A study of the ground area surrounding the Getchell, Nev., gold mine mill tailings was conducted so that a better understanding of the effects of arsenic toxicity on Upper Sonoran vegetation could be obtained. The Getchell area was selected because of the known high values of arsenic currently contained in the tailings waste (1% or higher). Mill wastes as well as the scrubber product As2O3 are contained in the tailings pond. In order to determine the effect of the tailings disposal on the surrounding vegetation, plots and line-transect techniques were employed to obtain plant ecological information on the area surrounding the ponds, and also non-affected control plots. Data for percent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds were collected. THE law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high, prices or deficiency in supply, the demand may be greater than consumption. Placer gold-bearing gravels of interior Alaska and the Yukon are, for the most part, permanently frozen, and are described as permafrost. The first step in preparing these gravels for dredging is to strip by bulldozer the surface layer of tundra, brush, and scrub timber, and to expose the ebony colored surface of the frozen mud at the grass roots. This mud varies from a frozen, muddy ooze to a sandy silt and locally may contain layers of peat. The whole mass is intercalated with ice dikes and lenses. The thickness will vary from a few feet up to 100 ft, depending upon local conditions. A freshly exposed surface will thaw to a depth of 4 in. per day during the summer season. Common practice is to expose a large surface of this mud to the sun and each day's thaw is then swept off by water and carried away in suspension.

Inflation, tight money and keen competition spur companies to consider advanced material handling systems capable of reducing cost per ton of moving ore, waste or men and supplies. Since transportation charges account for an average of about 25% of the total delivered price of a product, then this cost center may actually determine the economic value of a new deposit. This being so, it is interesting to note that of the 1.4 billion tons of revenue freight carried by all Class I carriers of the nation in 1967, over 247 million tons or 17.5% were industrial minerals or products dependent on industrial minerals, i.e., glass, gypsum board, brick, etc. Because most bulk commodities have a comparatively low market value and are usually classified for lower than normal freight rates, railroads rely on large volumes and better equipment utilization to effect an equitable return. It is for this reason that the unit and shuttle train concept came into being. The average rate per ton-mile of all materials hauled by rail in 1968 was 1.31 cents. The low rates existing for industrial minerals contributed to this low average as did unit and shuttle train rates.

(Read at the Wilkes-Barre Meeting, May, 1877.) IN the number of the Engineering and Mining Journal for April 7th, 1877, Mr. W. P. Ward, of Cartersville, Georgia, explains in a very interesting manner, the results he obtained in the manufacture of ferromanganese in the blast furnace. These results may be summed tip as follows : Production in the blast furnace of an alloy containing 67.2 per cent. manganese and 3 per cent. of carbon at most, with a utilization of the manganese amounting to 58 per cent. With the exception of the indicated proportion of carbon, which should be almost doubled to express the true state of facts, we would have had no observations to make on Mr. Ward's paper had he taken into account the results obtained in the same line in other centres of production. Before 1870, spiegel with 8 or 10 per cent. manganese only was known among blast-furnace products. In a journey to Sweden, in 1871, I ascertained that the Schysshyttan works manufactured regularly a spiegel with 18 per cent. manganese. IT has been recognized that oxygen in minute quantities is extremely detrimental to the room-temperature ductility of molybdenum. Early fracto-graphic studies' of the cast metal indicated that oxides are formed preferentially at the grain boundaries. Additional verification of this preferential segregation has been obtained from internal friction studies on poly crystalline molybdenum (average grain diameter varied from 0.039 to 0.065 mm) and from observations of the effect of oxygen on specimens of extremely large grain size. Specimens A, B, and C, of 0.040 in. diameter commercial molybdenum wire (Lot FW 13-40) were heat treated in the vacuum furnace described by Few and Manning according to the specifications given in Table I. Internal friction studies of these specimens were carried out using a low frequency (approximately 1 cycle per second) torsional pendulum completely enclosed in a vacuum tank. The first production on the Island of Trinidad was discovered 29 years ago; 13,275 acres were proved for oil and gas to the end of 1937, and 145,076,700 bbl. was produced from 2661 wells, or 10,928 bbl per acre. The production of oil in 1936 was 13,237,030 bbl. and in 1937 a new peak of 15,498,350 bbl. was reached. During November 1937, the daily average production was 43,350 bbl., or 35 bbl. per well, while the maximum gas production was 45 million cubic feet daily. Two hundred fifty wells were completed during 1937 and 15 abandoned. At the end of last year, 800 wells had been temporarily shut down, 1235 were producing oil and gas, and 2 were producing gas only. Six hundred seventy-nine dry wells had been drilled to the end of 1937. At the end of November 1937, the following oil-producing methods were in use: 395 wells flowing, 491 pumping, 97 on air-gas lift and 252 wells miscellaneous. There were no flooding operations. The oil is produced from the Miocene and Eocene and is of both asphalt and paraffin base. The gas produced averaged approximately 1050 B.t.u. per cu. ft. with 0.8 gal. of gasoline per 1000 cubic feet.

