The Secretary of the Treasury, acting through the National War Savings Committee, soliciting the support of patriotic associations in America in the sale of War Savings Stamps, has addressed the following letter to the President of the Institute: It is particularly desirable to have you urge the members of your association to give their assistance wholeheartedly, and to this end we urgently request that you write a letter to each of your members, outlining the aims of this campaign. That you may more easily draft your letter, we mention a few things in which your members could render a special service. Agencies and Sales Stations.-We desire immediately to establish several hundred thousand agencies and sales stations. It is as easy to sell a War Savings Stamp as it is in ordinary postage stamp, and we have launched a great drive to establish sales stations everywhere. The plan is simplicity itself! Your town, city, county or State Director can furnish you with supplies, posters and publicity matter. You can get the stamps from your post office or bank. Such stations should be at every pay window of manufacturing, industrial and mercantile establishments, and at every retail counter in the country. These stamps should be the easiest bought merchandise in the world, and when these agencies are established this end will have been accom-plished. Therefore, please lay extra pressure on the thought of immediately establishing these sales stations.

Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator. The major goal for the regulation of the surface mining industry is to provide controls which will promote the attainment of maximum social welfare. Deciding upon the type of controls required, and how to apply them to attain a social optimum, however, poses some very difficult problems. In a comprehensive article on this subject, David B. Brooks defined the problem and suggested that benefit- cost analysis might be helpful in providing guidelines for making decisions about surface mining regulations.1

Sophisticated computer analysis methods such as finite elements, finite differences, and numerical integration have become tools in the mineral processing industry for design of large mill shells. While use of such methods allows the analyst-designer to take new freedom with his designed structure, there are also pitfalls and dangers which must be recognized for the proper use of such sophisticated tools. One of the worst of these is treating any computer answers as "gospel truth." The present paper discusses the knowledge required by the analyst-designer for proper use of computer analysis, as well as explaining to the layman how to identify questionable areas in such structural analyses.

The descriptive term "rock mass" encompasses individual block dimensions ranging from centimeters to many tens of meters. Strength and deformability vary both qualitatively and quantitatively as a result of this size range. A key issue is therefore the appropriate size of the test sample. A large body of test data was reviewed to determine the influence of block size on the displacement required to mobilize peak strength. It is shown that the shear strength and shear stiffness reduce with increased block size due to reduced effective joint roughness, and due to reduced asperity strength. Both are a function of the delayed mobilization of roughness with increasing block size. A method of scaling shear strength and shear displacement from laboratory to in situ block sizes is suggested. It is based on the assumption that size effects disappear when the natural block size is exceeded. This simplification appears to be justified over a significant range of block sizes, but is invalidated when shearing along individual joints is replaced by rotational or kink-band deformation, as seen in more heavily jointed rock masses. Recent laboratory tests on model block assemblies illustrate some important effects of block size on deformability and Poisson's ratio.

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. The third special war meeting of the New York Section was held on Thursday evening, Sept. 27, in joint session with the New York Section of the American Electrochemical Society, in conjunction with the Third National Exposition -of-Chemical Industries, at the Grand Central Palace. The topic for discussion was ferro-alloys, and the supply' of raw materials for their manufacture. After a few introductory remarks by President Philip N. Moore, of the Institute, and President Colin G. Fink of the American Electrochemical Society, Mr. C. S. Newcomb presented his paper on "Chrome Mining and Concentration."

TRACKLESS equipment is being used by the Coplay Cement Manufacturing Co. to develop a folded limestone deposit economically and safely with inexperienced men. Cost and quality of development stone results in a saving when it is used in- stead of outside sources of limestone. This favorable cost has been attained by following a methods development and training program described in this paper. It is expected that further savings in favor of the mined stone will be made when stopes now being prepared are in production. The present equipment will be used for loading from stope draw points. The limestone is blended with quarried cement rock to serve as raw material for Portland cement, first produced in this country by Coplay Cement Manufacturing Co. from a process developed by its president, David 0. Saylor, in 1873. For many years the cement rock alone or with a small amount of added limestone was used for raw materials. Later as specifications were raised and the richer portions of quarries were depleted, limestone from outside sources was required in increasing amounts. In 1925 D. J. Uhle, the general manager, began to prospect company property for limestone.

