It is with some trepidation that I approach my subject, for I know that I shall at once incur the suspicion of the mechanical engineer, with his concern for boiler tests and efficiencies; of the mining engineer, with his mechanization problems; and of the chemical engineer with his unit processes. Nevertheless, it must be recognized that the technology of fuels, the systematic body of knowledge relating to the production, processing and utilization of mineral fuels, has grown to such proportions and involves so many widely diverse applications of fundamental science and engineering that it behooves us to stop and consider just what its status is in relation to other technologies, as well as in relation to the present and future needs of the social order. The time has come when technologists, applied scientists and engineers must consider the possible effects that their achievements may have on Society. The development of a machine to - -replace -several hundred men is a fine achievement when considered solely from the point of view of creative endeavor. But what of the men who are displaced by the machine! Does not the responsibility for the development of this machine embrace as well the consequences of obsolescence and technological unemployment resulting from such development? I believe that it does and that we must recognize this fact in our practice of engineering and tech- nology as well as in the training of future engineers and technologists. Magnitude of the Fuels Industry Fuel technology is the body of knowledge that relates to the mineral fuels. The fuels industry is by far the most important of all Our mineral industries. The chart in Fig. I, reprinted from U. S. Bureau of Mines Information Circular No. 6643, indicates the compartive values of metals, fuels and other nonmetallic minerals for the year 1929. Of the grand total of 13¼ billions of dollars in value of minerals at the mines, the mineral fuels contributed 48 per cent. Coal, with 34.4 Per cent, exceeded the value of any other single mineral. In fact, the value of the production of the Pennsylvania anthracite mines alone anand exceeds the value of the gold production of the entire world. Petroleum and natural gas in 1929 contributed 14.3 per cent and 3.3 per cent, respectively, of the total value of world mineral production. So much for the world picture; let us now look at the situation in the United States. Over the 60-year period 1880 to '939, $46,409,727,000 of metal1ic products, $80,788,852,000 of fuels (coal, petroleum, natural gas, natural gasoline) and $27,871,-ooo,ooo of nonmetallic minerals other than fuels were produced. THE burden a man can endure depends on its magnitude and the number of tunes it is applied, as well as on many other factors. The resisting power of steel likewise is dependent on many factors. The maximum load it can support indefinitely is much less than its possible momentary burden. A light load straining the metal far within its elastic limit, if repeated indefinitely, ruptures the metal. The magnitude f the stresses that may be alternately applied and removed without rupturing the material depends on the number of repetitions of the cycle; the intervening periods of rest; the thermal, electric, and magnetic conditions, as well as the presence of secondary stresses. While we are unable to formulate the law between the magnitude f repeated stresses necessary to produce rupture and the length of time during which these alternating stress may be applied before rupture, my experience is that the time increases as the magnitude of the force decreases, according to a law which, to a first approximation, is exponential. In other words, F = Ce-t where F = magnitude f alternating stresses; = time for which stresses are continued; C = constant, which' depends on the conditions under which the operations are carried out. It is quite probable that the same type of law holds for the magnitude of a continuous force and its duration. When a rod of steel is subjected to the blows of a drilling hammer several things happen. First, one end is struck by the hammer and the other end is driven into the rock, thus causing a bodily displacement of the entire material of the steel drill. The greatest stresses involved in this bodily displacement are located at the two ends of the steel and manifest themselves by the distortion of these parts. Second, after the blow has been delivered the steel drill, due partly to its own resiliency and partly to the resiliency of the rock, experiences a vibratory motion as a whole, this motion is quite similar to the bouncing of a rubber ball thrown violently upon a smooth pavement. Third, the free vibration of the drill is determined only by its own natural period of vibration. This motion involves all the characteristics f any vibrating body emitting sound. SOME years ago we collated all laboratory data then available to us on the distribution at equilibrium of manganese and of sulphur between metal and simple slags, and used the results in setting up an equation, which proved to be in accord with determinations of the distribution ratio of manganese and of sulphur between liquid steel and open-hearth slag, over a wide range of operating conditions. We now present an outline of our calculations and inferences on these two closely related questions, which are of especial importance because of the advisability of conserving manganese wherever possible. In general, our results show that in the open-hearth furnace equilibrium between metal and slag, with respect to both manganese and sulphur, is substantially attained during the finishing period of the heat, or in about a half hour to an hour after any additions were made. This implies that the end result will be identical whether manganese is added as alloy or metal to the liquid steel or as oxide to the slag. The proportion of total manganese retained by the steel is favored: (I) by use of the minimum amount of lime, consistent with other operating limitations, required to give a lime-silica ratio of about 2.4, which usually corresponds to a minimum practical slag volume; (2) by a high concentration in the slag of MnO relative to FeO; (3) by high operating temperature. Absorption of sulphur by the slag from the liquid metal is favored: (I) by large slag volume; (2 by a high concentration of active (or "free") lime and of manganese oxide dis) solved in the slag; (3) by low concentration of silica, iron oxide, and phosphate dissolved in the slag. DISTRIBUTION OF MANGANESE BETWEEN SLAG AND METAL AT EQUILIBRIUM On the basis that the distribution of manganese between liquid steel and slag is controlled by the reaction [FeO + Mn = MnO + Fe [A]slag metal slag metal] the distribution at equilibrium, at a given temperature, is expressed by the equilibrium constant for this reaction, which is defined as [K" aMoO aFeI1 dFec) aMn] where a is the activity of the molecular species denoted by the subscript. The activity of each of the several components, although it is not known precisely, is approximately equal to the concentration of each component expressed as its mol fraction; that is, as the ratio of the number of mols of the given component to the total number of mols of all the molecular species present in the metal or slag, as the case may be. Moreover, since the activity, or concentration, of iron in the liquid metal is in fact substantially constant, the term [afe] may be combined with K" to give a new constant K'. Making these changes,

