SINCE the days of the Conquistadores, people have told exaggerated tales of the wealth and possibilities of Mexico and Central and South America, and the mining fraternity has never been known to exaggerate any less than any other professional group known to man or beast. However, during a short stay in Mexico one can probably hear more whoppers than at any other time, when dozens of mining propositions are thrust across the desk, and it is not necessary to remind anyone that a listing of the do's and don't's for Mexico requires special mention of the fact that most mining propositions offered south of the border eventually turn out to be a beautiful fairy tale. The following is not suposed to be either an exact description of Standard Mining Corp.'s operations in Mexico by its mining associate, the Corporacion Minera y Beneficiadora Anahuac, S.A., or the last word as to the most economical way to start such an operation. But rather it is the sum total of the recent experiences of the writer while commencing such an operation in 1951-52 with the help of many qualified gentlemen.

W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

As a basis for interpretation of grinding behavior, the discretized batch grinding model is briefly presented and described, with solutions of the resultant equations for linear systems. Techniques for obtaining relevant experimental data are discussed for first order grinding systems, with methods for estimating other systems1 parameters from these data. Computer methods are described for conducting a sensitivity analysis which can be used to obtain an improved estimate of the system parameters. Examples of the use of the computer in conjunction with the grinding model for the simulation of batch grinding, locked-cycle grinding, and closed-circuit grinding are presented.

IN the late 1920's rotary drills began to replace the churn drills in the petroleum industry, but until the middle 1940's the churn drill was the only widely accepted means of drilling large-diameter blastholes for quarry operations. The Calcite plant of the Michigan Limestone Div., U. S. Steel Corp., was one of the first to experiment with rotary drills for quarry blasthole drilling, and the first to employ compressed air on a fully rotary rig to cool the bit and raise the cuttings to the collar of the blasthole.

MELTING in a crucible is the customary method for small things. It is done in two ways: with the blast of bellows and with an air furnace. The one with bellows, which I wish to show you now, is the common method most in use. It melts quickly and is very well known to goldsmiths and to all melters. I could continue without telling you of it, but I shall tell you its method in order to caution you about what you might perhaps not notice. In order to do this, first make a little forge with a pair of bellows that can be worked with one hand or in some other way. A crucible of the size needed is then taken and filled with the material that you wish to melt. Then, on the forge in front of the place where the wind issues from the bellows, kindle as much charcoal as you think will well cover your crucible and put your crucible full of material in the midst of this burning charcoal above the place where the blast strikes the fire, two or three dita distant from the place where the blast issues-or as much more or less as the size of the crucible or the force of the bellows requires. Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.

ONE particular plant has been chosen to illustrate the various factors in mill design. The problems are general in nature and with various modifications are met in the design of most milling plants. Literature on modern mill design is not extensive and certainly has not kept pace with the rapid advancement in the art of ore beneficiation. Much remains to be investigated, and continued vigilance is required to give the operator and the metallurgist the best layout to meet the industry's changing requirements. The Humboldt project, a joint venture of the Cleveland-Cliffs Iron Co. and the Ford Motor Co., involves an iron ore flotation plant near the town of Humboldt, on the Marquette range of the Michigan Upper Peninsula. A crushing plant, designed for an ultimate capacity of 720 long tons per hr, is followed by a first mill unit of 70 long tons per hr. Future mill units are planned to bring the total mill capacity to 5000 long tons per 24 hr.

Raphael PUmpelly, who became a member of the Institute in 1871, the year of its organization, and retained his membership for a long period, died at his home in Newport, R. I., Aug. 10, 1923. He is survived by a son, Raphael, Jr., and by two daughters, one of whom is the wife of Prof. Henry L. Smyth, of Harvard. Doctor Pumpelly was born in Oswego, N. Y., in 1835. He studied sciences and mining engineering in Paris and at Freiberg, later taking his Doctor's degree at Princeton. He was Professor of Mining at Harvard from 1866 to 1873. Doctor Pumpelly made geological explorations in many lands. In 1861-63, he conducted a scientific exploration for the Japanese government, and for two years thereafter carried on researches in central, western, and northern China and Mongolia. In 1864-65, he undertook a voyage of exploration across the Gobi desert, returning to Europe through Siberia. He was State Geologist of Michigan from 1869 to 1871; Director of the Missouri Geological Survey from 1871 to 1873; and Chief of Division, U. S. Geological Survey, directing the mineral industries division of the tenth census. He organized and directed the Northern Transcontinental Survey, 1881-84; directed the explorations inaugurating the iron ore industry of most of the ranges of Michigan and Western Ontario, 1897-1901; initiated and directed a physical-geographical and archeo-logical exploration of Central Asia under the auspices of the Carnegie Institution of Washington, 19034.2.

