THIS paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordi-nary, nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel content is low enough to permit the slimes to proceed to the doré furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investi-gation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfactory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. It may he mentioned here that nickel dissolving electrochemically and entering the electolyte pre-sents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed sepa-rately below.

One important means of reducing steel consumption in grinding mills is not mentioned in S.G. Malghan's paper. It is simply to reduce the oxygen content in the mill and pulp. While oxygen dissolved in pulp is not readily reduced without additives, reduced aeration and reduced ventilation of grinding mills are often feasible. It is not necessary to completely eliminate the oxygen to achieve substantial benefits, since corrosion rates vary with oxygen content in a manner analogous to combustion rates as oxygen content increases. It is difficult to generate indisputable quantitative data on the relationship of oxygen reduction in a milling system to changes in consumption of grinding steel. Perhaps this accounts for the absence of technical papers on the effects of reducing oxygen content in grinding mills by reducing aeration of pulp and ventilation of grinding mills. One qualitative observation is that mills operating at a lower percent of critical speed will tend to have lower media consumption for similar fineness of grind without necessarily having an equivalent reduction in power consumption per ton of product. Reduced mill speed would also tend to reduce both ventilation of the mill and entrainment of air in the pulp. Larger grinding mills tend to be more media efficient because they operate at a greater ratio of charge volume to pulp surface area, which will tend to reduce the aeration per unit of pulp volume. The mechanical steps required to reduce aeration of grinding mill pulps depend on the configuration of the grinding circuit and related process. Reply by S.G. Malghan Mr. Locher stated that my paper did not mention the reduction of oxygen content of the pulp as a potential method of decreasing the steel consumption. I would like to bring to the attention of Mr. Locher that an indirect reference was made to the fact that pulp oxidation potential controls the corrosion wear of steel. Though dissolved oxygen is one of the factors that controls oxidation potential, additional discussion was deliberately avoided for the reasons mentioned by Mr. Locher. The most important reason being the difficulty of decreasing and controlling the oxygen concentration of the pulp in a commercial mill.

IN the fall of 1910, the Nevada Petroleum Co., operating in the Coalinga field in California, determined to drill a number of wells with rotary tools, in order to prove conclusively the relative value of the rotary as compared with the standard rig. At that time, the rotary was but little known in California and its proposed introduction met with considerable criticism on the part of the operators and quiet opposition among the standard drilling crews. There were few men available who were competent to handle a rotary outfit, and these few had had but little experience in California fields. Machines as then built were much inferior to those now used, being lighter in construction and of a poorer quality of material. The shells encountered at depths between 1,700 and 2,000 ft. seemed to be too hard to permit of successful drilling, and at these depths the rig was changed over to standard tools and by them completed. Because of the heavy depreciation, the time lost in converting from rotary to standard, and the comparatively small profit, it was concluded that unless in the future there was some material improvement in rotary rigs, nothing would be gained by drilling with rotary tools upon this property. Little or no drilling has been done upon the property since that time, but in the meantime a large number of men have been trained in the use of the rotary; in fact, many standard-tool men have abandoned standard drilling and, starting in as roustabouts, have become thoroughly competent rotary operators. The improvements in the machinery have been such as to remove many of the objections and the rotary drilling of to-day is in every way superior to that of 1910. In contrast, a well drilled recently by the Kern Trading & Oil Co., in the east side Coalinga field may be cited. The first 2,500 ft. was drilled in 24 days and it is confidently expected that the water string will be set with a rotary at 3,400 ft.-a record obviously far beyond that made in 1910 by the Nevada Petroleum Co.

