Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

The economics of mining has traditionally been viewed quite apart from the economics of blast furnace operations. It was realized, of course, that blast furnaces would operate best with good raw materials, but the shipping grade of ore, for example, was decided by a sort of collective bargaining process between the ore producers and the blast furnace operators. The mine operators had to keep their costs down, and were usually successful in convincing management that the ore in any particular deposit was endowed by nature with a certain iron content and that the mine grade could not be raised beyond a certain economic limit. The blast furnace operators would have liked a better grade, but as long as they were able to make a fairly good showing it was more or less accepted that they had to take the ore as it came. The mine operators were able to ship to the nation's blast furnaces thousands of tons of iron ore that would be completely unacceptable by present-day standards. As late as the early 1950's, the major steel companies were witnessing an actual decline in the iron content of their incoming ore supply as the mining companies mined progressively leaner material and upgraded it only enough to pass competitive market requirements

The Bingham Canyon Mine, located 48 km (30 mi) southwest of Salt Lake City, Utah, is operated by Kennecott Copper Corporation's Utah Copper Division. This operation is the world's largest open-pit copper mine and produces 96 000 tons (106,000 st) ore and 327 000 tons (360,000 st) waste each day. This material is loaded by large electric shovels and transported by both truck and rail haulage. To meet the requirements of the Clean Air Act of 1970 (as amended), new facilities for the control of smelter emissions were required and are now nearing the final stages of construction. The facility will be capable of treating all the output from the mine, some 2,530 tons (2,789 st) per day of combined concentrate and precipitate. Costing $280 million and necessitating the replacement of reverberatory furnaces with continuous smelting vessels, the plant, with its massive and complex gas handling and acid-making facility, is required to remain on-stream with the minimum of pollution control equipment outages to conform with Federal Regulation 52.2325.

The world's largest reserves of nickel are found in lateritic ores. Commercial exploitation has been carried out for almost one hundred years; however, none of the plants currently in operation produce pure nickel but rather ferronickel, matte, impure nickel oxide or mixed sulphide precipitate. Over the past decade Sherritt has studied various processes, including the modified reduction roast-ammonia-ammonium carbonate leach process, for the production of pure nickel powder and briquettes from laterites. Nickel can be reduced to the pure elemental form at elevated temperatures and pressures from impure basic nickel carbonate slurries. Several methods were studied in the development of the process for working up the pregnant leach liquor and basic nickel carbonate to produce feed for the aqueous hydrogen reduction step in which pure nickel powder is produced. This paper is concerned only with the laboratory studies using the basic nickel carbonate slurry reduction procedures.

