UNDER the name of the Russian Far East we understand the territory occupied by the Amur, Maritime, Sakhalin and Kamchatka Provinces, the total area of which is about 918,000 square miles. The mining industry took its first step in the Russian Far East in the second half of the 19th century, and until the end of this century was restricted to gold placer mining. In the last years of the 19th century, the extraction of coal and lignite was begun, and in 1910-11 the exploitation of silver-lead-zinc mines. The conditions of the Far Eastern mining industry during the last few years may be outlined by the following figures. Annual production of gold mines was about 54,000 lb., valued at $13,000,000. During the period of 1910-15 a considerable increase of placer-gold mining by mechanical processes took place; in 1910, by means of dredging and excavators, 500 lb.. of gold were obtained; in 1914, 2740 pounds. Annual output of coal; lignite and. silver-lead-zinc ores was: 1911 1920 Bituminous and semi-anthracite coal, long tons 270,000 316,000 Lignite, long tons 66,000 205,000 Silver-lead-zinc ores, long tons 28,400 94,500 In other branches of mining in the Far East, only the quarrying of building stone and clay may be men-tioned, the total yearly output amounting to about $500,000 in value. The principal gold mines are in the Amur Province, in the systems of the Zeia and Bureia rivers, and in Kamchatka Province, near the town of Okhotsk. The above-mentioned tonnage of coal and lignite was extracted from the mines in the Maritime Province, near Vladivostok. The only silver-lead-zinc mine worked was that of Tetiukhe, near the Tetiukhe Bay, 240 miles northeast of Vladivostok. The ores of this mine were exported to Germany, Belgium, and Japan, partly raw, partly calcined.

A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

R. C. Shnay (Dept. of Mines and Technical Surveys, Ottawa, Ont., Canada)-—The authors are to be congratulated on an interesting and informative paper. However, several questions arise when the isothermal formation of martensite .is considered in relation to the formation of bainite at temperatures near the M, point. The reactions in an alloy and in a plain carbon steel would appear to be comparable; and in the course of a recent investigation of the austenite-bainite transformation in a plain carbon steel,Ia the writer has obtained data at temperatures above and below the M, point. These data are in some respects similar to those of the authors and a comparison would seem justified. The steel used in this investigation had the nominal composition: C, 0.80 pct; Mn, 0.20; and Si, 0.20. The course of the transformation was followed by the use of a magnetic balance. The magnetic moment of the specimen as determined by this instrument is directly proportional to the percentage of the total volume of the specimen which has transformed to bainite. ~lf specimens were austenitized at 1850°F for 4 hr, quenched to the transformation temperature, and quickly transferred to the magnetic balance. Readings were taken at regular intervals until the transformation had stopped. A typical transformation curve is shown in Fig. 9. The preliminary curve preceding the S-shaped curve was found at all temperatures above the M, to around 600°F. Both the extent of this preliminary curve and the time interval between it and the S-shaped curve were found to decrease with increasing temperature as was suggested by Davenport and Bain.14 Therefore,

