Reaching the miner with safety education" is R the ultimate goal, the main objective, of every safety program in the mining industry. If we can get safety education to every worker, and it is properly learned, enforced and obeyed, we should eliminate at least 85% of all potential accidents. We should then have very few accidents as a result of unsafe behavior, which, in turn, would allow us to concentrate most of our future efforts on preventing the types of accidents which are caused by faulty or defective machinery, equipment, tools and materials. An uninformed or uninitiated person would think that it should be a rather simple process to reach the miner with a safety education. Theoretically he would be right because here we get involved in a matter of semantics. When we say "reaching the miner with safety education" we actually mean that this education must also be accepted and learned by the miner; we intend to mean that safety must be observed and followed at all times. But in order to realize our complete meaning of the phrase, we must find the solution for a number of problems and obstacles which are well known to management and safety personnel.

The environment for deposition of marine phosphorite is controlled by the relationship of prevailing climatic, oceanographic, structural, and sedimentary conditions. The set, or sets, of conditions that has evoked the accumulation of economic concentrations of phosphorite has been the subject of a number of previous works. Phosphorite presently considered ore is generally in excess of 10% P205 with an extractable phosphate product in excess of 30% P2O5. The concentration of the product in the ore, its amenability to state-of-the-art extraction, and thickness of the overburden are major controlling factors in determining its mineability. A recent survey of phosphorite deposits in the south-eastern United States included a review of the depositional and structural setting for the major areas of occurrence. The application of previous work regarding phosphorogenesis has led to the establishment of a general depositional model for most mid-Miocene primary phosphorites, and, is also possibly applicable to the Bone Valley (Pliocene-Miocene) district of central Florida.

Microcrystalline silica has been mined in Illinois from the Clear Creek Formation since the turn of the century, especially in the area around Tamms in Alexander County, in the southernmost part of the state. This silica is consumed mainly by the abrasives and coatings industries, but is also sought after for many filler/extender uses. Production has grown with the economy with several new applications overshadowing traditional markets in recent years. Many of these applications are directly or indirectly related to energy saving factors. As a result of the "energy crisis" and "resin crunch," fillers have received a great deal of renewed attention as a desirable way of stretching the available resin supplies. With feedstocks in short supply and shortages existing in the entire petrochemical industry, the use of bulk materials to improve and extend existing resin is becoming an every increasingly important facet of plastics and coatings technology. Silica is the choise of fillers in applications where inertness, hardness, and low absorption are necessary characteristics. Microcrystalline silica has the additional advantage of being relatively easy to grind because the crude ore is a friable rock composed of tiny crystallites, many less than 0.1 u in diameter. Grinding represents a significant energy input in the production of silica flours. With energy costs increasing rapidly, comparable grades of silica flour made from microcrystalline silica have advanced less in price and it is expected this trend will continue in favor of the microcrystalline silica.

Large cryslals of high-purily iron (99.996+ pcl) cannot be obtained by the usual strain-ameal technique. Repealed phase transformation by thermal cycling prior to crilical deformation improves the capabilily of cryslal growith but fails to yield satisfactory crystals. Imperfect columnar crystals can be produced by the phase-transition method. The addition of a small amounl (0.005 wl pet) of nilrogen IT was reported'-4 that for metals of very high purity the usual procedures of the strain-anneal technique fail to produce large crystals. This was eliminates practically all the difficulties in crystal growth by the normal strain-anneal procedures. An actual example is presented, showing that most parts of a strip have been converted into a large crystal by this method. The addition of nitrogen, which can be removed from iron with less difficulty, is believed to be more desirable than carbon additions for the same purpose. thought to be due to the strong tendency for recovery in the high-purity metals: hence the critically strained matrix undergoes polygonization instead of recrystallization upon annealing for crystal growth. You were working for either Timmins or Hollinger, which was it? John K. Gustafson: I was in charge at that time of a Hollinger Exploration Co. office in Toronto. We had acquired options on enough shares to control Labrador Mining and Explorations Co., and through Hollinger North Shore Ltd., another company, we had a 3000 square mile concession in Ungava, Quebec, on the direct extension of the iron ore fields.

