I AM glad to join with my fellow-members in this celebration of the fiftieth anniversary of the founding of the American Society of Mechanical Engineers. It would be a difficult task to measure the blessings brought by this association through the stimulation to invention, the improvement of methods, the adequate training of engineers and the advancement of knowledge in a large sense. During its span of life it has contributed a great part in the development of an art into a mighty profession upon whose capacity and fidelity rest so much of human progress. "I feel especially honored that the association should, through the beneficence of Mr. Lauer, have established a new distinction among engineers, and should have designated me as its first recipient. The purpose of this medal is to mark the public service of men who have gone outside their strictly professional work to interest themselves in civic and humanitarian affairs. And the engineers have something to contribute to public service. . "With the development of our great national tools -our engines, our railways, our automobiles, our airplanes, our steamships, our electric power and a score of other great implements, together with the supplies of material upon which they depend-the engineer has added vastly to the problems of government, for government must see that the control of these tools and these materials is not misused to limit liberty and freedom, that they advance and do not retard equality of opportunity among all our citizens.

ALTHOUGH statistical data are not at hand to justify definite statements as to progress in health, and safety in the mining and allied industries during 1935, it now appears probable that in both coal mining and in metal- mining the rate of accident occurrence as well as the absolute number of accidents will show slight increases for the year. Much: of the responsibility for this increase lies with the large number of relatively. small mines that have more or less recently come into existence, partly because of 'the lack of opportunity for work in the larger mines for large numbers of unemployed miners, and partly due to increased prices for some of the mineral products, especially gold. In general, the larger long-established nines show downward accident trends and this is decidedly encouraging as it shows that where mines are operated with real efficiency, mining can be done in relative safety.

TUESDAY afternoon the annual meeting was devoted to a general session, in the auditorium, on production control. George Otis Smith presided and in opening the meeting recalled that the session in 1920 on the stabilization of the coal industry was the first time this subject had been discussed by Institute members in a general session and then introduced Carl Snyder, of the Federal Reserve Bank of New York, who spoke on "Long-time Growth and the Factors In Its Variations." He spoke without notes and a full presentation of his views must be deferred until the stenographer's report is available. He said that of the total production some 80 to 90 per cent represents goods for consumption and the other 20 to 10 per cent for construction. He discussed various indices of production, concluding that bank clearings are the best, and showed by charts that when they are plotted, allowing for various disturbing factors, they are seen to increase quite regularly at the rate of about 4 per cent per year. The production curve rises at only 3y2 per cent per year, because agricultural production does not in- crease as fast as manufacturing postal revenues in- crease at the rate of 5 per cent per year while the use of electricity increases twice as fast.

WHEN lead production began to recede from the peak productions of 1929 many plants took advantage of the curtailed operations to make necessary improvements and repairs about the plant. There followed a period of adjustment to synchronize production and demand, which merged in the present period of marking time. The lead smelting and refining industry has produced little that is new during the past year except in what might be called makeshifts, which have been introduced to make operation at fractional capacity profitable. NO ADEQUATE salary scale, at the present time, can ignore the increase in the cost of commodities 'during the last few years or- afford to assume that this increase is merely temporary. A study of the change in prices and wages during and after the Civil War is of interest in connection with changes that have taken place from 1913 to 1919. The curves on the accompanying figure, based on reports of the War Industries Board and Department of Labor, show these changes. During the Civil War retail prices rose to 164,2 per cent. of the prices of 1860, during the next 8' or 10 years. It is interesting to note that the rise in wages during the Civil War was almost simultaneous with the rise in the prices of commodities. During the World, War, the rise in wages has lagged about a year behind the rise in prices. Furthermore, in the period immediately, following the Civil War, wages continued to rise after prices started to fall, The present price level is not considered merely temporary by such of our Government agencies as the Department of Labor and the Federal Reserve Board or by such economists as Irving Fisher' and J. AT Climax the warehouse department operates as an independent unit similar to the mine and mill departments. It has the responsibility of receiving, checking, unloading, and storing all material and supplies delivered to the plant. In addition, the transportation of all supplies comes under the direction of the warehouse so that prompt delivery of supplies to all departments is one of its major functions. The transportation division operates heavy and light trucks, trailers, two large tractors, and two snowplows. In addition to delivering supplies it is also responsible for snow removal from the roads, hauling of sand and gravel for concrete and domestic coal to employees. and all miscellaneous work involving the use of tractors or trucks.

ONE time or another placer mining attracts the attention of a large number of people, because of the possible low initial investment, low operating cost, and quick returns. Much has been said about sampling and operating placer deposits but many are still inclined to jump at a property without giving much, if any, consideration to proper sampling. This statement does not apply to experienced mining engineers but I am hoping that readers will tear out this article and pass it along where it will do the most good and thus help to preserve the reputation of legitimate mining. It would appear that some people have an ability to sink test pits in high-grade gravel that is positively uncanny. IN my original paper, Piping and Segregation in Steel Ingots, I pointed out1 among other things that, in view of the slighter stretching (virtual expansion) of the crust, and greater opportunity for sagging, there should be less piping in broad than in narrow ingots, and less in slowly-cooled ingots, e.g., those cast in pre-heated sand molds, than in those which cool quickly, e.g., those cast in iron molds. A. A. Stevenson2 said that neither of these predictions agreed with his own experience. In particular, in a picture which he showed of a wide and of a narrow ingot cast from the same ladleful of steel,, the wide ingot had certainly piped much more deeply than the narrow one. At the time I did not see the explanation of these discrepancies, but further reflection makes it evident. One of the most important elements in determining the depth of the pipe is the degree of " top-lag," that is, the degree to which the solidification of the top of the ingot lags behind that of the bottom. 'Through this lagging the steel of the upper part of the ingot is able to run down and fill the pipe below as fast as it forms. To the importance of this lagging I called attention in my original paper.' Sand vs. Iron Molds.-If we compare two like ingots, one cast in an iron and the other in a sand mold, we see that the top-lag' is much greater in the former than in the latter, be¬cause in the former the lower part of the ingot is cooling off fast while the metal is running into the upper part. IN all mining operations a considerable portion of the work performed, especially underground; is accomplished under artificial light, yeti this subject is often not given proper attention. Poor illumination decreases mining efficiency, impairs the sorting or grading of ores, and increases the risk of accidents. In the beginning, and for several years afterward in the metal-mining industry of Butte, Montana, candles placed in candlesticks were carried by the men. Sconces or holders for candles were also provided at stations and curves in drifts to furnish better light for men engaged in. hand tramming. It was also common practice to place clusters of candles on the ground, with no provision for guarding against an underground fire other than the exercise of sufficient care by the men themselves. An accumulation of candle grease from this source was the direct result of the first serious fire in the Anaconda mine, in 1889.
