When separate treatment of sand and slime by cyanidation was the rule rather than the exception, as now, and when gravity concentration, rather than flotation, was the accepted method of dressing copper, lead, zinc and other base ores, classification was a separate step in ore treatment. Today, however, the picture is much different. The trend toward all-slime treatment in cyanidation and flotation has made fine closed-circuit grinding essential, and the mechanical classifier is of equal importance with the mill in the preparation of an ore for its treatment. Actually, a mill and classifier are a unit, a variation in either affecting the desired results. In developing this thesis—the mutual interdependence of the rotary mill and the classifier in modern fine-grinding practice—it would be well to consider first the different types of classifiers and mills in use today, their scope and limitations and the factors governing their selection. From such a basis as this a logical approach may be made to modern closed-circuit fine grinding, the evolution of multiple-stage grinding practice, the relation of the classifier to the mill and, finally, the trend to higher and higher circulating sand loads in the mill-classifier circuit. Such data as are germane to the subject will be given to support the thesis advanced. Introduction IN order to realize the economies which would result in operating the mine pumps at the Chapin mine with electricity. generated by water power, the Oliver Iron Mining Co. recently installed a hydro-electric plant at the upper Quinnesee, falls on the Menominee river, and constructed a transmission line to the mine. On account of the large flow of water in the Chapin mine, and the great depth from which it has to be handled, it was necessary to make a thorough investigation of the merits of both the motor-driven centrifugal and motor-driven plunger pumps, in order that the most economical results as regards power, cost of installation, maintenance, and operation, be obtained. This investigation resulted in the selection of motor-driven centrifugal pumps, as the cost of the pumps and motors, installation, and maintenance was considerably lower, and the space required in the underground workings very much smaller, than for the plunger pumps. The overall efficiencies guaranteed by several of the centrifugal-pump manufacturers were so nearly those guaranteed by plunger-pump manufacturers that the saving in power which would result from the installation of plunger pumps did not justify their increased first cost and the increased cost of installation under the conditions prevailing at the Chapin nine. In order to substantiate the representations of the centrifugal-pump builders it was deemed necessary to insist upon a factory test of the completed units before shipment, the test to be conducted under conditions of head and capacity approximating as nearly as possible those under which the pumps would operate in service. Furthermore, it was considered necessary to demonstrate, by test, that there were no deficiencies in design or capacity of the pumps or motors before their final installation in the mine, as it would be extremely difficult to make alterations in the pumps or motors after they were installed.

An extended study of dustproofing Freeport-seam coal has emphasized several fundamental features in the successful treating of bituminous coals. The extent of the exposed surface area and its absorption propcrties for the dust-retaining film were found to be the most critical factors affecting the efficiency of fly-dust prevention. From recently published screen data and specific surface-area measurements on United Kingdom coals, an approximation of the surface exposed by mine-run coal and by 1-in. slack was made. The total surface area exposed by an average tori of this mine-run coal was estimated at 3768 sq. yd., while a ton of 1-in. slack represents a total surface area of 8779 sq. yd. with no additions for porosity. It is important in coal treating to consider that in mine-run coal the fraction above 1/4 in. in size represents 79.5 per cent of the total weight, but only 4 per cent of the total surface, while the fraction below 150 mesh contains 47 per cent of the total surface and only 1.2 per cent of the total weight. Also, one should appreciate that, in a 1-in. slack, the domestic stoker fraction (1 in. to 8 mesh) contains 76.3 per cent of the weight and 8.2 per cent of the surface, while the fraction below 150 mesh represents 3.3 per cent by weight and 54.8 per cent by surface area. Wax extraction data on 1-in. to 0 slack from mine-run treated Freeport-searn coal showed that the coating was distributed uniformly as a function of exposed surface; hence, nonuniformly on a weight basis. This distribution of the coating on mine-run coal therefore limits the extent of treating that is desirable on bituminous coal at this point in the preparation. The treatment of Freeport mine-run coal before it reached the tipple gave a 70 to 80 per cent reduction of fly-dust in the tipple, a satisfactory treated commercial slack coal, and an indicated change in the trend of tipple degradation. The premium-treated domestic sizes required a supplemental treatment for complete dustproofness. The actual cost of the pretipple and supplemental treatments was very low per ton of coal treated, while the net or true cost was sufficiently