New Granada, or, as it is known to its people, the Republic of Colombia, occupies the northwest corner of South America, and includes the Isthmus of Panama. Although it is one of our nearest neighbors, so little is known about it in the United States that the following notes regarding it, flowing from a year's professional residence, may be timely. It is bounded on the north by the Caribbean Sea and Costa Rica, on the east by Venezuela and Brazil, on the south by Brazil and Ecuador, and on the west by the Pacific Ocean. Its extreme geographical limits are from 2' South latitude to 12' North latitude, and from 69 to 78' East longitude. In size, therefore, it is roughly 1000 miles from north to south, and 600 miles from east to west. After many political convulsions and revolutions, and a somewhat checkered history, the country consists to-day of nine departments, Panama, Bolivar, Magdalena, Cauca, Santander, Antioquia, Tolima, Boyaca and Cundinamarca. These departments are governed from the national capital of Bogota, although each has its own capital and departmental staff. The primary purpose of this presentation is to analyze the strategies available to an operator using either stripping or stripping and subsequent punch mining on a given coal property. The initial concern is the formulation of a mathematical model, which allows an operator to determine and utilize the particular highwall height, which will maximize : (1) Total profit or (2) Profit per unit of operating time. The analysis centers on the relative costs and recoveries involved in a typical coal seam amenable to stripping, augering, and punch mining. The model defines the point to which the high-recovery stripping operation with increasing overburden removal and reclamation costs should proceed before the low-recovery augering and punch mining methods are employed so that the desired objective is achieved. Examples are presented, which exhibit the use of the model on typical operations. Present mining methods as practiced in the Eastern United States are examined in the light of the results. Recommendations for improving present strategies are made and the resulting economic ramifications are analyzed. Particular attention is given to the stripping ratios presently used and recommendations for improving present mining practice are presented. Implications of these recommendations to the design of strip mining equipment are discussed.

The clay-resources of Colorado are but little known, for the reason that little has been published concerning them, and also on account of the hitherto small demand for clay products in the Rocky Mountain region. At the present day the wares manufactured from clay which are used in Colorado include common and pressed brick, terracotta, sewer-pipe, pottery and refractory articles. Most of these are brought from a considerable distance; but with an increasing demand for such goods in the West and a better knowledge of the available materials, there should be considerable expansion in the clay-working industry of Colorado in the future. The notes here presented are an abstract of those collected by the writer in October, 1896, in a reconnaissance of the clay-bearing formations of Colorado. Clay-bearing Formations. We may roughly divide the clay-bearing formations of Colorado into three groups : 1. Loess and alluvial deposits. 2. Jura-Trias and Cretaceous clays. 3. Tertiary clays. . The loess forms an extensive deposit of large area, though not very thick, extending from north to south across the State, and eastward from the foot-hills. It is generally a very sandy clay, with little plasticity, and is underlain by a gravelly stratum, which determines the workable depth. Clay similar to the loess is found underlying the river terraces in many of the broader valleys, such as those of the Arkansas, Grand River, etc. The Mesozoic formations extend along the eastern edge of the Rocky Mountains, and also occur in some of the deeper valleys tributary to the foot-hill belt. A stability criterion for a lamellar eutectic interface was derived previously1 assuming that the wavelength, A,. of the perturbation which grows most rapidly is much larger than the lamellar spacing. A. This assumption was required to permit averaging of both the interface temperature and composition over the complicated geometry of a lamellae. If this assumption is invalid, as has been suggested.2,3 then the problem becomes too complicated to solve completely. The first of these analyses1 did not calculate the wavelength. A,. of the initially unstable perturbation. whereas the more recent analysis.' which led to a contradiction of this assumption. did not include one of the key factors for determining this wavelength. To rigorously determine the wavelength, the effect of the curvature of the perturbed interface (not considered by either of the above treatments) must be included. By omitting this term, one would be led to an incorrect conclusion regarding the magnitude of A,. but to an accurate criterion for stability as evidenced by the excellent agreement with experimental observations.' In the case of single-phase alloys. the critical wavelength. A,. for instability can be calculated from the Mullins and Sekerka4 (M.S.) analysis which includes the effects of capillarity. In the following discussion, the M.S. analysis is applied to lamellar eutectics and the critical wavelengths calculated for reasonable growth conditions in Pb-Sn eutectic alloys. In order to apply the M.S. analysis to eutectics. one may substitute i) the effective liquidus slope.1 m*. for the single-phase liquidus slope and ii) the ratio of the bulk alloy composition. MERCAPTOBENZTHIAZOLE and its sodium salt are marketed under the trade names Flotagen and Flotagen S respectively, for use as collectors for cerussite and other minerals. The structural formulas for sodium mercaptobenzthiazole and for sodium ethyl xanthate are: Chemically there is a resemblance between the two compounds, though the free acid (mercaptobenzthiazole itself) is much more stable than xanthic acid. Both are readily oxidized, e.g., by iodine to disulphides, and can be estimated by iodometric titration. Qualitatively they are similar as collectors in flotation, although there are quantitative differences between them that may be important in practice. It is deduced that the influence of the nitrogen atom is subordinated to that of the sulphur atoms, and that the dominant group of these compounds is the mercapto group -SH or -SNa. The general method of investigation has been based on contact tests. Two temperatures, 10° and 35° C., have been chosen, and with a standard concentration of 20 mg. per liter of mercaptobenzthiazole (i.e., of the free acid) the influence of alkali, cyanide and copper sulphate on contact at sulphide mineral surfaces has been studied. This standard concentration corresponds to about 19 mg. per liter potassium ethyl xanthate; it brings out the differences between the minerals better than a higher concentra-

