas.

The world's production of petroleum in 1926 amounted to nearly 150 million long tons, of which India contributed 0.72 per cent. In 1927, this figure jumped to some 172 million long tons, of which the Indian proportion, on a practically stationary production, fell to 0.64 per cent. In 1928, there was another substantial rise in the world's production, which reached the figure of over 181 million tons. In 1929, there was another jump to over 202 million tons, but in 1930 the world's production fell to about 193% million tons, in 1931 to about 187 million tons, and in 1932 to about 183 million tons, while in 1933 the production rose again to about 202 million tons, in 1934 to about 215 million tons, and in 1935 to 233 million tons1. Decreases were shown by Poland, Sarawak, Egypt, Rumania and France. All other important producers showed an increase in production, by far the largest being due to Iraq, as a result of the opening of the pipe line to the Mediterranean. The United States contributed 60.9 per cent of the world's supply in 1935, Russia 10.7 per cent, Venezuela 9.4 per cent, Rumania 3.9 per cent and Iran 3.1 per cent. In 1928, India contributed 0.64 per cent, which fell to 0.60 per cent in 1929 and rose to 0.62 per cent in 1930, 0.63 per cent in 1931, and 0.64 per cent in 1932, and fell again to 0.62 per cent in 1933, to 0.60 per cent in 1934 and to 0.50 per cent in 1935; her position on the list of petroleum-producing countries fell from eleventh in 1929 to twelfth in 1930 to 1933, her place being taken by Trinidad and to thirteenth in 1934 and 1935, owing to the production by Iraq. The production of petroleum in India (including Burma2) increased slightly from 322,025,280 gal.3 in 1934 to 322,662,336 gal. in 1935, the highest figure in the history of the industry. The increase in 1935 is due to an increase of some 4 million gallons in Assam, almost offset by a decrease of 31/2 million gallons in Burma. This increase in output in 1935 was accompanied by an increase in estimated value amounting to Rs. 22,73,550 (£170,944).

WHEN I was a boy, political economy was taught in the old fashioned New England high school that I attended. I still possess my text-book, an abridgment of one of the old classics, and, I referred to it a few days ago. It began with the definition that "political economy is the science which investigates the' nature of wealth, and the laws which govern its production, exchange and distribution." That definition of 50 years ago strikes me still as being a good one. In college I sat under Francis A. Walker, the greatest of American economists. I still have his old text-book, which begins with substantially the same definition as Fawcett, but adds that "political economy has to do with no other subject, whatever, than wealth." As so developed economics was a dry study which captivated but few. It was characterized as the dismal science. It seemed to lead nowhither. . This was perhaps due to the inadequacy of the data available to economists. Consequently, their discussions and deduc-tions were founded largely on conjecture and assump-tions. Naturally this resulted in differences in the formulation of doctrines. There were controversies respecting the nature and influences of money, over the derivation of wages, over the principles of laissez faire (letting things take their own course) over the Malthusian doctrine, and so forth. Amid all this there was one great fundamental law universally recognized, namely the law of supply and demand, which ranks with the law of gravitation and the law of the conservation of energy among the great fundamen-tal laws of nature. The law of supply and demand is the one thing in economics upon which we may fix our eyes as upon the lode star. In the course of time we have fallen out of agreement with Walker's doctrine that political economy has to do with no other subject than wealth. Although it is indeed the science of the production and distribution of wealth we can see that many things pertain to that subject and that economics links hands closely with engineering, biology, and psychology. THE local auditorium of a little Alabama mining town was crowded with expectant men, women and children, as the bulletin board had announced the addition of visiting entertainers to supplement the local talent and motion pictures which usually made up the program of the regular monthly safety meeting. In the audience, near the stage, sat a group of bright-faced boys in boy scout uniforms, discussing the picture just completed. As the lights flashed on a crash and scream was heard from the outside, a shrill whistle and word of command from the scoutmaster, and five of the scouts ran out of the hall, while the mine super-intendent stepped on the stage and requested everyone to keep their seats. The scouts returned, three of them carrying a limp figure in their arms, while the other two cleared the doorway and aisle of excited spectators. They marched to the stage and, placing the apparently badly-injured boy on the floor, proceeded to give an expert demonstration of first aid to the injured. The scoutmaster then explained to the audience that the whole affair had been arranged for their benefit, and invited the local first-aid men to come up on the stage to examine and criticize the boys' work. This gave an opening for several talks on the value of first-aid training and accident prevention, which is the main object of the monthly meetings. This demonstration was given by the first-aid team of Troop One, and the entertainment was provided by members of Troop One and Twenty-eight of the Bir-mingham Scout Council, organized by the writer for the purpose of promoting interest in the welfare and safety meetings in the mining villages of the State. During the past year they have visited a number of such meet-ings and presented programs similar to the one men-tioned above. However, in order to assure a good attendance, entertainment features must also be pro-vided, and the serious part of the evening program was interspersed with excellent vocal and instrumental mu-sic, dancing and novelty acrobatic acts furnished by the visiting scouts. In addition to the numerous first-aid teams of the Birmingham Council, there are hundreds of scouts scat-tered throughout the mining district whose knowledge of first aid, safety first, life-saving, personal health and public health are a constant source of protection to their community. All of these subjects are covered by merit badge pamphlets and are required of an eagle scout.

