THE year 1929 has shown a surprising growth in the attention given by mining men to the subject of ground movement and subsidence from mining, as evidenced by the large number of articles that have appeared in technical journals, also papers and discussions in mining societies in the leading mining countries of the world. These have not been confined to consideration of the narrower limits of the subject but in application have extended to many of the fundamental questions involved in mining. The papers and discussions have been concerned with .ground movements resulting from mining of a great variety of minerals, metallic and lion-metallic. Examples of the former are: the mining of gold ore at Johannesburg, South Africa, and in the Kolar field, India; mining copper ores in Arizona and Utah; and lead and zinc in the Joplin region. Examples of ground movement resulting from mining non-metallic minerals are found in: the mining of. coal in many countries; potash mining in Germany; the mining of- common salt in several parts of the' United States; and the mining of sulfur in Texas and Louisiana; and examples of subsidence in the non-metallics are found exceptionally in the extraction of petroleum by wells, as in the Goose Creek field, on the Gulf Coast,' and recently in the Sour Lake field' of Texas

THE American oil 'industry has reached the critical stage where the demand exceeds the supply with no hope of permanently bettering the situation through the development of new fields in the United States. Remedies may be sought along three lines: 1. Securing a foreign source of supply. 2. Curtailment of the use of oil and its derivatives. 3. Improvement in methods of recovery (including the recovery of shale oil), refining, and utilization. The oil companies with proper government support will push the acquiring of foreign territory; the price of oil and oil products will enforce a curtailment in use; it remains for the producers and refiners to brings about improvements and economy in recovery, transportation and refining; the general public must be instructed in utilization. The solution of the problem, therefore, rests largely in the hands of the technologists of the industry -the drillers, engineers, geologists, chemists, etc. Only through an exchange of the ideas of the individuals who are conducting the industry will its technology be advanced. , Among the agencies at work to bring about this result are the United States Bureau of Mines, the American Petroleum Institute, and the A. I. M. E. The Bureau of Mines has a trained staff of experts, maintains experiment stations and a field force of technologists, and issues many technical papers helpful to the industry. The Petroleum Institute is a clearing house for useful statistics and is now. organizing a research division under the able direction of Doctor Manning, but its principal field of activities is in the realm of co¬ordinating ?the financial and commercial activities of the` oil' companies.' It remains for the American Institute of Mining and Metallurgical Engineers to organize the individual technologists of the industry and provide them with means of exchanging and disseminating ideas through meetings and publications. It is the aim of the Petroleum Committee of the American Institute of Mining and Metallurgical Engineers to foster this exchange of ideas among oil men by enlarging the membership of the Institute among the field and office technical forces of the oil companies and thus arouse their interest in the vital problems of the oil business.

While the importance of the superficial alteration of golddeposits is recognized in pure science, it seems often to be singularly disregarded among engineers in practice. Its great practical bearing lies in the exploitation of new regions; and nowhere are the disastrous results of ignoring it more vividly shown than in Western Australia, where the impoverishment of the ores, and their frequent transition from free-milling' to refractory character in depth (things, as a rule, neither anticipated nor ascertained by exploration beforehand), have brought many companies to ruin, or caused the loss of much money squandered on machinery adapted only to temporary conditions.