Geophysical methods of prospecting taken as a whole do not seem to offer much promise to a young man planning to enter them in the future. They have come to stay, to be sure, and they will continue in at least moderate use for a long time. Domestic use of those methods presumably is at a maximum at the present time. Geophysical prospecting is expensive; the effects of the law of diminishing returns in efficiency in finding prospects can already be recognized. Small oil companies, independent oil operators, and royalty buyers have been doing much geophysical work. But in face of the increasing costs of discovery of prospects and in face of the probably decreasing favorability of the prospects discovered, I expect to see a sharp drop in their use of geophysics within the next 10 years. The major oil companies and the larger small oil companies will continue to use geophysics indefinitely, but it seems doubtful whether the very extensive domestic campaigns of a few companies will be maintained for many years, certainly not for 10 years. The use of the geophysical methods in foreign countries has not yet reached its peak, and probaby will continue to increase for several years. That peak level of activity will probably be held for 10 years, although the site of maximum activity will shift from country to country; by the end of 25 years from now, I should expect the foreign use of the methods to have leveled off to one-fourth to one-half the peak level. Foreign service in geophysics does not seem to offer an attractive career, except for men of exceptional disposition. Young men just out of college, who are willing and who can afford to spend three or four years having a fling at adventure before settling down, will find it attractive, but when their tour of foreign service is over, they probably will have harder work finding a job than when they were seniors, and their foreign experience will count for little, except for further foreign service. A few men, mainly the higher men, will have headquarters at civilized or semi-civilized cities and towns or at permanent oil-company towns, and can

The almost universal acceptance of electrical logging by the petroleum industry calls for a critical examination of the physical bases of the common methods. This is particularly needed for the natural potential log. The conventional explanations are based on the phenomena of electrofiltration and electro-osmosis. However, experimental data show that they fail to give a basis that is quantitatively sound. Moreover, they lead to interpretations of details of electrical logs that are erroneous. It was found experimentally that when a plug of shale is placed in a chain of dissimilar electrolytes, a current flow results. Experiments on oil-well cores and fluids similar to those existing in wells show that potentials are set up which are in reasonable agreement with those encountered in electrical logging. Doubtless other sources of potential are important but this explanation not only accounts for much of the potential but also clarifies some fairly familiar examples of misinterpretations. Introduction The extraordinary value of electrical well logging as a tool for petroleum engineers and geologists is now so uni- versally recognized that it is not necessary to point out the ways in which it can be useful. It is sufficient to mention only the saving that has resulted from the elimination of much coring that would have been necessary under former practices and the considerable additions to reserves resulting from the discovery of sands missed in coring. Paradoxically, the very remarkable success that has resulted from the application of electrical logging to correlation and completion problems has cost some of its most consistent users dearly.' The fact that some operators have placed unwarranted faith in erroneous interpretations of electrical logs does not reduce the value of the logs. It should, however, make one pause long enough to ask why experienced users should be misled. The answer to this question is not hard to find. In nearly every case, the fault has been oversimplification. This is illustrated very aptly by the familiar interpretation and theory of the natural potential log. Recording and Interpreting Logs The natural potential log is extremely simple to record precisely enough for all present-day uses. One needs only an electrode, a cable to lower the electrode through the drilling mud, a recording meter and a surface ground connection. The electrode can be elaborate but need not be. A simple brass rod 2 in, in diameter and 2 or 3 in. long is quite satisfactory. The cable need not be particularly well insulated, nor need it have a very low resistance. Titanium has been estimated to comprise about 0.65 per cent of the earth's crust and ranks fourth in abundance among the metallic elements suitable for engineering uses. In spite of this, applications of titanium for structural purposes have not as yet been developed. Its commercial exploitation has been largely confined to the chemical industries and the production of paints and pigments; no doubt because of the difficulties that lie in the way of preparing the pure ductile metal. Published reports, however, indicate that ductile titanium can be prepared and possesses some unique properties. This, together with the occurrence in this country of several important titaniferous deposits, has led the Bureau of Mines to investigate processes for the production of metallic titanium, methods required for its fabrication, and the properties that may be produced in this interesting metal. Methods of Preparing Metallic Titanium Many early investigators claimed to have isolated metallic titanium; but in the light of present knowledge, it seems that they really had produced various mixtures of carbides and nitrides that have a metallic appearance but are brittle, hard, and unworkable. The first metallic titanium pure enough to be malleable when cold was produced by Hunter1 in the early part of the twentieth century. Kroll,~ van Arkel,~ and Fast,4 subsequently confirmed the facts that pure titanium is a. ductile metal