Discussion of Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the presentation of papers, and for discussions thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitals-ties which demonstrate the brotherhood due to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of' a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most -members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a member of a great and worthy organization. Tile greater the value of tile contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made in papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines.

(communication to the Secretary+).- The Chiddy method for determining gold and silver in cyanide solutions has been subjected to so many proposed modifications, of which L. W. Bahney's is one, it is natural to suppose the method is defective. There is no denying that this method is capable of giving inaccurate results, but so is any other method of quantitative determination. However, proof has not come to my notice that the troubles are inherent and not in the detail application, and I am inclined to think from our experience that in many cases it is the latter. Errors in this method may be occasioned by: (1) The retention of zinc in the sponge, which tends to desilverize the molten lead in cupellation, similar to the action in the Parkes process, removing gold and silver in a crust of zinc oxide. Failure to remove zinc may result from lack of concentration of hydrochloric acid, clue to neutralization by salts present, volume of liquid too great for the specified amount of acid, or the use of weak acid. (HCl rapidly loses its strength unless kept in perfectly tight containers. The HCl gas escapes even from the ordinary glass-stoppered acid bottles after the plaster seal has been broken.) Undissolved zinc, is likely to be held in the upper part of the lead sponge, which floats above the liquid, and unless the solution is boiled it will escape action. IF the correct balance between fuel and air is maintained in an open-flame furnace,1 little chemical action may be expected between the products of combustion and the metal being melted. Physical changes in the metal are the object of the melting operation, and indirectly, under certain conditions, may be the cause of subsequent chemical actions. If sufficient heat has been introduced into the metal to bring about the change from the solid phase to the liquid phase, and still further from the liquid to the vapor phase, the metal vapor in all probability will be carried from the furnace by the exhaust and rapidly combined with the oxygen of the outside air. The charge being melted in the furnace may contain elements which are chemically inactive at normal temperatures but which will form compounds at the elevated temperatures of the metal bath, or even at a lower degree. Such indirect chemical actions are very confusing and often lead to incorrect conclusions regarding furnace atmospheres. In the open-flame furnaces used in the melting of bronze, the furnace atmosphere is spoken of as being either neutral, oxidizing or reducing in its effect upon the metal. A neutral atmosphere, as mentioned, is generally considered as the atmosphere of the furnace that will produce melted bronze, neither oxidized nor gassed. It is in effect an atmosphere which is not directly the cause of any chemical action. In such an atmosphere absolutely pure metals may be melted and poured without the absorption of gases or the formation of metallic oxide. The metal has undergone a simple, physical change.

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself. The Franklin Laboratory was designed mainly for the analysis of the products from the two concentrating mills situated at Franklin and Sterling Hill, the most important determinations being the zinc, iron, manganese, lime, moisture, and silica contents of the ores. Within the last 4 years, however, it has been found advisable to examine most of our supplies, and therefore additional space and equipment was allotted for the examination of such substances as oils, greases, soaps, alloys, fuels, paints, explosives, and water. The building as shown in elevation (Fig. 1) and plan (Fig. 2) consists of a main or routine laboratory, an experimental laboratory, a water analysis room, and the other accessories such as stock room, library, sampling and drying rooms, and office. The main laboratory is further divided into a balance room and zinc analysis room. As the greater part of our determinations are volumetric, good light is a very important factor and with this in view the interior malls of the building were constructed of white enameled brick laid in Keene cement. These also have the additional advantage that they give a clean and attractive appearance to the room. The windows are large, being 76 by 44 in. and even on very dark days the light is good throughout the whole laboratory. The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. Of many physical parameters critical to design of grinding processes, impact of grinding media is among the most difficult to measure or predict. Yet impact of falling grinding balls, pebbles, or rods accomplishes the fine grinding essential to metallurgical recovery of most important minerals. Unfortunately, the same impacts that break ore fragments deform or crack grinding mill liners. A project was undertaken at Climax Molybdenum Company to measure impact forces in operating ball mills so that they might be used to calculate stresses in liner materials and be correlated with service performance of mill liner alloys. Towards that end, a method of measuring impact forces on ball mill liners using an instrumented grinding ball has been developed. Preliminary tests show that impact forces and contact stresses imposed on bare mill liners are quite high but are greatly reduced by cushioning when coarse ore particles are crushed between balls and liners. Compressive and shear stresses induced in liners not protected by coarse ore are so severe that deformation or minute subsurface cracking are inevitable in all but the small production grinding mills, regardless of mill liner alloy strength or hardness.