EXACT information as to performance of the gas lift from the mechanical engineering standpoint is hard to obtain. Several hundred wells are now producing in California fields by means of the gas lift, and a survey of results shows that the gas lift has increased production at these wells by approximately 60 percent. Similar or even larger figures describe results in Mid-Continent fields. Such an increase in output of oil is so satisfactory, to the average oil producer, that it may not encourage investigation looking to more efficient operation. The cost of lifting oil by compressed gas varies from 3 c. to 15 c. per bbl. of oil, depending upon the efficiency of the gas lift. A difference of 10 c. or 12 c. per bbl. of oil is immediately noticed by an oil operator and the cost in production is as real to him as is the price of his product. Therefore, the efficiency of gas-lift process deserves more consideration than it has been given in some quarters. It has been found that there is a wide variation between different operators and at different wells in the amount of gas used per barrel of oil lifted. Some of the most efficient operations show oil being lifted with only slightly over 400 cu. ft. of gas per bbl. of oil.1 On the other hand, wells are being flowed and using as high as 3000 cu. ft. per bbl. of oil. The cost of compressing gas to 300 or 400 lb. varies from 3 c. to 5 c. per 1000 cu. ft. of free gas. This figure has been obtained from a number of sources and as a matter of fact is the basis of actual business transactions involving gas compression. The cost of lifting oil with compressed gas is thus determined.

CANDY,* Pittsburgh, Pa.-According to the tables on page 532, the deposit obtained with Roebling cold-rolled steel, and Toucan electrodes contained considerably less carbon and manganese than the original electrodes; whereas very little carbon is lost in the case of the hot-rolled steel electrode. When using the hot-rolled steel electrodes, the metal apparently has a tendency, probably due to greater surface tension, to pass through the arc in larger particles than the other electrode materials. This affords greater protection against oxidation, and thereby prevents much loss of carbon. The larger globules tend to increase the arc fluctuations due to greater partial short-circuiting of the arc. Actual oscillographic records show that with the hot-rolled steel electrodes the current peaks were 70 per cent. above normal whereas the peaks for the other electrodes were only about 25 per cent. -above normal. Probably due to the larger globules, a greater proportion of slag in the electrode was carried into the weld. Some four or five test pieces made with the hot-rolled steel electrodes were all considerably below the tensile strength of the samples welded with the other electrodes. These facts indicate that an electrode may not be satisfactory even though of approximately the proper chemical composition. For example; the hot-rolled steel and Roebling electrodes are quite similar in chemical analysis.

OIL burners, oil furnaces, and methods of installation, have been the subject of many articles, but information concerning oil-burning systems, based upon scientific principles, is still in great demand, especially in the manufacturing districts of our country. Fuel oil, as it is termed (this being the residuum from oil refineries), has for many years been of great service to our manufacturers, and has justified its popularity not only by producing a superior manufactured product, but by turning out approximately 50 per cent. more product than can be made with coal fuel under like conditions. To install a system requiring only an oil-storage tank, a small pump, and an oil-supply main with numerous laterals leading to the various burners, furnaces, boilers, etc., is a comparatively simple matter; and, because fuel oil is very volatile, it is not necessary to heat it, even during the winter months in a very cold climate. Furthermore, only a small amount of power is required to atomize fuel oil, this often being done by a positive pressure blower, or by a mechanical burner. An analysis of fuel oil, together with that of various other liquid fuels, is given in Table I.