With the workable area of coal prospected and known as to workability and quantity and sampled and tested for desired quality comes the determination of the projection and method of working. The best method will be the one supplying the greatest degree of safety, the most merchantable product, the minimum average cost per ton with the largest yield of recoverable coal. Based on coal elevations, taken at the bottom of the seam on all known outcrop exposures, prospect openings or drill holes, coal contours are made on the map to be used in developing the mining plan. The contour interval should be as close as available information will permit. For general utility in layout of mining, haulage, drainage and ventilation, a map scale of 400 ft. per in. is preferable. In mountainous sections, location of the main out- crop opening or hoisting shaft is often limited by the available railroad route and amount of land level enough for a plant site. In level country, where a tipple and hoisting shaft may be placed at will, choice of the plant site should depend on the minimum average underground haul for the total coal to be worked to the new

Prior to World War I there was no Government stockpiling program. Prior to World War I1 relatively few items were included in Government stockpiling and the start of that war found most objectives for even these few materials far from complete. Profiting from the experience of materials shortages in two wars, Congress in 1946 passed the Strategic and Critical Materials Stock Piling Act, which stated that it is the policy to decrease and prevent wherever possible a dangerous and costly dependence of the U. S. upon foreign nations for supplies of strategic and critical materials in times of national emergency. However, as of mid-1950 few stockpile objectives had been achieved. Shortly after the start of the Korean War it was obvious that in the absence of adequate stockpiles, the defense program could not be successfully carried out without broad authority to expand supplies of strategic and critical metals and minerals and at the same time to channel limited supplies of these materials to essential defense purposes. Accordingly, in September 1950 Congress passed the Defense Production Act, which provided broad powers for allocating materials and for making arrangements, including financial, to expand supplies.

INTRODUCTION This review deals with the controls exerted by unconformities on the stratigraphic and areal distribution of gold (and uranium) in Precambrian conglomerates. The relations described are drawn mainly from Precambrian basins in southern Africa, particularly the Witwatersrand Basin. The mining industry of South Africa started in earnest with the discovery of diamonds in 1866. Gold was first discovered in 1870, and in March of 1886, two out-of-luck prospectors stumbled across what was to become the world's greatest goldfield, in the vicinity of Johannesburg. George Harrison and George Walker sold their claims for a pittance and were heard of no more. The Witwatersrand goldfield has been in continuous operation since that time, some 150 mines having operated at one time or another. Deep mining technology developed here has allowed operations to proceed to depths approaching 13,000 feet. The Witwatersrand has produced some 55% of all the gold ever mined, and currently produces 60% of the world's supply, some 650,000 kg Au per year. To 1971, the Witwatersrand had produced some $32 billion of gold and $2 billion of uranium (when average prices were less than $35/oz. for Au and $10/lb. for U308). At present prices, the annual Witwatersrand production of close to 700,000 kg would be worth about $10 billion. Uranium was discovered in the Witwatersrand in 1923. EARLY in 1954, as initial development of the Galena mine was being finished, plans for stoping operations became the foremost consideration of the operating management. The Galena is being operated under lease agreement with the owner, Vulcan Silver-Lead Corp. Started in 1947, the Galena is a deep level development of American Smelting & Refining Co. and Day Mines Inc. under the management of ASARCO, in the Coeur d'Alene mining district. Lead mineralization was found on the 3000 level in 1950. In 1953 development on the 3000 level disclosed a siderite vein, later known as the Silver vein, which contains commercial quantities of silver in Tetrahedrite. This vein was explored on the 2800 and 2400 levels and later on the 3400 level, the lowest in the mine. Work above the 2400 level to date has indicated that the vein dissipates to weak mineralization, and ore values are uncertain above the 2200 horizon.

Va.,* was a straight fissure, about 3600 feet in length, which cut vertically downward across the horizontal beds of shale and of sandstone to a depth not ascertained. Surface mining of coal is widely condemned as a despoiler of the countryside and wastrel of land and natural resources. Yet the fact has been as widely ignored that the ingenuity of those engaged in developing the methods and equipment utilized in surface mining have made several hundred million tons of coal available for utilities and industry which could never have been mined by any other method. While doing this, the surface mining companies have recovered nearly 100% of the coal in the mining area instead of approximately 50% as is common in underground methods. Efficiency has been increasing constantly, thereby maintaining low cost to the customer. Mining has provided economic health in many areas by virtue of the direct payrolls and by the attraction of other industries to enjoy low cost, dependable fuel supplies. Surface mining of coal generally falls into two categories: contour mining, which is the result of mining in hilly or mountainous terrain where the hillside or slope limits the width of the area which can be surface mined; and area mining, which results from the surface of the land being approximately parallel with the coal seam so that a wide area may be mined in a succession of pits or open cuts.

