Discussion of the paper of S. E. BRETHERTON, presented at. the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1595 to1599. ANTON EILERS, Brooklyn, N. Y. (communication to the Secretary*). While the advantages in the use of high-line siliceous slags in lead smelting which Mr. Bretherton discusses in this paper are obvious under certain economical conditions, he gives me credit for the introduction of such slags when it does not belong to me. It is true I did considerable experimental work, off and on, for the purpose of finding such slags, while at the Germania in 1877 and 1878, but I did not have occasion to introduce any such slags for regular work, because I had no ores which fitted the economical conditions for using high silica and high lime, except in isolated cases for very brief periods. On the contrary, the ores I had to treat were mostly very ferruginous and very low in silica, so that, economically, I was compelled to run nearly always on slags, which allowed me to use the abundant flux I had without cost. It was August Raht who first had occasion to establish and use for long periods a slag high in silica and line, and low in iron. This was when he was confronted with the task of smelting the. Horn-Silver ores at the smelting works at Franklin, Utah, with as little expenditure for fluxing material as possible. I was at that time in Leadville, Col., where, in the new works I had built, the Billings and Eilers smelters, I had occasion to use profitably many slags, but never anything as high in the earthy bases and in silica as Mr. Raht had to use.

W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

INTRODUCTION A technique is needed to apply the flotation method successfully to apply the flotation method successfully to low grade and complex ore bearing hard-to-float oxide minerals. Thus it is necessary to find a new selective, powerful collector or to develop a new flotation process. Some attempts to use two or more kinds of collectors combined in flotation have been made but the principle of the reaction between the collectors used and the surface of mineral as well as the effect of combined collectors on flotation has not yet been fully understood. As part of the study on the improvement of selective collection in flotation, we have been investigating the flotation of minerals using two kinds of organic reagents, one of which is a conventional collector. We found xanthates were able to adsorb even onto the surface of oxide mineral, with the help of another organic reagent, e.g. a chelate compound (1). Furthermore, a notable effect of combined reagents such as the xanthate-amino acid combination (2) was found on the reagent adsorption phenomena and the collection phenomena, depending on the combination of reagents. The present study was carried out to clarify the effects of adding two kinds of collectors to the collection of mineral in flotation in the following two cases: (1) joint use of xanthate and di-alkyl dithiophosphate for galena collection and (2) joint use of a cationic collector with xanthate for scheelite collection.