THE main producing oilfields in Peru are located in the department of Piura and province of Thumbes, adjoining Ecuador on the south and west. In the department of Puno, a small field known as the Pirin or Hauncané Area was exploited some years ago by Fred Brown and associates and considerable production obtained. As. shown by the statistical table of production, this area reached its maximum production about 1909; since 1915, operations have been suspended. During the past year, however, the Peruvian Corpn. has acquired some interests in this section. It is reported to have made a few shallow tests with the hope of obtaining sufficient production to supply fuel for its railway lines, which operate between Mollendo on the coast and Puno and Cuzco in the interior. Only partial success has accompanied these efforts; nevertheless, exploitation is being continued. The petroleum of this region contains a paraffin base with small amounts of asphalt. While the gasoline content is small, the kerosene content runs as high as 30 per cent., with the fuel element varying from 50 to 72 per cent. While it is known that the structural conditions of the Huancané area are somewhat complicated, it is believed that exploitation based on a careful interpretation of the geology of the region will eventually yield commercial production of at least modest proportions. In the main fields in Piura and Tumbes, drilling operations were somewhat more active during the first half of the year, than in 1922. The latter half of the year witnessed curtailment, owing to the abnormal situation in the petroleum industry at that time. For the same reason, no attempt was made to obtain the maximum production from existing .wells. Production was pinched down and exportation of crude was correspondingly reduced during the latter half of 1923. Nevertheless, the total production of the Peruvian fields is considerably in excess of that for 1922, as is also the production of the Negritos area alone.

For the past several years the policy of a large section of our mining industry in relation to our present bureaucratic form of government has become increasingly amusing, if not a little disgusting. In the past, mining men have always featured themselves the self-announced champions of free enterprise, and, generally, this conviction, was substantiated by their deeds. In recent years, however, a large group of the industry, while still expounding, from the front porch, the principles of free enterprise and a sound economy based upon the law of supply and demand, have gone around to the back door with palm extended, to join labor, farmers, bureaucrats, and other pressure groups to get their share of the take. The procurement of subsidies, bonuses, increased metal prices, and government assistance in a multitude of forms seems to have obscured from their thinking the welfare of the country as a whole and the sounder economic principles of a balanced budget and lower taxes. At the recent Colorado Mining Association convention in Denver, I. was alarmed to see just how far this specialinterest type of thinking has progressed within the mining industry. Government assistance to mining. was generally considered inadequate, and a flat bonus for any new mineral discovery was proposed. It was disquieting, too, to learn how far the federal alphabet agencies have entered into the mining industry and of the thousands of highly paid technical. men on the federal payroll required to man these numerous overlapping agencies and bureaus. Now all this is very fine, and some aspects of the federal give-away program can be very appealing to the unsuspecting in the mining industry as they have been to those in other groups. Some of these expensive programs may bring about a few dividends or even several new mines. But to this whole line of pump-priming reasoning there is one big disastrous fallacy.

ONE of the first questions that naturally occurs to one who handles steel is," Why does steel harden ?" To answer this question the chemist and physicist have devoted much thought and experiment, and while they have enriched our store of knowledge of the nature and composition of steel, it cannot be said that they have yet solved the problem involved in its hardening. In this communication I desire to direct attention to a line of investigation yet new, in the hope that it may receive the attention of those who have the time and ability to pursue it. I refer to magnetism. There are so many parallels between the action of magnetism on iron and steel and their behavior under different processes of manipulation that it would seem as if there must be some connection between the forces at work in the different cases, if, indeed, there be not an identity of force in all of these cases. Magnetism, as we know it, may be merely the visible manifestation of forces, which may serve as a guide to lead us to an exact knowledge of the structure, the strains, and the resistances with which we have to deal in iron and steel. If a magnet be brought close to a pile of iron filings, the little pieces of iron will fly to the magnet and attach themselves to it, with their longer axes lying in the direction of the force. If molten cast iron be poured into an iron mould,-a chill,-the iron upon crystallizing will form needlelike crystals, with their long axes normal to the surfaces of the mould. If the iron is at the proper temperature and the quantity small, compared to the mass of the mould, the whole of it will be chilled, or set, in' the hard needlelike crystals

