The application of scientific methods to the investigation of natural laws and to the conduct of the useful arts which are founded upon them, is year by year mitigating the asperity and enlarging the outcome of human endeavor. More notably, perhaps, are these the facts in that system of productive and constructive arts of which engineering is the general name. In metallurgical engineering especially, within the period of our own recollection, how rapid has been the rate and how wide the scope of progress: the scientific discovery and mining of metalliferous veins; the economical separation and reduction of ores of every grade; the production and regulation of high temperatures; the varied improvements in the manufacture of iron, in saved heat and work, in uniformity and range of products; and, most important of all, the creation and the utilization, to be counted by the million tons a year, of the cheap constructive steels. Wonderful as this range and degree of development may appear to the public eye, the close and thoughtful observer must, nevertheless, conclude that neither the profession nor the craft of engineering may congratulate themselves too complaisantly, but that they should rather acknowledge to each other the embarrassing incompleteness of the union between engineering science and art. There is a small school of philosophers whom we may designate as original investigators, men who come close to nature, who search into first principles, and who follow that scientific and therefore fruitful method by which the relations of matter and force are discovered, classified, and brought within the reach of practice. These wonderful men do not indeed create the laws of nature, as they sometimes almost seem to, but they go up into the trembling mountain and the thick darkness and bring down the tables upon which they are written.

The firing of explosive charges by electricity dates back to 1745 when a Doctor Watson is said to have used an electric spark for igniting gunpowder. His method failed in practical application because, to ignite blasting powder, heat must be applied for a period longer than the duration of an electrostatic spark; Wheatstone found that this does not exceed 1/24000 sec. The usual result, therefore, of an electrical discharge in gunpowder is to scatter the grains, without igniting them. Benjamin Franklin partly overcame this difficulty by confining the powder and crushing grains that lay in the line of discharge. In 1822, after the primary cell had been discovered by Volta, Robert Hare, professor of chemistry at the University of Philadelphia, noticed the heating of a short piece of wire placed in the circuit of a voltaic battery. Later work by Oersted, Faraday, Wheatstone, and Henley resulted in the developmcnt of the magneto blasting machines. Fulminates of gold and silver are thought to have been discovcrcd by Cornelius Drebbel, about 1600. Pepys, in his diary for November 11, 1663, recounts a conversation with Doctor Allen, who told him about aurium fulminans "of which a grain ... put in a silver spoon and fired, will give a blow like a musquett and strike a hole through the silvel spoon downward, without the least force upward.'ll This fallacious belief that explosives act downwards only is still held by many who should know better. Fulminate of mercury was discovered by Howard in 1799. J. Shaw of Philadelphia is said to have invented a fulminate-of-mercury cap in 1814; his idea was later adopted by gunmakers in England and France. The principal advantages of mercury fulminate for use in detonators are the simplicity of exploding it and the great shock developed by its explosion.

We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. AT the Park Utah Mine, labor costs of stoping A have been reduced from 30 to 40 per cent. by the use of double-drum hoists and scrapers. The application of scrapers varies with the methods of timbering. In stopes, which must be timbered with square-sets or stringer sets, one method is used; another is used in wide orebodies that can be held open until filling is introduced; and still another in narrow flat veins. Nearly all the oreshoots at the Park Utah lie at less than 50" from the horizontal, and most of the ore is difficult to handle through flat chutes. Proper care is probably the most important requisite for successful scraping, as serviceable equipment can be obtained from several manufacturers. One capable mechanic, therefore, was put in charge of the scraper hoists. He visits every stope daily, oiling hoists and tail1 blocks, inspects all equipment, splices cables and changes "set-ups" when necessary; his pay has been a good investment. The Park Utah now has in use ten double-drum Turbinair hoists, and one Sullivan double-drum a. c. hoist of the same capacity and outside design as the air hoists. The results of wear on marked balls, 4, 31/2, 3, and 2 in. diam are given. All balls were forged steel of practically the same chemical analysis and hardness. The results indicate that balls in a given mill for a given length of time will have equal diameter losses, regardless of size.

