Activity in the oil industry in Peru during 1930 was confined almost entirely to the three old producing fields in the northern coastal area. In the eastern part of Peru, in the valleys of the Maranon, Ueayali and Huallaga rivers, additional geologic work was carried on, but no drilling was undertaken. The Peruvian Government granted a concession on June 27, 1930, to W. R. Davis and associates for the building of a railroad from the west coast at Bayovar to Yurimaguas on the Huallaga River. This concession contemplates the construction of 800 to 900 km. of railroad across the Andes and carries with it a grant to the concessionaire of 12,500,000 acres of land with oil and mineral rights. A similar concession was granted in 1926 but after several extensions was rescinded in July, 1929, on the grounds that the concessionaire had failed to begin work on the railroad within the time limits of the contract and its extensions. The reduction of approximately 8 per cent. in 1930 as compared with 1929 is the result of the world's overproduction and the attempt on the part of the International to restrict the output to conform with the available market. In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. INTRODUCTION A study has been made of the stability of blocks and wedges of rock subjected to gravity forces in the roofs of underground excavations. Rock wedges may become wholly or partly self supporting with the mobilization of shear resistance of discontinuities bounding such wedges. The influence of in-situ stresses and the relative stiffnesses of the intact rock, and shear and normal stiffnesses of the discontinuities has been investigated. A two dimensional, plane strain model of symmetric rock wegdes in a horizontal stress field has been utilized. A comparison between the results of an extension of a closed form solution proposed by Bray(1981), and numerical analyses with Displacement Discontinuity elements (Crouch, 1976), are presented. These analyses indicate that the stability of the wedge and the stress redistribution around the wedge upon excavation of an opening is markedly influenced by the ratio of intact rock stiffness to seam normal and shear stiffness. It is shown that the analytical solution provides a reasonable measure of the lower and upper bounds of the loads necessary to cause failure of the wedge. MODELS The problem considered (Fig. 1) is a two dimensional plane strain model containing two discontinuities. The discontinuities are symmetrically disposed with respect to a horizontal excavation which forms a wedge of rock bounded by these discontinuities. The angle of the intersecting discontinuities at the apex of the wedge is 2[a]. Mechanical properties of the two discontinuities are identical, being represented by linear normal and shear joint stiffnesses Kn and Ks and angle of friction [o]. The brief contribution of Mr. West* furnishes a text for the present paper, which will, however, take a wider range, warranted by the writer's somewhat unusual opportunities for the study of the practice of the foundry as well as the blast-furnace, and especially of the production of satisfactory castings from iron of a composition altogether unsuitable, in the opinion of the average foundryman, for that purpose. Mr. West has observed that plates cast from direct-metal of a certain composition could be planed, whereas this would have been impracticable with cupola-metal of like composition; that furnace-metal has more " life " (i. e., fluidity, or a higher temperature) than cupola-metal; that it throws out much " kish," etc. And he suggests that blast-furnace managers may throw further light on the greater softness of direct-metal castings. Perhaps such light may be furnished to some extent by the present paper. The difference between cupola-metal and furnace- or direct-metal is, first of all, in the lower average sulphur-content of the latter. It has been proved by experiment that iron increases in its content of sulphur to a considerable extent with each remelting. If 1929 witnessed a growing realization on the part of the oil industry that supply must be balanced against demand, 1930 proved conclusively that excessive inventories constitute a price depressant even with balanced conditions. Increased attention was certainly paid to economic considerations last year, and the achievement of holding daily crude production, with a constantly mounting potential, to levels 500,000 bbl. below the output of the summer before, deserves special mention. The ill-advised accumulation, however, of gasoline stocks, at least 10,000,000 bbl. larger than necessary, nullified the restraint exercised by the producers and finally necessitated drastic downward price revisions. An event of special significance was the appointment by the Federal Oil Conservation Board, last March, of a temporary Committee on Petroleum Economics that attempted a forecast of demand, an estimate of supply, and an allocation of the latter between the principal producing states. Thus for the first time was an economic program for an entire basic industry drafted by an independent body under the auspices of the Federal Government. The report was widely discussed and generally approved, but its schedules were not adopted by the refining division nor by oil producers in the State of Texas until too late to contribute to the industry's prosperity during 1930. If the restraint of November had been exercised in May a profitable year might have been the result: The gasoline price war in California during June, however, illustrated the point that even with a fairly sound statistical position insistent pressure to expand normal marketing outlets must result in losses to all concerned. The balanced program so painfully attained by producers must be maintained by refiners and distributors to be completely effective. Again in November the Federal Oil Conservation Board, acting on the request of the directors of the American Petroleum Institute, called its Committee on Petroleum Economics back into existence to prepare a new estimate for the next six months. An economic program adopted in advance of the winter period of accumulating inventories may aid this large and essential industry toward the profits to which it is entitled