THE object of this experiment was to obtain a usable set of field curves for determining the susceptibility of rocks with the vertical magnetometer. The need often arises for determining the susceptibility of rocks in the field in order to interpret magnetic anomalies obtained. This is particularly true when diamond drilling has been done and the relation to the surface rocks of the samples taken is desired. Many methods of measuring rock susceptibility have been developed, but in general they require careful shaping of the sample or pulverizing it in addition to delicate laboratory measuring instruments designed for the purpose. The requirements for a practical method for the determination of susceptibilities are as follows: I. There should be as little alteration as possible of the specimen. 2. A minimum of time should be required in the preparation of the specimen and the calibration of the equipment. 3. The equipment used should be portable. 4. An accuracy within the limits of the survey at hand should be obtainable. 5. A means of measuring the remnant magnetism should be available. LABORATORY PROCEDURE With these ideas in mind, the problem was approached in the manner in which Koenigsberger1 developed his method using the principle of the electrical theory of images of Lord Kelvin and applying it to the magnetic case. This solution of the problem states that the apparent change [ ] in the magnetic field intensity due to the proximity of a specimen is given by: [ ] Where k is the susceptibility of the specimen, m the strength of the pole of the needle, and a its distance from the surface of the specimen, as shown in Fig. I.2 This relation is true only for an infinite body and corrections are necessary for a finite body. Koenigsberger used in his work a variometer of special design. He suggested that a Schmidt vertical balance or horizontal magnetometer, as well as some other instrument, might be used. In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by 'remote control mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation . In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term “communications” as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the

PUBLIC discussions of mine finance in the tech-nical press have been confined mainly to methods of providing funds for the development of pros-pects or other mining operations which have not reached the stage of productivity. The application of modern financing methods to mines which have behind them a successful record of net earnings has, for some reason, been given scant consideration by mine owners and managers. In a few conspicuous cases, such for example as the Anaconda Copper Mining Co., Chile Copper Co., and one or two others, industrial finance has been applied to mining operations on the scale and after the fashion of other operations. When extensions are needed re-course is usually had, however, to the sale of common stock, with the obvious disadvantage of diluting the holdings of every stockholder of record prior to such financing. In some cases, it has been sought to over-come this disadvantage by issuing stock purchase rights to shareholders of record. If the stockholder is in a position to acquire additional stock, he may then pre-serve his interest intact, otherwise he must suffer a dilution of his holding. If he purchases additional stock he is, from one point of view, paying more for his in-terest than he bargained for when he made his original purchase. In many cases development and equipment are paid for out of surplus or current earnings. It is sometimes most difficult to explain to a manager why he can afford to borrow money when funds are available from a sur-plus account. Nevertheless, industrial enterprises with adequate surplus accounts often finance new construc-tion by the issuance of bonds. Such a procedure enables the company to maintain its surplus intact, and to con-tinue the payment of dividends during a temporary period of unusual expenditures.