At the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17,1907, and subsequently approved by the Chief of Ordnance, U. S. A. AN increase in the value of magnetostriction1 * is known to result from the annealing of some ferromagnetic alloys in a magnetic field. Similar increases may be anticipated in the value of the magnetostriction of alloys that are of interest because of their normal high values. Two were selected for trial, 87 pct Fe-13 pct Al(Fe,Al) and 69 pct Co-31 pct Fe, the latter being used as a representative of the Co-Fe alloy series. The influence of a magnetic field present during annealing is explained by the domain theory of magnetism." The field orients the domain vectors in its own direction when the alloy is at or below the Curie temperature, and holds them there until the metal is cold. During cooling the interaction stresses between neighboring grains are largely relaxed. Interaction stresses will reappear, however, if the state of magnetization of the specimen is changed in any way, and will be larger the more the new state of magnetization differs from the one existing during the magnetic anneal. In this connection the 180" reversal of a magnetization vector is not considered a change because a simple reversal does not tend to produce a change in shape of a magnetized region. TWO recent review papers have considered the origin of primary and secondary recrystalliza-tion textures from the point of view of oriented nucleation and oriented growth theories."' Both theories require nuclei for primary recrystallization but provide no unequivocal answer to the question of what nuclei are. The answer to the same question regarding secondary recrystallization, however, often is that nuclei are certain primary recrystallization grains or primaries. The two theories differ, however, in specifying what the certain primaries are. In support of the oriented growth theory Beck and Hua originally stated "It may be assumed that in a re-crystallized material, even with a strong texture, there always are present some grains of practically any orientation. These may serve as nuclei for the coarse grains, provided that conditions are favorable for their growth." In commenting on this statement one would say that there are two restricting conditions: namely, that 1) the certain primaries (nuclei) are large enough to grow, and 2) their boundaries have high mobility. The fifth convention of the National Foreign Trade Council was held in Cincinnati, Apr. 18, 19 and 20. More than one thousand accepted delegates were registered, the American Institute of Mining Engineers being represented by W. L. Saunders and W. N. Thayer. The convention was called to order Thursday morning, Apr. 18, in the convention hall of the Hotel Gibson; by the Chairman, Mr. James .A. Farrel, president of the U. S. Steel Corporation, and was in continuous session for two clays, several group sessions being held simultaneously. The convention adjourned Saturday morning after receiving the report of the central committee. The dominant themes of the convention were: First, "Win the War" and second, "Establish Foreign Trade on a. Firmer Basis." The discussions included textiles, lumber, chemicals, automobiles, finance, and agriculture, and also those things in which mining engineers are particularly interested, metals, oil, and coal. The report of the central committee, which was adopted, recommended the stimulation' of production of all materials required for war purposes; the subordination of all trade that will not impose new and heavy penalties on our adversaries; the maintenance of such foreign trade as will support national credit and supply materials required for military and naval purposes; the continued interchange so far as possible of merchandise and products between the United States and. A brief paper on this subject (which might readily be made to, fill a volume) is suggested at this time by several considerations, among which may he named the meeting of the Institute on the borders of Ontario, not far from some of the mining undertakings which are hereafter mentioned ; the mineral developments made in the Province quite recently ; the highly creditable collection of most of the minerals of Ontario, for the first time got together, and exhibited this year at Cincinnati, in the Centennial Exhibition of the Ohio Valley ; and, finally, the recent appointment, by the Government of Ontario, of a Commiesion to inquire into, and report upon the mineral resources of the Province, and the best means to be adopted for their development. The Province of Ontario has no Department of Mines or official geologist, to take note, and keep record, of mining and mineralogical development and discovery. Within the last few years some valuable statistics have been collected by Mr. A. Blue, the Deputy Minister of Agriculture; but recently a desire has risen on the part of the people to obtain further knowledge of these subjects, and the government has appointed a Commission, the report of which is expected to be issued in part, if not in completed form, this winter.

Mississippi, during the year 1941, experienced the greatest diversity of oil activity since the beginning of oil interest in the state—core tests for exploration, core tests for sulphur, continued drilling at Tinsley for production, and wildcatting, which brought to light two new oil fields and two new salt domes. There were 45 wildcat wells drilled in 1941, which showed greater results and findings geologically than the 85 drilled in 1940. Tinsley Oil Field (Yazoo County).—The Tinsley oil field, with its boundaries fairly well defined now, is 8 miles long and 3 miles wide at its widest point. During the past year 213 producing wells were completed, which brought the total number of producers in the field by the end of 1941 to 325 wells. Seven producing sands have been logged, with a total average thickness of 30 ft. of oil sand. The producing formations are the Selma, Eutaw and Tuscaloosa. The average total depth of the wells is 5012 ft. The average gravity of the oil is 35.4°. Production for 1941 was approximately 15,500,000 bbl. of oil. Vaughan-Pickens Oil Field (Yazoo County).—At the end of 1941 only three wells were Producing in this field, the fourth having been abandoned. The total production for the field for the year was approximately 250,000 bbl. of oil. The producing sand is the Wilburn, in the Eutaw formation. Cary Field (Sharkey County).—The British American Oil Producing Co. completed, on Sept. I, 1941, its F. B. Houston No. A-I well, sec. 23, T. 11 N., R. 7 W. It is

BACKOFEN' reported recently that "the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [lll.] and [loo] directions aligned parallel to the wire axis." In the introduction, he indicated that this was in contrast to the work of Hibbard,' who reported a single [111] texture after a reduction of 96.4 pct. Unfortunately Backofen stated that this was a reduction in area when actually it was a reduction in diameter, as is clearly stated in the reference. Moreover, the results of Backofen are in complete agreement with the results of Hibbard. Backofen's 97.3 pct reduction in area is an 83.3 pct reduction in diameter, after which he foundadouble [ll11 and[l001texture with the former predominating. Similarly, Hibbard; after an 86 pct reduction in diameter found a double [Ill] and [I001 texture with the former predom- inating. Hibbard, however, when he drew the wire further to 96.4 pct reduction in diameter, found primarily a single [Ill1 texture as illustrated by Fig. 2 of ref. 3. Here also, Hibbard- reported evidences of the [loo] recrystallization texture found by Backofen. It might also be pointed out that Backofen not only drew his wire 97.3 pct reduction in area but also etched them over 99 pct reduction in area from 0.125 to 0.01 in. diam. Hibbard's wires were drawn directly to size. In summary, the deformation texture of cold-drawn copper wire still may be described as primarily a single Clll] texture after a sufficient amount of drawing, such as 96.4 pct reduction in diameter." a

