In these day, when anthracite is less extensively used as a blastifurnace fuel than it was a generation ago, and managers endeavor to maintain regular and known ore-mixtures, the " freezing " of tuyeres, cinder-notch or iron-notch is infrequeut; and, consequently, the oil-burner or " kerosene blowpipe "* is seldom employed; and furnace-foremen have, to a considerable degree, forgotten their former cunning and persistency in the use of the drill and sledge. Still, in starting new or abandoned plants with untrained labor, and in running some of our large 100-ft. furnaces, slips, resulting in very cold furnaces, may occur, even under experienced managers. During my superintendence of the Cleveland, O., blast-furnaces, such a misfortune, owing to a dearth of trustworthy foremen, was experienced; and our electrician, Mr. Thomas Martin, proposed to open the tuyeres and cinder-notch by means of the heat of the electric arc. We have heard that the surface-cracks or marks developed in rolling heavy plates have been closed by electric welding, as by a soldering-iron, and also that an electric burner has been employed at some German blast-furnaces; but the experiment was quite novel to us; and I think it constituted one of the first, if not the very first, successful application of this device, for the purpose named, in the United States. †

GRATON, Cambridge, Mass.-May I ask, in connection with one point in the summary, to what extent the author regards actinolite equivalent to tourmaline as an index of high-temperature and presumably magmatic conditions of deposition of the accompanying sulphides? W. E. GARY.-I merely advanced the idea that the mineral actinolite might have some such significance. In the copper deposit at Braden in South America, the ore occurs in an andesite breccia which is cemented by a matrix of sulphides, quartz, and tourmaline. Tourmaline is a high-temperature mineral, and when we find it associated with ores, these are regarded as having come from a volcanic or deep-seated source, hence a primary hypogenetic deposit. Thus we can count on greater continuation of the ore with depth than in some other kinds of deposit, and I thought that the actinolite, being also a high-temperature mineral, might have some such bearing in the case of Mount Morgan. I did not advance this idea as a final conclusion from a study of such phenomena, but thought that it might bear some discussion in view of the fact of the peculiar occurrence of this mineral in a notable orebody. It also occurs with the copper ores at Ducktown, Tenn., and in both cases may only be due to general regional metamorphism.

JUST as I have told you that it is impossible to give an exact rule for the bell scale, so I say the same concerning the clappers. Yet, if one wishes the bell to sound well, it is necessary that it have a proportioned blow; for if it is struck with a clapper that is lighter than it should be, it will not give out all the sound that it contains, and if it is struck with a heavier one than it can support, it is forced and the sound is made crude and harsh, in addition to the danger of breaking the bell. Therefore-the clappers must be made so that they bear a certain proportion to the bell, and in order not to proceed by chance, I have diligently tried to find the method as well as possible. I have found that experienced masters [99] have given to bells weighing ten pounds a clapper of one and a half pounds [and, to larger ones, clappers as tabulated on the next page].* Larger numbers than these I have not found because, in truth, few of the extraordinarily large ones are made in our regions. In my opinion, the masters should not be limited to these rules for the differences in clappers but should proceed according to the kind of bell, using a certain discretion for it is not possible to give a definite rule.

A computer programing system has been devised to assist in open pit mine design planning. This system operates upon data generated for cross sections in the mine plan, and parallels present manual methods used in mine design, resulting in a minimal communications barrier between the mine planner and the computer. Input data for each cross section includes geologic interpretation and mine design parameters such as wall angles, bench heights, berm widths, and ramping system. The program will optimize the design of each cross section to give minimum stripping at any desired ore reserve level. This system is functional in the sense that it is easily adopted, changes in mine design parameters can be quickly evaluated, and each resultant design incorporates all recognized mining constraints.

