Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor-including metal, mineral, and fuel technicians-to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support.

In Australia's remote northwest are located the operations of Cliffs Robe River, one of the world’s largest iron ore projects. initial project cost was $US300 million and required the construction of a deepwater port, two towns for 3000 people, a 105 MW power station, and 170 km of railroad, all in harsh, arid country over 1300 km from the nearest industrial center. The ore occurs as goethite cappings on scattered mesas and averages 57% iron. All aspects of the project are reviewed from pre-operational research, through project construction to current operation.

With only six small spodumene prospect pits, no detailed mapping, and no subsurface information in 1938, the Carolina lithium-pegmatite area now contains four mines among more than 25 properties on which exploratory work has been done. Even the open pit mine of Foote Mineral Co. described herein, from which ten million tons of ore and waste have been removed since 1952, was virgin ground when mapped in 1938-40 1. It has been a privilege to participate in the transition. In 1940, the spodumene pegmatites were known in a 25-mile belt (originally noted for tin prospecting) between Lincolnton, N. C. and Grover at the South Carolina line. Subsequently, Broadhurst 2 reported relatively small bodies northeast of Lincolnton near the Catawba County line. To the south, diamond drilling done in 1953 on the old Ross tin-mine property near Gaffney yielded pegmatite cores containing a few crystals of spodumene. This fact, not previously reported, suggests that some of the pyroxene in the Ross shaft as described by Sloan 3 may be spodumene.

Metal mining in the People's Republic of China has shown great growth during the last three decades. Over 150 new iron ore mines and nonferrous base metal mines have been opened since 1949, althouc.11 most of them of medium and small size. Concurrently, many old mines were enlarged and reconstructed. The production of iron ore has grown from less than 1.5 million tons per year in 1949 to almost 76 million tons in 1978. A corresponding increase in the total annual output in the nonferrous metal mineral industry has also been noted. It is well known that the PRC is very rich in metal mineral resources. The reserves of tungsten, tin, antimony, molybdenum and iron ore are ranked in the top three in the world. Recently, some copper porphyry ore deposits were discovered in Jianxi and Anhui provinces. Some large nickel-copper sulfide deposits were discovered and have been developed in North- West China. Huge iron ore deposits have been found in Liaoning, Hebei and Szechwan provinces. However, the bulk of the iron ores are low grade. The growing metal mineral production has met basic domestic needs since 1949; it has also proven China's big resource potential. Mining methods have also undergone development in the past 30 years. About 80% of the annual output of iron ore comes from open pits, whereas about 58% of nonferrous metal ores come from underground mines. Blasthole open stoping, sublevel caving and induced block caving are widely used in Chinese underground metal mines (table 1). This paper summarizes in detail the planning for and application of these three bulk mining methods in the nonferrous and iron ore mines in China. CLASSIFICATION OF UNDERGROUND MINING METHODS The main principle of the classification of underground mining methods in PRC is ground support in the stoping cycles of the mining blocks or stopes. Table 2 lists this classification. It is essentially the same as that given in the SME Mining Engineering Handbook. Be- cause pillar removal is a secondary mining operation, using a variety of methods, they are not included in this classification. As is the case with most classifications in science and technology, there is no precise division between the classes of mining methods. Because of the rapid development of consolidated filling techniques in the past twenty years, some types of open stoping methods use fill in order to improve the ground conditions for the secondary recovery stage. Thus, these mining methods have features of both methods using no artificial support and those using artificial support. In this classification, this type of mining method is placed in the latter category. The shrinkage stoping method has been employed extensively to mine steeply dipping narrow veins of tungsten and tin in the Jiangxi, Hunan, Guangdong and Guangxi provinces. Shrink- age stoping is placed under the class of mining methods without artificial support be- cause this reflects the nature of the Chinese experience. The function of the broken ore serving to support the footwall and/or hanging wall is limited, because the expectation is for the host rocks to remain unsupported until the stope is drawn empty. APPLICATION OF BULK MINING METHODS Bulk mining methods consist of blasthole open stoping, sublevel caving and block caving. These stoping methods have much in common, such as: bulk ore materials blasted by long holes; higher production rates of stopes or blocks and higher production efficiencies of the whole mining systems.