Much criticism has been directed at the Coal Mine Health and Safety Act of 1969 from many sources, but few specific charges have been leveled, at least publicly. Yet, if the criticism is truly valid and can ever hope to become constructive, the issues must be approached head on. Therefore, the authors consider this an initial article and invite responses from others for contributions in subsequent issues. Dialogue is today's popular term and perhaps many of the problems associated with the implementation of the Act are the lack of communication between interested parties. There are two criticisms generally made concerning the philosophical approaches taken in the Act. The first is that there is an over-kill in some of the legislation, some provisions are not justified based on past accident history and economic considerations. Generally speaking in this category, no order of priority was considered consistent with safety and economy. The second category includes those situations where new provisions were imposed to improve safety in one area without adequately considering the consequences in another area, let alone the economics of the situation. While the authors do not always agree with the placement of items in these two categories by some industrial representatives, they will give specific examples that they believe may have a certain degree of validity.

The self-diffusion coefficient of columbium has been measured over the temperature range 1535o to 2120°C, using the radioactive isotope Nb95 as the tracer. The data for the temperature dependence of the self-diffusion coefficient are best fitted by the equation D = (12.4 ± 0.8) exp [(-105,000 ± 3000)/RT] cm2/sec. THE increasing need for high-temperature structural materials has stimulated considerable interest in the properties of columbium, since it is a strong, ductile metal with a high melting point—in the vicin- ity of 2450oc.l One fundamental property which has not heretofore been measured is the self-diffusion coefficient. The self-diffusion coefficient plays an important role in theories of oxidatioq2 creep,' sintering4 and other phenomena. Accordingly, the investigation reported in this paper was undertaken to determine the value of the self-diffusion coefficient and its temperature dependence by the use of Mb95.

The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

Today there is unparalleled opportunity for constructive effort in the national mineral economy on the part of the Land-Grant colleges and universities. The matter is too important to be pushed aside. It is inevitable that in the aftermath of World War II, conscientious Americans the country over should want to take stock of national resources. Attention is now centered, as never before, on our mineral potentialities. Opportunities and responsibilities are unparalleled and a condition exists which will not occur for another generation. Mineral industries educators cannot pro- vide the answer without taking stock of its component parts, organizing, planning, and taking action in a real dynamic sense. The services encompassed by the various fields of mineral industries must be utilized to help in the solution of problems provided by the international emergency, the country's needs, the people's needs. Mineral industries colleges have a vital role in technical aid to backward countries through foreign student programs, especially in the Latin Americas.1 By helping them to help themselves develop and utilize their resources to the fullest, we will be helping ourselves. One hundred and twenty miles of hard travel over steep ridges almost due east from Fayetteville, on the St. Louis and San Francisco Railroad, about 100 miles from Eureka Hot Springs, or 75 miles northwest from Batesville, will bring the traveller to the waters of the Buffalo Fork of the White river, in a wild, thinlysettled, heavily-timbered country, now being prospected quite actively for zinc, and known as the Buffalo or Rush Creek district. Excepting here and there a piece of bottom land, patented before the discovery of zinc, the land is unoccupied Government land, and subject to entry under the United States mineral laws. Claims are now being taken, 600 by 1500 feet, but a movement made this summer, if successful, will largely modify the position of claim-holders. A few claims are now being filed under the Placer Act on the ground that as the zinc occurs as a horizontal, sedimentary deposit, etc., it can only be properly so classified. This is the first of a series of theoretical papers on the iron-carbon system. A simple critical analysis of the ordinary constitution diagram of the iron-carbon system yields valuable information regarding the nature of the equilibria in the liquid and solid states. It is shown, for example, that the solute in the melt is Fe3C, but in solid Fe (austenite) the solute is carbon. The thermodynamic laws of the depression in the freezing point of solid solutions have been developed and discussed. Using the usual method of plotting the logarithm value of the concentration of the solvent (in this case, the ratio of concentrations of the solvent in the liquid and solid phases) against 1/T, curves are obtained. A rigorous thermodynamic analysis of these curves has been shown to yield considerable information regarding the internal equilibria of the system, with which the phase rule does not deal altogether. In this way, it is shown again that the solute in the melt is Fe3C, but in the solid rFe the solute is carbon. Various heats of reaction (fusion and transition) and other thermal data have been derived: and discussed with a view to correlating the conflicting experimental data obtained by different investigators of the system.

