INTRODUCTION Economic evaluation of an open pit mine is similar to the economic analysis of any major investment project in any industry. It requires (1) taking into account all of the costs and revenues that are estimated to be incurred over the economic life of the project; (2) crediting the project with all the tax savings and tax credits that will be realized over the project life from tax deductions and credits related to various project costs; (3) charging the project with all taxes to be paid on taxable income over the project life; and (4) properly accounting for the time value of money for all project costs, revenues, taxes, tax savings, and tax credits when making the overall project economic evaluation. These considerations must be taken into account for any valid method of economic analysis such as discounted cash flow rate of return (DCFROR) or net present value (NPV) analyses. All economic analyses fall into one of two categories. ( 1 ) comparison of income-producing alternatives, or (2) comparison of service-producing alternatives. The analysis of alternatives in either of these categories can be made by using correctly any of five basic economic evaluation approaches which are. ( 1 ) present value, annual value, (3) future value, (4) rate of return (ROR) , and (5 ) break-even analysis. Of these evaluation techniques, DCFROR and NPV analyses are used most widely for evaluating income-producing alternatives while present worth cost and equivalent annual cost analyses are used most often for the evaluation of service-producing alternatives. In this chapter income- producing alternative analysis is emphasized, so DCF- ROR and NPV are utilized for evaluating the case studies presented.

Central Texas added 76 producing oil and gas wells during the year, abandoned 378 wells in the same period, and produced 10,359,905 bbl. of oil in the 12 months under consideration. The oil production represents a decline of only 3 per cent as compared to 1934, but it must be remembered that much new production was added during the year. The activity in new work centered in Frio, Bexar, Williamson and Cald-well counties, with development in the Pearsall, Von Ormy and Byersville fields taking first importance. New discoveries in 1935 were confined to Pearsall area of Frio County and an extension to the Darst Creek field in Guadalupe County. The Red Lake field, in eastern Freestone County, proved itself of importance from the standpoint of a gas reserve but no oil production has yet been obtained. In Bexar County, the Von Ormy field, in which the discovery well was drilled early in 1934, completed 22 oil producers during the year. New Fields Pearsal1.—The Amerada Petroleum Corporation, in developing its 60,000-acre block in Frio County, has definitely proved the existence of commercial oil production in four separate horizons; namely, the Navarro, the Austin Chalk, the Buda and the Georgetown. The discovery well, a two million cubic foot gas well, was tompleted in 1934. A test of the Trinity sand at 10,050 ft. found salt water but later was plugged back and finished as an oil well in the Navarro sand. Most recent of their discoveries has been in the Austin Chalk at a depth of 5666 ft., where a 24-hr. gage through 1-in. choke showed 2640 bbl. of pipe line oil. The oil has a gravity of 28.0" A.P.I. and is brownish in color. Because of lack of pipe lines in the area, the wells are produced only for short periods of time, and it is predicted that development will be slow until the district is entered by pipe line purchasing companies. IT is now generally recognized that the gravitational method of geophysical surveying is a valuable aid in elucidating the geological structure of the subsoil and enables the practical geologist to deduce the presence of useful deposits. The particular suitability of the torsion balance to the location of large and important subterranean structures has given rise to a wide application of this method by many of the important oil companies in their search for future supplies, and so intense have been these efforts that little has been heard of the method in other connections, with the exception of occasional references to its application in the location of hidden deposits of metallic ores, salt and lignite, and a number of accounts of its use in the elucidation of geological structures. Its success in the location of salt domes is well known, and establishes it as one of the most important of the geophysical methods, especially for the indirect location of oil. In the British Isles, however, no large occurrence of oil is likely to be revealed, and here the practical application of the gravitational method has been restricted almost entirely to the search for ores. This type of survey possesses well marked characteristics, and presents a gravitational problem that has necessitated the development of a special and probably unusual plan of campaign, full details of which it is hoped will shortly be published. The problems and difficulties encountered in this work are of necessity fundamentally related to those met with in the search for oil by means of the torsion balance, but they also possess several special and distinctive features which undoubtedly differentiate them from the obstacles confronting the oil prospector, and which call for special consideration and treatment.