IN other countries, research involving testing in various phases of ground movement and lessening its damaging effects, as by roof control, is going on more intensively than in this country, as evidenced by official mining papers and general articles appearing- in .Great Britain, Germany, France, and South Africa. One most important bulletin, "Some Aspects of Deep Level Mining on the Witwatersrand Gold Mines with Special Reference to Rock Bursts,"' was published by the Association of Mine Managers of the Transvaal, Johannesburg, under date of June, 1933, though not received in this country until 1.934. Since the deepest mining in the world is being done on the Rand-several mines over 7000 ft. deep and the Robinson mine 8000 ft.-the studies made are of intense interest to all mining men who have to deal with heavy ground pressure. In the discussion following the papers differences of opinions are shown on a number of problems; for example, on the ade¬quacy of sand-filling to prevent rock bursts and whether compressible or rigid artificial supports are best; also whether pressure bursts are due to the doming of strata and collapse of a lag of the dome or to induced shear cracks in the hanging wall. The problem of obtaining some means of warning of an impending rock burst led to testing with height indicators to find whether warning might be obtained by the lessening of distance between hanging wall and footwall. The indicators used are similar in idea but not in detail to the "convergence recorders" developed by the Safety in Mines Research Board of Great Britain for their roof-control studies in coal mines. Success at several Rand mines is claimed in that indicator records give some degree of warning when the lessening of height is rapid, although, on the other hand, when this happens bursts do not always occur.

IN THE death of Professor Hofman who was born on Aug. 13, 1852 and died on April 28, 1924, the world has lost a great metallurgist and a great author of metallurgical literature. Measured in time his life was not quite seventy-two years, but measured in work accomplished it was much longer than this. It is not surprising that Dr. Hofman became a great scholar for his father, Karl Hofman, was on the faculty of Heidelberg University, and his early days were spent in these surroundings. He studied in the University under such men as Kirchoff and Bunsen and often spoke of the intimate relations he had with them. Following his course at Heidelberg, he studied at the Clausthal Mining Academy where he graduated with honors, receiving the degrees of Mining Engineer and Metallurgical Engineer in 1877.

PROMINENCE has been given lately in engineering circles to the question whether an organisation with manifold interests can be as effective as one with a single aim, especially if that single aim be the furtherance of affairs of moment and the welfare of engineers in general. In its earlier days, the A. I. M. E. was forbidden by its constitution to engage in non-technical public affairs, but the members altered the constitution in this respect, in the year 1912, in response to the growing demand that engineers be more human in their interests and that the engineering societies represent them in this respect. Since that time, the activity of mining engineers in public affairs has been growing rapidly, and we are happy that the Institute has been able to render very valuable economic services. Doubtless the greatest public service rendered by engineers in a recent great emergency was the work of the Naval Consulting Board, without which the U. S. Navy would never have been able to enter promptly into service upon our entrance into the war, ,and both Navy and Army would have been a long time without the munitions that came at an early date. We can never forget that this Board was established through the direct activity of the then President of the A. I. M. E., with the hearty cooperation of other national organizations.

The following report is published for the information of the members: Meetings. Two meetings for the reading and discussion of papers, etc., have been held during the year 1907-namely, the Ninety-second meeting, held April 16 to 20 in New York, N. Y., and the Ninety-third meeting, held July 23 to 30 in Toronto, Canada. The proceedings of these meetings, including descriptions of the entertainments and excursions connected therewith, have already been published and distributed to the members of the Institute; the New York meeting in Bi-Monthly Bulletin, No. 15, May, 1907, pp. 541 to 559, and the Toronto meeting in Bi-Monthly Bulletin., No. 17, September, 1907, pp. 847 to 875. In addition to these " Proceedings," there were also published in Bi-Monthly Bulletin, No. 15, May, 1907, an illustrated description of the United Engineering Society building (p1 vi. to xxvi.), and a record of the exercises attending its dedication, including the addresses of Andrew Carnegie, Arthur T. Hadley, Samuel Sheldon, Frederick R. Hutton, John Hays Hammond, and T. C. Martin (pp. xxxviii. to lxv.). At the New York meeting, 43 papers and- discussions were presented, and the names of 297 members and guests were registered at the Institute headquarters., this number, however, does not represent all who were present at the sessions and excursions. At the Toronto meeting, 23 papers and discussions were presented. The number of members and guests registered at the Toronto headquarters was 191, which doubtless does not include the names of all who were present at the sessions, or took part in the numerous excursions and visits around Cobalt.