Introduction PETROLEUM seepages are known in Alaska at four localities, all on Pacific seaboard. These, named from east to west, are Yakataga, Katalla on Controller Bay, Iniskin Bay on Cook Inlet, and Cold Bay on the Alaska Peninsula. Besides these, a petroleum residue has been found near Smith Bay on the north Arctic coast of the Territory. At Katalla, Cold Bay, and Iniskin Bay there has been some drilling for oil, and in the first field several productive wells have been opened up. Alaskan petroleum so far as its composition is known, is a refining oil, with paraffin base and low sulphur content. Most of what is known of the geology of Alaska oil fields is based on the investigations of Dr. George C. Martin, of the United States Geological Survey. A. G. Maddren, of the same service, has recently made a reconnaissance of the Yakataga oil field. The data to be here presented are chiefly taken from the following publications: G. C. CONSIDERABLE interest has been shown lately in various types of furnaces for the production of high, temperatures, both for laboratory purposes and for small industrial uses. Dr. J. A. Harker1 described certain modifications of the Arsem graphite resistance helix for high-temperature work at the National Physical Laboratory. Dr. Northrup ,also has developed two interesting forms of high-temperature furnaces. In 1911, Messrs. Winne and Dantsizen2 described two forms, of resistance furnaces using ductile molybdenum or tungsten as resistors. Since the discovery, by this laboratory, of methods for producing these metals in ductile form, their use as resistance elements in the research laboratory of the General Electric Co. has grown to such an extent that they are now almost indispensable. These furnaces are used here for alloy research, annealing, heat-treating, and practically all f the thermal processes requiring temperatures above 900° C. Various types of furnaces have been developed to meet the general needs of laboratory work, and it is the purpose of this paper briefly to describe some of these furnaces. A tubular furnace wound with a metallic resistor is the simplest type to construct, and almost every laboratory has made such furnaces. The only essential difference between a furnace wound with platinum or base metal and one wound with tungsten or molybdenum is that the coils of the latter must be heated in a neutral or reducing atmosphere. It has long been our custom here to build our resistance furnaces with a metallic casing from which the tube could be easily removed for rewinding. The heat-insulating material-usually calcined magnesia, alumina, silica, or silex, depending upon the nature of the resistor-is used in powdered form so that it can he readily removed and replaced. Lattice parameter measurements of the hcp phase in the system Ag-A1 near the stoichiometric composition Ag2Al were carried out for specimens quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K. The three heat treatments resulted in the same lattice parameters at room temperature. None of the specimens showed any superlattice lines. The lattice parameters of this alloy were also measured at temperature from 77° to 750°K. An anomaly in the temperature variation of the lattice paramete.rs occurs in the region near 400°k, which may be associated with local ordering. FROM measurements of the diffuse scattering of X-rays, it is known that the [ phase in the system Ag-A1 near the stoichiometric composition Ag2A1 ex- hibits a considerable degree of short-range order at room temperature.' Moreover, based on the position of the short-range order peaks a superlattice model had been proposed in the same study and it was suggested that lowering the annealing temperature to 420°K might result in long-range order. In the present study, the diffraction patterns and the lattice parameters of three differently heat-treated specimens, i.e., quenched from 825°K, annealed for 10 days at 453°K, and annealed for 100 days at 413°K, were determined from 77" to 750°K. The purpose of these measurements was to investigate 1) whether long-range order could be established by prolonged annealing and 2) whether the lattice parameters at room temperature depended on the heat treatment, since it had been proposed earlier2 that the lattice parameters in this phase are related to the atomic arrangement. 1) EXPERIMENTAL TECHNIQUES Silver and aluminum, both 99.99 pct purity, were melted in a zirconium oxide crucible under helium in

The following is a brief description of the cost accounts in effect at the mines of the Anaconda Copper Mining Co. The accompanying chart, Table I., shows the distribution of labor, materials, and redistributable accounts to the various operating and repair accounts. OperatiNG. Development. Owing to the fact that every mine has its peculiarities in formation and methods, the question of arriving at what charges should be included under the head of " Development" is one that has occasioned considerable thought and comment, and in the cost sheet of the Anaconda Copper Mining Co. this account has been sub-divided to show the expenses of breaking ground, tramming, timbering, shaft sinking, up-raising, and cutting stations and skip chutes. It has always been the policy of the company to charge the entire cost of this work to operations monthly, whether the mines are producing or not, also the cost of the opening up of new mines; and only surface construction and additions are charged to capital, excepting original machinery installed for operating pumping plants. Explanations of the charges to the various sub-accounts follow : Breaking Ground.—Work performed in driving cross-cuts from the station, or cross-cuts from the drifts, and diamond-drill work, for the purpose of discovering or developing ore bodies. Tramming.—Cost of tramming waste produced by cross-cuts mentioned above. When waste is hoisted to another level to be used for filling, the charge to this account stops at the station, and when hoisted to surface the charge includes tramming from the collar of the shaft to the dump. Timbering.—Cost of timbering the cross-cuts mentioned above includes the cost of handling and framing such timbers, but does not include the wages of station tenders and top carmen.