FoR more than 30 years California has been one of the three leading oil-producing states. Present daily production of crude oil under curtailment, approximately 580,000 bbl., comes from three general areas: Los Angeles Basin, San Joaquin Valley, and the coastal region of Ventura and Santa Barbara Counties. This state produces approximately two-thirds of its oil from eight large fields, and obtains a daily average production of 48 bbl. of oil per producing well, whereas the average for the United States is but 8.15 barrels. During the closing stages of the first half of 1936, discovery of the Section Ten oil field was made, and credit goes solely to geophysical work. It is the first direct important discovery of oil in California that may be credited to geophysics. This discovery may furnish the cue to the means of discovering several fields in California, particularly in the San Joaquin Valley. It is a question, however, whether returns from geophysical work will play as important a part in the future supply of oil in California as have our former types of prospecting. Explobation Methods of prospecting have progressed in the oil industry through invention or improvement in scientific means of locating and defining structure and because of market improvements in drilling equipment. Present methods of prospecting include: 1. A detailed study of geology in an attempt to locate structural and stratigraphic conditions that would be favorable to the accumulation of oil. 2. Geophysical methods involving the use of the seismograph, torsion balance, magnetometer and electrical methods. (There is still much to be learned in California in the application of geophysical methods.) 3. Use of micropaleontology as an aid in correlation,. The principal improvements in drilling equipment are: 1. The Schlumberger dipmeter, which determines the direction of formation dip in an uncased hole.

Soviet industrial expansion depends on coal as a source of power and raw materials for the USSR's metallurgical and chemical industries. Knowledge of the Soviet Union's coal resources and production outlook is essential for a critical evaluation of the Soviet industrial potential. Although there is considerable literature on the Soviet coal industry, no single source provides an authoritative study of how the coal industry functions and how well it per- formed its job. Soviet reports are singularly lacking in the precise data in terms that are comprehensible to a westerner. It is essential, therefore, to clarify the terms in Soviet parlance. These terms are not comparable to those in common use in the West and are the cause of most inaccurate results. Official Soviet data on labor productivity refer to a limited group of "production workers" while in the West all wage earners are counted. Statistics are based on unprepared or run-of-mine coal, whereas it is customary elsewhere to measure productivity in terms of marketable coal. Thus, many western publications, while diligently and accurately reporting published Soviet data, overstate the case, presenting an exaggerated picture of Soviet progress in coal production and technology. (In terms of Western criteria, there is a three-fold exaggeration of labor productivity.)