Various estimates have been made as 60 the percentage of oil left in a field after the wells have become so small that it is no longer practical to produce them. Engineers have given the matter much study and can substantiate their figures by data taken from fields from the Appalachians to California. The average oil sand has a porosity of about 20 per cent., which gives a capacity per acre-foot of approximately 1500 bbl. The sand thickness in Oklahoma pools averages 20 ft. With 20 per cent, porosity and a 20-ft. sand thickness, the capacity per acre is 30,000 bbl., yet these pools will seldom yield more than 5000 bbl. to the acre. These figures gupport the theory that at least 50 per cent. of the oil remains in a sand after all known methods to recover it have been used. Certainly we can never recover all the oil, unless in years to come oil becomes so rare and yet so necessary that the price will justify sinking shafts into the abandoned fields and regular mining methods of drifting and stoping. However, with improved methods of production and conservation of the natural agencies of expulsion, we should be able to increase recovery. It is with this in mind that this paper, relating to the effect of back pressure on wells, is presented. Except in the fields where production is caused by hydrostatic pressure, the chief agency for getting oil out of the sand into the hole is the gas that occurs with the oil. After the pressure has declined, probably gravity also is a factor, but not an important one. With a given amount of oil in a sand and a given amount of gas occurring with the oil, the ratio of gas volume per barrel of oil is the key to the ultimate recovery from that sand. Our efforts should be along lines that will lower this ratio and make the gas, the agency given us by nature, do its work better and yield more of the oil, of which it is a part. T. E. Deformed copper single crystals exhibited, upon annealing, a recrystallized twinned grain with a twin plane parallel to an active deformation plane, rotated approximately 22" about its pole, or else did not recrystallize at all. If extraneous deformation was not carefully removed, no simple orientation relationship was found. RECRYSTALLIZATION textures have been a subject of practical interest for many years, but any real understanding of their formation will have to start with a study of the recrystallization of carefully deformed single crystals. Some efforts have been made in this direction,'-' but much more experimental information is needed before a satisfactory picture of the crystallography of recrystallization can be formed. This paper reports a few results in copper single crystals. The crystals studied in this investigation were grown by the Bridgman method," and their orientations determined by the back-reflection Laue technique." Some specimens were simply deformed in compression, others were sheared, and still others tested in a rotating-grip device, in attempts to remove end constraints. The details of their deformation behavior are described elsewhere.' The deformed specimens were annealed and the orientations of the recrystallized grains were determined optically, as described by Barrett and Levenson.8 Compressed Specimens Specimen 17-A, whose orientation is given in Fig. 1, was compressed to a total of 19 pct. As observed before,' increasing deformation took place by increasing density of slip lines in initially formed clusters, with little if any formation of new slip clusters in unslipped areas. The specimen was then etched in nitric acid until its length had been reduced from 0.766 to 0.735 in. It was annealed at 1000°C, in increments of a few minutes. After 63 min, two small grains had appeared in the center, Fig. 2. They were found to be twinned with respect to each other (AB, Fig. 4). After 30 min more, the specimen was completely recrystallized. A typical view of it is given in Fig. 3. A summary of all orientations found is given in Fig. 4, in which the prominent grain G is in (001) standard projection, and the poles of the active slip planes after deformation are indicated by SP (primary slip plane), CrSP (cross-slip plane), and CnSP (conjugate slip plane). The direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1 It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The. shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. The equilibrium between Ir-Fe or Rh-Fe alloys, iron oxide (wüstite or magnetite), and CO2-CO atmospheres has been determined at 1200°C. The data are used to derive the activities in these binary solid solutions. Both systems show negative deviations from Raoult's law. The lattice parameters are given for the investigated Ir-Fe and Rh-Fe alloys. IRIDIUM and iron form a continuous series of fcc solid solutions at elevated temperatures.' Rhodium-rich Rh- Fe alloys have fcc structure.' In the medium concentration range an ordered bcc phase is stable at temperatures up to about 1300°C. Phase relations in iron-rich alloys are not well-known. No thermody-namic data are available for these alloys. EXPERIMENTAL METHOD The experimental method used was to measure the equilibria between a gas phase of known CO2/C0 ratio, the alloy, and iron oxide (wüstite or magnetite). In one series of experiments the alloys of known composition were heated in CO 2-CO gas mixtures. After treatment (usually 1 day) the sample was quenched to room temperature and its surface examined visually to determine whether an oxide tarnish had formed. The procedure was repeated at slightly higher CO 2/CO ratios until the CO 2/CO ratio of incipient oxidation was found. Subsequently, the CO 2/C0 ratio was lowered again in small increments until the tarnish was reduced. In other experiments mixtures of alloy and iron oxide powders were pressed into pellets and equilibrated with the CO2-CO gas phase. In order to ensure that equilibrium was attained, two specimens with different starting iron content were heated side by side; in most cases, equilibrium was approached in one pellet by reduction of iron oxide and in the other pellet by oxidation of metallic iron. The sample was quenched to room temperature, and the composition of the equilibrated alloy was determined by X-ray measurements of lattice parameters and