This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. In mining, the process of comminution starts at the pit and ends at the classifiers. The first machine that breaks or comminutes ore is the primary crusher. There are many types of crushers, but the one most commonly used in large tonnage plants is the gyratory so discussion is restricted to this type of machine. See Figure 1. The primary crusher is the most important piece of comminution machinery in the plant because every ton of ore processed by the concentrator must pass through it, as shown in Figure 2. Most plants can operate if a secondary crusher or a mill is shut down, but if the primary crusher stops, the whole concentrator goes down. It is, therefore, important that the machine be able to produce sufficient ore to keep the concentrator running without hesitation. The plant designer first considers the required daily capacity and an estimate of the size of the ore from the pit. To this he adds an availability factor to compensate for delays due to shovels, trucks and rou- [ ] tine maintenance at the crushing station. This factor is based on experience and can be on the order of 75% (1). With these figures, he determines the hourly capacity required of the primary crushing station to keep the concentrator supplied. See Table I.

As a result of the 1972 Buffalo Creek disaster, the Mining Enforcement and Safety Administration (MESA), now the Mine Safety and Health Administration (MSHA) initiated the draft of new federal regulations to deal with the mine waste impoundment and refuse pile problems. Public hearings were held and finally promulgated in October, 1976. As stated in 30 Code of Federal Regulations 77.214-216, the complete engineering design plan which is mandated by the regulations has to be approved by a coal mine health and safety district manager. During the past 18 months MSHA has gained considerable experience through the submission, review, and approval process. This report indicates the procedures, general design criteria and inspection requirements for submission of engineering plans to be approved. In particular, problem areas encountered most frequently by both operators and MSHA will be discussed. Only through diligent efforts by the operators, consultants and government, can we hope to accomplish the common goal to improve the safety of operations.

(Butte Meeting, August, 1913.) IN giving my opinion of the importance of Colombia as a field for investment for those interested in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of then all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the total production of the precious metals of Colombia, dating from the Spanish conquest in 'the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating.

Mining is both exciting and rewarding-although at times somewhat frustrating-and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining's stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street, to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I believe that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public's recognition of our industry's peculiar problems.

AN economist at MIT provided Americans with myth destroying information which should prove effective against the gentlemen of the extreme left. For a number of years they have charged that a small number of companies in each industry has been grabbing more and more of the industry's business. M. A. Adelman has shown that the concentration of business in the hands of big corporations has not shown any sign of growth during the last 50 years. Quite the contrary, there has been a slight decline in this concentration, according to Adelman. There are more small companies per thousand population than ever before. Bearing this out is the fact that International Harvester is now doing 41 pct of the possible market against a former 85 pct; American Can Co. has dropped from 90 pct to 50 pct; American Smelting is down to 31 pct compared with 90 pct; and lastly, U. S. Steel which has plummeted from 65 pct to slightly more than 30 pct of the steel market. Declines of the same proportions have hit big companies in other industries. Price cuts on Detroit's 1953 automobiles indicate that even among the biggest competition is still one of the most important household gods. Big business is still slugging it out for the attention of the American consumer. It's a battle which can only have one result-benefit to the man who buys.

AS we contemplate the bestowal of the John Fritz medal year after year on men of wide-world dis-tinction in the various fields of engineering, men who in one way or another have given impulse and direction to the progress of mankind, the question becomes inter-esting as to what manner of man was John Fritz and what were the qualities that singled out his name to be so conspicuously associated with the world's great scientific and industrial achievements. If, as Lowell said, it is the duty of the nation to pro-duce great men, our country surely rose to her oppor-tunity when she guided and guarded the career of John Fritz. Starting life as a blacksmith with no advantages of education, without influential friends or the favor-ing accidents of fortune, he advanced steadily in use-fulness, power and respect of his fellowmen until by common consent he occupied the first place in the domain of the steel industry of this, country. The numerous honorary scientific memberships conferred upon him in this country and abroad attest the esteem in which he is held by his fellow engineers. Twenty years after his retirement from active business at the age of seventy, he lived to enjoy, as few men have been permitted to do, the fame and the friendships which he had so amply earned. His sterner qualities of industry, integrity and sterling character were re-lieved by unfailing human sympathy, humor and spon-taneous good-will toward his fellowmen. To all who

It is a time-honored saying in the anthracite region that " under the conglomerate there is no coal;" and the adage is generally reckoned a sure guide in coal-exploration. Yet there are many places where conglomerate, even coarse conglomerate, occurs above important coal beds, and, among others, above the great Mammoth bed. One of the most striking of such occurrences is on the Shippen and Wetherill tract, half a dozen miles west of Tamaqua; and it illustrates remarkably the disastrous effect of a too unquestioning blind confidence in the sweeping literal truth of a broad generalization. Here there is a conspicuous crag formed by a twenty-foot bed of egg-conglomerate, dipping 60 degrees southerly, and jutting out boldly at the western end of a hill, where it is cut through by the small stream of Little Creek. The hill runs eastward for half a mile, with occasional exposures of pebbly rock along the western half of the crest. THE Presidio mine of The American Metal Co. is situated in the "Big Bend" region, some 45 miles over state highway south of Marfa, a station on the Southern Pacific R.R. It lies 20 miles by road north of the Mexican border, in semidesert surroundings typical of this general section of the United States and the adjoining part of Mexico. All supplies are hauled in by truck from Marfa under contract. The concentrates and precipitates produced by the mill are carried by the same trucks to Marfa, from whence they are shipped, respectively, to the El Paso and Selby plants.