Meeting of Nov. 21, 1913.-The President reported the appointment of the officers and members of the Committee on Non-Metallic Minerals, published elsewhere in this Bulletin. The President appointed the Executive Committee of the New York Section as a local .committee to have charge of the Annual Meeting of the Institute in February, 1914, with power to add to their numbers. It was voted that the Chairman of each Technical Committee, be made ex officio a member of the Committee on Papers and Publications. At the request of the Secretary, Burr A. Robinson was appointed Assistant Secretary of the Institute. E. Gybbon Spilsbury was nominated as representative of the Institute on the John Fritz Medal Board of Award. It was voted that the next summer meeting of the Institute be held in Salt Lake City in August, 1914, with power to the Executive Committee to fix the exact date. Substantial reduction was made in the price of the back Transactions of the Institute in accordance with the notice published on p. i of this Bulletin.. The By-Laws of the Montana Local Section were approved. The printing contract for the year 1914 was made with the Maple Press. Thirty-eight Members, one Associate and three Junior Members were elected.

The economics of recovering slimes by gravity concentration, except in a few highly specialized cases, was hampered by the lack of suit- able high capacity equipment. However, in the last decade increasing cost of power and reagents, coupled with the development of high capacity units, has led to a reappraisal of the benefits of slime gravity concentration. This paper seeks to analyze the merits of gravity concentration, and the constraints placed upon it by the laws of motion. It traces the recent developments of unit processes, and their application to a wide range of minerals. The economics of gravity concentration are also discussed.

Discussion of the paper of WILLIAM G. KRANZ, presented at the San Francisco meeting, September, 1915, and printed in Bulletin. No. 101, May, 1915, pp. 927 to 930. M. PETINOT, Niagara Falls, N. Y. (communication to the Secretary*). -I have read this paper with considerable interest and agree perfectly with Mr. Kranz that steel for castings made in an electric furnace is not necessarily, because of that fact, all good steel, and also that the qualities which he mentions, such as absence of segregation, elimination of `sulphur, great tenacity, etc., can be obtained in an electric furnace if operated under proper metallurgical conditions. An unusually low content of sulphur in steel for castings is not, of course, an absolute necessity and the range of this element usually obtained in steel made in basic open-hearth furnaces is sufficiently low to meet all physical requirements. Of the many opportunities in the mining industry to invest funds to improve operations, there is always some limit in every company as to how much can be spent each year for the acquisition of capital assets. Generally, there are many more opportunities for investment than funds to make the investments. As such, one of management's goals is to select the most profitable of all the opportunities available. Each opportunity must be carefully analyzed for its potential percentage rate of return. This percentage return or return on investment concept is an accepted financial yardstick of business profit- ability. For today's mining engineers, this problem resolves itself in the job of determining how to in- vest most productively the cash that is flowing from their operations so that it will multiply in value. There are four basic types of capital investments: Strategic investments, such as selecting a plant site, are those that affect virtually all long-run plans of a company. Change in a company's product line and expansion of company facilities are two other types of capital investments.

The Mercur Mine, developed and operated by Getty Mining Company, is designed to process 3,000 tons/day of gold ore from the historic Mercur Hill mining district. The mill process involves crushing, grinding, and cyanide carbon-in-leach for recovery of gold from ores ranging from 0.08 to 0.10 oz/ton. During the mining of normal grade ore, a substantial tonnage of material containing 0.02 to 0.05 oz/ton is mined and would be available for heap leaching. Also, Getty Mining is developing methods to test and prepare lower grade material for heap leaching by rejecting a coarse rock fraction from the grinding SAG mill circuit. This lower grade fraction is suitable for heap leaching, and its removal will upgrade the regular mill feed. Other test methods are directed toward leaching techniques on some 4.0 million tons of tailings that resulted from roasting and/or cyanide leaching Mercur ores in the early 1900's. The natural carbons associated with the Mercur deposits require special treatment to reduce their gold adsorption effects when leached with cyanide.

THE first award of the James Douglas gold medal for achievement in non-ferrous metallurgy was made to Frederick Laist, of the Anaconda Copper Mining Co., and the presentation ceremony was a feature of the annual banquet of the Institute at the Waldorf, on Feb. 21. Frederick Laist was born in Cincinnati, Ohio, Oct. 30, 1878. In his early youth his parents moved to California where, in 1901, Mr. Laist graduated from the University of California, in the course of chemical en-gineering. For one year after graduation he was an in-structor in chemistry at the University of Utah. Fol-lowing this he was employed as a chemist in the lab-oratory of the Washoe Reduction Works of the Anaconda Copper Mining Co., where in successive stages he has occupied the position of chief chemist, blast-furnace superintend-ent, assistant superintend-ent of the entire plant, superintendent, and finally manager of the Anaconda company's reduction plants in Montana, which position he now holds. Mr. Laist, in his labora-tory work, manifested great interest in the hydrometal-lurgy of copper and zinc. As chief chemist at Anaconda, he brought the laboratory to a high degree of efficiency.