and that small amounts of impurities were responsible for previous reports of brittleness. When heated, titanium reacts chemically with various gases, such as hydrogen, oxygen and nitrogen; if the volume of gas thus absorbed is too great, the metal becomes brittle and unworkable. The principal difficulty in making ductile titanium is prevention of such contamination, and the success of a given process may be judged by the completeness with which it solves this difficulty in a practical manner. Of the gases mentioned, hydrogen is the least objectionable, since its absorption by the metal is completely reversible and, although dimensional changes occur and absorption of hydrogen embrittles the metal, the gas may be removed readily by heating in a high vacuum for a short time. On the other hand, the absorption of oxygen or nitrogen results in the formation of permanent solid solutions of the oxide and nitride, which cannot be decomposed by the strongest reducing agentsz with sufticient completeness to restore the inherent ductility of the metal. The purpose of this paper is to present a contour map that shows the geographical variation in geothermal gradients in the Mid-Continent and Gulf Coast oil fields. Introduction Frequently there arises the need for an estimation of the temperature to be expected at a predetermined depth in working with a wildcat or in deepening old production into 'Ones that are relatively unknown. The study of geothermal gradients in oil fields has been made previously by many investigators. One of the pioneers in this work was C. E. Van Orstrand,' who, as well as most of the other investigators, was primarily interested in the relation between temperature and depth in a given locality. Between 192r and 1929, American Petroleum Institute Research Project NO. 25 fostered a thorough study of earth temperatures.2 K. IV. French did some work in California, the results of which were published in 1939.3 In most of these studies, an attempt was made to correlate temperatures in a rather localized area. This paper will show the results of an attempt to correlate temperature gradients over rather large Portions of the Mid-Continent and Gulf Coast area. Method of Obtaining Data It has been found that for complete thermal equilibrium to be established in a well, the well must stand undisturbed for a period of several hours to several weeks, depending upon the way the well was produced prior to the shut-in period. The data in this paper were obtained in conjunction with running pressures in wells or in taking samples of reservoir fluid. Glass maximum recording thermometers were used in all but a few instances. The wells had been shut in from one hour up to I. or 12 days. Since the wells were normal producing wells, some of the shut-in times undoubtedly were insufficient for complete thermal equilibrium to have been established and the temperatures measured do not necessarily represent the true earth temperatures. They do represent the temperature conditions that will be encountered in a well that is producing oil. The data, therefore, can be useful in working with or in estimating the temperatures to be expected in producing reservoirs. In obtaining a thermal gradient by dividing the difference in temperature of the formation and the mean annual surface temperature by the depth of the formation, one is assuming the depth-temperature line to be straight. Depth-temperature curves are almost straight lines (Fig. I). However, on close examination of accurate data, a slight curvature usually is observed. Most wells yield curves with slopes increasing with increasing depth. These curves are believed to be from wells that are in and are underlain by sedimentary material. Some few curves have slopes that decrease with increasing depth. These curves are believed to be from wells that are underlain rather closely by granite or some other igneous rock. The results of a study of the open-hearth process from the physicochemical viewpoint are given. This study includes experimentation in small laboratory furnaces and in standard 100-ton furnaces. The behavior of manganese, carbon and phosphorus are quantitatively explained. The action of "residual" manganese is discussed with reference to its relation to iron oxide dissolved in the metal. The solubility of CO in steel and its relation to dissolved FeO and carbon is given. The equation for phosphorus elimination has been tested out on a 200-ton furnace and the results are given in the text. The effect of temperature and slag composition on the elimination of metalloids in the basic open-hearth process has been qualitatively understood since the early days of steel making. The quantitative effect has, however, only recently been brought to attention. The effect of slag composition has received more attention than that of temperature, primarily because the range of finishing temperatures in the basic open-hearth process is small compared to the large variations found in the composition of the slag at different periods during the process, and to the variations occurring with the use of raw materials of different degrees of impurity. The effect of slag composition on the elimination of metalloids has been studied by Styril from the thermochemical standpoint. This method is open to serious errors, in that thermochemical data at 2900' F. are very inaccurate and in many cases completely lacking. Feild2 has calculated equilibrium constants from the rate at which the metalloids are eliminated. The effect of slag viscosity on rate of elimination will affect the constants calculated by this method. Whitely,a Colcough4 and others have used slag compositions as the basis for calculation of constants by which the extent of elimination may be calculated.