The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. The fixing of standards for pipes permits the adoption of definite standards for fittings. The broad picture of world petroleum production at the present time is one of an excessive supply. In any consideration of corrective measures to be applied in the future, it will be necessary to include all the producing areas of the entire world. To illustrate, United States production during 1931 was 48 million barrels1 less than 1930, whereas world production exclusive of the United States increased, owing principally to increases in Russia, Rumania and Persia. Domestic Peoduction Let us first consider the domestic production situation. Due to the fact that United States production was maintained below current demand, about 40 million barrels of oil were withdrawn from storage during 1931. Consumption increased about 1.5 per cent over 1930, which is less than the recent annual rate of increase of 8 to 11 per cent. If the machinery to prevent waste in the petroleum industry operative for more than a year will continue during the coming year and drilling is held to the 1931 level, there will be a decided improvement in the domestic situation by the close of 1932. This will be due in large measure to the drastic reduction in exploratory work and drilling which has been in effect for more than a year. Looking ahead for two or more years, probably there will be a shortage of domestic production in relation to domestic demand, unless there are discovered several large pools comparable to Oklahoma City or East Texas. Were the United States isolated, our problems in so far as petroleum production is concerned might be considered well along the road to recovery. To maintain this perspective will require the cooperation of foreign producers in the future, or protection of United Statcs markets from foreign invasion. The profeseional career of Thomas Septimus Austin, who died at El Paso, Tex., Aug. 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., Dec. 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Colin., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-ofice in Lead-ville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germa-nia bears the honorable distinction of being one of the first of the large " custom" lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smeltr ing practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts. DuriNG the sinking of the Needmore shaft, on one of the leases of the Eagle-Picher Mining and Smelting Co north of Webb City, Missouri, a very strong flow of water was encountered at a depth of 140 ft. Because OF the speed at which the water rose in the shaft after pumping was discontinued, and in order to speed up sinking operations, a new type of shaft bar and drilling equiprnent was devised, which saved approximately one hour on each shift This bar is made of an ordinary scren type shaft bar with a common drill arm attached to the bar by clamps and welded Into place To this drill arm is attached an ordinary arm clamp with set collar below Through this clamp is attached another drill bar of ordinary length so constructed that it slides back and forth and rotates around the perimeter of the shaft on the set collar A tripod saddle with legs removed is welded to the rotating bar, which enables the drill operator to drill holes at any angle completely around the shaft and also, after an arm extension, permits the drilling of the corner holes without removal of the rig from the saddle Upon completion of the drilling of a shaft round, all that is necessary for the complete removal of the drill machine and shaft bar is to engage the hoist hook through a. ¾-in. eye provided for that purpose on top of the bar and disconnect the air and water lines from the machine, thereby making it possible to pull the whole apparatus out in one piece. At no time is it necessary to remove the machine from the saddle Screw jacks are installed on the vertical bar to further ensure the rigidity of the shaft and bar arm. The aim of this Source Book has been to bring together in concise form information on the wealth of technical literature on mining and geology issued by the bewilderingly many state bureaus, federal bureaus, technical societies, trade associations and other noncommercial agencies in the United States. The effort has been made to include the navies of all the noncommercial publishers of such technical literature, to indicate where and at what price the articles may be obtained, as well as to give with as much detail as space permits specific information on individual papers. The thought has been to put the information particularly in the hands of the younger members of the profession, who may not yet have had the wide contacts with this literature that they will need in later life. Several factors have interfered with the complete attainment of the original intention. Undoubtedly some agencies that properly have a place in these pages have unintentionally been omitted; many agencies canvassed were omitted as not having literature of direct concern here; in other cases some. of the needed information was lacking; and the limitations of time and space have bounded the scope of the compilation.. Except in one or two cases, only publications prior to July, 1932, are included here, and from that standpoint the book is necessarily incomplete, as additions are continually being made to the files of literature on these subjects. Individual titles have been listed whenever possible but where an agency has collected a great mass of published material only most important titles, and a general review of the scope of the works, can be made. This results in penalizing, in a way, bureaus such as the U. S. Bureau of Mines and the U. S. Geological Survey, which have voluminous and vitally important works in the fields covered, because space commensurate with that volume and importance cannot be allowed. In any event, in such cases, a complete catalog is issued periodically and repetition is superfluous. The space

In the face of an increasing demand for minerals, the resulting technological developments, and rising overburden-to-ore ratios, many open-pit mines now incorporate totally different concepts for the removal of ore and overburden. Moreover, under a growing number of these concepts, wheel tractor scrapers are being assigned a major role in material- handling systems for unconsolidated overburden removal. To say that scrapers move only unconsolidated overburden is incorrect. On the contrary, ripped phosphate rock, copper ore, iron ore, and moderately consolidated overburden are also being moved by scrapers in various areas of the world. According to the Minerals Yearbook, about one half of the material moved in metal and nonmetal mines is never drilled, blasted or broken by other means. Scrapers Find Wider Application The increased use of scrapers in open-pit mining today is due in part to improved design which has endowed these units with added versatility and in- creased their production capability. The modern scraper, which is designed as a loading and hauling vehicle, cannot be compared to the original tractor- drawn scrapers which were limited in capacity, maneuverability, and speed. Improved design of the scraper bowl ejection system has aided production. Gravity ejection has been replaced with positive, forced ejection of material by hydraulic or mechanical action. Bowl and cutting-edge design which allows for maximum load with minimum effort has also increased production. An example of this was the introduction some years ago of the low-silhouette scraper bowl which reduced the work required to lift the material.