As director of the Division of Metallurgy of the Technical Section of the Air Service, American Expeditionary Forces, from August, 1917, to January, 1919, I devoted much time to the study of the steels best suited to the construction of aircraft. It became apparent at a very early stage of my investigation that the practice of builders varied greatly in regard to the number of different steels to be used, to the kinds of steels, and to their treatment. Some manufacturers employed as many as fifteen steels while the builder of one of the newest motors, favorably passed upon in the United States, assured me that two or, at the most, three kinds of steel was all he needed to produce satisfactory results. In the matter of treatment, the manufacturers were also greatly at variance.. Some treated their steel with considerable refinement, while others paid but scant attention to this feature. Some manufacturers case-hardened many parts, while others used the case-hardening process sparingly, if at all. Nickel-chromium steels were used at some works for case-hardening while at other plants this treatment was applied exclusively to carbon steels. Air-hardening nickel-chromium steel was used extensively by some and not at all by others. Considerable variance existed likewise in regard to the steels used for admission and exhaust valves. The conclusion was obvious, that no two manufacturers of airplane motors held like opinions as to the steels to be used or as to the treatment they should receive. Was it to be inferred from this that the many committees and associations that had been created, in part at least, for the standardization of aircraft steels had failed to make proper recommendations or that the manufacturers had ignored their recommendations? Confining our inquiry to the committees and associations that had dealt with this question in England, France, and the United States, it was found that in Great Britain the British Engineering Standards Committee, now the British Engineering Standards Association, had devoted much time to the problem of satisfactory standards for aircraft steels. Coal preparation men today are confronted with problems brought about by changing feed characteristics. The size consist of the coal going to preparation plants has been getting finer and finer. In order to handle these sizes economically, operators are turning to Notation. American Cyanamid Co., in an effort to enable coal flotation plants to produce efficiently at maximum quality and capacity, wnducted experiments which demonstrated that synthetic flocculants are useful for increasing the capacity of coal and refuse filters and for clarifying coal and refuse slurries, and a wetting agent is beneficial in reducing the moisture content of filter cake. Coal preparation men are today confronted with problems brought about by the changing coal markets, changing feed characteristics, and ever increasing labor and supply costs. Small mines are finding it difficult to exist, and the larger mines are rapidly converting to fully mechanized and automated operation to survive. The size consist of the coal going to preparation plants has been getting finer and finer, and the problems facing the preparation plant personnel are growing larger and larger. Facilities can be provided to handle this plant feed in new plants, but the problems are generally not so simple in existing plants where equipment must often be used to perform tasks far beyond its rated capacity. In addition, various state conservation departments, water commission boards, and other Federal and state agencies are endeavoring to eliminate stream pollution. These problems, and many more not mentioned, have been forced on the preparation engineer for reasons of economy and the public interest. In the matter of stream pollution, a determined effort is being made by the coal industry to cooperate with the Federal, state, and local agencies. Economists predict it will be necessary to produce 600 million to 700 million tons of coal by 1970. Bear in mind that the greater proportion of this increased tonnage will have to be processed in existing plants, and you get an idea as to the problems facing the preparation engineer. Methods presently in use for preparing fine coal do an acceptable job down to 48 to 100 mesh. A very large percentage of the - 48 or -100 mesh fraction of the tonnage of coal produced now is being sent to settling ponds or sold at a low figure for reason of quality. This has caused operators to turn to flotation. Building settling ponds and impounding fines is a costly and, at times, impossible method of handling these sizes. Recently a number of flotation plants have been installed to beneficiate material finer than 48 mesh, and these plants have demonstrated that flotation can be successful and increase the plant realization. Coal is a low cost commodity and processes for its beneficiation must be low in cost. Flotation is such a process. It is easily adapted to handling fine coal, requires very little supervision when properly installed, and is economical to operate. Flotation separates coal from refuse and fine clay. The need for a low-strength cementing composition for use in well cementing is reviewed and results are presented of laboratory and experimental field tests of a modified cement having a controlled ultimate tensile strength of approximately 200 psi. The modified cementing composition may he prepared from either high early strength or normal portland cements by the addition of bentonite clay and a suitable agent for dispersing and controlling the set of the slurry. Substitution of the modified cement for conventional slow-set cements may give better completion results in many wells because the modified cementing composition has lower set strength, lower slurry density, and greater slurry stability than conventional cement slurrieh. The lower ultimate strength allows greater penetration with less shattering of the set cement when perforating casing and cement. The lower elurry density allows the placement of longer columns of cement slurry, and the greater slurry stability reduces the possibility of having an uncemented section caused by the settling of cement particles before the cement set.. During the early use of portland cement in well cementing. emphasis was placed upon securing cements with higher strengths. In 1931, Barkis' reported that, "Normal oil well cements have been improved to develop greater strengths and uniformity of product, which has aided in producing successful jobs in cementing the deeper strings." As long as most wells were completed by the open-hole method. the use of cements having high strengths seemed desirable, and there was no objection raised against high-strength cementing compositions. For a number of years. how-ever, the industry has been completing a large numher of wells by setting and cementing casing through productive horizons and then obtaining production by gun-perforating the section of casing opposite the desired interval. Although this method has been generally successful, difficulties have been experienced in some cases in completing or recompleting wells because of apparent lack of adequate penetration by the bullets through the casing and surrounding sheath of cement and into producing formation. In addition to the penetration trouble: there have been indications that fracturing and shattering of the set cement by perforating might he a contributing factor in causing the failure of some jobs to exclude water or gas from oil producing zones. The possibility that cements having high set strengths were contributing to til difficully ill obtaining satihfartory perforating results has re. ceived attention during recent years. Gun perforating tests conducted in 1944 showed that the depth of bullet penetration into set cement varied with the hardness of the cement, the greater the strength of the cement the less being the penetration. In 1946, Farris2 pointed out that high strength cements were not needed in well cementing, and in 1947, data published by Oliphant and Farris3 showed that set cement was perforated without shattering at approximately 150 psi tensile strength. whereas at approximately 300 psi tensile strength severe cracking and shattering occurred. Oliphant and Farris suggested that wells be perforated at the proper time interval after placement of the cement so that the set cement would have the desired strength. Several difficulties may he encountered in trying to perforate a cement job at the correct time to catch the tensile strength near 150 psi. The rate of strength development of different cements varies considerably. This fact is illustrated by results of tensile strength measurements presented in Fig. 1. These data show that at 175°F the tensile strengths of three conventional slow-set cements varied from 75 to 235 psi at the end of 12 hours. After 24 hours, the tensile strengths varied from 200 to 455 psi. The rate of strength development is affected. also. by the temperature of the forniation, and this adds to the uncertainty of perforating at the rorrect time, since accurate well cementing temperatures may not he known in many cases. Furthermore, in the recomple-tion of wells it is sometimes necessary to perforate cement which has set for a long period and has developed maximum or final strength. RESEARCH is undertaken to find out what must be done when what we are doing now is no longer adequate. To accomplish this end, researchers apply the truths of nature to industrial evolution. A survey conducted with the co-operation of 58 universities and colleges offering degrees in mineral engineering was the basis for the table accompanying this article. This survey was undertaken with the object of presenting to faculties and student bodies, as well as to industry, all available information on what action the educational institutions of the country have taken to provide the properly trained researchers so vitally needed. A hoped for result is that the great variety of opportunities available will encourage some undergraduate students to continue in their field beyond attainment of a B.S. degree.