CLEMENS C. JONES, Richmond, Va. (communication to the Secretary+) :-In the chapter of this paper entitled "Method for the Determination of Phosphorus," by Andrew A. Blair, a form of the reductor used by Mr. Blair is illustrated. This form was employed by me in my earliest experiments, and abandoned after my adoption of the final apparatus described in my paper on the subject in 1889. The results reported by Mr. Blair are very closely accordant; but my experience was that, in the use of this form, a loss of the solution, amounting to almost a cubic centimeter, was occasioned by minute bubbles of hydrogen rising to the surface, and there exploding. My final reductor was designed to prevent this loss; and the most satisfactory results were obtained with a reductor having the open cup replaced by a bulb-shaped receptacle, provided with a glass stopper, similar to that of a separatory funnel of similar capacity, as suggested in a foot-note in my original paper. In my experience, the use of this later form of reductor repeatedly gave duplicate results which were, coincident to the fourth decimal place. R. W. RAYMOND, New York, N. THE year 1930 in the Ceur d? Alene district was one of curtailment in production. Many of the small properties were closed entirely and only three large. producers, the Bunker Hill & Sullivan, Hecla, and the Morning mines were left producing at capacity. No innovations in milling were evident, but progress was made in reducing costs as is always necessary in times of low metal prices. One new concentrator was constructed, a 500-ton daily capacity selective flotation plant for, the Jack Waite Mining Co. This mill uses coarse crushing, followed by hand sorting, for both a high-grade ship- ping ore and waste. The remainder of the ore leaving the sorting belt is crushed in a new type Traylor reduction crusher to %-in. size and stored in large capacity mill ore-bins. The grinding is done with ball mills, in closed circuit with a Dorr classifier to 75 per cent - 200 mesh. Minerals Separation 24-in. flotation machines are used both for a lead and a zinc concentrate, with double cleaning in each case. The concentrates are dewatered in Dorr thickeners and filtered on Oliver late-type filters.