In a recent paper read before the Institute on this subject, Mr. G. C. Stone advances the theory that the precipitate obtained in Williams's volumetric process,* by treating the boiling nitric acid solution of a manganese salt with potassic chlorate., is not pure MnO2, but approximates more closely to the composition 10Mn02+Mn0. As the value of the process and the accuracy of our results mould depend on whether this was the fact or not, it has seemed to me, and to my associates, Messrs. Beebe and Colly, that it would be of importance to ascertain the composition of this precipitate, and to that end the following series of experiments has been undertaken. These experiments have all been based on the considerations: 1. That potassic permanganate has an oxidizing power equivalent to five atoms of oxygen for every two of manganese : K2Mn2O8 = K2O.2MnO.O5. 2. That the same amount of manganese in the state of binoxide has an oxidizing power equivalent to two atoms of oxygen : 2MnO2 = 2MnO.O2. If, then, we take a solution of permanganate of unknown strength, and reduce it to binoxide, the oxidizing power of the binoxide formed will be equal to that of two-fifths the quantity of the permanganate solution originally taken. While, if the precipitate obtained should not be binoxide, but an indefinite or definite mixture of bin- and mon- oxides, then, from its equivalent oxidizing power, we can calculate its composition. The analyses were conducted in the following manner. The amount of permanganate taken was decomposed with hydrochloric acid, and concentrated to expel the excess of water. Sufficient excess of nitric acid was now added, and the solution was boiled until all the hydrochloric acid was destroyed. Having suggested magmatic waters as the probable agents of vein- and ore-deposition in Southeastern Alaska in a paper entitled, The Geology of the Treadwell Ore-Deposits,' it is with particular interest that I note Mr. W. Lindgren's application of the hypothesis of igneous emanations to the gold-quartz veins of Victoria and of California. After describing the similarities of the veins and of the changes in the wall-rock due to the action of vein-waters in the two regions considered by him, Mr. Lindgren formulates the hypothesie that the veins of this type " have been deposited chiefly by ' eruptive after-effects ;' in other words, chiefly by hot ascending waters originally contained in the granitic magma and relased from it by decreasing pressure, due to its irruption into the upper parts of the litho-sphere. It is quite possible that atmospheric waters may have played a certain part by aiding the precipitation and by effecting certain forms of concentration in the deposits." There are many reasons for extending this hypothesis to southeastern Alaska. This region and the Sierra Nevada belt of California are undoubtedly parts of one geologic province, throughout which the main events of geologic time are evidenced by identical or closely similar records in the rocks. Our knowledge of the former region is still fragmentary, to be sure; but the origin-dates of the most prominent features of geology have been located in the time-scale, and found to correspond completely with the red-letter dates in the Californian record. FOR more than 25 years evaluations of coal cleaning units have appeared in many publications, and during this time considerable progress has been made in developing the theory and techniques of calculating washery results. A variety of characteristics have been defined over the years, many receiving general recognition during the first post-war Coal Preparation Conference in Paris in 1950. Coal preparation has become a science, and the approach to preparation problems is being revolutionized. Formerly, for example, if a coal operator wanted to know the performance of a given cleaning unit for a particular grade of his run-of-mine, he either shipped a carload to the manufacturer for a test run or relied on a report of a test carried out on a coal similar to the one he intended to clean. In modern practice the expensive, time-consuming test work generally can be avoided if the washability curves of the coal in question and the error curve of the cleaner are known. Normally a guarantee can be given on the strength of this information. General acceptance of modern standards has thus reduced the need for pilot-scale models of existing types of coal cleaners. Needless to say, the method requires exhaustive and accurate information on the cleaning unit and on all the additional circumstances affecting its results, in- formation that ultimately can be secured only from actual tests made in the laboratory or in the washery.

Up to a certain limit, the increase of pressure on the diamond-drill increases the rate of progress in drilling. That limit is set by the resistance of the diamonds to compression; and beyond it, the destruction of the stones will involve an economic loss, both in time and in money. It is, therefore, important to all diamond-drillers to know what is the resistance mentioned. In Europe, operators usually follow an empirical rule, which directs the maintenance of a pressure, on the area of the bottom of the drilling-tool, of 12 kg. per sq. em. For the tools in ordinary use, this is equivalent to 1 kg. per sq. mm. of the diamonds set in the tool. So far as I know, American drillers are using pressures as high as 50 to 60 kg. per sq. em. of the total area of the drill, and the consumption of diamonds (on Denny's authority, 0.2 carat per meter bored) is greater in America than in Europe. But the reason for this diffrence may be the comparatively larger size of the diamonds commonly used by American drillers. With the assistance of my friend, the late S. Woisslaw, who was the pioneer of diamond-drilling in Russia, I selected from his stock a number of black diamonds, which I subjected in my laboratory to compression-tests, To prepare regular cubes for such tests, as is generally done with other stones, would have been not only costly, but, what is more important, practically useless. I therefore determined, in order to assimilate as nearly as possible the conditions of actual use, to place each sample between a hard plate (corresponding to the rock) and a softer plate (corresponding to the bottom of the tool), into which it would be pressed during the test.

"AIR-SAND" is the term which has been given to a process of separating refuse material from coal by means of a body of dry sand artificially fluidized and maintained in that condition by a continuous stream of air bubbles flowing through the sand body. By proper regulation of the rate of air flow, this fluid air-sand body may be maintained at such a density that coal will float near the surface and the refuse, which is heavier, will sink through the sand to the bottom of the container. This separation is a float-and-sink operation similar to the separation of wood chips and stones in water; the one floats and the other sinks, irrespective of size of pieces. This was the objective sought in the development of this method of cleaning coal-a dry process which requires no preliminary sizing of the coal. METHOD OF PRODUCING THE AIR-SAND MEDIUM Figure 1 shows the cast-iron cell used for testing at the Central District Experiment Station of the Bureau of Mines, Urbana, Ill. This consisted of two castings: a. rectangular box 12 in. square in cross section and 18 in. tall, open at both ends and flanged on the bottom; and a cubical box also 12 in. square inside, with a closed bottom and flanged top. A porous diaphragm is bolted between the flanged ends of the two castings. The upper part of the cell above the diaphragm is filled with river sand screened through 20 mesh without removing the dust. Air under suitable pressure is admitted to the lower part of the cell below the diaphragm. The air passes through the diaphragm and bubbles up through the sand, distending the mass and throwing the sand particles into motion.