The Hobson uranium deposit is located in Karnes County, Texas, along the prominent south Texas uranium trend. The uranium mineralization occurs in the Deweesville Sandstone of the Whitsett Formation of the Eocene Jackson Group. The host rock is a friable, fine-grained, well-sorted, highly porous and permeable sandstone interpreted to be an ancient beach deposit. The sandstone contains significant volcanic constituents and ranges in composition from arkosic to tuffaceous. Locally, the host sandstone contains hard, dense opal cement. Bentonitic shales underlie and overlie the mineralized sandstone unit. Geometrically, the Hobson uranium-bearing zone resembles an elongated roll front type deposit. Chemical uranium values compared with gamma ray equivalent uranium values indicate that the uranium has been dissolved from the updip side and precipitated on the down- dip side of the roll front. Details of the uranium mineralization were studied using thin section microscopy, autoradiography, x-ray diffraction (XRD), scanning electron microscopy (SEM) and energy dispersive spectroscopy (EDS) techniques. The uranium mineralization occurs in the pores of the sandstone, as grain coatings and as replacement of sand-size and smaller grains. It is commonly associated with pyrite and other opaque minerals. Other favored hosts for uranium (other than pore openings) appear to be clay aggregates, altered rock and glass fragments, and carbonaceous plant debris. Aggregates of coffinite were identified by XRD and SEM/EDS analyses. Some uranium mineralization also appears to be dispersed and is postulated to be adsorbed on the clay and carbonaceous matter.