Oxidation rate constants were determined for Cu-Pd and Cu-Pt alloys as a function of alloy composition and temperature. Reaction products were identified. Relationship between oxidation rate constants and diffusion constants in the reaction zones is discussed. THE mechanism of oxidation of alloys is consider--'¦ ably more complex and not so well understood as that of pure metals. The oxidation of a one-phase binary alloy of which one component is a noble metal should logically be the simplest case of alloy oxidation, for in this case one is concerned presumably only with the oxidation of the base metal and the diffusion process by which it reaches the reaction site. This had led a number of investigators to study such systems. Probably the earliest work was that of Tammann and Rienacker' on the tarnishing of Cu-Au alloys at temperatures up to 300°C. These alloys oxidize according to the logarithmic law, that is, the film thickness is proportional to the logarithm of the time. The rate of film formation was found to decrease with increasing gold content. Raub and Engel² investigated the oxidation of Au-Cu, Cu-Pd, Au-Ag-Cu, Au-Pd-Cu, and Ag-Pd-Cu alloys at 750°C in air. These alloy systems form a continuous series of solid solutions at the temperature of oxidation with the exception of those containing silver. Au-Cu alloys oxidize parabolically, the rate constant decreasing slowly with increasing gold content up to about 15 atomic pct* Au, and more rapidly thereafter. An alloy with 14 pct Cu forms only a very thin layer of CuO on the surface and probably also a subscale.† Alloys containing more than 14 pct Cu have scales consisting of CuO and subscales of Cu,O embedded in nearly pure gold. The Cu-Pd alloys obey the parabolic law except for slight deviations for alloys containing 53 and 84 pct Cu. The overall oxidation rate decreases rather smoothly with increasing palladium content. A scale consisting of a thin layer of CuO and a thick layer of Cu²O and a subscale of Cu²O embedded in nearly pure palladium was observed for alloys containing 84, 53, and 30 pct Cu. An alloy with 19 pct Cu formed only a subscale of CuO embedded in nearly pure palladium, and an 8 pct Cu alloy formed only a thin film which was presumed to be PdO. The ternary alloys considered by Raub and Engel oxidized in much the same way as did the binaries. Wagner and Grunewald³ found that Ni-Au alloys, oxidized at 900°C in oxygen, formed a scale of NiO and a subscale containing NiO and gold. The overall oxidation rate increases with increasing gold content, passes through a maximum and then decreases to zero for pure gold. The fact that gold increases the oxidation rate was attributed to "pores" in the scale. Kubaschewski' investigated the air oxidation of alloys of platinum or gold with up to 10 pct Cu or Ni at temperatures in the range 300" to 1550°C. Parabolic behavior was noted for all alloys except Au-Ni, with rates decreasing in the order Au-Cu, Au-Ni, Pt-Ni, Pt-Cu. The diffusion coefficients for the latter three systems are known, and they decrease in the same order. However, activation energies for the oxidation of these alloys do not agree with the activation energies for diffusion in the respective alloy systems. The energy associated with grain boundaries in polycrystalline aggregates is believed to play a major role in grain growth processes and, when growth ceases, to determine the final equilibrium grain boundary angles. Further, the energy of grain boundaries of recrystallization nuclei is a factor in nucleation processes. It is important to know, therefore, how the energy per unit area of a grain boundary, that is, the grain boundary surface tension y, depends on the difference in orientation of the two lattices of the grains producing the boundary. Although the problem is important, surprisingly little has been done toward a quantitative evaluation of the effect of orientation difference on grain boundary energies. C. S. Smith1 recently has discussed this problem and in addition to showing effects of orientation difference on equilibrium angles has shown a variety of interesting effects of surface tension on the appearance of microstructures. Fig 1 and the following relations expressed in Eq 1, which connect equilibrium grain boundary angles and surface tensions, illustrate equilibrium conditions which are believed to hold true in metals. ?l2 _ ?23 _ ?l3 [1] sin ?3 sin ?1 sin ?2 Clearly any two of these surface tensions can be expressed in terms of the third when the equilibrium angles ?1, ?2, and ?3 are known. Applied to the present problem for solid state equilibrium of three grains, the angles ?1,?2 and ?3 must be measured in a plane perpendicular to the line of junction of the three grains. Normally a direct determination of these angles from random microsections is impossible. Consequently Harker and Parker2 and Smith1 (except for some measurements on flat specimens) resorted to a statistical method to determine equilibrium grain boundary angles. Smith reported that grain boundaries meet the surface of a piece of metal nearly perpendicularly. He reported also, in connection with direct angle measurements on flat specimens with grains extending through the thickness, that angles varied appreciably from 120" and concluded that there was a measurable effect of orientation difference on surface tension. Another direct way of determining equilibrium angles and a method adaptable to studying particular configurations, recently suggested by Dunn,³ is to use a three-grain flat specimen with orientations of grains so chosen that the junction line of the three grains will be straight throughout the thickness and perpendicular to the surface of the specimen. Choice of orientations is possible when individual grains of each group can be grown to predetermined orientations through the reorienting and growth of " seed crystals " as described.