With the exception of the extreme northeastern part of the state, Mississippi lies wholly within the Gulf Coastal Plains. The largest structural feature definitely proved is the so-called Jackson structure1 in the central part of the state. This structure is mainly the result of the burial of an igneous ridge on the old sea floor. The ridge trended in a northwest direction from about the town of Jackson in Hinds County into southeastern Arkansas. The present structure is the burial of the ridge. Recent detailed surface work by major oil companies has suggested smaller structures in other parts of the state, but so far they have not been definitely proved. Also considerable magnetometer and seismographic work has been done in the northern and central part of the state. The results of the operation of the seismograph are not yet available, but the magnetometer located many "magnetic highs" in this part of the state. Outside of the area of the Jackson structure, the exact cause for this magnetic variation is not known. In a portion of south Mississippi, considerable seismographic work has been done recently in an attempt to locate salt domes. While the details are not available, it has apparently met with little success. Prospecting by districts during the past year may be summarized as follows: Five wells of importance were drilled in the Amory district of east Mississippi. This district comprises all or parts of Monroe, Lee, Itawamba, Prentiss, .Alcorn and Tishomingo counties. Small gas was discovered at about 2500 feet. Several wells were drilled in the. Jackson district which is located in part or all of Hinds, Rankin, Madison and Yazoo counties. Some of these wells were abandoned and one was shut down most of the year

Introduction Drilling is the initial operating step In open pit mining. It goes hand-in-hand with the blasting operations to ensure adequately broken material for the excavation equipment employed. The drilling effectiveness is highly dependent on the quality of the drill evaluation. This discussion will center on the parameters that are needed to evaluate drill requirements for a new mine The procedure that is generated can, however, be used to evaluate whether to expand existing operations and replace existing equipment. Methods of breaking ground, other than blasthole drilling and blasting, such as ripping, will not be discussed. The importance of correct drill evaluation extends to the other facets of open pit mining. Inadequate fragmentation, the direct result of poor drilling and blasting techniques, results in oversized, hard digging for the excavating equipment. The result is higher secondary blasting costs, reduced excavation efficiencies, higher excavation costs, higher road repair costs, and higher haulage equipment costs. The main objective of evaluating drill fleet requirements, therefore, is to determine the equipment needed to minimize the operational constraints, caused by blasthole drilling, on other facets of open pit mining at the lowest cash flow costs.

ELECTRICITY must be safeguarded everywhere that it is used. The conditions that exist underground make the use of safeguards more essential there than almost anywhere else. Electric Shock Electric shock is the greatest danger in connection with the use of electricity in mines, because conditions existing underground are so favorable to its occurrence. Men are often obliged to work in more or less uncertain light near bare wires that are carrying dangerous potentials. The fact that the men are standing on the earth practically connects them to one terminal of the electric generator. The most dangerous piece of electrical equipment underground is the trolley wire. It is necessarily bare and extends for long distances throughout a mine, often less than a man's height from the track rail. Sometimes the making up of trips of cars must be done near low-hanging trolley wires. All bare wires offer the same danger that trolley wires do, although not to the same extent. Apparatus that has accidentally come in contact with the ungrounded side of an electric circuit is almost as dangerous as the trolley wire. A severe and even fatal shock may be obtained by coming in contact with the frame of a motor or a switch box that has become charged with electricity, or "alive," as it is usually termed. It is also possible to obtain shocks from the frames of locomotives and cars if track. sanding, poor bonding or a similar cause has put a high resistance to earth in the path of the current.

In the analysis of a set of interesting furnace-products belonging to the metallurgical cabinet of the School of Mines, I placed in the hands of one of my students a sample of litharge which gave the results quoted below. The collection of specimens from which this was taken, represents the products obtained in the blast-furnace treatment of argentiferous lead ores, also samples from the zinc process, and those from the cupellation of the enriched lead. The sample, when received, was marked "bismuth litharge," and was that obtained during the last stages of cupellation. It gave upon analysis the following : Per cent. If I mistake not, it is usually assumed that silver exists in litharge in the metallic state; and it is, indeed, in the analyses of litharge, rarely expressed otherwise. This method of reporting the silver is, no doubt, due to the accepted statements that the oxides of silver are reduced to the metallic state at a temperature of 300' C. or less. The following experiments lead me to believe that silver exists in litharge, not entirely in the metallic state :