Assaying, mineralogy, and geology appear in ancient records as early as mathematics, physics, and chemistry. Agricola was the first author to unify the earth sciences, the mineral extractive industries and the mineral processing industries. His text, De Re Metallica, published in Latin in 1556, is recognized as the first technical literature. In 1702 mining instruction was started at Freiberg, Germany. The purpose of this school was to train skilled workers, a program corresponding to present-day, on-job, vocational-technical, upgrading extension training. Formal instruction in mining engineering began at Schemnitz, Hungary, in 1763, at Freiberg, Germany, in 1766, and at St. Petersburg, Russia, in 1773. It is interesting to note that these three schools initiated instruction in mining engineering before formal instruction in civil engineering began at Paris, France, in 1775. Early mining engineering, 1763-1900, was expected to cover all eventualities in the mineral industries. Optional curricula were offered early in the 20th Century but did not reach into all branches until after World War I. Specialization crystallized during World War II under three organic units: (1) Earth Sciences; (2) Mineral Engineering; (3) Mineral Technology, the three together constituting the mineral arts and sciences of the modern world (Fig. 10).

DURING a study of reactions involving iron sulfides, it became desirable to know approxi-mately the heat of decomposition of pyrite. The values given for the heats of formation of pyrite and ferrous sulfide are 35,500 calories and 23,070 calories respectively. For the reaction 2FeS2= 2FeS+S:, the heat effect would be-24,860 calories. But pyrite gives sulfur and pyrrhotite upon heating and the latter is a solid solution of sulfur in ferrous sulfide. The only meas-urements of this decomposition are those of Allen and Lombard1 of the Geophysical Laboratory who have measured dissociation pressures of both covellite and pyrite and have carefully reviewed the literature. They give a table of values for covellite as determined by Preuner and Brockmoller2 and by Wasjuchnowa3 and compare these values with their own measurements. The conclusion is that the measurements of Preuner and Brockmoller are seriously in error, while Was-juchnowa's values fit in well with those of Allen and Lombard. Wasjuchnowa's measurements were made by a dynamic method, while Allen and Lombard em-plowed a static method on both covellite and pyrite. Tables I and II reproduce the measurements of Wasjuchnowa and of Lombard and Allen on covellite and pyrite.

Under the act providing for the taking of the Tenth Census, the superintendent was authorized to appoint experts to inquire into special industries; accordingly Professor Charles S. Sargent was appointed to gather statistics in relation to the forest industries. As chief of the Department of Forestry of the Tenth Census he has been busily engaged in this work since the fall of 1879. Soon after his appointment he became convinced that it would be desirable to make an examination of the fuel-value of the various woods of the United States, and this work was placed in my hands. At the same time I made the suggestion that while we had the opportunity, it would be well to test also the strength of these woods. The suggestion was adopted and Professor Sargent at once set his agents to work in various parts of the country to collect specimens of all the trees growing in their localities, employing as a rule botanists who were familiar with the flora of the region in which they were at work. The result of this work was the collection of over thirteen hundred specimens of wood, comprising over four hundred species and varieties, nearly one hundred of which had not before been described as trees existing in the United States.

C. E. SIEBENTHAL, ? Washington, D. C.-From being one of the most maligned of metals-a veritable bugaboo-cadmium has almost overnight become respectable, though its slender claim to respectability rests almost wholly on the possibility of its substitution for tin. Preliminary to any campaign for such substitution, particularly for enforced substitution, the possible supply of cadmium should he determined as closely as possible; for that reason the statistical inquiry of which this paper embodies the results was undertaken. Production Cadmium is marketed in two forms, as metallic cadmium, in sticks or bars, and as cadmium sulfide, the pigment. The metal has found its greatest field of use in this country as a component of an easily fusible alloy that is used in automatic fire extinguishers. The sulfide is .used to some extent in paints but chiefly to give color and luster to glass and porcelain. The metal was first made in this country by the Grasselli Chemical

Since the last decade the iron ore processing industry has undergone drastic changes from supplying screened and natural ores to manufacturing tailored concentrates and pellets. Increased need for the beneficiation of lower grade iron ore deposits and the increased demand for higher grade concentrates necessitate finer grinding of iron ores before concentration. The normal filtration stations used in the past are experiencing difficulties in dewatering the finely ground concentrates to moisture levels acceptable for balling. In addition to finer grinding, applications of complex beneficiation techniques has decreased the filterability of the concentrates and create problems in filtration of iron ore concentrates. An overview of the filtration literature indicates there are few research reports on the dewatering of iron ore concentrate slurries. There exists a need to understand the principles and mechanisms involved in the filtration of iron ore concentrate slurries with a goal of developing more efficient filtration techniques. This paper presents the results from the first phase of our research program that included the development of a reproducible benchscale filtration technique and the investigation of the filtration behavior of eight iron ore concentrates.