THE function of a pyrometer protecting tube is to maintain an atmosphere about the thermocouple most favorable to its continued accuracy and long life, and at the same time permit the weld of the couple to attain the full temperature of the area or object being measured. In addition to protecting the thermocouple from the chemical or alloying effects of the products of combustion or bath being measured, the tube must also protect the couple from mechanical injury. The conditions met in practice vary so much that no one material is suitable for all applications. The usefulness as well as the expense of maintenance of a pyrometer system are influenced greatly by a choice of the most suitable protecting tube. The tube must protect the couple without itself becoming too great an expense item. The protecting tube should have the following qualities: (1) A melting point well above the highest temperature to be encountered. (2) Sufficient strength through the entire range of temperatures to hold up its own weight and resist such shock and jar as are unavoidable. (3) It must be impervious to the atmosphere or bath to which it will be subject. (4) It must not give off any vapor injurious to the couple. (5) It must not form any oxides fusible below the highest temperature to be measured. The proper location of the tube in the furnace is almost as important as the choice of material. The tube must be placed as near to the work to be heated .as possible. It must be kept out of the direct path of flame, both because that would give too high temperature readings and because partly burned fuel will destroy the tube faster than the quiet products of combustion.

This portion of Mexico is quite beyond the ordinary routes .of travel, and is seldom visited. Its mines have not the record of enormous wealth which has recently attracted foreign capital to other parts of the republic; but for many centuries it has been a mining country, and at some periods evidently a productive one. In 1881 the writer visited the State and spent some time in the inspection of the mines. The absence of published information regarding its mining industry is his apology for presenting to the Institute these notes on the subject. Oaxaca is, with one exception (Chiapas), the most southerly of the Mexican States. It extends from latitude 18o 20' to 15' 45' N.— about 180 miles, by some 300 miles, in an east and west direction, and embraces a large part of the Isthmus of Tehuantepec. The coast-line is wholly on the Pacific. The State has an area of 27,470 square miles, nearly that of the State of Maine, and a population estimated at one million, or thirty-six to the square mile. The great continental Cordillera which farther north and west expands into broad table-lands, is here converged into narrower limits and occupies the greater portion of the country; the main

HOISTING is one of the earliest endeavors of man with machinery, for hoisting was probably used by the early Egyptians. Treadmills were used for general hoisting until early in the nineteenth century and it was a short step only to attach a Watt steam engine to the rope drum of a hoist. One of the earliest steam hoists was built for a coal mine at Frisne, near Valenciennes, France. It was a remarkable piece of engineering created by James Watt in 1811, using a wooden drum on a vertical shaft. This followed the crude hoist by Holtzhausen in 1803, which used a drum of wood on a horizontal shaft.1 In this country there were examples of crude mine hoists, which have been developed into the efficient machines in use today. African and Australian mines show examples of both extremes, and have an array of fine hoisting equipment exemplified in those built by British manufacturers. The influence of both English and American engineering in hoisting is interestingly evident in Canada. The information available to the writer does not reveal this to be true of South Africa, although American-built hoists have been furnished. Mining camps develop their own style of equipment, adapted to local conditions. For instance, the Butte mining district adheres to the straight drum with friction clutches, because of the great number of levels from which hoisting is done or to which men and material are lowered and the necessity for hoisting or lowering unbalanced. The north Michigan copper country uses both straight and cylindroconical drums and hoists continually in balance, so that the drums are not clutched to the main driving shaft. The Joplin mining district, Missouri, has its own peculiar small hoists. Other individual mines or localities in which a number of mines have been developed show individualistic types of hoists, depending upon their particular problems. In each instance, however, the particular problem must be carefully analyzed, as conditions are seldom so near the same that a number of identical hoists can be used to advantage.

