The suggestions of the members of the Institute are very much desired by-the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early ill October. The members are, therefore, -asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and president. Two officers, known as Director and Vice-President. Five officers, known as Director. The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall be as follows, until otherwise ordered by the Board. Pulverized coal has been introduced at the anode where it is oxidized during the electrowinning of metals from their aqueous solutions This substitutes an electrochemical reaction between coal and water for the usual oxygen-evolving half-cell reaction at the anode, with the result that overall cell potential is significantly lowered and the consumption of electrical energy is correspondingly reduced. Experimental results are reported for electrowinning copper as an example of this novel modification of the electrowinning process in this example, the use of coal lowered the consumption of electricity by two-thirds of the requirement of the conventional process When the potential electrical energy of the coal consumed is considered the new, coal-assisted process consumes about 45% less energy, and the energy costs (combined costs of coal and electricity) are reduced by about 50%.

Possibly a word explaining the phenomenon more in detail may not be amiss. In the act of solidification each drop as it starts to solidify splits up into a half drop poorer in carbon and another half drop richer in carbon than the drop itself. The half drop poorer in carbon solidifies and attaches itself to-the already solid walls, whereas the half drop richer in carbon remains molten for the excellent reason that it is richer and hence is more fusible than the original drop, and hence in turn is wholly fusible at the existing temperature. Under usual conditions, as when the steel solidifies in a mold of any form, the successive molten half drops thus enriched in carbon remain present and by their enrichment progressively raise the carbon con-tent of the remaining molten mass, out of which successive half drops are continuously solidifying and attaching themselves to the already solid walls. IN the extra-mural service being built up by the Engineer-ing Societies Library as its finances permit, an occasional large total charge is incurred for exceptionally protracted services. A western steel company, for example; was charged the unusual fee of $500. They wanted complete informa-tion on transverse tests of steel, and asked the library to compile copies of all accessible records. Weeks -of search-ing and photoprinting produced three volumes of data. Two years afterward the company's chief engineer told the director of the library that the cost seemed high when the bill was paid but that the volumes had been in constant use. The information had been worth thousands of dollars. A client who wishes to pay no more than a moderate fee for services can state to what limit he is willing to go. Thus he may specify that he would like searches made on a particular subject but that he does not wish to exceed $5 or $30- for the information. The library is as willing to perform a small service as a large one.

It is a common observation among those engaged in the ironbusiness, that the lower (i.e., the less graphitic) grades of pigiron show a rough face on the pig. As such irons are always low in silicon, the generally accepted belief is, that this rough face is due to the absence of silicon. Certain investigations, however, made by the writer on Embreville pig-iron, and extending over nearly a year's time, seem to indicate another cause, namely, the giving-off of included gases, particularly sulphurous oxide (SO2,). It is, of course, the tendency of such gases to rise through the iron, escaping into the air; and the more liquid the iron, and the longer it remains liquid, the greater the chance for such escape. The lower grades of iron, being always colder, tend to solidify early, and before the included gases can completely escape.

It is considered the great enemy of the steel manufacturer-, and the chief aim has been and is to keep it out by using pure crude material, or when once in, to eliminate it or counteract its effect. Since its introduction several years ago in the United States, the high pressure belt filter press has proven to be a highly cost-effective dewatering device in a number of mining and industrial applications. To evaluate the process and economic factors associated with the dewatering of coal refuse, a comprehensive program of laboratory and on-site pilot studies has been conducted. This paper will summarize findings of this study and discuss advantages of the belt filter press over conventional dewatering methods. The conventional means of dewatering thickened coal refuse involves the use of vacuum disc filters or centrifuges. Due to the high amount of energy used to dewater refuse with these devices it was a logical course of action to apply belt filter press technology to this application, since a belt filter press will require less than 3.7 kW (connected).

Ceramic projectiles made from 94% to 99% alumina with a nominal mass of 3.1 gms were fired into granite blocks. The average compressive strength of the ceramic was 800 MPa and that of the rock was 135 MPa. Flat, ogive, conical and pyramidal nose shapes were evaluated at velocities ranging from 450 to 1400 m/sec. It was found that the conical and pyramidal nose shapes at the higher velocities did a significant amount of damage to the rock. On the average, they removed 10 5mm3 of rock and were six and ten times better than the flat and ogive nose shapes. It was also observed that increases in volume occur in discrete steps. This process is highly dependent on the ability of the projectile to penetrate the rock.

Previously, two groups have conducted studies in order to define the influences of the intermediate principal stress. Mogi studied biaxial compression on prisms of Dunham dolomite and concluded that the intermediate principal stress should be taken into account. His study showed that failure strength increases with increasing [02], but less than the strength increase with increasing confining pressure. Handin, Heard, and Mogouirk's study on cylinders of Solenhofen limestone in torsion also found that the strength depends on the magnitude of [02]. More recent investigations by Mogi varying all three principal stresses independently and by Wawersik varying two of the principal stresses independently provide more detailed data confirming the effect of [02] on failure. All these tests were at low strain rates, and only the work of Wawersik reports measurement of all strains. The investigation here measures axial and transverse strains and included uniaxial and triaxial stress compression tests and biaxial stress tests using tubular samples (axial load and internal or external fluid pressure) at strain rates to 103/sec to provide the stress-strain response and to define the maximum stress or yield locus of Solenhofen limestone and Westerly granite.