INTRODUCTION Detonations of high explosives in soil and rock have been used frequently in civil engineering applications. Of particular interest in recent years has been the development of test methods to simulate the desired blast and shock environments for the testing of protective structures. The United States Air Force, in particular, the Air Force Weapons Laboratory, in conjunction with the Defense Atomic Support Agency, has in recent years, developed special technology for simulation testing of protective structures in soil and rock media. Such a technology, although initially developed for military applications, is rapidly finding its way into civil applications. One of the major problems in the design of the simulation test is the correct prediction of ground motion induced by the detonation of high explosives. This paper presents a useful prediction method which is developed specifically for ground motion in rock that is induced by the detonation of a buried planar array of explosive columns (See Figure 1). The technique of simulating shock environment using such an array is called the Direct Induced High Explosive Simulation Tech- nique (DIHEST). Normally, each shot hole may contain canisters of ammonium nitrate positioned at various depths, or a slurry explosive with detonators positioned along its length (See Figure 1). The depth and width of the array, the spacing of shot holes, the spacing of detonators, the degree of containment, and the charge weight are the variables which govern the induced ground motion

Sintering is a process in which the pore structure of an agglomerated powder is modified. For many applications, it is desirable to be able to control the pore structure in order to optimize such properties as mechanical strength and reactivity (availability and accessibility of solid surfaces to reactant gases, for example). In general, these properties will be determined by the total porosity and the pore size distribution of the agglomerate. In the work described in this paper, a physically realistic mathematical model for the sintering process has been developed. The model is based on the usual assumption that the pore system in an agglomerate can be treated as a network of interconnecting, cylindrical pores of continuously varying size. It is further assumed that the total pore length is conserved during the course of the sintering process. Using standard expressions for the rate of shrinkage of an individual pore, the model can be used to predict the changes in total porosity and pore size distribution as sintering proceeds. Experimental pore size distributions, obtained by mercury intrusion porosimetry, for the sintering of oxides appear to be in general agreement with the predictions of the model.

M. Armstrong's paper is very interesting and can be regarded as a pioneering work of applying geostatistics on washed coal. The density levels used in her study are uniformly spaced, which facilitated curve fitting through a proper experimental design. Most of the existing coal washing plants in the US, however, gather washability data at non-uniform intervals which, in turn, affects the goodness of curve fitting. We would like to emphasize the importance of having a proper experimental design, if a similar geostatistical application is to be conducted on washed coal. We, at the University of Arizona, tried the variogram on recovery (Kim, Barua, and Baafi, 1982, SME preprint 82-143) which showed a similar pattern as Fig. 4 of Armstrong's paper. In both cases, the first experimental variogram value is invariably and inexplicably higher than the second variogram value. Although Armstrong ignores the first point because of "small number of sample points," we did not do so because there were 17 sample pairs. As a consequence, we concluded that the obtained experimental variogram was unsatisfactory and that further research is warranted. In other words, this disagreement in variogram interpretation between M. Armstrong and the University of Arizona begs the question whether the experimental variogram of Fig. 4 truly reflects the spatial correlation in washed coal, assuming there is such a correlation. Finally, we wish that Armstrong could have done a similar study on clean sulfur, which is a vital interest to the coal mines in the US. Her implied remark on sulfur in the concluding section of the paper may turn out to be incorrect because our experimental variograms on clean sulfur at different density levels were even less satisfactory than those on recovery. ?

The question of natural-gas supply is receiving careful consideration in many parts of the country, as in the winter months it is quite a problem to have on hand sufficient gas to satisfy the demand. Increasing the output of wells by the application of vacuum has been tried with various results and large companies have attempted to keep up the supply with gas compressors. The possibility of storing natural gas in the sands of exhausted gas pools has been 'tried in a few instances with satisfactory results. This method may prove of practical value in solving the problem, especially in the case of towns that formerly obtained gas from their immediate vicinity but now must search for new pools. In all cases, only part of the available supply is utilized during the warm weather, so that many wells are shut-in, yet during the winter months, the supply is not sufficient even with all the wells on the line; in such cases it would be of great value if a large volume of stored gas were on hand, obtained through wells that would have been standing idle during the summer. Idle producing wells having considerable "rock pressure" will force gas into the exhausted, or storage wells, and this gas will be used only when the regular supply falls short (Fig. I).