³ Not only is it possible, for example, to have grains with the same crystallographic plane in the plane of the specimen, but a given orientation difference between two grains can be made a common factor to an unlimited number of three-grain groups while a series of orientation differences is investigated. Any effect of anisotropy of gas-solid surface tension due to grain orientation should be minimized by having all gains oriented the same with regard to crystallographic plane in the plane of the specimen. Another feature of the three-grain group is the notched grain boundaries as shown in Fig 2 for one specimen (S4). The notches serve to anchor the end positions of the grain boundaries (especially at high temperatures) while the central and junction point of the grains moves toward an equilibrium position. Final equilibrium should produce straight grain boundaries if the notches are very narrow and if changes in orientation* of the grain boundary do not alter the surface tension.† If one assumes the straight line condition and no change of surface tension with small changes in grain boundary orientation and finds the equilibrium configuration by a minimization of the grain boundary energy, one obtains the relations given in Eq 1. The approach to straight line boundaries or to minimum energy configurations in specimens containing large grains, such as those used in the present investigation, may be very slow compared with the approach to equilibrium conditions for the grain boundary angles. Deformation studies have been conducted at room temperature on single crystals of magnesium and magnesium alloys with thorium and with lithium. Single crystals oriented to suppress shear on the easily activated basal slip systems were deformed by plane-strain compression. Compression along the C axis was accommodated by {1011} banding. Compression perpendicular to the unconstrained c axis activated {1012} twinning, and, after virtually complete twinning, deformation continued by {1011) banding in the twinned material. Compression perpendicular to the constrained c axis was accommodated by the simultaneous operation of (1012) twinning against the constraint and (1011 ) banding. Although this orientation was favorable for {1010)(1210) prism and {1011}(1~10) pyramidal slip, these modes were not observed in pure magnesium or in Mg-0.5 pct Th. However, {10i0)(1~10) prism slip was observed in crystals of Mg-4 pct Li during compression perpendicular to the constrained c axis. Fracture in all materials occurred parallel to (1124) or {l~il) depending on the orientation and composition of the specimen. THE mechanical behavior of the hcp metals is strongly anisotropic. Although several slip systems have been reported the slip is cpmmonly in the directions of closest packing, the (1210),' and this does not produce strains parallel to the c axis. Hence the inherent anisotropy. The deformation mode most easily activated in magnesium at room temperature is (0001)(1210)- basal slip. Also {1010}(1~10) prism slip and {1011)(1210) pyramidal slip have been reported, primarily at elevated temperatures.2"4 However, at room temperature the shear stresses to activate the prism and pyramidal modes are roughly a hundredfold greater than that required for basal slip.'j4 Thus prism and pyramidal slip may be expected only under special conditions of loading. Strains normal to the basal plane can be produced by twinning, however. Many twinning modes have been reported for magnesium,' with (1012) twinning the most common and relatively easy to activate. Magnesium can deform by (1012) twinning when stressed along the c axis jn tension, but not in compression. In contrast, (1011) twinning is activated by compression along the c axis and not by tension. In addition to primary twinning, secondary twinning or slip can occur within the reoriented material of primary twins.' In general at least five independent shear systems must be active to bring about an arbitrary shape change such as that in the individual grains of a deforming polycrystalline material.' Because basal slip can_ provide only two independent shear systems and (1012) twinning can only accommodate an extension of the c axis, other deformation modes must be active in magnesium for an arbitrary shape change to occur. The purpose of this investigation has therefore been to study the various deformation modes in magnesium at room temperature, with special emphasis on those modes that are less easily activated. The effect of the alloying elements, thorium and lithium, has also been investigated. In polycrystalline aggregates, unambiguous identification of deformation modes is extremely difficult and the direct evaluation of the resolved shear stresses to activate them is not feasible. On the other hand, uni-axial tension and compression experiments on single crystals may not activate some of the- deformation modes because basal slip and/or {1012) twinning cannot be suppressed in most orientations. However, it should be possible to activate all possible deformation modes using oriented single crystals and plane-strain compression. Identification of active deformation systems and evaluation of the resolved shear stresses required to activate them should be facilitated. Wonsiewicz and Backofen have recently completed an investigation of the plasticity of pure magnesium crystals at various temperatures utilizing plane-strain compression and selected crystal orientations. This technique has also been used in the present work. The seven orientations selected for study are indicated in Table I. Plane-strain compression along the c axis (orientations A and B) should activate some deformation mode _other than basal, prism, or pyramidal slip, or (1012) twinning. In orientations C and D, prism or pyramidal slip would be expected to take place. When the compressive load is applied perpendicular to an unconstrained c axis (orientations E and F) the three slip modes should be suppressed but not (10i2) twinning. In orientation G, basal slip should occur.