We are concerned with the destabilizing effects of water inflow and remedies which can be used to reduce that cause. The number of these remedies which have already been demonstrated in mining may be a surprise. Several possible remedies, well known in other work seem worth trial. In saw mines the destabilizing effect of inflow is negligible; in others it can be disaster. Inflow can reduce stability in mining for very nearly, if not all minerals, whether by open pit or under- ground methods. It might cause trouble in saw under water work. As examples of these effects consider hydrostatic pressure on the walls of fractures and ' lubrication' of clay seams. Skin protection by paint or gunite is not likely to help. It is generally necessary to go deeper, for example to drain the ground more effectively or to reduce inflow. The improvement of stability is but one of a score of possible advantages attainable with water control. Most of these advantages would help costs as wet mines go deeper for leaner ore while coping with more restraints and higher costs of per, labor and supplies. Investigation is promising!

It has been said that the Pittsburgh bed is the most valuable single mineral deposit yet known to man. The figures in Table 1 are presented in substantiation of that claim. Production and Value In order that the figures of Table 1 may have any weight, a statement must be made to show how they were arrived at. Because, to the writer's knowledge, no accurate separate figures ever have been kept of the production and value of the Pittsburgh coal bed, the states will be considered separately. Pennsylvania Accurate figures are obtainable for Pennsylvania for recent years because recent reports of the Pellnsylvania Department of Mines show the production from each mine and the bed worked at each mine. For recent years, therefore, it is only necessary to list the mines working in the Pittsburgh bed and add up their production. The value was obtained by treating each county separately, applying the average price for the county to the production of Pittsburgh coal in that county. The reported production of petroleum in the Dominion of Canada for 1930 was 1,555,199 bbl., an increase of 455,373 bbl. over 1929. Alberta accounted for nearly all the production with Ontario and New Brunswick, the other two productive provinces, contributing less than 1 per cent, of the total. The completion of about 25 producing wells in Alberta was more than sufficient to offset the decline of the older wells in that province and the small decline in Ontario. The production of about 5000 bbl. in New Brunswick represents a restricted output to meet the market demand. Table 1 shows the production by provinces for the past 10 years. The consumption of natural gas for all purposes in Canada reached a new record of practically 40,000,000,000 cu. ft. in 1930, which was a considerable increase over 1929. The estimated value of the gas output was $10,500,000, against a little over $5,000,000 for the total petroleum production. Gas wells in Alberta accounted for over 75 per cent. of the total, with Ontario second and New Brunswick a poor third. The outlook for 1931 is for very little change in production of either gas or oil in Ontario and New Brunswick but for a substantial increase in both in Alberta.

It is known that multicomponent powders are mostly nonhomogeneous. This paper investigates the effects of nonhomogeneity of composition and grain size on the melting point and the sinterability of compact taking into account homogenization mass transport and the length of the diffusion path in solid state sintering, and the kinetics of liquid phase formation in liquid phase sintering. After a discussion on the ideal characteristics of a powder for sintering and low temperature reaction, the main conventional processes are compared. Finally we develop the freeze-drying technique and demonstrate the capabilities and the limits of the process by some examples, mainly in the ceramics field.