Roof bolting in coal mines has progressed very rapidly in the last decade, and today this method of support is in general use. There are many theories concerning the functions of roof bolts, but the importance of beam building is indisputable. Proper tension in the bolts minimizes shearing along bedding planes and creates a thick, competent beam from individually weak layers. Bolting must be accomplished immediately upon exposure of the roof, and bolt tension must be maintained if roof failure is to be prevented. Seams are being mined today with roof bolt support where conventional timbering was not effective1. The widespread use of continuous mining equipment was made possible by roof bolts which permit long supported spans free of obstructions.2 Since adequate anchorage is the key to successful bolting, better methods for determining the efficiency of anchorage are continually being sought. Attempts have been made to measure bolt loads, thus assessing anchorage efficiency by employing sensing devices between the bolt head and roof. 3,4,5 None of the techniques appears to be very accurate, and all have at least one serious deficiency.

In common with all other producing areas of the United States, Pennsylvania enjoyed increased activity and prosperity during 1937 (Table I). Prices of crude oil were better than for any year since 1930, and the Bradford average was $2.599, compared with an average price of $2.60 in 1930. Production and drilling activities were increased over 1936, although drilling for oil represented almost entirely a program of secondary development in both the water-flood areas and the air-gas repressuring areas. Bradford Oil Field The Bradford oil field continued to produce the major portion of Pennsylvania oil; however, no changes occurred in oil-production methods during 1937. Practically all of the production in the Bradford field is by water-flooding and the total number of oil and water wells completed within the area increased from 3205 in 1936 to 4112 in 1937; an increase of approximately one-third over 1936 completions. The percentage of water wells is approximately one-half of the total completions, although any specific five-spot development will have a proportion of 55 to 60 per cent water wells and 40 to 45 per cent oil wells. Offsetti~ig and boundary oil wells probably will result in a division or percentage of 50 per cent oil and 50 per cent water wells. The quoted figures for well completions include the entire Bradford field, approximately 12 per cent of which is in Cattaraugus County, New York. It is possible to make a segregation of production, but it is not possible to segregate well completions. Production in the Pennsylvania end of the Bradford field in 1937 totaled 15,076,000 bbl., or a daily average of 41,300 bbl. compared with a daily average of 37,000 hbl. in 1936.

INTRODUCTION The early history of the chloride process has been recorded in a chapter of a Bureau of Mines bulletin (9 by one of the inventors of a chloride process, Stewart Croasdale, who is famous for the Pohle- Croasdale Process. The earliest use of chlorine in metallurgy was in 1557 by Bartholome Medina. But apparently even earlier there was knowledge that salt could be used in gold and silver extraction because a treatise, de la Pyrotechnica, published in 1540 in Venice, asserted that silver could be obtained from its ores by a wet salt process. In 1609 a priest, Alonzo Barba, invented a process using a copper vessel and boiling a solution of salt to extract silver chloride ores. The copper vessel was, of course, one of the reactants. This led to the Kronke process introduced in Chile in 1860 which substituted cuprous chloride for the kettle. A major step was taken in Europe in the late 1700's to chloridize roasted silver ores in combination with amalgamation using iron to reduce the silver chloride. By 1843 the Augustan process was introduced. Ores were roasted with salt and leached with a saturated salt solution. The silver chlorides passed into solution from which silver was precipitated by copper. In 1848 sodium or calcium thiosulfate solution of silver chloride was suggested by Dr. John Percy, and the idea was applied in 1856 by Von Patera in Bohemia.