comparison of these values with calibration curves obtained from alloys of known composition. The oxides present in the specimens were identified by comparison of their diffraction patterns with those in the ASTM Card File. It may be expected from the noble character of iridium and rhodium that no appreciable amount of iridium or rhodium is dissolved in wiistite and magnetite under the present experimental conditions. The activity of iron in the alloy is then equal to that established in the iron oxide by the COrCO atmosphere. A current study of the growth kinetics of k (hcp) plates in a Cu-Si (fcc)' has generated a requirement for data 02 the chemical interdiffusion coefficient in a (termed D,) as a function of temperature at the composition of the a/a + k pJase boundary. Rhines and Mehl 2 have determined D, as a function of composition at lower silicon contents by making Matano analyses of concentration-penetration curves. However, the accelerating increase in B, which they demonstrated as the phase boundary composition is approached at constant temperature and the rapidly diminishing accuracy of this analysis as the limiting compositions of a diffusion couple are approached (the silicon-rich component of their couples contained appreciably less silicon than is permitted by the solubility limit) indicate that the required information cannot be safely obtained by extrapolation of their data. Although the quite different method employed in this study is not exact, it will be shown that the approximations made are not serious ones, particularly from the viewpoint of the prgcipal application anticipated for these data. D, was determined from the migration kinetics of the a :k boundaries formed in sandwich-type diffusion couples produced by welding a block of high-purity copper to opposite sides of a cube (* in. on edge) of homogenized high-purity Cu-5.82 wt pct Si alloy. The alloy is pure k in the temperature range employed. The surfaces of the couple components which were normal to the diffusion direction were machined accurately flat and parallel, lightly polished, and carefully cleaned. Welding was then accomplished by means of the vacuum-encapsulated pressure jig technique previously employed.3 Welding was always conducted at the intended diffusion temperature; thus the welding anneal also served as the first diffusion anneal. Subsequent diffusion anneals were performed in evacuated Vycor capsules. Following the welding anneal, one of the surfaces parallel to the diffusion direction was machined, ground, and polished flat; additional material was removed from this surface after each diffusion anneal in order to avoid any effects of composition changes. After etching,4 the average distance between a : k boundaries was measured by means of a traveling microscope with an accuracy (per measurement) of better than 1 p. Satisfactory results were obtained at four temperatures in the range 775° to 655°C; attempts to obtain data at two lower temperatures were unsuccessful, evidently as the result of the interference of surface contamination during the welding process.

Certain physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. The physical standard includes electrical properties, defects in the "set or casting," variation in dimensions, weight, etc. Paragraph 4 of the specifications states, " Wire bars, cakes, slabs and billets shall be substantially free from shrink holes, cold sets, pits, sloppy edges, concave tops, and similar defects in set or casting." Shrink holes and concave tops indicate both physical and metallurgical defects; cold sets, sloppy edges, etc., indicate physical defects only; small pit holes may be indicative of either or both physical and metallurgical defects, depending on conditions under which they originated. To the refiner, a copper casting, no matter how made, is known as a "shape," irrespective of whether it is wire bar, ingot, cake, slab, billet, etc. As practically all shapes are cast in an open mold, that is a mold without cope, the surface of the shape cools in contact with the atmosphere and has a coating of oxide. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. When copper is to be rolled into thin sheets or drawn into very fine wire, the slightest physical defect becomes evident. It is, therefore, of the utmost importance to consider every characteristic of the shape and ascertain the physical and chemical relationship. Pitch and Set.—The appearance of the surface of the copper when cooled is considered as to its "pitch," or the general contour of the surface of the shape (which may vary from a concave to a convex); and the '" set,"' or the detail appearance of the surface of the shape (the wave-like structure). When the shape presents a concave surface, it is known as "low pitch;" a convex surface is known as "high pitch" or "tough pitch;" and a level surface is called "flat pitch." Colombia has an almost ideal situation with lespect to the world's markets, being only a short distance from the Panama Canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reentrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of Colombia and Venezuela. These strata were subsequently folded into the present ranges. The deposition of the Cretaceous and of some of the Tertiary was in a great sea, the main land mass being in Brazil, with land probably along some of the cores of the present mountain systems. The sediments, except the Lower Cretaceous, vary markedly in character and thickness. An illustration is seen in the massive series of non-marine conglomerates and sandstones of the upper Magdalena River valley, near Honda, which are almost wholly wanting in the coastal sections where marine sediments prevail. The oldest rocks bearing on the search for oil are the black carbonaceous and bituminous shales, limestones, and cherts of the upper part of the Lower Cretaceous. These probably are the main source of oil in both Colombia and Venezuela. They include thick bodies of true "oil shale." Above the carbonaceous and bituminous beds, lies a series of many thousand feet of clastic sediments. The most noticeable and easily recognizable formation among these clastic sediments is the "coal-bearing series," which may be either upper Cretaceous or Eocene. The