Used in combination with conveyor belt haulage, bucket wheel excavators offer unusual possibilities for low excavation and haulage costs. Originating in Germany, these machines are now in use or on order for Australia, Northern Rhodesia, the Belgian Congo, Italy, Yugoslavia, France, Belgium, Indonesia, and the Union of South Africa. A diamond mine in South Africa that has been using German bucket wheel excavators since 1928 purchased American cable-way excavators and American scraping equipment after the war. Operating cost for this equipment was double that for the bucket wheel machines operating in the same mines with crawler-mounted stackers. Machines built and operated in the U. S. are, as far as the writer knows, confined to the northern Illinois coal field, where they are used in conjunction with large shovels to strip overburden too high to be reached by the 30 to 40-yd shovels. Their long stacker belts can deposit the spoil far enough behind the coal face to avoid slides, in such a manner as to make reclaiming the land easier. These large, specialized machines are now being made by Bucyrus-Erie Co. but are not adaptable to many open pit mining situations.

Warren, of Buffalo, and the writer; has been used several years at three " Lake copper " refineries in occasional alternation with the regular " combination," or a wet and fire," assay; and has proved more rapid, and rather more accurate than the latter on all refined copper—namely, the direct cupellation of the silver chloride (+gold) precipitate, without scorification. The San Francisco Chemical Co. has been actively interested in phosphate mining since 1908. It was, in fact, the first company to make claims on properties in the western phosphate belt. From the period of 1908 to 1947, the company's phosphate operations were centered at their Waterloo property, five miles east of Montpelier, Idaho. A small tonnage of phosphate rock was shipped annually from their underground mines in that area. In 1945, the company started the first western open-pit phosphate mine on the slopes of Waterloo Hill. In 1947, they obtained an option and lease on the Beckwith Hills' deposits in southwestern Wyoming, some 25 miles south of Cokeville. While the operations at Montpelier and the Beckwith Hills are both open pit, there are many differences which suggest separate treatment in this paper. Structurally, the Waterloo Hill is the west slope of an anticline. The beddings dip from 20" to 35" to the west. Erosion has caused the footwall exposures (Well's formation) to appear in the upper areas as a series of apices, giving the outcrops a festooned arrangement. Dip faulting with subsequent erosion has induced gullies normal to the strike and resulted in eroded areas which separate the remnants of the

DRAINAGE of acid mine water into surface streams of coal mining areas is one of the most serious problems of stream pollution, since there is no known method that completely prevents its forming and no economically feasible treatment after it has formed. The mine acid problem differs from other pollution hazards because acid production does not end with cessation of mining but actually becomes more evident when pumping is stopped. The acid problem in the Pennsylvania, Ohio, West Virginia, and Kentucky bituminous coal areas of the U. S. began with the first operation in 1761, and the volume of acid discharge today is largely the cumulative result of years of mining. Provided they lie above the drainage area, the oldest mines, now long abandoned, are almost without exception producing acid in the same manner as those now operating or recently abandoned. In experimenting in connection with Mr. P. W. Shimer (now chemist of the Thomas Iron Company, Hokendauqua, Pa.) on methods for the determination of silicon in pig iron, in order to find one which should be accurate and yet give results in a few hours, I have adopted the following procedure, which, as far as my experience goes, leaves nothing to be desired. About one gram of pig iron or steel is treated in a platinum or porcelain dish with 25 cubic centimeters of nitric acid (sp. gr. 1, 2). When action has ceased, 25 to 30 cubic centimeters of dilute sulphuric acid (one of acid and three of water) are added, and heat applied until the nitric acid is nearly or quite driven off. The heat of a water-bath is sufficient, though the process may be hastened by heating higher on a sand-bath. Water is then cautiously added (as soon as the free sulphuric acid is sufficiently cool) and the contents of the dish heated until the crystals of ferric sulphate are completely dissolved. The solution is then filtered as hot as possible, the residue washed first with hot water, then with 25 to 30 cubic centimeters of hydrochloric acid (sp. gr. 1, 12), and finally with hot water. After drying and igniting, the silica will be found to be snow-white and granular. The following are some results obtained by this method compared

The Paley report made little attempt to project future production and consumption for any industrial mineral except fluorspar and only about a dozen minerals were mentioned by name. Except for fluorspar the treatment consisted mainly of statistics of production, consumption, imports, and sometimes reserves up to 1950. FLUORSPAR In 1954 the author had occasion to evaluate the Paley fluorspar estimates. At that time a fairly detailed study of the world picture was made and bases for the Paley estimates were studied. Data for later years confirm, in the main, the conclusions reached in this earlier report and it will be drawn upon here.