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. The French Revolution instigated the destruction of absolute monarchies when Napoleon unwittingly showed the masses the advantages of freedom, as opposed to the abuses of unlimited power by the imperialists. In spite of advances in culture, science, and technology during the past 50 years, there is a hangover of laissez-faire economic principles. Failure to divert the trends of minority pressure groups has caused two world wars and is the basis for the current social unrest and turmoil. In the ebullition of ideas there have risen to the surface the dregs of ideas, old and new-Nazism, Fascism, Russian Communism-a hodgepodge of imperialistic, socialistic, communistic and capitalistic maneuverings where state monopoly of capital enables ruthless exploitation of the masses. The United States owes much of its industrial greatness to the work of pioneers in the mineral industries. The task of the pioneer was to locate and develop in a rude way the mineral resources of the nation. Today, mineral industries leaders are still in great demand, but for a different purpose-to direct intelligent utilization of the limited, waning, submarginal mineral resources. From previous work, it was learned that relative strengths of blasting agents can be reasonably predicted from heats of detonation modified by their (D/D*)2 ratio.(1) Bulk Strength = Q x d x (D/D*)2 x K (1) In this equation Q is the ideal heat released during detonation, d is density, D represents actual detonation velocity while D* is ideal velocity. An energy transfer coefficient, K, was used to account for differences among rock strata in response to explosive loading. This equation gave reasonable, field supported strength values for oxygen balanced blasting agents. For aluminized nitrocarbonitrates and slurries which have high Q's the rating system predicted better strengths than were shown in the field. This discrepancy was felt to be related primarily to problems in calculating Q and D*. Theoretical calculations cannot take into account varying energy contributions from particulated aluminums whose reactivities vary substantially with physical properties. One approach to circumventing this problem would be to use a characteristic Q that is dependent on mass reactivity of ingredients as components in explosive formulations. Since the underwater testing method is capable of measuring a functional, relative energy release, it was chosen for study.

Twitchell: While I was attending St. Albans High School, my uncle, who had been the American Consul in Kingston, Ontario, for many years, told me of the excellent mining school there. He also introduced me to a Canadian mining engineer who sparked my interest in mining by noting the possibility of achieving personal success without always being under salary. Well, that appealed to me, so I applied to the Kingston School of Mines at Queen's University.

WHEN minable ore has been located, the problem of mining is synonymous with the problem of movement --movement of men and equipment to mine the ore, and movement of the ore from the earth to the mills. In slusher drifts and shafts, on shovels and dragline excavators, on churn drills and bulldozers, wire rope is essential to the transportation of men, ore, overburden, and equipment. Although a casual glance creates the impression that all wire ropes are alike, there are crucial differences between ropes. Strand diameter, number of strands, weave, core, and resistance to corrosion all decide the type of job a wire rope can do, and where and how long it can do that job. These factors are, of course, the responsibility of the rope manufacturer. Beyond this, he can extend his function into the mine itself by advising users on the use, care, and maintenance of these sinews of the mining industry. This article, then, covers both the manufacturing and end-use aspects of wire ropes.