In recent years considerable progress has been made in the development and application of mathematical techniques for the solution of certain problems involving economic "strategies". Such a problem might involve, for example, the scheduling of shipments of a commodity from a number of sources to a number of destinations. The object would be to schedule the shipments in a manner so as to satisfy the destination requirements and at the same time minimize the transportation costs. The solution to such a problem is not necessarily intuitively obvious. The "obvious" solution is frequently far from optimum. If the shipments are to be made from, for example, only two sources to four destinations, the optimum schedule is readily found. However, if shipments are to be made from, say, 10 sources to several hundred destinations, even a competent and experienced scheduler may spend considerable time in finding a reasonable answer. Even then he is not sure that he has the optimum solution. Furthermore, he has no way of knowing how far from optimum the answer is. Consequently, he does not know whether he should accept this solution or seek a better one. Prior to the advent of large high-speed digital computers, little more could be done with such problems because of their great size and multiplicity of possible solutions. A problem involving 20 sources and 50 destinations would require choosing, from a very large number of possible combinations, the optimum combination of 1,000 variables. The best one could do was to utilize intuition, extrapolation from past experience, and other non-exact approaches. With a high-speed computer, however, such problems can be solved providing a reasonable computational procedure (or algorithm) can be utilized. The purpose of this paper is to describe such a procedure (linear programming) and to apply this procedure to a production scheduling problem. THE RESERVOIR PROBLEM A simple reservoir model is used throughout this analysis to illustrate the use of linear programming. Even the simplest reservoir behavior problem is nonlinear in both space and time, but if the geometry is fixed for a particular study and the time variable is quantized, the resultant system may be described by linear constraints on the variable production rates. Crude oil is available from five separate sources and is delivered to a pipeline. Sources 1, 2, 3 and 4 are ideal reservoirs and therefore are subjected to reservoir flow restrictions. Source 5 is labeled "Outside Source" and crude oil from this source is assumed to be available in unlimited quantities without considering reservoir conditions. The general problem is to determine the schedule of crude oil production from five sources which, over an eight-year period and subject to certain restrictions, will result in maximum profit. "Profit" is defined to encompass all economic factors and expenses involved in producing and selling crude oil to a pipeline facility. Such economic factors are lumped to the extent that the term represents the dollars profit from one barrel of crude oil from any of the five sources entering the pipeline system. Table 1 presents the assumed profit per barrel for oil from any of the five sources over each of the four time periods. In this chart the eight years is broken into four equal intervals of two years. The selection of four time periods of two years each and the values representing the potential profit are completely arbitrary selections for the purpose of illustrating this idealized reservoir problem. In any practical application of this work a careful economic study would have to be made in order to estimate potential unit profits for time periods as far in the future as eight years. In this particular study it is assumed that all of the potential unit profits (C) are known and fixed before the production schedule is attempted. An official of one of the prominent iron companies of the South recently made the following statement during a discussion of the present conditions of the Southern iron business: " The trouble with us in the South has been that we have been satisfied to buy iron and coal lands, build blast-furnaces, and make pig-iron. We stopped at pig-iron, and as a result we are all poor. The South needs diversified industries, and needs to work up its raw products into articles the Southern market can use. If we had realized this sooner, some of us might now be rich." The South is awakening to this view, and in the Birmingham district alone one basic steel-mill is already in operation, and in a year's time another and much larger one will be turning out rails and shapes, with rod- and wire-mills in prospect. A LARGE proportion of the steel that is melted and refined in the United States and poured into ingots is made in basic open- hearth furnaces. The capacity of these furnaces varies over a wide range with a large majority falling within limits of 50 to 200 tons (Fig. 1) The two general types of furnace design used are stationary [ ] and tilting furnaces, the former being much more common. The fuel burned in such furnaces is either one of several types of gas, or a liquid fuel such as oil or tar, or a combination of gas and liquid fuel. ESTABLISHED methods for obtaining quantitative pole figures for flat sheets1"5 can be extended to apply to thin films on a substrate. The mode of scanning the sample is exactly the same as described in the references? but consideration is given to the fact that the scattered X-ray intensities are due to both the thin film and its substrate with appropriate attenuation factors. The purpose of this paper is to describe a method to obtain the scattered intensities from the film alone for subsequent pole-figure determinations. Fig. 1 shows the four possible general positions of the film (f) and its substrate (s) with respect to the incident X-ray beam (I,). In this paper it will be assumed that the plane of the sample is normal to the plane of the diffractometer. In the diagrams the line jV is the normal to the flat sample and the line P is the trace of the diffracting crystallographic planes in the plane of the diffractometer. The angle of tilt, a, is the positive acute angle measured from the line N to the line P; if this angle is measured clockwise then a is said to be in the positive a region; if this angle is measured counterclockwise then a is said to be in the negative a region. The Presidio mine of The American Metal Co. of Texas is situated 45 miles south of Marfa, Texas, a town on the Southern Pacific R. R., and lies approximately 20 miles north of the Mexican border. Communication with the railroad is maintained over a state highway. All supplies for mine and mill are hauled in by truck from Marfa and precipitates and concentrates are freighted to the railroad by the same means and shipped to Selby and El Paso, respectively. The mill is at the town of Shafter, 1 mile from the mine and at approximately 350 ft. lower elevation. The ore is conveyed to it by an aerial tramway which requires practically no power on account of the difference in elevation. The mill is a countercurrent decantation cyanide and gravity concentrating plant of 200 tons daily capacity. Coarse and fine crushing are done at the mill. Two neal-by shallow wells in the bed of Cibolo Creek furnish an abundance of water. Power is generated for the mill and town by a Diesel engine plant. Ore Treated The ore is oxidized and siliceous. The greater part contains approximately 16 oz. of silver per ton, but mixed with this are many particles of ore of much higher grade, assaying in many instances 100 oz. or more. In the 16-oz. material there is an almost constant amount of silver which is difficult to recover by cyanidation. The high-grade material contains a much greater proportion of silver which is easily amenable to cyanide treatment. Thus, as the grade of ore becomes higher, the percentage of recovery of silver increases rapidly, under equal milling conditions. The silver minerals contained in the ore are principally argentite and cerargyrite, the former predominating The lead minerals, all of which are argentiferous, are chiefly cerussite and galena, with occasionally a little anglesite. IN 1953, a method for filtering a liquid phase from solid phases while in equilibrium at elevated temperatures was devised at the Alcoa Aluminum Research Laboratories. Since then, it has been applied to the investigation of liquid-solid equilibrium in metallic systems. In application, the method simplifies the centrifuge filt.ration procedure as developed by Scheil and described by Gebhardt Fig. 1 shows a sketch of the filtering apparatus located within a thermal analysis furnace. It consists of a stainless steel filter crucible A, into the bottom of which a porous carbon filter disk B, 1 3/4 in. diam by 1/4 in. thick, is sealed to the shoulder and rim with carbonaceous cement. The base of the filter crucible, machined to an angle, fits into a tapered seat at the mouth of a stainless steel vacuum chamber C. A connecting tube from the vacuum chamber to a vacuum line also serves as a means for supporting the apparatus from the base of the furnace. An alundum crucible D of 25 ml capacity is placed with- in the vacuum chamber below the filter for collecting the filtrate. Two thermocouples E, in stainless steel protection tubes, which extend from 1/16 to in. above the center of the filter, are mounted on the rim of the filter crucible. One thermocouple is used in differential connection with the furnace control thermocouple to regulate rates of heating and cooling. The other serves as a means for recording the temperature of the alloy prior to filtering. A suitable mold coating is used on exposed surfaces of stainless steel parts to guard against attack upon these parts as well as to avoid contamination of the alloy samples. A mold wash prepared from precipitated CaCO, is suitable for aluminum alloys. The porous carbon for the filter disks and the carbonaceous cement, grade 200 (graphite base), were obtained from the National Carbon Co. Porous car-bon, grade Nos. 10 to 60, has been employed. Grade No. 40, however, appeared to give the optimum advantages in operation. In operation, an alloy sample is remelted and heated to about 50°C above its liquidus temperature. At the same time, the filter apparatus is preheated to about the same temperature. The alloy then is cast into the filter crucible.