DURING the fall of the year 1873, attention was redirected to the occurrence of lead ores in Southwestern Arkansas (chiefly in Sevier County), and somewhat extensive explorations of the deposits have since been made in the hope of finding the ores sufficiently argentiferous to be profitably worked. How far the expectations have been realized I am not authentically advised, but samples of the galena ore, yielding 62.09 per cent. of lead, gave on assay at the rate of 15 3-10 ounces of silver to the ton of ore. This was the highest result obtained by myself, though I am informed that higher yields have been obtained by others. Among the samples of ores from this locality, forwarded to me in January last, was one specimen which I at once recognized as stibnite, and, on notification, other specimens of the same from Sevier County were forwarded me. The first specimen of the several received contained 11.51 per cent. of gangue, 57.62 per cent. antimony, 4.57 of bismuth, with small amounts of arsenic and iron. The latest result from a portion of another hand specimen I append in full, with duplicate estimations of the arsenic, bismuth, and gangue. The analyses were all conducted by Mr. C. R. Winters, under my direction, and in the case of those given below the ore was separated as closely as possible from the gangue before analysis. The results are for the mineral freed from hygroscopic moisture, and are as follows:

The quantities and destinations of the metallic ores and concentrates and partially or fully refined metals in international trade result from the interaction of many factors, of which geographic location is only one. How far the processes of concentration and refining are to be carried in the country in which the mining is done and what dictates the destinations to which the more or less completely processed raw materials will move are determined not only by present-day geologic, political, and economic conditions, but also by the patterns set up by these same conditions as they obtained in the past. The first generalization that can be made regarding trade in metal raw materials-one that affects the form in which the material is transported, rather than the patterns followed by that trade-is that concentration is carried out for all low grade ores, nonferrous or ferrous, in the country in which they originate. (Rule 1.) Economic considerations alone almost always require that this be done; only high grade iron, manganese, and chromite ores can be shipped as they are mined.

The President of the United States signed Public Law 91-173 on December 30, 1969 and the Federal Coal Mine Health and Safety Act of 1969 became law. The Bureau of Mines was required to promulgate regulations to implement the law. Unfortunately, some stipulations of the Act were not technologically possible. The USBM employed many new inspectors and had to instruct both old and new personnel in the requirements of the law. Mine operators and mine workers also had to be informed. There was a fair measure of inconsistency during this period. Progress is being made, however, and it is becoming easier for mining personnel to know what needs to be done. There are some unresolved questions, however, and there still appears to be an appreciable lack of uniformity in the application of the law by the many federal inspectors.

In discussing the subject of mineral exploration, one is tempted to resort to reminiscence. I could tell of many missed opportunities, but I propose rather to outline certain changes in the methods and conditions of exploration which present new problems to the mineral explorers of today. Our subject might appropriately be called The Passing of the Old Time Prospector. The first question that presents itself is whether the job of mineral exploration is not already pretty well finished. The current market surplus of most minerals and the present overcapacity for production, with their attendant financial troubles, naturally raise the question whether the accumulation of reserves has not gone far enough for the present, and whether further exploration should not be left to some future time when consumption shall have caught up. Unquestionably we have gone far in the conquest of our physical environment, and the fear of shortage of minerals is less than formerly. For the time being there is no great need of further supplies for the world as a whole of many of the great essential minerals, coal, oil, copper, zinc, silver, and others. For a few minerals, such as gold and lead, the known future world supplies are not yet large enough. For all minerals the distribution is so unequal among the nations that exploration will continue in deficient areas in the attempt to make nations self-supporting.

A technique for studying the mechanism of the froth flotation process in which continuous froth removal does not take place but, instead, an equilibrium is reached between froth and pulp is described. A flotation cell, specially designed to facilitate equilibration, and froth and pulp sampling procedures are described. The main advantage of the technique is that the ability to measure the steady-state froth height allows froth-stability effects to be separated from pulp-process effects. In the flotation of hematite front quartz, linear relationships are found between airflow rate and froth height and between airflow rate and the ratio at equilibrium of mass of values in froth to mass of values in the pulp. A simple mechanistic interpretation of these results is given. It is suggested that froth-stability effects may play a more important role than hitherto allowed. In particular, the way in which concentration and size distribution of gangue particles may affect overall flotation rate is shown.