The Minister of Geology of the Soviet Union P.Ya. Antropov, recently visited China and claims that this country occupies one of the foremost places in the world in reserves of tin, tungsten, molybdenum, antimony, iron ore, coal, and phosphates. Occurrences of economic value of chromite, nickel, gold, beryllium, tantalum, niobium, rare earths, and asbestos have also been reported. MINERAL RESOURCES Coal: The inferred reserves of coal are estimated at at 1,500 billion tons. A considerable part of the coal reserves is represented by coking coal, 80% of which is bituminous. Thicknesses of coal seams range up to 150 ft in the principal deposits located in northern and northeastern China. The total output of coal in 1958, 270 million tons, was produced by an army of 20 million people mainly in small mines operated by the agricultural communes. The Aspen Mining District is situated at the eastern edge of the system of stratified rocks of western Colorado, where this edge meets the ridge of metamorphic granite which divides the State into two unequal parts. In following the valley of the Roaring Fork westward from the continental divide towards Aspen, one passes through a country of granite and gneiss, with no sedimentary rocks until the town is nearly reached. At this point the Cambrian quartzites first make their appearance, lying on the granites, with a dip of from 30' to 45 to the northwest. Beyond these quartzites and conformably upon them lie dolomites, limestones, shales, porphyries and sandstones, gradually flattening in general dip as one proceeds westward, but much disturbed by local foldings and faultings.

In reviewing the current issues in rock mechanics, the author puts an' emphasis on problems related with the needs of extrapolation in scale and time, and of establishing proper conceptual models, especially in connection with the most recent large-scale and long-term projects such as underground disposal of nuclear waste. In such projects, where valid case histories will not be available for many years to come, the observational method can only be successful if combined with a proper framework approach, such as general rock mass classification systems and behavioral models.

Travelers in the desert regions of the southwestern portion of United States, especially along the valley of the Colorado of the West, can hardly fail to note that most of the rocky outcrope of the harder rocks have a uniform prevailing blackness of the surface, in strong contrast with the normal color of the interior of the rock when freshly broken. For example, the granitic or gneissic rocks of Pilot Knob, below Yuma, are blackened beyond easy recognition. So also rocks upon the lower Mojave in California are so thoroughly blackened, as if painted, that ordinary gneiss can scarcely be recognized without breaking it so as to show the interior color and structure. The discoloration is not confined to the rocky outcrops in place, but is found upon boulders and upon the loose rounded pebbles which strew the surface of the mesas along the Colorado river. These fragmentary rocks partake of the general blackening.

The Discrete Element Method is a numerical technique suitable for use in modeling the discontinuum behavior of jointed rock. The disadvantage of this method, in its application to analysis of underground excavations, is the necessity to discretize the complete problem domain. Since the far-field rock responds to the excavation as an elastic continuum, it may be appropriately represented by the Boundary Element Method. This exploits the inherent advantage of the Boundary Element Method in representing a quasi-infinite domain in terms of its internal surface geometry and associated boundary conditions. The procedures employed in developing a first-generation coupled Discrete Element-Boundary Element algorithm are described and the solution to a simple problem verifying the performance of the coupled code is presented. A procedure for numerical treatment of installed support systems is also presented.

Scraper With over 40 pet more struck capacity than previous models, the new Caterpillar No. 90 scraper is designed to increase earthmoving production when used with D8 tractor power. This scraper moves dirt with the aid of a hard surfaced, reversible cutting edge. Material is carried in a flat, doublebottom bowl of high tensile steel. Operation is by means [ ] of a cable-control unit, which can be mounted on the rear of the tractor to provide for positive loading and ejection. Tapered roller bearings are installed at each axle. The scraper uses two 24.00 to 29 front tires and two 27.00 to 33 rear tires, all four of 24-ply rating. When loaded, the scraper distributes 60 pet of the weight on the rear tires. Circle No. 1

In the foreword by C. K. Leith, Chairman of The Mineral Inquiry, it is pointed out that the ordinary mineral production tables do not show the commercial control, and that some knowledge of the situation is desirable as a background for the consideration of problems involving mineral raw materials. The report consists principally of tables, accompanied by a brief text, giving the production and an analysis of the control, according to nationality, of 18 minerals: aluminum, chromite, copper, iron and steel, lead, manganese ore, mercury, molybdenum, nickel, nitrates, petroleum, potash, silver, sulfur, tin, tungsten, vanadium, and zinc. For the most part, the production figures for 1929 and the latest figures for reserves have been used. When feasible, the control has been shown at the various stages of production; mining, smelting and refining. American capital was dominant in the production of 10 mineral commodities, including six of the most important; British capital, in four instances; while Spanish, German, Chilean or Chinese interests cach led in the control of one. British, French, German, and Dutch capital occupied second place in the control of most of the important minerals. Between two-thirds and three-fourths of the world's mincral production is controlled by British and American capital.

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the inter-relationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large. Coming to the specific points to which Mr. Borden has drawn our attention, I will touch on the corresponding provisions in Canadian federal tax law, by way of comparison and contrast.

With oil consumption increasing more rapidly than known reserves in industrial countries, there has been a growing interest in the production of synthetic crude oil. The main starting materials for such production are coal, oil shale and tar sand, all of which occur in enormous quantities in North America. A process sequence suitable for all three of these starting materials incorporates a preliminary retorting step to produce oils for subsequent hydrotreating. For this retorting step, a technique known as the Lurgi-Ruhrgas process has proven highly efficient. The process has been commercially used for the flash carbonization of coal and has also been tested in pilot- plant experiments with oil shale and tar sand.