ANY thought of Morenci naturally includes its sister town of Clifton, its gateway to the outside world. Clifton, the country seat of Greenlee County, is the terminus of a branch line of the Southern Pacific railroad from Lordsburg, N.M. Carload freight incident to the Morenci operation moves from Clifton over Phelps Dodge?s standard-gauge industrial railroad. Private freight must be hauled by truck. These two communities fell far short of supplying adequate housing for the personnel concerned with the new operations so a new townsite, Stargo, was developed adjacent to Morenci. Here 234 housing units with garages have been built and twenty similar units have been erected near the reduction works.

THE concentration of zinc ore in Wisconsin is a comparatively simple process, although it presents problems that must be overcome in an efficient manner in such a way that installation and operating costs are low. As the ore deposits are small, the first cost of the concentrating plant must be low; while the low margin of profit makes it necessary to have the minimum operating costs. The original mills were copied from those of the Joplin district, as most of them were built and operated by Joplin millmen. These served the purpose well; they made a clean concentrate, which was the chief requirement at that time, as most 'of the mines were' considerably 'richer than the average at the present time, and wages and supplies were also considerably lower. ' The apparatus used at present has changed very little in principle. . The grizzly opening has gradually been increased to 12 in. and sometimes no grizzly 'is used. The crusher, gradually grew in size, the largest crusher has -an opening of about 24 by 13 in. and a 7/8-in. throw on the. eccentric shaft.

As THE time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W, Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum" laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on . a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.1 Colombia requires foreigners to agree to be bound by its alien law. , In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. along its land

OCTOBER will be western month for the Institute. With meetings at Spokane, Tulsa, Los Angeles, and San Francisco, and with a large number of American Institute of Mining Engineers members and their families in the party sailing out through the Golden Gate to Japan on the afternoon of the tenth, the major activities of the Institute will, for this month at least, be west of the Mississippi. Despite cancellations due to necessity, most of the officers of the Institute will be present and taking part in some one or more of the Western meetings. Prof. Robert S. Richards, our senior past-president, will attend both the Spokane and San Francisco meetings and then go to Japan. President Bradley will preside at the San Francisco meeting and then head the party going to Tokyo. At Tulsa and Los Angeles, the principal officers of the Petroleum Division will be present and active and at all the meetings, directors, ex-directors and -present and past officers will be on the job and keeping things moving.