For a very brief description of the North Texas area and the general geological features with which it is associated, the reader is referred to the summary for 1935. As in previous years, the authors have been unable to undertakc the almost impossible task of isolating statistics for the hundreds of productive "spots" which are included within the generally productive areas of the several counties. However, pools that appear to be definitely isolated—as, for example, the Foard County production and the new pool recently developed southeast of Gainesville in Cooke County—are covered separately. During the year 1936, both routine development in proven or scmi-proven areas and exploratory drilling showed a decrease over the year 1935, there having been a total of 1453 wells drilled in the district during 1936, as compared to 1619 in 1935. It is also of interest to note that abandonments exceeded completions in 1936. Developments during 1936 While a number of local productive spots were found in Wilbarger, Archer and Wichita Counties, and numerous minor local extensions to older producing areas were developed in practically all the producing countics in the district, only two discoveries of sufficient importance to justify special mention were made. Anderson and Kerr No. 1 Bruhlmeyer, about two miles southeast of Gainesville in Cooke County, was completed in April, at a total depth of 2014 ft., for an initial production of 315 bbl. daily from a sand of Pennsylvanian (Canyon) age. Development has been rapid and the field is about drilled up. During November the 100 wells in the field averaged about 40 bbl daily. The structure appears to be a small fold associated with the northeast flank of the main uplift, which extends in a northwest-southeast direction across Cooke and Montague Counties.

The brittle fracture of a Tic-lnconel cermet at room temperature is shown to occur primarily as a result of the cracking of the larger carbide particles (at a tensile strain of approximately 0.3 pct), followed by cracking of adjacent, smaller carbides and, finally, by the rupture of the lnconel matrix between cracked carbides (at a strain of-1.2 pct). No evidence was found for separation at the interface between carbide and matrix at any point in the fracture process. MATERIAL used in this study was a Tic-Inconel cermet prepared by infiltration (50 pct Tic, 50 pct Inconel: designated as TC66-I). A thin section of this material was brazed to a piece of low carbon steel and then mounted in lucite for metal-lographic preparation." After grinding, polishing, Deformation and fracture of the specimen was accomplished by bending the specimen as a simply supported, centrally loaded beam, in a bending fixture which could be placed in the stage of a microscope, with the tension side of the bend specimen under the microscope objective.? This method of deformation and observation has the advantage that the surface under examination is the most severely deformed portion of the specimen. The procedure followed was to deform the specimen a small amount, scan the surface at Xl OOO for any evidence of deformation or cracking, deform another small increment, scan the surface again, and so on until a

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made. his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. The land and building cost two million dollars. During the year 1934, the Constitution and Bylaws of The United Engineering Trustees, Inc., were thoroughly revised and a better organization of its functions was effected: The Engineering Foundation and the Engineering Societies Library were made "departments" of the United Engineering Trustees. The Founders Societies share in the property which it holds, and estimated at the present time, as follows: Real estate,. $1,993,793; Depreciation and Renewal Fund, $401,000. The U.E.T. has endowment funds amounting to $1,086,893. The A.I.M.E. trustees are W. D. B. Matter, Jr., A. L. Queneau and Albert Roberts.