The Fushun coal-field, now being opened up by the South Manchurian Railway Co., is connected with the main line by a branch, 30 miles long, from Sui Chia Tun, 10 miles south of hlukden, the oapital of Manchuria. The coal-field, which lies on the southern bank of the Hun river, 25 miles east of Xiukden, consists of a long narrow valley, running east and west between hills composed of granitic and volcanic rocks. At the foot of the northern hills, the Hun river flows westward towards the Liao river, which drains the greater part of South Manchuria. At the foot of the southern hills, resting immediately upon volcanic rocks, and overlain by 30 ft. of alluvium, is a thick layer of Tertiary shales, carrying near the base two coal-seams. In many places the lower of these two seams is in immediate contact with volcanic lavas and basalts, the flows of which were evidently both prior and subsequent to the formation of the coal-seams. This contact has practically destroyed the lower seam for commercial purposes. The value of the field lies in the upper seam, which, for a length of nearly 8 miles, varies from 100 to 130 ft. thick. Of this seam, 85 per cent. is good coal. The seam dips to the north conformably with the shales, at angles of from 25 to 30°, and appears to have an uninterrupted dip for about 1.5 miles before being possibly cut oft' by the northern hills. The coal-bearing shales extend east and west for a length of about SO miles, but towards the east the continuity of the seams is broken by intrusive rocks. The coal is of the sub-bituminous variety, low in ash, bright in appearance, and breaks with a conchoidal fracture. The only technical session on Thursday was a continuation of the Symposium on Pyrometry. The members not attending the symposium -made the trip to La Salle. They were welcomed by the Mayor, to whose speech Major Arthur S. Dwight briefly responded. After luncheon the party divided and was taken by automobile to the various chosen points of interest, such as the cement works, the various zinc smelters, the coal mines, and underground cement-rock mines, where underground steam shovels were operating, etc. A special scenic trip was arranged for the ladies. The party returned by special train to Chicago, arriving at 7:30. Those desiring to visit the coal mines at Franklin and Macoupin Coun-ties left by train that evening on a special car for Benton, and were piloted through the field by Mr. Putnam, superintendent of the Old Ben Coal Corpn., Mr. Carroll, assistant general superintendent of the Chicago, Wilmington & Franklin Coal Co., and Carl Scholz, general manager of the Vallier Coal Co. Through the courtesy of the various railroads the visitors were furnished a special coach which took them to the various mines with the least delay and enabled them to see more than would be otherwise possible. Mines 8 and 9 of the Old Ben Coal Corpn., at West Frankfort, were first visited; thence the party proceeded to Orient mine of the Chicago; Wilmington & Franklin Coal Co., where luncheon was served, and then proceeded to Vallier, where both the top and the under-ground workings were inspected. The party returned to. Benton and from there proceeded in automobiles to inspect the washery plant of the United States Fuel Co. at that point; and boarded the train reaching Chicago Saturday morning. Several left Benton for their homes without returning to Chicago.

THE first practical treatment of wood to prevent decay was devised early in the 19th century. At that time the oaken navy of England, when . the nation was fighting for its very existence, seemed doomed to annihilation by the swift ravages of decay. The acute situation inspired a desperate search for preventive measures and resulted in the development of the Burnett, Bethel and Kyan processes for impregnating wood with zinc chloride, coal-tar creosote and mercuric chloride, respectively. In the century that has elapsed, their use has spread throughout the world and the three original preservatives are used today in enormous quantities. Meanwhile, improved processes have been developed, new preservatives discovered, and the practice of impregnating wood to make it last longer has attained a position of major importance in the field of structural materials. USE OF PRESERVATIVES BY- THE RAILROADS In the application of wood preservatives in the United States the railroads have been the leaders for the past 50 years or more.. Having found, that decay is the chief cause of the early destruction of wood and that preservative treatment is the remedy, they have treated their ties and timber in increasing amounts(1) ?-in 1925 about 220,000,000 cubic feet. By preservative treatment the Santa Fe Railroad saves annually 1,500,000 ties in its 18,000 miles of track, and many other railroads effect similar savings. (2) In like manner the life of wooden bridges and trestles,(3) poles, marine piling, water tanks and other wooden railroad structures has been greatly increased, reducing the amount of timber required annually to maintain them.(5),(7)