(written discussiont).-Research work has often a more immediate and practical application to the in-dustries than even the investigators themselves realize, but coal mining has not attracted the investigator, except in so far as the mine-accident prevention work and fuel investigations are concerned. In future, the coal geologist will study the subsurface geology of the various coal seams as the petroleum geologist now studies the oil sands, and from the results of these studies the coal operator will be able to locate his shafts to the best possible advantage and to avoid faults that would interfere with underground work. There would have been many thousands of dollars saved, and perhaps some reputations, if a good stratigrapher. had been called into consultation in the southern part of Somerset County, Pa., where a local seam of coal, quite thick, was mistaken for the Pittsburgh seam, which, if ever present at that point, had long since been eroded. Why will the Quemanhoming coal carry more sulfur without injuring the grate bars than George's Creek Big Vein? Only the investigator can answer and yet the fact that the above is true means a greater price for the thinner coal. In an investigation of the decomposition of the solid solution in a cold worked high-purity aluminum alloy containing 7 pct Mg, aged at temperatures from 30o to 82°C, the nucleating sites at the earliest stages of precipitation were observed to be of two types. Nucleation occurred at the high angle grain boundaries both when the alloy was initially cold worked and when solution annealed. Nucleation also occurred at certain unique deformation markings which began to appear in abundance at approximately 30 pct reduction in thickness by cold rolling. These deformation markings were identified as deformation (kink) bands rather than as the usually assumed "slip planes." (written discussion *).-The writer's conclusions with reference to the possibility of finding commercial deposits of petroleum in Brazil were published in 1908 in the Final Report of the Coal Commission of Brazil.1 Since this volume is not generally accessible, and the author has nothing to acid thereto, the following quotation found on pages 243-7 may prove of interest: The Possibility of Petroleum Deposits in Brazil "The writer has often been asked to express an opinion as to the possibility of finding petroleum in commercial quantity in Brazil. "The question is one that does not admit of an adequate answer except for the regions visited by the writer, which as already stated, include only, a portion of that great territory, and only the southern portion of Brazil; namely, the states of Rio Grande do Sul, Santa Catharina, Paraná, and a few rapid excursions across São Paulo, and Minas Geraes, as well as the brief visit to Marahú in Bahia. "That the sedimentary beds of the Brazilian Permian once held some petroleum is attested by the evidence of the Iraty black shale which gives off the characteristic odor of this substance from São Paulo to Rio Grande do Sul.

THE dimensions and shapes of mine structures may at present be determined by (1) field experience, (2) structural calculations, and (3) barodynamic tests.§ None of these, however, provide information as to the stresses, their direction and distribution in a mine structure. For the design of pillars, the placing of openings relative to working places such as gangways, haulage levels, etc., this information is desirable. Photoelastic methods provide this and, while relatively new, their application in all engineering fields is assuming increasing importance. This paper, therefore, will present the method with a few applications to mining, and with sufficient reference for further study by the reader. PART I THE PHOTOELASTIC METHOD The photoelastic method of stress measurement determines the stress distribution in a two-dimensional model by optical means. It makes use of the fact that when a piece of isotropic transparent material, such as glass, celluloid, or Bakelite, is stressed and viewed in polarized** light a picture is seen which indicates by its color bands of light, or fringes, the magnitude of the stresses, their direction and their distribution. GENERAL EXPLANATION The stress at any point 0 in a structure (Fig. 1), may be resolved into two components, P and Q, each a pure tension or compression, at right angles to each other, called principal stresses.1 To fully identify the stress, the values of P and Q and their directions or angle [0] must be known.

The word "engineering" should not be considered as all-inclusive. Perhaps it should be redefined at this time. Various fields of learning that are indispensable to the locating, beneficiating, processing and using of minerals cannot be classified properly as engineering. For example, in locating deposits, the sciences of paleontology, stratigraphy, mineralogy, petrology, petrography, geo- chemistry, economic geography, and mineral economics might be involved. Beneficiating, processing, and using go beyond the normal scope of engineering to include fuel technology, physical and organic chemistry, physical and atomic metallurgy, and ceramics. Fifty-eight institutions of higher learning in the United States offer curricula in one or more subject-matter fields of the mineral arts and sciences. Thirty-four curricula are offered in mining; 42 in metallurgy; 17 in petroleum and natural gas; 13 in ceramics; 1 in fuel technology; 23 in geological engineering; 8 in geology; 4 in geophysics; 2 in mineral preparation; and l in mineral economics.1 Under given conditions, some of these curricula probably could be eliminated without the slightest retardation in the rate of advancement of knowledge concerning the science of mineral discovery, extraction and utilization, but it is no credit to mineral industries colleges that five departments of mining per-

Montana is leading the way in the field of mined-land reclamation with new laws and new ideas. The Montana Department of State Lands is combining new legislation and practical application techniques to all mining operations in the state. Road building, stream relocations, or settling systems can be designed to meet the environmental problems. Mineral exploration now requires a new and closer look at drill site locations, road gradients, and exploration tools. The problems and costs of land rehabilitation must be thoroughly understood by the exploration geologist in order to satisfactorily conduct exploration in Montana.