An obstacle to the more careful and satisfactory study of metals has been the difficulty in harmonizing the results of chemical and physical tests. These give us records of observations made from different and often widely separate points of view, and while it is true that they furnish bases for more or less accurate triangulations into the realm of speculation, it is doubtful if, with only the laboratory and the testing machine, our investigations would not move in parallel lines, leaving between them an unexplored field in which must probably be sought the information which shall connect the results of chemical and physical tests, and give to both a practical value which neither has yet been found to possess. The use of the microscope in the study of metals is not a new thing, but it is only lately that it has begun to attract the attention it merits or to show results of tangible value to the metallurgist. RECENT developments in the Turner Valley gas and oil field, 40 mi. southwest of Calgary, Alberta, have indicated a large producing crude-oil area. Drilling be¬gan in Turner Valley in 1913 but no major developments took place until the fall of 1924, when Royalite No. 4 well at a depth of 3740 ft. in the upper part of the Paleozoic (Mississippian) limestone obtained a production - of 20,000 M cu. ft. of gas with a content of about one imperial gallon of naphtha (73° A.P.I.) per M cu. ft. This well produced as much as 600 bbl. of naphtha per day, and until abandonment in 1934 produced 911,313 bbl., which together with the gas sold was valued at about $5,000.000.

THE main objective of everybody, individually and collectively as the people of nations, is to earn their living and improve the scale thereof as much and as rapidly as possible. We are able to earn" our living only by working and producing. We I are able to rise to higher standards of comfort only by increasing our production of goods, or diminishing the waste of those that we do produce, or both. This statement is trite. It is equally trite to dwell upon the importance of increased production to be derived from increased efficiency of labor and improved manage-ment; and the good results that would accrue to every-body if employers and employees would work together to secure the maximum of production at the minimum of cost. All of this is nothing more than platitude, to which every intelligent person subscribes in the abstract; but what concerns us especially, and what is neither so easy nor so understandable, is to translate the expres-sion of the abstract principle into formulas for action. The national net income obviously may be increased in two ways, or by both together. One is to diminish the waste of the goods that we already have made available. The other is to increase the supply of goods. .Increasing the supply of goods may involve the elimina-tion of waste, but a distinction is to be drawn between the waste of things that we have and the failure to obtain those that we might have. If we limit the term "waste" to the careless and profligate use of the materials that have come into our possession, together with the absorption of labor in doing obviously unnecessary things; and if we character-ize by the term "inefficiency" the failure to accomplish in our industrial operations the best of which we are capable, we shall create a distinction that will be pro-motive of clear thinking. In this paper I am going to deal with inefficiency, not waste, observing the distinc-tion, arbitrary if you please, that I have made. Without any doubt the greatest inefficiency that exists in our economic affairs is that which causes hundreds of thousands, perhaps millions, of men to be idle a good deal of the time. The major reasons for such idleness are two-fold. One of them is the conse-quence of what for convenience may be called business cycles, although I do not hold to the hypothesis of business cycles as it is now being rather widely expounded. That hypothesis involves the idea of rhyth-mic undulations due to causes unknown, but which it is hoped may be ascertained. The movement of busi-ness in waves up and down is undeniable, but that there are recurrences of cycles every so often is purely imag-inary, I think. It is unnecessary-to digress into that subject. The extents of the rises and falls above and below a median line undoubtedly is less than is commonly supposed.

IN plants casting electric-furnace ingots and converting them immediately into blooms, billets, slabs, bars or forgings, the criterion of quality performance is the soundness of the semifinished or finished product. When rejections are necessary, it is not always obvious whether the defects were caused by an unsound ingot or by improper treatment during the heating and forming operations. To evaluate the effects of the numerous factors involved, it is necessary to accumulate a large number of detailed observations and to analyze and interpret these data properly. Even after a thorough investigation has been conducted, it is impossible, in some cases, to isolate the cause of the defect and say that it is definitely the result of an unsound condition in the ingot or mistreatment of the ingot during further processing. Two factors that are extremely difficult to evaluate are the chemical composition of the steel and time from finish pour to charge in the soaking pits or "track time," and it is necessary to evaluate their combined effects before many other factors can be studied. Plain carbon, fine-grained steel in the range of 0.18 to 0.23 pct carbon, is very susceptible to cracking and the longer the elapsed time between the pouring of the ingots and stripping for charging into the soaking pits, the higher the billet rejections for cracks are found to be. Finances. : Income continues to increase the total for the year 1935, being $141,754 compared with $134,967 in 1934, and $121,689 in 1933, which was the lowest reached during the depression. The principal increases were $2000 in Current Dues; $2400 in Dues from New Members; $2000 for Advertising in the monthly magazine MINING AND METAL¬LURGY; and $1600 in Sales of Authors' Reprints and TRANSACTIONS volumes. Income from Dues in Arrears was $1000 less as a consequence of the fact that arrearages had been largely reduced during 1934, so that there were fewer from which to draw.