RATHBUN,* Salt Lake City, Utah (written discussion?).¬While the engineer should carefully weigh the merits of the various types of equipment, he must bear in mind that the object of his plant is the recovery of suspended solids, and a thing is unimportant except as it contributes to this end, other engineering principles being duly considered. The controversy regarding the use of synchronous motor-driven rectifiers by which the power for the treater is taken directly from the mains of the local power system, rather than the motor-generator rectifier giving each treater unit its own isolated electrical system, has led many to think that on the type of rectifier depends the success of .the plant. It is in fact a relatively unimportant part of the plant and represents a very small fraction of the investment; the recoveries in dust and fume are practically the same in each case. One large smelting concern has adopted the motor-generator type for all of its plants after years of experience with the synchronous-motor type. Its reasons are practically the same as those set down by Mr. Eschholz for his preference. Given more in detail they are: 1. An independent electric system prevents outside power-line conditions, like voltage fluctuations, from interfering with the operation of the Cottrell plant and eliminates the possibility of the Cottrell plant causing trouble for the power company. Bleaching clays have been used extensively in the oil-refining industries for a number of years. Their use in water purification is relatively recent and less extensive. They are frequently classified as (1) those naturally active and (2) those active after artificial activation with acid. Fuller's earths fall within the general group of bleaching clays and gradually the commercial term "fuller's earth" has been applied to natural clays originating, for the most part, in the southeastern section of the United States. Bentonitic clays are usually classed as activable and are prevalent in the southwestern section of the United States.l Bleaching clays vary considerably in chemical and physical properties throughout the country, or even in different parts of one deposit (Table 1). In connection with theoretical studies of the dynamics and control of the flotation process, flotation cells and circuits at the Pyha- computer control of selective Cu - Zn - Fe sulfide flotation in the latter half of 1969. In this paper, the practical conclusions of these studies, conducted through simulation techniques, are summarized. The application of these results for control purposes implies a knowledge of the dependence of the flotation rate coefficients and the grade of concentrate on several factors, including aeration rate, froth depth, and reagent consumption. The relationships found in laboratory and plant scale tests are described. Off-line optimization studies, based on the relation- ships, are also described. The proposed steps in executing the computer control schedule are presented. In the first stage, a stabilizing control will be carried out using feed-back loops. A feed-forward control system which utilizes simple process models will also be tested. After these elementary stages, a proposed mathematical model of the circuit will be checked out and implemented with computer- run, plant-scale process tests. Off-line simulation will be continued in advance development of the control system. As a final step in the program optimal control of the process will be carried out through this model.

The Bureau of Mines, US Department of the Interior, conducted studies to recover phosphate from four dolomitic southern Florida deposits not currently mined. The samples contained 5.8-10.2% P205 and 1.7-4.8% MgO. Chemical analyses of sized fractions indicated that no pebble concentrate, +1.2 mm (+14 mesh) could be produced from these samples. A scheme was developed that consisted of desliming, grinding, scrubbing, and redesliming the ore to produce a flotation feed. Conventional one-step fatty acid fuel oil batch flotation tests on the samples resulted in concentrates containing 29.0-31.3% P205 at flotation recoveries ranging from 72.4 to 96.1% of the flotation feed. The MgO content of the concentrates ranged from 0.47 to 1.36%. Continuous flotation of the Manatee No. 2 sample indicated that commercial-grade phosphate concentrates analyzing 31.3% P205 and 0.55% MgO could be produced with a flotation recovery of 89.9%. The MgO content of concentrates obtained from the Manatee No. 1 and Hardee samples was 1.20 -1.36 %, respectively. Leaching with aqueous SO2 reduced the MgO content of these phosphate concentrates to 0.5 and 0.8%, but with a concomitant loss in phosphate recovery of about 10%.

It is not my purpose in this paper to describe all the different contrivances which have been devised, during the last quarter of a century, for the purpose of Iessening the expense of mining and tunnelling operations; I wish merely to call your attention to the crying want of the Western miners for some cheap and effective machine, capable of economizing on the heavy item of hand-drilling, and to enumerate a few of the latest improvements which have been made in machines of this class. This necessity for the introduction of some kind of labor-saving machinery in mining, especially in the West, begins to make itself felt more imperatively every day. No branch of industry has remained so conservative to the old customs and systems of working, as has mining; and yet no branch is so entirely dependent on economical working for a successful issue; and in very few is the proportion of cost of hand-labor to profits obtained so preponderantly heavy. Perhaps the chief reason for this seeming apathy towards progress in this direction arises from the fact that nearly all mining operations, especially in this country, are carried on in regions more or less remote from the great centres of civilization, thereby rendering the carriage and erection of machinery extremely difficult and expensive. Another reason, however, exists in the fact that a large number of men in charge of mining operations are greatly prejudiced against the introduction of machinery underground, from the idea that it cannot be made to adapt itself to the various positions and