Cyril w. Knight, Toronto, Ont., Canada (communication to the Secretary*).—Mr. Hore's paper presents an interesting summary of our knowledge of this important mineral field ; and is therefore acceptable as giving information which our Transactions did not already contain, although it presents little or nothing not made known by other writers before 1906, when Mr. Hore began work in the field as a student assistant. Contributions of this kind, however, should be made completely valuable by such references to previous work as will enable the reader to follow to their original sources the theories or conelusions stated by the author. It is quite natural, and even excusable, that a new observer should find novelty in his on observations—especially if he is not acquainted with the work of predecessors in the same field. Moreover, the independent repetition of an observation or conclusion has a distinct value as a confirmation, though it may have none as a discovery. But the publication of it, without reference to its predecessors, may place the author in an unfavorable light as either ignorant of the history of his subject, or willing to claim credit to which he is not entitled. Of the latter fault, I do not accuse Mr. Hore ; but I cannot wholly acquit him of the former. Without disparaging his intelligent work, I must point out that his paper, as it stands, might easily give the impression that he claims originality for many statements which are by no means new, and that he emphasizes unduly his own publications. Thus, his remark (p. 481) "I have described the silver-fields in a general way in my paper " (not yet published), should have been accompanied with reference to some of the numerous papers, already published, which describe these fields. This paper deals with the calculation of the composition of the infinitesimal trace of alloy that transfers from the liquid to the solid state at each temperature during the equilibrium solidification of a binary solid solution, and which thereby enables the compositions of the coexisting liquid and solid phases to follow along the liquidus and solidus lines respectively during the cooling. A general expression for the composition (d) of the liquid-to-solid transfer at each temperature has been derived: d = ZLXL(XL - P) + Zsxs(P- ZL(XL - P) + Zs(P - Xs) where ZL and Zs are the slopes of the liquidus and solidus lines at the given temperature, XL and xs are the composi-tions of the stable liquid and solid phases at the same temperature, and P is the composition of the alloy under considera-tion. The d equation is valid for the process of equilibrium heating as well as cooling, and may be applied to vapor-to-liquid, vapor-to-solid, liquid-to-liquid, and solid-to-solid transfers if the corresponding equilibrium diagrams are known. At each intermediate tem-perature, the composition of the liquid-to-solid transfer differs by a finite amount from those of the two coexisting phases. Therefore, during equilibrium cooling, the transfers must merge into the solid phase from the liquid without forming a transition phase; otherwise the condition of equilibrium would be violated. Nickelic hydroxide is an important metallurgical reagent used for precipitating cobalt from nickel sulfate solutions. Existing methods of preparation of nickelic hydroxide involve electrolytic oxidation of Ni(OH)2 or the use of strong oxidizing agents such as chlorine, ozone and persulfate. Although the oxidizing properties of the SO2 + O2 system have been known for some time, e.g., detection of SO2 and oxidation on iron in acidic solution, the application of this system for the preparation of nickelic hydroxide as a process was not considered in the past. The present paper describes a new method for chemical preparation of nickelic hydroxide which has been developed in INCO laboratories. The technique consists of reacting nickelous hydroxide suspensions with a slurry of calcium sulfite in the presence of air or oxygen. The main advantage of the process is the cost of reagents and an absence of soluble by-products (e.g., C1-). The chemistry of this process is unusual since the redox potential obtained during the reaction exceeds that of the oxygen electrode. Therefore, the effect of CaS03 is not just a catalytic acceleration of the reaction NI(OH)~ + 02. The so3= must be involved in the stoichiometry of the overall reaction producing in the initla1 phase some strongly oxidizing intermediate species.