One phase of Bureau of Mines research deals with reduction of primly respirable dust generated by bit cutting action at a coal seam face. This paper presents a summary of coal cutting technology addressing this problem. All aspects of the cutting system affecting miner health and safety are discussed. Cutting design concepts are considered that minimize dust generation, energy used, and Ignitions, while maintaining production. With present equipment, an operator can maintain production and minimize dust energy and conditions by cutting at maximum depth (maximum sumping or advance rate) at all times, at minimum rpm with fewest possible bits, and with lowest possible included bit tip angle, i.e., minimum bit wear.

You are the reason for a productive and prosperous year for AIME. Superior, good or satisfactory results were experienced in 1978 from almost everything we did as a leading engineering technical society. I recognize and pay tribute to the WAAIME organization. Their work is vital to our efforts, and their programs have proven effective. WAAIME can depend upon our continuing support.

As part of its overall goal to maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines, U.S. Department of the Interior, investigated the feasibility of producing subsieve-size material by an attrition grinding method. The Bureau-patented technique employed intense agitation of a mixture of the material to be ground, a granular grinding media, and a suspending fluid. A variety of materials were successfully ground to extremely fine particle sizes. Studies were made to determine the method's efficiency in grinding industrial minerals and metals to minus 2 micrometers and ceramic powders to an average particle size of 500 angstroms. Transfer of this technology to a commercial scale has been achieved. Commercial-scale units are currently being used in the paper-coating clay and titania pigment industries.

The Offshore Technology Conference, the world's largest technical conference and exhibition on the development of offshore resources and protection of the ocean environment, is sponsored annually in Houston, Texas, by 12 international engineering and scientific societies. This year's OTC, the seventh, will be held May 5-8 at the Astrodomain, and will be the largest in its history. The technical program for the first meeting in 1969 consisted of 100 papers, an exhibit display of 380 booths, and an attendance of 4300. This year. 280 technical papers are to be presented, and more than 2800 exhibit booths, representing some 1200 companies and nine countries, will be on display for an anticipated audience of 40,000.

A DISCUSSION of the probable future use of coal for power develop-ment involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor-the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal con-sumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period, the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, and to the question of what the coal industry itself can do to further its own interests and influence the consumption of its product.

