In this paper, a computer program for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program out- puts, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

At Bunker Hill the original charge storage and preparation system was installed in 1917 to accommodate lead-silver gravity mill products. Only minor tonnages of wet fines such as vanner and flotation concentrates were received. Charge flux and diluent requirements were provided by an ample supply of siderite middlings and coarse limerock. While oversize material was crushed through Y4-in., the use of roll crushers in series resulted in a more or less granular, free-running charge of adequate porosity. Under such conditions, receipts could be proportioned directly from receiving bins, and suitable blending was obtained by passing the resultant layered composite through a small Stedman disintegrator. This elementary system served well for production and smelting of an extremely lead-rich sinter, in the low column blast furnace. Here sinter physical quality is less critical, and appreciable quantities of raw flux and oxidized ore may be charged directly to the blast furnace without seriously impairing furnace capacity.

Banded siliceous manganese-iron bearing sediments recognized as distinctive facies of Algoma-type iron formation constitute low-grade resources of manganese in many countries. Manganiferous facies associated with oxide and carbonate facies of iron formation have iron to manganese ratios ranging from 0.2 to 2 and commonly about one. Manganiferous facies up to 30 m thick occurring separately or with other iron formation facies are associated with cherts, carbonates, shales, turbidites, tuffs, and lavas. Primary cherty manganiferous facies and their gondite metamorphic equivalents represent significant manganese resources and are protores for higher-grade deposits derived by secondary enrichment processes.

BERYLLIUM, magnesium, zinc and cadmium, together with mercury, constitute a coherent sub-group of the periodic system and these metals, excepting mercury; have been studied in sufficient detail by the new X-ray diffraction methods to prove their common adherence to the hexagonal close-packed type of crystal structure with a progressive increase in axial ratio as we pass through the group from beryllium to cadmium. The first four columns of Table 1 summarize the data on crystal structure of these metals reported in the International Critical Tables.1 The last two columns are based on results obtained in the present investigation. An empirical criterion is presented for use in estimating the strength of heavily jointed or weathered rock masses. This criterion incorporates the intact strength of the rock material and introduces two dimensionless parameters m and s which characterize the behaviour of the interlocking particles in a jointed rock mass. The use of rock mass classification systems for estimating the values of these parameters is discussed. The application of this non-linear failure criterion to the analysis of slopes is illustrated by means of a worked example.

THE last few decades have witnessed the introduction of many new nonmetallic mineral products and changes in the use of many of those already well known. Among these is diatomite, formerly employed as a mild abrasive and, at one time, as the absorbent material in dynamite. Now nearly 100,000 tons a year are mined and milled into such things as filter aids, cement admixtures, insulants, fillers, absorbents, cosmetics, cleansers, etc. Pumice, commonly regarded as only an abrasive, is now also employed as an insulant, as light-weight aggregate and as a concrete admixture. With increasing use of insulants, light-weight aggregates, and acoustic stuccos and plasters in the building trades, both these mate-rials should find increased application. Very large deposits occur in eastern Oregon and have been studied by the U. S. Geological Survey in cooperation with the Oregon State Mining Board.

FOR over four years, since the revolution of 1917, Russia has been cut off from the Western world. Political and general economical reforms have attracted the attention of the public and business world, but mining men have had no information as to the situation in their branch of industry, as various articles which have appeared in the European and American press gave little information as to actual conditions in our country. The power of the Soviets did not affect the Ural provinces nor Ukraine or Asiatic Russia (Siberia, Turkestan, etc.) during 1918 and 1919, and, as is well known, the mineral wealth of the republic lies within those boundaries. In the Ural Mountains are copper, gold, and platinum; in Siberia, silver, lead, zinc, and gold, and the coal deposits in Koushetz district; in Ukraine, there are the coal fields of Donetz and the iron mines of Krivvy Rog, and silver, lead, zinc, copper, oil, etc. in the Cauca-sus. The mineral resources of Central Russia are the coal fields of Moscow (low-grade and brown coal), turf deposits, iron mines in Tula and Kalonga provinces, and quarries of granite and other building materials.

During the past two years, Hecla Mining Co. has used shotcrete for ground support purposes with substantial cost savings. Hecla's experience indicates that shotcrete is an extremely effective ground support material which can be successfully employed in problem areas where various conventional systems would fail. To date, Hecla's use of shotcrete has been limited to openings where long-term high-quality support was required, to specific areas where exceptionally difficult ground conditions were encountered [ ] and, occasionally, to stope support. It is anticipated that when the necessary engineering and procurement of the components of an efficient materials handling system have been accomplished, shotcrete will be used on a routine basis in stoping and development situations. The real future of shotcrete is based, however, on the fact that this form of support offers greater opportunity for mechanization than rock bolt, timber or steel. Unlike all other support operations, which are cyclic, shotcrete is a continuous process, and therein lies its potential for incorporation into an efficient rapid excavation system. Hecla has obtained and operated both wet- and dry-process shotcrete application equipment. The operational characteristics of the two processes are presented and discussed below.