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. The water-flooding of oil sands has been widely practiced for many years in the Bradford and Allegany fields. Its effect upon the production of these fields has been almost phenomenal. In 1907 their estimated production was 3500 bbl. per day; in December, 1929, the combined production is estimated at 33,000 bbl. per day, an increase of almost 1000 per cent. in 22 years. This increase in production is directly attributable to the successful application of water-flooding, which has transformed the fields that were rapidly approaching abandonment into one of the most actively operated regions associated with the petroleum industry, and has made them important factors in the production of Pennsylvania Grade crude oil. The writer is indebted to many companies for information included in this paper. He is particularly grateful to the Sloan and Zook Co., the Petroleum Reclamation Co., George Bovaird, Jr., and the Associated Producers Co., of Bradford, Pa., who have generously made available much valuable data. Owing to the frequently competitive and confidential nature of property purchases, it has not always been possible to make specific reference to individual wells or properties; but wherever feasible, specific references have been made. Economic Factors The successful application of water-flooding for increasing the recovery of oil has been almost confined to the Bradford and Allegany fields. This has been due not only to legal restrictions in other fields and to very favorable sand conditions in the Bradford-Allegany region, but also to certain economic factors which are worthy of consideration. There has been some alarm regarding the effects of the rapidly increasing production upon the oil market but the writer is inclined to believe that future development can be made sufficiently flexible to meet the demand for this grade of oil. There has been a decided tendency toward consolidation of properties by mergers and purchases and, in addition, many of the individual producers are content to take advantage of floods advancing on their holdings from adjoining properties without developing their own on an intensive scale. THE expression "unit process " comes up with increasing frequency in discussions among metallurgists and mineral engineers, especially among those concerned with training the next generation. The unit process approach characterizes a significant advance along the road from metallurgy as an empirical art to metallurgy as a branch of engineering. The purposes of this paper are to define and list the unit processes in specific terms, to indicate the scientific and engineering principles basic to all the unit processes, and finally to show how these ideas have been applied to a reorganization of instruction in chemical metallurgy. UNIT OPERATIONS AND UNIT PROCESSES Metals are extracted from ores and other raw materials by stepwise procedures. In general, each metallic element is extracted by a different procedure. For many of the metals there is a choice of several flowsheets. However, the procedures all have steps in common. In fact, the many different flowsheets are all made up of a relatively small number of steps which are combined in different groups and sequences. For example, crushing, screening, roasting, sintering, melting, and gaseous reduction are steps which each appear in the flowsheets for extracting the majority of the metals. The individual steps or flowsheet units can be designated as unit operations or unit processes. These terms are well established in the field of chemical engineering, as the American Institute of Chemical Engineers' definition of chemical engineering shows: " Chemical engineering is that branch of engineering concerned with the development and application of manufacturing processes in which chemical or certain physical changes of materials are involved. These processes may usually be resolved into a coordinated series of unit physical operations and unit chemical processes. The work of the chemical engineer is concerned primarily with the design, construction, and operation of equipment and plants in which these unit operations and processes are applied. Chemistry, physics, and mathematics are the underlying sciences of chemical engineering, and economics its guide in practice."1a In this definition, the distinction between unit operations and unit processes is that the unit operations are physical while the unit processes are chemical. Table I gives a list of the principal unit operations and unit processes of chemical engineering, taken from Shreve. lb Table 2 lists the principal unit operations and unit processes used for metal extraction. The division between unit operations and unit processes is similar to the chemical engineers' distinction and also corresponds approximately to the division of labor between mineral dressing and chemical metallurgy which has been customary in the past. Furthermore, it will be noted that in the proposed classification the unit processes primarily involve chemical reactions and/or changes in state of aggregation; the unit operations, primarily do not involve either bulk