A detailed breakdown of mining costs, available to management on monthly and year-to-date bases, is mandatory for a controlled and efficient mining operation. A simple lump sum reporting of costs may indicate a profit or loss differential, but it does not allow an effective search for areas of possible cost reduction. Moreover, functional reporting is necessary on a timely basis so as to note trends of increasing costs In specific areas, which in turn allow possible preventive action by management. Definitive cost information helps to eliminate the tendency to overlook areas where cost Improvements can be made. A good cost control system points out salient operational weaknesses by: ( 1 ) allowing comparison of functional costs with similar costs of other mines and (2) pinpointing sudden increases over unit empirical costs within the organization. In general, the cost accounting structure is relatively uniform within large open pit mines, but surprisingly some systems will overlook the need for detailed breakout in comparatively high cost areas. In some other systems, unrelated costs will be lumped together, preventing careful analysis of cost accrual.

VENTILATION may be defined as the process by which vitiated air of an inclosed or partly inclosed space is continuously replaced by fresh air. Fresh air has been defined as invigorating pure air. It was, however, well known that the untoward effects produced on those exposed to such air was not due to the concentration of the carbon dioxide. It has been found that the untoward effects on the comfort and efficiency of those so exposed are due to the increased temperature and humidity. It has been found that men can breathe air containing many times the amount of carbon dioxide found in our worst ventilated theaters and assembly halls, which, according to Rosenau, do not contain above 0.5 per cent. carbon dioxide.

THE Presidio mine of The American Metal Co. of Texas is situated 45 miles south of Marfa, Texas, a town on the Southern Pacific R. R., and lies approximately 20 miles north of the Mexican border. Communication with the railroad is maintained over a state highway. All supplies for mine and mill are hauled in by truck from Marfa and precipitates and concentrates are freighted to the railroad by the same means and shipped to Selby and El Paso, respectively. The mill is at the town of Shafter, 1 mile from the mine and at approximately 350 ft. lower elevation. The ore is conveyed to it by an aerial tramway which requires practically no power on account of the difference in elevation. The mill is a countercurrent decantation cyanide and gravity concentrating plant of 200 tons daily capacity. Coarse and fine crushing are done at the mill. Two near-by shallow wells in the bed of Cibolo Creek furnish an abundance of water. Power is generated for the mill and town by a Diesel engine plant.

Pachuca tanks are used widely as reactors for treating gold slimes, and for alumina digestion and uranium leaching. In some designs, slurry mixing in the tank is achieved by introducing air at the base of a draft tube, which is the full height of the tank. A buoyant air-slurry mixture rises in the draft tube and is discharged at the top. The slurry flows back through the bulk of the tank volume. Little information is available to predict the relationship between slurry flow rate in the draft tube, and the volume of air added at the base of the tube. Most current designs are based on the energy balance proposed by Lamont 25 years ago. Recent two-phase flow theory is used to develop a momentum balance for the flow in the draft tube, and a new, accurate design equation is derived. Bubble slip, frictional (wall) losses, entrance losses, and acceleration effects all contribute to the pressure gradient in the draft tube. None of these factors may be neglected under typical operating conditions. The new design equation accounts for all of these factors, and finds good agreement with Lamont's experimental example. Also, the new equation demonstrates that it is uneconomical to operate the draft tube with high airflow rates.

As the cyanide-method for the extraction of gold from ores is extensively used in the United States and elsewhere, and appears destined to prove a factor of increasing importance in the metallurgy of gold, a description of the latest laboratorymethods may prove of interest. The history of the development of the process in the United States has been analogous to that of all new processes. Many failures are to be recorded and a few successes. It is the opinion of the writer that, had the following simple tests been better understood, many of the failures would not have occurred, and we should probably have a larger number of successful plants in operation. While the process is not simple, but requires a high degree of chemical and engineering skill, the determination of the adaptability of an ore to the method is generally not difficult. While the laboratory-results will not always coincide with the actual results obtained in the mill, they will serve as a guide and control on the working of the mill, and mill generally suffice to determine if the ore can be