The New Jersey Zinc Company began a program of exploration in Middle Tennessee in 1964. The target horizon of the exploration project has been the Knox Dolomite which is a low-yield aquifer over nearly the entire Central Basin of Tennessee (1). With the exception of a few hundred acres in the Wells Creek and Flynn Creek disturbances (astroblemes?), the Knox Dolomite in Middle Tennessee is known only in subsurface. In January of 1969, New Jersey Zinc announced the discovery of a major zinc deposit near Elmwood, southeast of Carthage. This is on the northeastern flank of the Nashville Dome where the nearly flat-lying beds have an average eastward slope of about 50 feet per mile. The anticipated development of a mining situation has emphasized the significance of hydrologic relationships in the region as a whole and especially in the Elmwood area. These relationships affect several areas of concern which ma be generally grouped into two broad classes; i. e. , (1) Problems of a Public Nature - involving the prevention of the contamination of potable aquifers, the prevention of the contamination of surface waters, the prevention of the capture of presently utilized water, etc.; and (2) Problems of Mining Economics - involving pumping capacity and costs, the possible need for equipment of special composition, underground environmental conditions, etc. Exploration drilling in Middle Tennessee has contributed additional information about the Knox aquifer and

INTRODUCTION This paper presents the basic principles which must be followed to create a truly inherently safe mining system. The need to relate the support mechanism to be employed to the ground reaction curve and basic rock mechanics principles will be pointed out. The support system must function in concert with the deformations that are inherent in the selected mining system. Following the support selection, the mechanics for installing support must be developed. This is best done through a cooperative effort between mine engineers, mine operators, safety personnel, equipment sup- pliers, and government inspectors both state and federal. Accident statistics, near miss statistics, review of equipment used by others, geologic features, etc. will necessarily have to be studied. The goal of equipment development and selection should be to develop inherent safety by removing the miner from the hazard area or by providing absolute protection for the miner if he must work in close proximity to the potential fall of ground. THE Three Kids mine, some six miles east of Henderson, Nev., is in a typical southwest desert area, with high dry summer heat and cool to cold winter seasons. The manganese deposit was located during World War I.1 During this period 15,000 to 20,000 tons of ore assaying up to 41 pct manganese were shipped. Interest in the deposit was not revived until the middle thirties, when experiments on the ore were initiated. Test work indicated possible recovery of only 70 pct by flotation, but in 1941 additional work was done at the Boulder City pilot plant of the U. S. Bureau of Mines and also by M. A. Hanna Co. As a result, the Manganese Ore Co. was formed and a plant utilizing the SO, process was constructed. Numerous operation difficulties ensued, and the plant was closed when the manganese situation in the country eased.

An "international gold conference" was held at Spokane, Wash., on Sept. 5, 1918, under the auspices of the Northwest Mining Association, which was attended by a large number of engineers, mine operators, and bankers, representing the northwestern states, as well as Alaska and British Columbia. The principal subject under consideration was the doleful condition of the gold-mining industry, gripped between the diminished purchasing value of its product, and the increased cost of its operation. Two resolutions were adopted by the meeting. The first approved the resolution adopted Aug. 12 by the American Gold Conference, a permanent organization formed at Reno, Nev., in which it is stated that relief by the United States to the gold producers of this country should he made to correspond with the increased cost of production, the extent of the relief to be fixed from time to time to Meet changing conditions. The second resolution, adopted after serious and long-continued discussion, was introduced by F. A. Ross, mining engineer, of Spokane, and a member of the Institute, and was as follows: WHEREAS, it is now clearly understood and agreed by the allied nations that national gold reserves must be augmented without delay if rapidly expanding credits are to be secured; and WHEREAS, at this time, the production of gold is daily decreasing to an alarming extent because of well known conditions that, render the mining of gold-bearing ores unprofitable; and WHEREAS there is no way by which the mining of gold-bearing ores may be made profitable except by the direct' aid and influence of the government; and WHEREAS the government has appealed to the mining industry for practical information and practicable suggestions upon this subject; therefore, be it

The value of carbon ratios in determining the boundaries of possible oil deposits appears to have passed the hypothetical stage. The theory that the ratio of fixed carbon in pure coals is an invariable index of incipient metamorphism in both surface and underground rocks and that it may be applied in defining the limits of petroleum, advanced by David White,' has been received with keen interest by many petroleum geologists. Detailed isocarb maps have been prepared of the Pennsylvanian area of North Texas and Eastern Oklahoma by M. L. Fuller.² A similar map of the coal-bearing area of West Virginia is given here. An isocarb3 is a line showing an equal fixed-carbon percentage, pure coal basis; the term has been proposed by David White to supersede a less expressive nomenclature. The term carbon ratio is applied to the pereentage of carbon in pure coal after water and ash have been eliminated. As a comparatively small number of analyses have been made on this basis, it is usually necessary to compute the ratio by dividing the fixed carbon of the proximate analysis by the sum of the fixed carbon and volatile matter of the same analysis. Many thousands of proximate analyses have been made by the West Virginia Geological Survey, covering nearly every county in which coal is found. Numerous others have been made by the U. S. Geological Survey and the U. S. Bureau of Mines, but as uniformity of results is best secured by adhering to one set of analyses, the tests of the West Virginia Survey have been cxclusively used.