Last November, when the British Educational Mission was visiting this country, letters were sent to the various mining schools asking what arrangements had been made for cooperating with British and. French schools. Of the eleven schools from which replies were received, none had taken any definite steps in this direction. The Colorado School of Mines, though, stated that it was offering scholarships to all men who had served in the U. S. Army and Navy during the war. A letter was also sent to Sir Henry Miers, Vice-chancellor of the University of Manchester, who was the head of the British Mission. He replied as follows: "In my opinion the mining profession is second to none in the responsibility of the duties which it involves or to which it leads in all parts of the world; also it is a. profession in which the student or teacher has much to gain by migrating to foreign countries. This applies in a special degree to British students coming to America where they will be able to enlarge their views by a widened experience. We (the Mission) have everywhere found the most, cordial acceptance of such proposals. Several of the British Universities have recently instituted a new doctorate of philosophy attainable after 2 or 3 years course of advanced study; this scheme includes Oxford and Manchester. The conditions admitting to the degree course are that the applicant should be a graduate of an approved University and should show evidence that he is qualified to pursue the course which lie proposes." In a conversation with Prof. Alfred C. Lane, of Tufts College, Sir Henry Miers said that students from Great Britain should be most easily attracted to America, both to universities and colleges and technological institutions.. He doubts, however, whether Great Britain can offer America, in this respect, as much as America can offer her. Prof. Lane, though, is quite sure that, especially for geologists, there is much to be

Despite its inherent low Btu content, western coal's low sulfur content may provide a near-ideal answer to satisfy US goals for clean air and energy self-sufficiency. Vast reserves, amenable to low-cost strip mining, serve as a powerful economic basis for its viability as a primary and dependable source of energy for the coming decades. A major consideration, the solution of which may not be obvious, is the transportation cost. These deposits are remote from the utilities of the heavily populated eastern regions of the US (Fig. 1). A coal mine in Montana is likely to be more than 1500 miles from its utility market, while an eastern coal mine may be situated only 200 miles away. Thus, the question raised is: how can the haulage cost of western coal be substantially reduced to an acceptable level?

INTRODUCTION The design of rock support for underground nuclear waste repositories requires consideration of special construction and operation requirements, and of the adverse environmental conditions in which some of the support is placed. While repository layouts resemble mines, design, construction and operation are subject to quality assurance and public scrutiny similar to what is experienced for nuclear power plants. Exploration, design, construction and operation go through phases of review and licensing by government agencies as repositories evolve. This paper discusses (1) the various stages of repository development; (2) the environment that supports must be de signed for; (3) the environmental effects on support materials; and (4) alternative types of repository rock support. Much of the information presented in this paper was derived from work conducted for Basalt Waste Isolation Project. Most of the information, however, would apply to other hard rock repositories. REPOSITORY DEVELOPMENT AND THE NEED FOR ROCK SUPPORT Repository development can be characterized by five general stages: exploration and design, excavation, waste emplacement, re trievability period, and backfilling. It is helpful to understand these phases of development to see where and when rock supports are required and how the design is verified. The description that follows is simplified. Details have been omitted, and future plans may not conform to this scenario.

The problems involved in an optimum decision making model for flotation circuit are, first of all, to characterize the feed material in terms of parameters which can quantitatively describe the network flotation action in terms of a feasible set of control actions. Once the characterization has been postulated, it is then necessary to devise tests relating to parameter sensitivity, in order that credibility of the model predictions can be assessed. Once a credible model is available, the optimum control set is determined by a hill climbing technique. Details will be reported as to the credibility of model predictions using the stochastic flotation model on a network and further, computational problems associated with hill climbing for a complex objective function are reviewed. Discussion is presented on use of the Rosenbrock technique with constraints and use of a modified objective function with constrained derivatives when employing Fletcher and Powell technique.

The characteristics of successful heap and dump leach operations are first reviewed in a general sense. Then attention is focussed on solution management as the key operating parameter in leaching. The first part of this study includes a detailed conceptual analysis of fluid flow. This identifies the relationships between the flow parameters and the chemical and physical properties of the rock. Then these relationships are extended to practical systems in order to establish optimum application rates and solution distribution methods for heaps and dumps. The study shows that there is a maximum effective application rate, qmax, that can be used without causing solution short circuiting. This rate is a function of the minimum permeability in the heap or dump. The expression for qmax is qmax (gal/ft2/hr)[~]0.9 k (darcies). Here k is the appropriate permeability coefficient. Using this equation, qmax is found to be on the order of 1 gal/ft2/hr (4 cm/hr) for a typical heap or dump leach operation.