THE State Department can be of assistance to Americans in the petroleum business directly and indirectly. During the past few months, at the Arms Conference, it had a large hand in dealing with affairs indirectly affecting the oil problem. The conference has somewhat relieved the emphasis on naval strategy in relation to oil supply by limiting the number of naval vessels or the fleets of the Great Powers and in maintaining the "open door" in the Far East in respect of the development of the natural resources of that region by defining that policy in a nine-power treaty. The largest competitors of the. United States in the petroleum field are parties to that treaty. The Department of State also has stood steadfastly for the principle of equal opportunity in the Dutch East Indies, Mesopotamia, and Persia. The Department of State has been of indirect assistance in connection with oil problems by insisting on the recognition of treaty rights and other guar-antees, such as most-favored-nation clauses, and mandate provisions. I am not speaking as a representative of the Depart-ment of State, as L now have no connection with that institution, but my experience of several years as a member of the department and my practice since my resignation have given me opportunity to see the department from both the inside and the outside, and to measure its limitations as well as its resources.

The predominent method of coal mining in the United States for years has been room-and-pillar mining. The reason for this has been the advantages of room-and- pillar method which is a relatively flexible system and its capital investment. The room-and-pillar method permits some selectivity in mining, especially where gas wells, faults and possible coal quality may be a factor. The mobility of continuous and conventional mining equipment used to develop entries may also be used for retreat mining of rooms and pillars. Longwall mining of coal takes place along a long straight face, or wall, blocked out between two butt or panel entries. The long faces or walls are normally projected in lengths of 61 to 183 m (200 to 600 ft) in this country. The longwall method of mining had its beginning in the United States during the 1800's. During that period, pack wall and wood posts were used for roof support. The longwall face was mined by miners using picks to undercut the coal. To keep the coal face from turning over, short wood posts called sprags were set in a slant position as the coal face was undercut to the depth of two to three feet. When the under-cutting cycle was completed, the sprags were removed to permit the coal to fall from the roof pressure. The longwall mining of coal did not take a firm hold during the 18009s, and room-and-pillar prevailed. In the early 19009s, steel jacks were introduced, and along with it, the modified caving theory. In March of 1950, a retreat longwall mining system, utilizing a plow, manually operated props, wood cribs and chock releases, was installed in one of Eastern Associated Coal Corp.'s mines.

THE attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinations of ,the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia, at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal, and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in another way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

THE means relied on to attain uniformity in Bessemer steel may be enumerated as follows : I. The appearance of the flame. II. The appearance of the slag. III. The spectrum of the flame. IV. Examination of the steel itself. At present, I wish briefly to bring forward a few considerations with reference to the last two mentioned, namely, the conditions favoring the employment of the spectroscope and examination of the steel. From the amount of careful investigation which has been devoted to the examination of the Bessemer flame by the spectroscope, both on the part of scientists and practical metallurgists, one might reasonably expect some results definite and satisfactory in their nature, first, as regards the nature of the flame, and second, as to the practical value of the spectroscope as a guide in conducting the process. We find, in fact, however, that uncertainty and confusion still exist. In Germany, where this subject has received the greatest attention, it is now very generally conceded that manganese is the cause of the well-known groups of dark bands that characterize the Bessemer spectrum. Nor is it easy to see how we can avoid accepting this conclusion, when Wedding and Von Lichtenfels have produced the manganese spectrum and found it to correspond closely with that shown by the Bessemer flame. But it is evident, on a moment's reflection, as Roscoe has recently brought forward, that manganese cannot be the only cause of the Bessemer spectrum, for we notice the characteristic bands quite as