This chapter on the Alaska Juneau mill is intended to make clear that "choice of methods," or the selection of proper methods, is the first essential step in launching a new enterprise; and to illustrate that when entering into new country where local conditions and physical features are new or strange to an engineer, he should respect the practices already adopted and followed in meeting peculiar conditions in these new countries that may seem strange to a casual visitor. For example, Americans going into Malay Peninsula with their most up-to-date machinery for drilling placer prospect holes found their cost to total about $3 per foot; by adopting native methods, it was found the same work could be done for 50 cents per foot. Also, those not used to frozen road conditions in a country of arctic climate might scrape the snow off such a road and cause unending road troubles into the following spring and summer; while natives understanding local conditions would leave the snow on the road. CONSIDERING the two great interests of to-day, in iron upon the one hand and steel upon the other, and recognizing with measurable distinctness the peculiar fitness of each for special services to which they are applied, the proposition to unite the two metals in combination, to bring into simultaneous use the peculiar advantages which each offers, has great attractions. The limited success which has been attained by trying to bring about such combinations of the two metals through the use of fluxes in welding, has led to the general adoption of the opinion that an effective union of the two metals is impracticable, or to the view that if practicable it would have but limited commercial value. Such opinions are, I think, premature and erroneous, and having gained some knowledge of the character and value of the "Wheeler process" for welding iron and steel without the use of fluxes, I submit the following observations and opinions of the matter for your information, with the hope of eliciting such a discussion of the subject as it may require. The principle of the invention is to bring the two metals simultaneously to a welding heat in one pile, and then to manipulate it.

Locked-cycle grinding experiments on mineral mixtures provide a means to study circuit performance in simulated continuous grinding systems. Such experiments with calcite/quartz mixtures revealed that approximately twenty-five 2-minute cycles are required before the composition of the circuit product and the recycle material attain steady state. The circulating load, after steadily increasing during the first 15 cycles, continued to fluctuate over a narrow range. Previous batch ball mill grinding of mineral mixtures has shown that breakage rate functions of minerals are time- independent but composition-dependent. In the closed-circuit grinding of ores with constituents having different grindabilities, the grinding rate parameters for the components also would therefore change during the transient period. With fluctuations in feed composition occurring randomly every half to one hour in processing plants, it is quite likely that the grinding circuit can be in unsteady state perpetually. The significance of these observations is discussed in this paper in the con- text of the models used in control schemes for the grinding circuits

DURING 1921, the Oklahoma mines dominated the American zinc-producing industry. They comprised the only group that could produce under the adverse conditions that prevailed. At the beginning of 1921, there were about 34 mills in opera-tion in the Tri-state District, out of a total estimated variously at 150 to 200, and these were producing at the rate of about 5000 tons of blende concentrate per week. At the end of 1921, there were about 50 mills in operation. The Tri-state District rates about 80 men to the mine and mill, on-the average. SMELTING The zinc smelters-in 1921 experienced a disastrous year. All of them operated at greatly reduced capacity and probably most of them suffered loss in operations. Smelting costs came down to a considerable extent by virtue of drops in the price for coal, wage reductions and more efficient work, but these ameliorations were insufficient to enable the smelters to come out even. In the Illinois fields, wages at the end of 1921 had been reduced about 37 per cent. from the peak (middle of 1920), but coal continued to be very dear. The operation of works at a low rate of their capacity was a discouraging and expensive condition. At the end of 1921, the zinc-smelting capacity ,of the United States was as follows:

Approximately 33% of the silver in the Zn-Pb-Cu-Ag ore of Brunswick Mining and Smelting Corporation Limited is lost to the tailings and an additional 11% to the zinc concentrate for which no payment is received. 38% to 44% of this lost silver is carried by tetrahedrite, 28% by galena and 28% to 34% by a third silver carrier. The silver minerals acanthite and pyrargyrite have been identified in mill products and hence these are suggested as the principal third silver carrier(s) accounting for 13 to 20% of the silver in Brunswick ore. About 24% of this third silver carrier assemblage is lost to the zinc concentrate and 52% to concentrator tailings.

The Long Island Lighting Co. has operated an extensive monitoring system for over three years. Nearly 900,000 separate pieces of information have been recorded for a land area of some 600 sq miles, 15 miles north to south by 40 miles east to west. The data are composed of about a half million sulfur dioxide measurements at various locations, 290,000 of which were by the West-Gaeke method, about 160,000 pieces of weather data, and 220,000 measurements of sulfur dioxide as emitted from each of the power plant stacks on the system, all measured on an hourly basis and stored on computor cards and tapes. The computor has been programmed to collate stack emissions, weather information, and ground level sulfur dioxide measurements. The analysis shows that emissions from tall stacks do, indeed, contribute very little to ground level sulfur dioxide. For example, LILCO shows that its Northport plant contributes less than 2 ppb, hourly annual average. They also state that the plant converted to 100% natural gas or shut down, would reduce ground level sulfur dioxide by no more than 2 ppb.