Until a comparatively few years ago, interest in tantalum was limited almost wholly to its scientific investigation, but its extreme resistance to the action of even the strong mineral acids, its great avidity for the common gases, hydrogen, oxygen and nitrogen, and its capacity for transforming alternating to direct current are winning for it a place in our industrial life. Tantalum is not attacked by any single acid except hydrpfluoric, nor is it affected by solutions of alkalies. Aqua regia, which readily dissolves both platinum and gold, has no action on it. This resistance to the common corrosive agents is an outstanding property of tantalum and accounts for many of the applications to which it has been put. When heated, tantalum reacts readily with oxygen and nitrogen and absorbs large volumes of hydrogen, 740 volumes being taken up at a dull red heat. This capacity for absorbing gases is being utilized to an increasing extent in the manufacture of vacuum tubes, in which tantalum is used for the metal parts, especially for grid wire. It is said to be a superior metal for this purpose, particularly in power and sending tubes, because of its low secondary emission. The use of tantalum in the manufacture of electrodes, dishes, spatulas and other laboratory apparatus appears to be fairly steady. There has been some development in its use for dental instruments, surgical tools, pen points, hypodermic needles and acid-proof pumps. Recently it has been used in the manufacture of spinnerets for the rayon industry, of nozzles for the manufacture of artificial casings for sausages and of lining for plant equipment. Tantalum in Electrolysis It has been known for some time that certain substances permit the passage of an alternating current in one direction more readily than in the other. THIS discussion relates to the distribution of coal under the direction of the U. S. Fuel Administration beginning Apr. 1, 1918. At that time a definite method of ' controlling and directing distribution was put into effect. Prior thereto, although some of the machinery utilized was in operation, especially in the few weeks immediately preceding Apr. 1, distribution had not been effectively and comprehensively organized. The writer was called to the Fuel. Administration by Dr. Garfield about the. first of February, 1918, to assume general direction of the distribution of coal for the Fuel Administration, to develop the general plans, and to obtain practical men to assist in this work and in carrying through the program finally devised. A study of the situation and conferences with the Fuel Administrator and leading men in the business made it plain that it would- he necessary to begin at the bottom, measure the undertaking, develop plans to meet the need thus shown, and build an organization to effect the distribution required. This work had to be done under war pressure in the midst of a bad coal shortage. The successful performance of such a task is always primarily a matter of putting competent men in the right places and giving, them the power and opportunity to function properly together. In the Distribution Division of the U. S. Fuel Administration, the men who were chiefly responsible for whipping plans into practical form and then for carrying out these plans were A. W. Calloway, of Baltimore, President of the Davis Coal & Coke Co., who served as the Director of Bituminous Coal Distribution; S. Lovell Yerkes, of Birmingham, Alabama, Secretary of the Grider Coal Sales Agency, who assumed general charge of distribution while the new plans and organization were being perfected and then became the Assistant Director of Bituminous Coal Distribution; Warren S. The mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and workmen's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. History The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish-American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.

Production of petroleum in Trinidad during 1938 reached the record figure of 17,737,061 bbl., an increase of approximately two and a quarter million barrels over 1937. The principal development during the year was along the Guapo fault, which extends from Point Ligoure to Coora across the southwest portion of the island. This fault has been proved to be a major factor governing oil accumulation in the area. At the southeast end of the fault the Coora field has been actively developed during the year and already ranks as one of the major productive fields of the island. Approximately seven miles to the northwest, another richly productive area has been developed on the north side of the fault at Los Bajos, while several widely spaced wells along the fault in the intervening area suggest that the whole seven miles betwen Los Bajos and Coora will prove productive. The Penal field was placed on regular production during the early part of the year on completion of a pipe line to the Point Fortin refinery. This is a shallow pumping field with a daily output of 2000 to 1500 bbl. of heavy oil. Down-flank extension of the oil-producing structures of Forest Reserve, Kern and Point Fortin have considerably extended the proven acreages on these structures and exploitation of the deeper Cruse sands on these structures has also materially increased the known reserves. Wildcat drilling has been active in several areas. Four wells have been completed in the Mayaro district; four at Moruga; six at Cedros; six in the Morne Diable area; one at Erin and one at Point Ligoure. Few data are available from these areas, but it is understood that some cncouraging results have been obtained. In the northern basin, north of the Central Range, two locations were spudded in at the end of the year after extensive seismograph surveys. Both these locations are scheduled for depths in excess of 10,000 ft. This northern basin is entirely untested by the drill and the present drilling program is being keenly followed by all operators in Trinidad.