The most recent group of papers on the general subject of lead smelting were published in AIME Transactions, vol. 121, in 1936. The lecture deals with changes which have taken place in the Past 30 years in this industry. The subject matter covers the essential steps of charge preparation, sintering, blast furnacing, dross treatment, refining, and slag fuming together with the subsidiary or associated activities of analytical procedures, dust and fume collection, maintenance, and hygiene. IN 1936 the AIME published Transactions, vol. 121, entitled "Metallurgy of Lead and Zinc". In the preface to this volume the chairman of the Committee on the Reduction and Refining of Lead and Zinc, Carle R. Hay ward, said in part: ... since the World War few papers of major significance have appeared on the production and refining of lead and zinc, although many improvements in technique have been made, which have attracted little attention because they were merely developments of existing practice. Other changes of a more radical nature have also been made, but... they have been given little publicity. It seems appropriate, therefore, at this time that the AIME should sponsor a volume on lead and zinc metallurgy... . That the publication of this compilation was timely is attested by the rapidity with which the surplus stock was depleted. It has now become a collector's item. Although a comprehensive monograph on the occurrence, extraction, refining, and uses of zinc was published by the American Chemical Society in 1959,' one could almost repeat Professor Hayward's words to describe the present situation in the literature of lead reduction and refining. So it is my intention today to discuss briefly some of the changes and improvements which have taken place in the metallurgy of lead in the interval since the publication of vol. 121. The lead blast furnace, which made its appearance in America about 1870, is still dominant in the reduction field. However there are other reduction methods in use today in special situations. In those rare circumstances where the material to be treated is very high grade, consideration might be given to the Bolidens electric furnace method2 or the Lurgi self-fluxing process3 or possibly to the rotary ore hearth. Reservoir pressure is the pressure at which a fluid is held in a state of equilibrium in a porous stratum. This pressure may be a result of the genesis of oil or gas and its subsequent migration into and through an adjacent porous stratum, or of hydraulic head. Reservoir pressure is an indication of the potential energy contained in the reservoir, and when it is known the engineer is in a position to use it to advantage in recovering and lifting the oil. It is important to know the pressures in any type of reservoir, but this knowledge is probably of greater value in a limestone reservoir, as at Hobbs, where producing rates or conditions may be more sensitive to changes in pressures. The Hobbs field is in east central Lea County, New Mexico. The discovery well was completed by the Midwest Refining C I. in 1928, but intensive development did not begin until after the completion by the Humble Oil and Refining Co. of No. 1-A Bowers in February, 1930. There are 143 producing wells on approximately 5500 acres. The field has not been defined to the northwest, but a projection of structural contours indicates that the productive area ultimately may cover 7500 acres. The producing horizon is the White or Crystalline lime of Permian age. The top of the lime is found at an average depth of 4000 ft. and the wells penetrate it an average distance of 200 ft. The main pay zone is an oolitic stratum about 25 ft. below the top, and varies from 2 to 15 ft. in thickness. Other porous or cavernous strata are found lower in the lime but have little saturation. The initial production varied from 100 to 25,000 bbl. per day, depending perhaps to some extent on the structural location but chiefly on the porosity of the pay. The initial gas-oil ratio varied from 325 to 16,000 cu. ft. per barrel. In wells where the top of the White lime was found below 350 ft. below sea level (Fig. 1)) the gas-oil ratio was usually less than 1500 cu. ft. per barrel, while in wells higher than 350 ft. below sea level, the ratio was usually above 2000 cu. ft. per barrel. Most of the bituminous and semibituminous coals of this country will coke, and all of them yield, on carbonizing, more or less marketable gas and byproducts. We need, however, a finer distinction as between various grades of coking coals and between coals of different degrees of byproduct and gas-making possibilities. There is required by the consumer or the coal producer a dependable test to show whether a certain coal or mixture of coals will make coke of good commercial value for blast-furnace, foundry, water-gas, or domestic use; whether any difficulties in operation may arise from properties inherent in the coal; and whether gas and byproducts may be expected of good quality and in profitable quantity. For determining coke quality, the most dependable test is an actual run in an oven, but for byproducts a coal may better and more accurately be tested in the laboratory or in a miniature oven or retort. As to what are the most desirable qualities in blast-furnace coke, the furnace men themselves are not in complete agreement. Some desire a hard, well-burned, "hot" coke, and others get better results from a llgreener," less hardened product that burns somewhat more readily in the furnace. But certain qualities of cell structure and porosity are commonly agreed upon as desirable. Information as to what kind of coke a certain coal may be made to yield is valuable in advance, whatever may be the consumer's ideas as to the particular kind most suitable to his needs. The question arises, Can we predict coking quality with any degree of satisfaction from a small-scale test? It used to be said that coals could not be tested satisfactorily on a laboratory scale either for the coke they would yield or the byproducts. On account of the mystery with which the coking quality of coal has been shrouded and the large determining influences that many believe are exerted by mass, pressure, and the passage of carbonaceous volatile matter through the coking material, it has seemed difficult to reproduce in the laboratory the exact conditions of commercial practice. THE past 20 years has seen