The self-diffusion coefficients for a iron have been deternzined between 980° and 1167° K using Fe55 as the tracer. With decreasing temperature the diffusivity was found to decrease more rapidly than predicted by the Arrhenius equation in the region of the Curie temperature. The diffusion coefficients obtained well above the temperature of the magnetic transformation are more precise ard differ substantially from all the previously reported values. In the temperature region beginning at least 50" above T,, the diffusion coefficient is given by D = 118 (±2) exp 1 HE self-diffusion coefficients for a iron have been reported previously as the result of four independent investigations The general lack of agreement and the poor precision of most of the previous work prompted the redetermination by the present authors. The possible effect of the onset of ferromagnetism upon the diffusivity5 provided an additional impetus for this investigation. The earlier measurements of Birchenall and Mehl1 gave low values for the diffusion coefficient at temperatures below the Curie temperature, Tc. However, the precision of these measurements is not sufficient to establish an indisputable correlation between the low values and the magnetic transformation. The results of this investigation along with all the previous ones are shown in Fig. 1. EXPERIMENTAL Small rectangular samples, approximately 1 by 0.5 by 0.3 cm, of high-purity iron (Vacuum Metals Corp., "Ferrovac") are first heated in hydrogen at 900°C for24hr in order to remove possible trace amounts of dissolved carbon and oxygen. Some years ago it was my good fortune to inspect some coal properties in Germany, and the most striking impression I received on my trip was that in that country every one in the coal industry, miners and operators, was proud of the fact-not apologetic about it-and that industrially coal was looked upon as a King. The explanation, of course, was that at least 90 per cent of the entire mineral value produced in Germany was from coal, and that it was the very foundation of the nation's industrial life. The feeling was so different from that existing in the United States among those engaged in producing coal that it made a profound impression on me, and many times since then I have speculated about the reasons for the difference in opinion in the two countries. Here, of course, our units are much smaller and more numerous, there is not so large a proportion of technically trained men, and we have the American trait of depreciating the things we do at home; but among those not actively

Mining, including quarrying, dates back almost to the dawn of history, beginning almost with the beginning of what we call civilization. State surveys date back about 100 years. Evidently mining flourished for thousands of years before state surveys were thought of. Why should it not continue to flourish without state surveys? First, it may be noted that as mining and civilization were contemporaneous, so state surveys and the science of geology were almost contemporaneous. As recently as 30 years ago the United States mineral laws were interpreted to mean that coal lands in the public domain were only those lands on which workable coal outcropped. The half billion acres of public land underlain by .coal but on which it did not outcrop were treated as homestead lands and open to settlement. Just what did the science of geology do to or for the mining industry? Until geology arose rocks or minerals or ores were where they were found. Their finding might be accidental, or might be the result of deliberate search or prospecting. In open, rocky country, with little or no vegetation, as in parts of the West, prospecting served very well, though at an enormous expenditure of human time and effort, if not money. The old saying that every dollar's worth of gold taken from the earth has cost two dollars may largely be charged to the time value of the usual method of prospecting. Geology changed all that. The science is still young and it still labors under handicaps of immaturity and early errors. Geology, however, has gradually been discovering the relations and conditions under which the several mineral deposits occur. Its elaborate studies of exhausted or nearly exhausted mineral deposits has done for it what human autopsy has done for medicine and surgery. Perhaps in no field is this plainer than in the oil and gas industry. Note might also be made of several important coal fields in England and on the Continent, in which the coal is everywhere deeply buried. Passing over the long period of growth during the past 100 years, geology today is prepared to offer the mining industry: first, a knowledge of the geologic conditions under which most minerals occur and to explore

THE rating of a mine ventilation fan, or the characteristic curves illustrating the duty it may be expected to perform under various mine conditions are, in general, determined by the fan manufacturers. The information is of importance to the operator, or engineer, of a mine in many ways. For instance, when an increased flow of air is desired and the fan speed is to be increased, it becomes necessary to know what increase in volume may be expected and what the power requirements will be. In other cases, it may be decided to make changes in the mine to reduce the resistance to the flow of air, or to make changes in the general system of ventilation. Under any changed mine conditions there will be a difference in the duty performed by the fan. When mechanical ventilation is adopted, the factors governing the selection of equipment for the new system include not only the requirements of existing conditions, but also those that may be expected with the development of the property. Efficiency of service is required over a variable range of operating conditions. Characteristic curves, giving the duty performed by their fans under variable resistance conditions, are published by most fan manufacturers. General statements as to the effect of variation in speed of the centrifugal-type fan, under fixed mine conditions, appear in textbooks and trade catalogs. However, to the author both sources of information appear to be unreliable, at least under certain circumstances. The catalog of a leading fan manufacturer says: 1. The volume of air delivered by a fan varies directly as the speed. 2. The pressure, or water gage, produced by a fan varies as the square of the fan speed. 3. The horsepower of a fan varies as the cube of the fan speed. While these statements are accurate when the fan is operating under conditions similar to those that exist when a blower is used to force air through a pipe, they are not correct under mine conditions that are by no means unusual.