This time over a Puerto Rican copper development planned by American Metal Climax, Inc., and the Kennecott Copper Corp. Bureaucratic Dichotomy Creates Confusion and Conflict In the Copper Industry Ian MacGregor, chairman and chief executive officer of Amax, said Justice in a recent communique questioned the propriety of the proposal of a joint copper venture in Puerto Rico. At the same approximate time, Dr. Hendrik S. Houthakker, chairman of the President's Commission on Copper, was urging copper producers to expand production to help hold down prices by making more copper available to all consumers. This, Mr. MacGregor said, is creating confusion and conflict, since the Administration from one source is chastising the industry for doing what another branch requests.

The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director. The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall be as follows, until otherwise ordered by the Board. At the Morning mine of American Smelting & Refining Co. it was particularly important that there be a means of signaling the engineer from the moving cage in the shaft. Because of the shifting ground in which the shaft was located, buckling timber made it extremely difficult to keep a continuous bell line serviceable. In 1930 engineers considered a moving contact pantograph arrangement between the cage and two stationary messenger wires strung on insulators in the shaft compartment next to the cage. The idea was abandoned because falling material in the shaft and speed of hoisting made it difficult to maintain communication. Later in 1934 a manufacturing company was consulted about the use of an electric eye or a radio signal. As the shaft was located in a return air stream of nearly 100 pct relative humidity, there was too much fog for the electric eye to be used. The radio signal was considered, and it was believed feasible to generate electric static on the cage, locating a radio receiver at the top of the shaft, but the manufacturing company's research department was too busy to work on it at that time.

At the Bingham Canyon pit operated by Kennecott's Utah Copper Division, the demand for geology has recently grown and diversified so rapidly that it has necessitated a revolution in geologic mapping techniques. The most significant changes in method have been in the preparation of the base map and in the computer application of collected data. Formerly maps were prepared by surveying with a transit or plane table. Now, however, a photogrammetric map with a scale of l in. to 200 ft is prepared semiannually and updated continuously to keep pace with the removal of more than 350,000 tons of material a day. Larger-scale bases of areas with specific problems such as un- stable slopes are prepared with aerial and terrestrial photography and photo-mosaics. Note sheets designed for computer application speed the processing of data. The multiplying applications of geology at the Bingham mine now include studies of the effect of structure, rock type, and alteration on slope stability, the relationship of sulfide mineral distribution to concentrating results, the effect of rock and mineral types on waste dump leaching, and the requirements of a reliable internal source of silica flux for smelting, as well as many others.

(written discussion*).-When we undertook the development of the Kathleen mine, near DuQuoin, certain features greatly influenced the construction and underground development. The country is very flat, so that the usual gravity yard movement of empty and loaded coal cars would entail a very heavy fill at the empty-car end of the tracks, with some form of car-pulling arrange-ment to move the loads where it was practically impossible to provide. a gravity movement. So the yard was made level, except for 1000 ft. (304 m.) under the two tipples, where the cars are moved by gravity and controlled under the main-shaft tipple by four Fairmont car retarders. Both tipples are spread sufficiently to admit of introducing a narrow-gage track and locomotive. One 18-ton locomotive is at present employed in moving empties clown to a point above the main-shaft tipple and the loads off the track scales clown into the storage yard; ultimately a 25-ton loco-motive will be employed on the loaded side of the tipple. This form of car movement and control will admit of handling empty and loaded cars