There were no radical changes in the petroleum situation in the Russian Soviet Union during the 1926 to 1927 operating year. The developments of the previous year were continued, but the major undertakings were far from being completed. The pipe lines from Baku to Batum and from Grozny to Touapse, and the large refineries on the Black Sea are delayed in their completion by the insufficient authorizations; until their completion the changes in the general situation will be necessarily of a halfway nature. The marketing situation was subject to much controversy during the past year and, though certain statements are quite true, the bulk of the criticism against the petroleum industry hardly deserves mention. The home market in Russia is steadily growing, with the per capita kerosene consumption already exceeding the prewar figure and fuel oil consumption obviously gaining. The foreign trade is making rapid and well-grounded success, but continues to suffer from low world quotations. There is no apparent sacrifice of home consumers in favor of export trade. The production of all Russian fields increased by 13,750,000 bbl. as compared with the 1925 to 1926 operating year, and next year's program anticipates a further increase of 9,720,000 bbl. (Table 1). The increased and improved refining facilities will make the real gain in production in the next year even larger than these figures indicate.

During 1938 the Russian oil industry, while able to increase its production 4.69 per cent above the preceding year, was not successful in correcting some of its basic difficulties, and the industry's position as it entered 1939 was unsatisfactory. The internal political difficulties of 1937 and 1938 took a toll in the oil industry as they did elsewhere in the U. S. S. R., further complicating the solution of the problems facing it, most important of which still remain: lack of experienced and responsible leadership, able to make quick decisions; undisciplined and migratory labor; and insufficient and often unsatisfactory quality of the various equipment needed by the industry and its ineffective distribution. Recent developments in the U. S. S. R. suggest that during 1939 the management will be granted more latitude and hence somewhat better results may be anticipated from the executive branch, provided, however, the "purges" do not recur. The labor should be better disciplined and should not shift as easily, owing to the introduction, at the close of 1938, of individual labor passports to all workers in the country, the principal purpose of which is to correct those two deficiencies. It is not anticipated, however, that the service of supply will show any appreciable improvement in 1939, partly because of inherent difficulties and partly because the manufacturers of heavy machinery are working primarily and necessarily for munitions. Production Production of crude oil during 1938 is estimated at 224,714,000 bbl., as compared with 212,742,000 bbl. in 1937, an increase of 4.69 per cent but 12.76 per cent below the planned output. While there were no major readjustments in the source of supply of crude oil, both the older districts, Baku and Grozny, were barely able to maintain their 1937 levels of production, the increased output being supplied primarily by the fields of Maikop and Ural Permian Basin districts. On August 4, 1844, J. C. Fremont made the first record found of coal in Wyoming. On the North Fork of the Platte River, beyond Medicine Butte, in Carbon County, he noted: "in the precipitous bluffs were displayed a succession of strata containing fossil, vegetable remains, and several beds of coal. In some of the beds, the coal did not appear to be perfectly mineralized; and in some of the seams, it was compact and remarkably lustrous." A little later he noted, "longitude 111°, latitude 4 1/2°-Muddy R.--coal."1 In 1848, Clayton reported coal on Sulphur Creek near the site of old Bear River City, in Uinta County.2 Maj. Osborne Cross in his journal, on July 1, 1849, records seeing coal on Deer Creek and in one of the hills near Crooked Muddy Creek, in Converse County; on July 7, he records that the country from Deer Creek to the Sweetwater River abounds in coal, probably in Natrona and Carbon Counties.3 A letter from Asst. Quartermaster Van Vliet to General Jessup dated July 25, 1850, asked an appropriation for building shops at Fort Laramie for making repairs for the emigrants, and mentions "coal and timber," but undoubtedly meant charcoal, as no other mention of stone coal is made in the records of the fort.4 Stansbury, in 1852, placed on his map of this section the words: "Great Coal Basin," extending from the west bank of Bear River, near the present Evanston, to Point of Rocks in Sweetwater County. In 1859, a military coal reservation was established near here, but the coal was never worked to any great extent, although probably some was hauled to Fort Bridger for smithing purposes. When the fort was abandoned this reservation returned to the public lands .2 In the same year (1859), Hayden traced the lignite formation uninterruptedly from the upper Missouri Valley to a point on the North Platte River, about 80 miles northwest of Fort Laramie.5 On August 25, 1865,