This paper discusses the development of surface coal mine planning programs for a microcomputer. A set of seven programs which were originally written for a large mainframe computer are described. The problems encountered in converting these programs to a micro with 52K of available core storage are discussed. A program for economic evaluation which is currently running on the micro is described and plans to convert other programs to the micro are detailed. In addition, we explain the microcornputer system we have assembled and give the rationale for each component. Problems we have encountered with this system are described for the benefit of others who may follow our path.

Four counties in Indiana- LaPorte, Vigo, Vanderburgh, and Switzerland-have potential for deep underground limestone mining because they are in or near high population areas and have no surface-mineable limestone deposits. The principal markets are Gary-South Bend, Terre Haute, Evansville, and Cincinnati. Mineable seams suitable for aggregate are 120-150 m (400-500 ft) below the surface in LaPorte and Vigo Counties, about 90 m (300 ft) below the surface in Switzerland County, and about 600 m (2,000 ft) below the surface in Vanderburgh County. Some deposits are also suitable for high-purity uses or for cement raw materials, which enhances their potential for exploitation.

Hecla Mining Company's Lakeshore Mine and Metallurgical complex near Casa Grande, Arizona, is the first plant in North America to utilize the roast/leach/electrowinning process for production of cathode copper from sulfide concentrates. Oxide copper ores are also mined at Lakeshore. Using sulfuric acid and sponge iron by-products of the roast/leach operation, the oxide ore is leached in vats, the copper is precipitated with iron and recovered as cement copper. This paper will describe the roast/leach facilities and discuss the operating conditions at which more than 95 percent of the copper in concentrate is made soluble in acid solutions while less than 5 percent of the iron is rendered soluble. More than 97 percent of the sulfur contained in concentrate is captured either as strong sulfuric acid or as soluble sulfates in leach liquors. The iron rich residue after leaching is pelletized and reduced to sponge iron in an SLRN reduction kiln.

A dynamic regional coal development model is constructed for the Eastern Powder River Basin of Wyoming. Using this model, alternative development schedules from a recent environmental impact statement submitted to the Department of the Interior are simulated (Ref. 1). These alternatives include different mixes of export capacity, different coal conversion techniques within the region, as well as various levels of coal production. Exportation of 70 to 80 percent of an ultimate coal production of 180 million tons (163.3 x l09 kg) per year and the careful phasing of additional public services with population growth effectively reduce the social and environmental impacts of coal development. The alternative involving the addition of 43,000 megawatts of electrical generation capacity has very significant adverse social and environmental impacts on the region.

The Haile mine is situated in Lancaster county, South Carolina, twenty miles south of Lancaster. The topography of the country is characterized by low hills rising generally less than two hundred feet above the many small creeks which traverse the surface. The road from Kershaw, the nearest railroad station, 3 1/2 miles from the mines, leads through woods with sandy soil and cottonfields. In many places it lies on the bare rock and shows that the adjacent covering of soil and earth is usually not more than one foot thick, and often less. This covering is to a great extent sand. Close by a bridge, about one mile from the mine, large round boulders of diabase may be observed. The country-rock seems to be exclusively talcose slate, with a general strike varying from N. 45' E. to N. 70' E. These variations may be seen in the immediate neighborhood of the mines, the large open cuts of which present exposures favorable to such ob-