ELEMENTAL phosphorus (referred to as P,) is a true mineral product that has developed, in the relatively brief span of a century, from a laboratory curiosity to a heavy chemical. Annual production now exceeds 300,000 short tons. Continued rise in production has been predicted, consistent with new applications for P, derivatives and the expected population increase. In itself elemental P, is valuable chiefly as an 'intermediate chemical. The principal end uses at present are in inorganic phosphates, both simple and complex, of sodium and potassium, used in water treatment and detergent compounds, leavening agents, food supplements, and dentifrices. Organic P, compounds are important as plasticizers, oil additives, flotation agents, and more recently as gasoline additives (TCP being the outstanding example). The increasing use of high-analysis water-soluble and liquid solution fertilizers, as well as the direct application of phosphoric acid to the soil, will probably be the most significant factors in P, production growth rate. Coke oven plants now using sulfuric acid to fix byproduct ammonia values will gradually switch to phosphoric acid in order to market a fertilizer with completely available values. Recently sponsored experiments show that phosphoric acid can be directly admixed with cattle and poultry feed to produce rapid growth. Both P, compounds and modifiers for oil well drilling mud show increasingly promising significance.

An equation has been developed which will permit the direct determination of free settling velocity of any sized particle encountered in mineral benefici-ation. The equation is based on Newton's Law with the friction factor defined as a function of the laminar boundary layer. Development of the equation is described first from an empirical trial-and-error approach. Examples are given of actual settling data from the literature versus calculated data to prove the validity of the new equation. Newton's law of resistance of a fluid to flow around a sphere is expressed in Eq. 1. Free settling velocities can be determined by setting Eq. 1 equal to the gravitational force on a particle and solving for V. Experience has shown that when the solids are greater than 1 mm in diam, or when Reynold's number for the system is greater than 800-1000, the friction factor term, fD, essentially becomes a constant, and Eq. 2-b becomes Newton's equation for free-settling and is applicable under the conditions stated. Another special condition exists for particles smaller than 0.05 mm or when Reynold's number for the system is less than three. In this case fD=24/NRor24µ/pL,dV,. Eq. 2-b can then be rewritten as

My original intention was to give a full account of Southern furnaces, ores and cokes; but, owing to the difficulty of getting reliable information, I confine this paper to a general description of the ores used in, and immediately around, Chattanooga. Mr. L. S. Colyar, Manager of the Rising Fawn furnace, wrote me in answer to an inquiry as to what ores they were using, " Below I give you analyses of the mixture of ore we have been using for the past seven or eight years. INTRODUCTION In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S. VENTILATION of the Butte mines has long been a rather difficult problem because of the natural high temperature of the rock. With increase in mining depth, higher rock temperatures have been encoun-tered, and this has caused a constantly growing demand for more effective ventilation measures. During recent years the hazards of dust in mine air have been more clearly recognized, and have necessitated the adoption of dust-prevention methods. To meet these ventilation problems in the mines of the Anaconda Copper Mining Co., a mines ventilation department was organized in 1918, to act under the direction of the general superintendent of mines. At the present time, under normal operating conditions, the force employed includes the ventilation engineer, two chief assistant ventilation engineers and eight assistant ventilation engineers. The activities of the department are, briefly: (1) planning and supervising operation of the general ventilation system; (2) planning and supervising the operation of dust-prevention measures, together, with dust sampling and related microscopic work for the quantitation of the dust samples and determina-tion of particle-size distribution; (3) the design and development of air-conditioning methods to meet present exceptionally severe temperature conditions and in anticipation of future requirements. To a large extent the technical features of the ventilation methods have been described in earlier papers by the author. This paper is written mainly to summarize past accomplishments bearing most closely on health and safety, with a somewhat more detailed account of the dust-prevention measures that have been developed comparatively recently.