Hunt established a fund which was presented to the Institute at a fitting ceremony-on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1 The award shall consist of two prizes first of a gold medal, second of a sum of money, a certificate to accompany each prize The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal 2 The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material

TO facilitate some recent microscopic investigations it was necessary to devise special mounting techniques for the polishing of two quite different metallographic specimens. These techniques are extremely simple and are submitted for whatever value they may be to other investigators. The first specimen mount proved very satisfactory for the study of untempered martensite. Since it was undesirable to heat the specimen, lucite or bakelite mounting materials could not be used in the conventional manner. A cold mount was made by drilling a hole of the same diameter as the specimen in a cylindrical piece of polystyrene then press- ing the steel specimen into the hole on an ordinary vise. A prefabricated disk of lucite should work equally well. The only precautions necessary are that the hole be drilled out cleanly and the piece of steel be pressed into the plastic uniformly, otherwise the mount will crack. The second type of mount was required for the study of slag specimens by reflected light. Mounting these specimens in bakelite and then attempting to rough finish the surfaces on graded emery papers resulted in a considerable amount of chipping and breaking out of the slag particles. This made further satisfactory polishing almost impossible. It was found, however, that if the bakelite-mounted specimen was first rough finished to a point where a good specimen surface became visible, the interstices in the specimen surface could be filled and the polishing completed. This filling was accomplished by placing a small amount of lucite powder in the bottom of the steel specimen mold then reinserting the bakelite-mounted specimen on top of the lucite powder. Reheating the mold to the proper temperature and applying the required pressure resulted in the formation of a thin disk of lucite on the bottom of the bakelite specimen. By carefully grinding the lucite away a uniform surface including the slag specimen was obtained and further polishing was unhampered by slag disintegration.

The formation of slip bands in crystalline solids undergoing plastic deformation has recently been treated as a problem of nu-cleation and growth.' A simplified theory was developed and shown to be qualitatively consistent with certain experimental observations reported in the literature, such as the frequent failure of slip bands to traverse the entire crystal, the effect of specimen diameter and temperature on the yield stress, and the occurrence of incubation periods in the deformation of suddenly loaded crystals. The theory further predicts the appearance of transients in the rate of strain of a crystal when the applied stress is suddenly changed from one constant value to another. A transient consists of a discontinuous change in the strain rate followed by a gradual approach to a steady-state value. Such transient behavior apparently has not been recognized in previous experimental work. The preliminary experiments reported in the present paper were undertaken to confirm the existence of the predicted transients and thus to determine whether a more detailed treatment of the nucleation theory of slip might be theoretically and experimentally fruitful. Experimental Procedure A simple creep apparatus was assembled as shown in Fig I. Very little insulation was used on the furnace in order to facilitate rapid changes of temperature. Temperature was measured with a thermometer placed in the center of the furnace and was controlled by adjusting the Variac setting. The specimens were cold-headed in split-cylinder grips. Probably no aspect of underground excavation is as important or as neglected as the environment. The Committee on Rapid Excavation, formed by the National Academy of Engineering to study the technological needs for "rapid" underground excavation in tunnels, shafts, and mines of the future, encountered a blank wall in attempting to evaluate environmental needs. In fact, so little quantitative information on the extent of present-day hazards is available that projection of future environmental-control demands must await more adequate assessment of current hazard levels. Further, there are not even accepted tolerance standards for many environmental conditions, such as heat, noise, and illumination. Only certain atmospheric contaminants have been satisfactorily catalogued. Any technical study, therefore, which purports to examine the state-of- the-art on underground environmental control must, in reality, settle for a cursory survey of a rather nebulous subject. ENVIRONMENTAL HAZARDS To contend adequately with hazards in the underground environment requires some knowledge of their nature and characteristics. In this regard, it is helpful first to identify our concern: when, where, and to whom or what may environmental conditions constitute "hazards"? Table 1 summarizes considerations that are important in this regard. For the purposes of this Conference (and book), primarily directed toward the excavation process itself, the hazards of consequence occur during excavation (item A) and primarily within the excavation (item B). However, some attention must be given to external hazards as well, since these may affect excavation. (communication to the Secretary*):—While this paper is primarily intended as a discussion of Mr. Riter's, I think it will be best to indicate my criticism by describing my own field-methods. It has been my experience that, for ordinary work, the regular transit-book is to be preferred to the card-system for recording notes. This is specially true when computations in the field are required, for it is then necessary to have at hand the total latitudes, departures, ancl elevations. Moreover, the transit-book is easier to carry and manipulate in wet or cramped places, and is not as liable to damage as the loose leaf or card. I use a regular transit-book in the field, and then copy my notes, sketches, etc., in an o5ce-book, entering also the latitudes, departures, and other reductions.
