CHARLES G. ROEBLING Charles Gustavus Roebling, president of the John A. Roebling's Sons' Co., of Trenton and Roebling, N. J., and of the New Jersey Wire Cloth Co., of Trenton, and vice-president of the John A. Roebling's Sons' Co., of New York, died at his home, No. 333 West State Street, Trenton, on Oct. 5, 1918. Mr. Roebling, who was born in Trenton, was a son of the John A. Roebling who finished the plans for the Brooklyn Bridge just before he died. The bridge was completed by his sons, Charles G. Roebling and Col. Washington A. Roebling. Upon graduation from the Rensselaer Polytechnic Institute in 1871, Charles Roebling became associated with the Roebling company as a mechanical engineer. ThE kinetics of absorption of oxygen by induction-stirred liquid silver (at constant Po2 and T) has received some study here.''2 This paper describes a study of the kinetics of effusion (non-bubble-forming), and some additional work on absorption. A Sieverts type of apparatus was used. The kind of reaction tube assembly has been described.4 The same 25-kw, 450-kc induction unit was used as in earlier absorption work1'2 but the "coupling" was different. The development of a process for the treatment of telluride concentrates at Emperor Gold Mining Co. Vatukoula, is discussed. The concentrate is produced by flotation in cyanide solution immediately after milling. Two stages of cleaning are employed and a high-grade concentrate is produced usually containing more than 50% of the precious metal. The process developed in the first instance involved batch roasting followed by batch leaching in strong cyanide solution, recovering gold and silver only. The procedure currently employed is chemical oxidation of the tellurides using hypochlorite as the oxidant in a basic solution of a caustic soda and sodium carbonate. After oxidation the gold and silver are recovered by cyanidation. The residue is then leached with sodium sulfide and elemental tellurium precipitated with sodium sulfite.

Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

Time and again, lives are lost in underground cave-ins only be- cause there is no quick, sure way of locating the victims. When such accidents happen, rescuers must usually depend on the testimony of eye- witnesses for information on the whereabouts of trapped miners. Seldom is this information reliable. The witnesses themselves have just been through a traumatic experience that has distorted or destroyed their sense of time and place. A far more reliable method of finding men underground has recently been developed by the Coal Mining Research Institute of Ostrava, Czechoslovakia. With this system, a miner can be located with adequate precision even if he shows no sign of life. For the system to work, the miner need only have his electric cap lamp somewhere nearby. The system consists of a minute radio transmitter operated by the lamp battery (Fig. 1). This tiny transmitter continuously emits high- frequency electromagnetic waves that can be picked up by a sensitive direction-finder receiver in case of accident.

Fracture tests were conducted on subsize specimens of Charcoal granite to demonstrate that the extent of the nonlinear region at the crack tip can be significant. The model of the fracture process considers an effective crack length as a traction free portion plus a process zone where closing stresses act; this zone is identified by microcracking and interlocking. A singularity is allowed at the effective crack tip. The effective stress intensity factor is the superposition of the stress intensities due to the effective crack and the process zone. By assuming that the closing stress is a linear function, it is shown that a process zone length of approximately one-third the effective crack is needed to match the compliance-determined crack length.

The dynamic simulation of a gravity separation vessel (a high throughput classifier) has been developed. The feed slurry was assumed to contain light (oil droplets) and heavy (mineral solids) particulates of various size. The feed slurry was characterized by the particle size distribution of both the light and the heavy particles. The equations describing the slip velocity for each specie and those defining the time variation of each specie concentration were solved implicitly using Runge-Kutta algorithm. The dynamic simulation was capable of predicting the movement of the froth layer and the density variation of the under- flow. Field data are in agreement with the simulation model and it is shown how this model could be used to develop a control strategy.

IT has been shown1 that the resistance to corrosion of duralumin sheet is greatly influenced by the quenching medium used in heat treatment, or, more specifically, by the rate of cooling during quenching. The severity of corrosive attack after exposure to salt-water spray increases in the following order: DEGREE OF CORROSION, BY INSPECTION, QUENCHING MEDIUM AFTER 30 DAYS OF SALT-WATER SPRAY TEST; Water, cold (60° F.) Very slight. Water boiling Slight, but more than with cold water. Oil (70° F.) Slight, but more than with cold water. Air, fan blast, 65° F Severe, scaled. Air, still, 65° F Deeply scaled. The tensile strength, yield point and elongation are only slightly affected by the quenching medium, as shown in Table 1.

The marvel is that little streaks of valuable metal are ever uncovered by the few men who roam that tre-mendous, almost unexplored area that is the "North Country." The area to be explored is so immense, and the men who can do it so few, that once they leave the "steel," take their canoes and packs, and disappear into the bush, they may travel the innumerable watercourses that are the highways of the wilderness for days or weeks, and never see one of their own kind. Risks from political instability and government policies restricting equity ownership, local operations and transfers of payments affect the profitability of foreign mining ventures. More than seat-of-the-pants judgments and old-boy networks are required to anticipate these risks and to take actions appropriate to offsetting them. A system for making political forecasts, called the Prince System, and a series of charts relaying risks to a production of key minerals has been developed.

HOT-DIPPED heat-treated zinc coatings on sheet steel were examined with X-rays. The phases identified were compared with those listed in the modern literature of the zinc-iron system. The zeta (FeZn13) phase is shown to correspond to the phase found by Schueler (1925) in heat-treated zinc coatings. An investigation was undertaken to determine the phases present in hot-dipped FIG. This kind of coating on wire was studied some years ago by Schueler1 by microscopic and chemical methods. He reported a new phase, FeZn10. Later, Clark and Stillwell,2 using X-ray crystal analysis, identified a new phase in ordinary galva-nized wire, which was assumed to be the FeZn10 phase.

The Industrial Board of the Department of Commerce has been formed under the chairmanship of George N. Peek, formerly vice-chairman of the War Industries Board. This Board is to put into practical effect a program for the readjustment of prices for basic materials in such a fashion as to create a firm foundation on which the consumer can base his future purchases, and the producer can form necessary estimates. It has the assistance of the Council of National Defense. One of the first steps off the Board was to call into conference the leaders of industry. At these conferences the general conditions of the country are carefully considered and an effort made to determine and understand the principles that should be applied to permit the successful solution of the problem. It will be the endeavor of the Board to act promptly by consulting and interchanging views with these representatives of industry in the fullest and freest manner possible with a view to aiding and assisting industry in general to resume activities to the fullest practicable extent.