a revolutionary change in the testing of materials at elevated temperatures. This has largely been brought about by the practical importance of the creep problem in the design of equipment for operation at high temperatures. The short-time tension test carried out at elevated temperatures has consequently assumed in many cases only a secondary role compared to the long-time creep test. In many problems, however, a knowledge of the short-time high-temperature properties of a metal is essential. To mention a few cases in which this is so, we might include all hot-forming operations such as rolling,' forging, etc., the welding problem if residual stresses are to be computed, the development of new alloys for high-temperature service where, in the initial stages, time does not permit of long duration creep tests, and others. Usually a knowledge of the short-time properties is desired, if only to serve as a background against which to compare creep behavior. In conducting short-time high-temperature tests, it has been almost the universal practice to determine stresses based on the original area and strains referred to the original gauge length which is usually chosen as 2 in. It has. been pointed out 1,2 that one of the reasons that the true significance of certain tensile properties is not understood, which perhaps curtails their usefulness, especially when the material is applied [ ] under conditions differing considerably from the test conditions, is that true physical stresses and strains are not determined. It is essential to have a knowledge of true stresses, and strains in order to correlate the values present in the tension test with those existing, for example, in hot metal-forming operations and in the general problem of the yielding and failure of metals under combined stress conditions. Stress and strain values based on the original dimensions of the test piece do not exist physically except in the early stages of the test. Since at the present time there is very little information in the literature on true stress-strain relations in the short-time high-temperature tension test it is proposed in the following pages to describe a

INTRODUCTION THE development of residual stress in strip during rolling has not been systematically studied. A few scattered papers1-3 mention the existence of residual stresses in rolled strip or touch upon some of their consequences,4 but there is no report of experimental studies in the literature describing the effect of roll diameter, strip thickness, reduction per pass, metal or metal temper on the magnitude of residual stresses developed in strip. A knowledge of the effect of these factors is of utmost importance since the present trend in some mills to roll thicker castings brings the rolling operation directly into that set of conditions which, as will be brought out in the present paper, can develop residual stresses of a high order of magnitude. Fundamentally, residual stresses are developed when a metal is inhomogeneously unloaded from a plastic stress state. A quantitative treatment of the problem requires a reasonably complete understanding of both the plastic stress state existing in the metal during deformation and the elastic stress state that would exist in the metal if the metal deformed as a perfectly elastic body. Our knowledge of either state during rolling is so meager that we can make no more than certain limited predictions. The external stress state* operating between the roll and the metal consists of compressive stresses acting almost perpendicularly to the strip surface but vary [ ] ing in intensity both across the width of the strip and along the length of contact between the roll and the strip. An example of such a stress distribution is shown in Fig I. The nature of the internal stress state, produced by this distribution, is not known. Various investigators,5-7 however, have felt that a qualitative similarity must exist between the internal stress state so produced and that produced in a wide strip that is compressed between two flat-nosed punches. In the latter case the external stress state is represented by a uniformly distributed compressive stress acting perpendicularly over the face of the tool. Mr. Chairman and Gentlemen: I accepted your Chairman's invitation to speak to a group of experts in this field with the greatest hesitation, because I know little or nothing about it. Certainly I can make no detailed suggestions, or suggest planning along very definite lines. You cannot do that sort of thing in a vacuum, and as I have suggested, my knowledge of the whole oil problem is next to nothing. It is possible that as a student of our public law, constitutional law particularly, for a number of years, I have acquired a perspective that may enable me to offer, for what they are worth, some general thoughts on these problems. I think that nothing in the whole field of law requires more definitely and clearly the functional approach than does the problem of a sound legal solution of the difficulties of the oil and gas industry. The industry is dealing with substances that are peculiar, and one must know how those substances act and what has been the history of the industry, to undertake to make anything like specific suggestions. I certainly am not qualified.

A glance at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon. Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surfacc is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. Contact Angle and Oil Attraction The contact angle—the angle formed by a fluid-fluid boundary when both are in contact with a solid-—has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. However, in flotation, we deal with substances which are not wetted by water. What assurance have we, then, that the angle