The section along the left bank of the Susquehanna, in Lancaster County, from Falmouth to the Maryland line, which the writer made in 1877 to accompany his report on that county, was redrawn by Professor Lesley, as stated in the prefatory'letter to Vol. CCC. (p. x.).* As then stated, neither the numerous data, nor the general features of the structure obtained by the writer, were changed ; but enough was done to make a discrepancy between the text and the section as given; and some important points were made less clear in the published section than they were in the MS. map. Amongst other portions of the section, that between the railroad stations, 1190 to 1224, gives the impression on the published maps of a much too definite superposition. A few words will be devoted to this region in the following communication. There is absolutely no room to doubt the structure for about four miles on .each side of the Tocquan axis. The dips are gentle, and in opposite directions, and the lithological characters constant within ordinary limits of variation, nor do these characters resemble those of the rocks which flank these gneisses and mica schists to the northwest and the southeast. For the same reasons it is evident that the rocks which occur within these eight miles or so, represent an horizon below the basement of the fossiliferous or palaezoic series. THE temperature coefficient of electrical resistance of pure metals is high and therefore the resistance increases rapidly with rising temperature. In 1871, Siemens suggested the use of this property as an accurate means of temperature determination. Owing to practical difficulties, particularly the contamination of the metal and consequent permanent change in its resistance and its resistance-temperature relation, this method fell into disrepute as a practical standard until revived later by Callendar and Griffiths, and subsequently by Holborn and Wien, all of whom showed that the earlier difficulties were not inherent in the method but incident to the mode of protection of the resistance coils. Following .the work of these investigators, the problem of temperature measurement by this means has been the subject of careful study and has now assumed an importance second only in practical adoption to the thermo-electric method. It is generally recognized, both here and in Europe, that the standard temperature scale should be the thermodynamic as it permits the evaluation of high temperatures on the basis of the radiation laws of Stefan and Bolzmann, of Rayleigh, and of Wien and Planck, on a scale consistent with that obtained by means of the gas thermometer at low temperatures. Lord Kelvin showed that only. a very small correction, amounting to about +0.7° at 1000° C.-almost within the limits of experimental errors-is necessary to adjust the constant-volume nitrogen thermometer to the ideal thermodynamic scale.

Though coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence and foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869—70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, " though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. Stabilized blast furnace operation at high production rates and reduced coke consumption requires control of the gaseous distribution within the furnace. This can be achieved only by an increased use of agglomerates in the furnace burden, and control of the radial distribution of agglomerates and that of coke in the blast furnace. Dissection surveys of commercial blast furnaces recently conducted by several steel plants in Japan gave much valuable knowledge on the behavior of agglomerates within the blast furnace, specifically in regard to the softening-melting zone. The authors analyzed these survey results in conjunction with laboratory studies on the behavior of agglomerates, then proposed appropriate test methods to determine high temperature behavior. A reducibility test at temperatures over 1100°C, a test for softening and melting under load up to 1400°C, and a test for melt-down characteristics were developed to evaluate behavior of agglomerates in the softening-melting zone of the blast furnace. The high quality of self-fluxing sinter, as compared with pellets, was verified by means of these test methods. The test conditions of the respective test methods were examined in detail.

An interesting paper by J. E. Merion and Edward Hart, in Volume I., No. 2, of the Journal of Analytical Chemistry, on the Decomposition of Blast-Furnace Cinder by Acid, describes a plan of sampling the cinder by means of a previously-heated iron bar thrust into the cinder car or into the cinder at the notch, and then allowed to cool, thus chilling the cinder which adheres to the bar, and rendering it decomposable by hydrochloric acid, of 1.12 sp. gr. A short series of results is given, from which the deduction follows that blast-furnace cinder " is decomposed perfectly when chilled." Where many silica determinations are to be made, this method, if reliable, would effect notable economy of time and reagents. The conversion of insoluble silicates by fusion with an alkaline carbonate, together with the subsequent solution, evaporation, drying, etc., is destined to remain the standard method. But all fusionmethods are time-consuming and expensive. Chilling appears to render the supplementary method available for all practical purposes, in the determination of silica in cinder. But, with a view of securing more evidence on the subject, and in view of the fact that uniform results were not obtained by employing this method, it was decided to test the method in the laboratory of the Thomas Iron Company where a large number of silica determinations are made. The experience met with may not be devoid of value, both theoretical and practical.
