The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. The following were the Howe lectures and lecturers for the years indicated: 1924 What is Steel? By Albert Sauveur. 1925 Austenite and Austenitic Steels. By John A. Mathews. 1926 Twenty-five Years of Metallography. By William Campbell.

About 1300 members and guests attended the Seventh Annual Mid-winter Convention of the American Institute of Electrical Engineers, which was held in the Engineering Societies' Building, New York, on Feb. 19 to 21. The opening session was a joint session with the American Institute of Mining Engineers, when welding was discussed. The various phases of standardization in engineering work were discussed by President Comfort A. Adams at the Thursday morning session. Thursday afternoon was spent in visiting. Some of the guests visited the Brooklyn Navy Yards, where they inspected the power plant, shops, dry, docks, etc. ; others visited the Bell System Laboratories of the Western Electric Co. The committee on Papers and Publications has set Dec. 1, 1916, as the closing date for the receipt of manuscripts intended for this meeting. . Manuscripts must be received by the Secretary on or before this date. If they are sent through members of the technical committees they must be sent to those committees enough in advance of the time to be forwarded and in the hands of the Secretary by the time specified.

The effects of capital, operating and debt cost variations on project performance criteria are examined using a theoretical model and an actual case history. On an after-tax basis, financial measurements are found to be most sensitive to operating cost changes, somewhat sensitive to reasonable changes in capital costs and relatively insensitive to interest rate fluctuations.

THE geophysical methods of exploration employed so extensively in mining and petroleum investigations are now being used in civil engineering. Requirements differ from those of mineral ex- ploration and therefore modified techniques have been developed. The civil engineer is primarily interested in the uppermost soil and rock strata. In highway engineering the materials affecting design and construction may be found within 15 or 20 ft of ground surface, and data on soils and rocks is seldom needed for more than a depth of 100 ft even for the heaviest structures.

The Institute maintains for the use of members (and especially for the use of out-of-town members) a reading and writing room, where all usual office facilities are available, including telephone, telegraph, receipt, forwarding and care of mail and express packages, etc. A file of current magazines is also maintained in this room, and the Institute's staff will lend its best efforts to serving the members in connection therewith. The Institute also maintains for the use of its members free dressing rooms, library research department, etc. Attention is called to these facilities at the present time in the belief. that they may be especially useful to out-of-town members in connection with the Meeting.

This year we are extending our educational experiment of last year to new fields. The subject to be discussed at the educa¬tional meeting Saturday morning has nothing to do with melting or metallurgy, but is electricity and how we should use it in the operation of our furnaces. Your Committee feels that all of us could know more about the fuel we use to make our steel. May I emphasize that this session is separate from the rest of the program; there is no registration fee; and I want to urge all of you, especially those in this vicinity, to bring your assistants to this meeting. The attempt will he made in this note to restate these items of cost, so that the information may be rendered perhaps more accessible to our members than in its present place of record, and also in order that the items may be more intelligibly compared among themselves, or with similar items in other cases.

The use of portable radon detectors has become routine in reconnaissance uranium surveys where water and sediment samples are analyzed in field labs for radon and radium, and in detailed work where drill hole locations are pinpointed by field determinations of radon in soil gas from shallow holes. During the drilling program itself, however, very few operators are taking advantage of radon and radium analyses to decide whether a barren drill hole was a near miss or whether the immediate area can be written off. The technique is effective both above and below the water table.

Coal operators have been justified in spending most of their efforts and capital expenditures on improvements in productivity at the working face, on better transportation facilities, and on surface plants for improvement of the product by means of modern cleaning and drying equipment. Although the above subjects will continue to receive close study for further technological advances, there are other operations involved in the production of coal, which can be improved by the application of ingenuity and modern equipment.

During the course of any truck loading operation, it will become necessary to replace hauling and loading units. Timing of replacement can be selected on the basis of necessity, or guesswork, or on a schedule derived from past performance records. Replacing units too soon results in high capital costs per hour. Waiting too long results in high maintenance costs per hour. As with any phase of a mining operation, a planned schedule can reduce overall costs and keep breakdowns within reason.