During the past five years, the surface mining industry in Appalachia has launched itself into a technological revolution, which has never been equaled during a similar period of time. Operators have begun to realize that effectively restoring land to a useful purpose, to the satisfaction of all concerned, has to start at the beginning of the operation and be an integrated part of it throughout. In order to insure continued mining in the mountainous areas, with protection of aesthetic beauty, things really have had to change. And so the new steep slope mining theory of "controlled placement" has been developed. Controlled placement is a broad term which means the placement of spoil in steep areas where its condition can be completely stabilized and revegetated. This includes the head of valley fill, mountain top removal, haulback, over the shoulder, block cut, and any other methods where the over-burden is technically delivered, hauled, or compacted, so that there is no adverse after effects when mining has been completed. SOLUBLE silver salts are effective activators for flotation of sphalerite with potassium ethyl xanthate as collector.' Since sphalerite takes up large quantities of silver ions rapidly," investigation of this system appeared fruitful for studying the mechanism of sphalerite activation and deactivation. Experimental data presented here comprise studies of the mechanism and rates of activation and deactivation of sphalerite with silver and cyanide ions. A 20-lb sample of sphalerite from Ottawa County, Oklahoma, was handpicked, crushed, screened, hydrosized to produce a 65/100-mesh fraction, and purified by electrostatic separation. The sphalerite was then leached with benzene and absolute ethyl alcohol to remove possible organic contaminants and with 0.1 M NaCN to remove any copper that might have been picked up during screening. The benzene had been specially purified by grinding with fine sphalerite for 12 hr to remove trace impurities that might have had a specific affinity for sphalerite. Finally, the mineral was washed, dried in flowing nitrogen, and stored in large ground-glass stoppered weighing bottles under a small nitrogen pressure.

In the time it takes you to read this sentence, you'll be "zapped" by about 40 cosmic rays. Though harmless, their existence is being probed by a team of Texas A&M University physicists. What's most unusual about the research project is the design and location of the telescope required to detect the particles-it's made of fluorescent light tubes and is 457 m (1500 ft) underground at United Salt Corp.'s mine in Hockley, Texas, about 80 km (50 miles) southeast of Texas A&M's College Station campus. Cosmic rays are actually particles smaller than atoms traveling at extremely high speeds. Scientists believe their source is the same as that of starlight, and that these primary particles entering the earth's atmosphere create secondary particles in collisions with oxygen and nitrogen atoms.

The southern gold-fields offer some of the most complex and trying problems encountered in mining; and their successful solution often means the success or failure of the particular enterprise involved. In vein-mining, where the values are scattered over large areas, making it necessary to handle a large tonnage of very low average grade, the successful solution has been found in some instances by a combined hydraulicking and milling; water under pressure being used as the mining agent, and also for transporting the broken material to the mills, and effecting in its passage a partial concentration of the product by washing out the lighter and looser dirt of the ore-mass. The placer-deposits of the South, which were the original localities from which gold was mined, have been extensively worked, and to any one now undertaking their development offer many difficulties. The antiquity of the industry in this field, which was the cradle (in fact, literally the rocker), in which the California '49-er was born, gives assurance that all the deposits available to water and natural drainage have been more or less extensively worked already, so that, as a rule, any placer-deposits yet remaining undeveloped may be considered to offer some difficulty beyond the ability of the " old-timer " to overcome.

The town of Pacific, in Jefferson County, Mo., is 27 miles west of St. Louis. Since the area lies entirely on the flood plain of a cut-off meander of the Meramac River, it was considered a likely environment for accumulation of commercial quantities of sand and gravel. Excellent transportation facilities are afforded by two major railways to St. Louis, and ample water supply for washing and separation is assured by the proximity of the river. As a large washing and separation plant was planned, the property was evaluated in detail to justify the high initial expenditure. An intensive testing program using both geophysical and drilling methods was designed and carried out. The prospect was surveyed topographically and a 200-ft grid staked on which electrical resistivity depth profiles were observed at 130 points. The Wenner 4-electrode configuration and earth resistivity apparatus* were used. In all but a few cases, the electrode spacing, A, was increased in increments of 1% ft to a spread of 30 ft and in increments of 3 ft thereafter.

IT is difficult to give a refining outline that may be followed for any and all combinations of the platinum metals; different combinations require different methods of attack. This paper does not pretend to go into all of the reactions of the metals of the platinum group, but will outline the commercial refining of platinum scrap. TYPICAL PLATINUM SCRAP As a concrete case, let us take 100 oz. of miscellaneous scrap, made up of jewelry scrap, dental scrap and laboratory ware. This lot will contain some platinum, palladium, iridium, ruthenium, rhodium, gold, silver and copper. The first problem is to get all of the metals in solution. If the scrap is principally platinum, palladium and gold, a treatment with aqua regia is the course to pursue; but if the scrap contains alloys high in iridium or ruthenium, aqua regia will act too slowly. In the case in hand, we are going to presume that we have scrap high in iridium and ruthenium, and proceed accordingly.