THE discovery of oil on the Goleta anticline has extended the petroliferous areas of California 18 miles west of the previous limit at Summerland and 35 miles south of the fields at Santa Maria. In each of these localities the oil is found in the Miocene-Pliocene strata, but as the oil at Goleta is found in the Sespe formation, which is generally considered as Oligocene or lowermost Miocene, the Goleta field extends the production of that horizon 52 miles west of South Mountain, the previous western outpost. Two horizons of high-gravity, paraffin-base oil have been found at shallow depths, and the exploratory well, Goleta No. 1, is now being drilled to test the productivity of an expected horizon in the Meganos formation. The Goleta structure is 12 miles west of the city of Santa Barbara and 2 miles north of the coast. Although it is within part of the old Spanish Rancho, Los Pueblos, it corresponds to T. 4 N., R. 29 W., S. B. B. and M., Santa Barbara county, California. The discovery well, Goleta No. 1 was drilled by the Miley Petroleum Ex-ploration Co. on the Tecolote ranch in the part of the Spanish grant corresponding to the sw. 1/4 of the nw. 1/4 of Section 3. Despite the apparent isolated position of the Goleta field, it is within the Ventura basin. The idea that the Ventura basin terminates at the ocean beach near the city of Ventura is neither sup-ported by the geologic structures nor the sequence of strata west of that city. This basin at the present time is known on the land as the Santa Clara valley and beneath the sea as the Santa Barbara channel. It extends westward to Point Concepcion. The Ventura basin, before the Miocene and Pliocene epochs of deformation, was much broader than at the present time. It is bounded by two lines of uplift, the Santa Ynez range on the north and the Santa Monica mountains with their extension, the Channel islands, on the south. Both of these ranges trend east and west. The Ventura basin and the mountains that bound it are part of a remark-able east-west orogenic unit, which interrupts the pre-vailingly northwest ranges along the Pacific Coast.

Plating iron with copper has received great attention from practical and scientific men, but, aside from the deposit secured by immersion of iron in copper salts, by electro-plating, or by welding together thin sheets of iron and copper, these efforts have met with no success. Failure of these efforts, in the production of copper plating, has been due to the fact that the conditions normally and necessarily present in the plating operation are antagonistic to the production of copper-plated iron. In most, if not quite all of them, a bath of molten copper has been used. The temperature of a molten copper bath is so high that the iron becomes oxidized before it can be immersed in the molten copper, and unless a protective flux for the molten copper is used, the surface of the copper will become oxidized, and, in any event, the plated iron will oxidize immediately on its being withdrawn from the molten bath. I recently had the pleasure of visiting the works of The Metals Plating Co. at Elizabeth, N. J., where I witnessed the plating of iron sheets with copper by a new process.l The plating metal is applied to the sheet in the form of a liquid mixture by means of rolls, such as inking rolls. The sheet, after being coated with the mixture, is automatically carried forward and deposited on a link-belt conveyor, which carries it through a furnace maintained at a temperature well above that of molten copper. The basic principle involved in this method lies in the application of the plating metal to the sheet while the sheet is cold and then melting the metal in place on the sheet under conditions which are favorable to the formation of the plating. Plating Mixture The liquid plating mixture is composed of either copper oxide or finely divided copper, or a mixture of both, ground to the consistency of a light varnish in a crude oil having an asphaltic base, of a specific gravity of from 14" to 16' Be. THE general public does not know that there is such a thing as metallurgy and it is very seldom that you see the word metallurgy in print except in technical magazines. Perhaps it is more to the front now than in former years; the Dee. 30, 1929, issue of Time mentioned under the heading of "Science7' certain new achievements in metallurgy, which may be cited as a rare instance of the use of the word in anything but the technical press. Too often the part the metallurgist plays in the advancement of the different branches of engineering is overlooked. To say that the public does not know there is such a profession as metallurgical engineering seems to be a bold statement, but had there beep time a questionnaire could have proved this beyond doubt. Suppose a carefully-planned questionnaire had been sent to all high school students asking them, among other questions, to list the different branches of engineering, I believe that the several professions would have been listed in this manner: (1) Electrical engineering; (2) mechanical; (3) civil, and (4)' mining. One in each hundred might have listed metallurgy as an engineering profession. Even the Society for the Promotion of Engineering Education in its Bulletin No. 10-"Investigation of Engineering Education" lists Civil, Mining, Mechanical, Electrical, and Chemical, leaving out Metallurgical Engineering.