A new metallurgical treatment for capturing as much of the values as possible from zinc refinery feed has been devised by personnel in Cerro de Pasco's Peruvian operation at La Oroya. Results from a pilot test illustrate that 50 metric tons of throughput can be maintained whereby substantially all the silver and copper report in the sponge iron while zinc and lead with indium and cadmium volatilize in the fume. This new technique named the Zileret (zinc leach residue treatment) process complements the electrolytic system used in the refinery so that all values in a zinc concentrate are economically recovered. In the system, dried zinc leach residue is pelletized with soluble zinc sulfate which already exists in the leach residue and a finely divided reducing agent such as anthracite coal. Upon heat addition, the loose anthracite in the charge maintains a reducing atmosphere while the free space above the charge has an oxidizing nature. When the charge reaches the reaction zone at about 1100°C, metals such as zinc, lead, cadmium and indium volatilize from the pellets, are oxidized in the upper kiln atmosphere, and are then carried in suspension as an oxide fume to the cooler and baghouse. The copper and silver content in their reduced forms, along with the iron, discharge from the kiln as a calcined product which is then cooled to below 130°C before being exposed to the air.

The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

THE British Industrial Fatigue Research Board has issued its annual report covering the year 1925, and a nine-page review of it, by George E. Shepard, was published in this country in the November, 1926, Bulletin of the Society of Industrial Engineers. The report gives results of three different investigations, all of which indicate that rest-pauses, where the spells .of work are 41/2 hr. long or more, not only increase the contentment of the workers, but often bring about an increase in output. A report on the physiology of ventilation is about to be published, and one on the theory of ventilation has been issued. These seem to add but little to the work being done in this country by the Bureau of Mines and the American Society of Heating and Ventilating Engineers. Other studies made are on atmospheric conditions in cotton weaving, on lighting in composing rooms, on repetitive work, the teaching of muscular skill, the energy expenditure in heavy work, the metabolic processes involved in violent exercise, the relation between oxygen intake and lactic acid in the blood, and fatigue in localized groups of muscles. Most of this material is intended for advanced workers in these fields, but will be of interest to engineers who desire to keep up with cur-rent progress in the determination of the facts involved in fatigue resulting from industrial work.

In a paper presented to the American Institute of Mining Engineers, September, 1904, entitled uImprovements in the Mechanical Charging of the Modern Blast-Furnace,"' I showed the great fault of mechanical charging-devices to be that the materials charged by the dumping of the skip were separated, the coarse materials having high velocity, and the fine, low— thus giving paths of low resistance through the stock in the furnace, which resulted in unequal distribution of the furnace-gases, unequal reduction, slips, scaffolds, irregular cutting of the inwall, "of" iron, and increased fuel-consumption. I showed how this could be prevented by rotary distribution, through which the irregular distribution in one layer charged is compensated by charging the subsequent layers from succeesively varied positions of the charger, and becomes practically eliminated when the angle between two successive positions is a little more or less than an even fraction of a full circle. Of all the devices then on the market, the nearest approach to the ideal arrangement was found in the Brown distributor, a full description of which was given. THE central washing plant of the Colorado Fuel & Iron Corp. was first operated in 1918 to furnish coal for two 60-oven batteries of Koppers design. Prior to that time the coke for the blast furnaces had been secured from a number of beehive operations, some with their own washeries. The original washery had four Elmore jigs, which did not do as well as had been expected. In 1923 the jigs were taken out and replaced by Deister Plat-O tables, with various changes in auxiliary equipment. In 1936 the throughput of the plant was considerably increased by the installation of vibrating filters for recovery and drying of fine coal, thereby reducing a large recirculating load of fine coal which passed through the screens of the Carpenter driers.