All persons, actively engaged in your profession, must have a natural interest in the subject of weights and measures. All members of the engineering profession have to do with operations of weighing and measuring—some with measuring more than weighing, and some with weighing more than measuring—but all with both of these processes to a greater or less degree. Methods of weighing and measuring have improved constantly from the earliest times and have kept pace with the advance of other technical processes. It is, therefore, believed that you will be interested in a few remarks concerning some of the more recent advances in relation to the establishment of decimal standards of length and mass in this country. Before speaking of this, I will refer very briefly to some facts which may not be very generally known regarding our customary system of weights and measures. Although the yard is universally accepted as the unit of length, and the pound as the unit of mass, it is not generally understood, I believe, just in what respect the yard is the unit of length, or the pound the unit of mass. That is to say, it is not generally known in what degree these units have been legalized by Acts of congress. Doubtless, many of you are familiar with the facts which I will briefly recapitulate. The Constitution of the United States authorizes Congress to establish a system of weights, measures and coinage. The establishment of a system of coinage, as you know, was one of the first acts of the government, and the system then adopted is certainly one of the most perfect, if not the most perfect, that the world has yet seen. But, although Congress had the power to establish a system of weights and measures, it has never yet seen fit to exercise this power; that is to say, Congress has never yet

The effect of the height of a retaining-wall-supported berm on the slope stability of an idealized mine-tailings dam was investigated. The material in the dam was idealized as a two-layered system with the phreatic surface delineating the boundary between the layers. In each layer the tailings were assumed to be homogeneous and isotropic. The effect of variation in height of the berm was examined for tailings dams with three different, commonly occurring slopes. The stresses and displacements were obtained using the finite element method. An incremental analysis technique was employed to simulate sequential construction of both the tailings dam and the retaining-wall-supported berm. A one-dimensional element was used to represent all interfaces and discontinuities in the finite element model. Assuming a hyperbolic model, the nonlinear stress-strain relationship for the tailings was approximated using the method of successive increments. The stresses obtained in the finite element analyses were used in conventional slope stability analyses assuming circular failure surfaces. The results of the study show that the use of a retaining-wall-supported berm is an effective means of improving the stability of a tailings dam. This increased stability is greater for dams with steeper slopes. In addition, the increase in factor of safety is particularly notable for berm heights less than 25% of the height of the dam.

ALTHOUGH age-hardening in an aluminum-base alloy containing magnesium was observed by Alfred Wilm1 as early as 1911, it was not until 1919 that a theory of the mechanism of age-hardening was proposed. Merica, Waltenberg and Scott,2 studying the age-hardening character-istics of Duralumin at the National Bureau of Standards, came to the conclusion that age-hardening of this alloy is caused by the precipitation of CuAl2, which is less soluble at the aging temperature than at the solu¬tion heat-treating temperature. It was postulated that the initially precipitated particles were of fine colloidal dimensions but that they gradually grew in size. Maximum hardness was assumed to be attained when the particles reached a critical size. This theory was at first received skeptically, since it was a widely accepted view at that time that the solid solution state should represent the hardest state of an alloy. Shortly thereafter, Jeffries and Archer proposed their well-known "slip interference theory."3 They suggested that age-hardening was accomplished by the precipitated particles acting as keys interfering with slip along crystallographic glide planes. They showed that this mechanical theory led directly to the assumption that maximum harden-ing would be produced by particles of a critical size, which they suggested would have a diameter approximately 10 times that of the aluminum atom. This contribution amplified and explained so rationally the age-hardening theory of Merica, Waltenberg and Scott that wide accept-ance resulted.

No review of underground mining should begin with anything but the new world safety record set at the Grace underground iron mine of Bethlehem Steel at Morgantown, Pa., on Friday, November 12. There had not been a disabling injury (an injury which keeps an employee away from his next scheduled shift) for 550 working days. In all, 2,660,080 man-hours had been worked by nearly 950 employees without a disabling injury. The record was wrested from Johns-Manville's Jeffrey mine at Asbestos, Que. At 3 p.m. Friday, December 3, miner Stanton E. Friend was completely buried under several feet of coarse rock, fortunately sustaining only cuts and multiple abrasions. But with his fall, the accident- free period came to an end at 2,778,600 man-hrs worked without a disabling injury-the new record!

Simple methods for estimating the shear strength of rock joints and waste rock are reviewed. For the case of rock joints, the methods are based on a quantitative characterization of the joint roughness and the joint wall strength. Size-effects are found to reduce the peak strength of large joint samples to values below the ultimate or so-called "residual" values measured in the laboratory. Tilt tests and surface profiling on natural size blocks within the jointed rock mass are recommended for obtaining scale-free properties. The joint parameters obtained can be used to model complete strength-displacement-dilation behavior if this level of input is required. Large scale tilt tests can be performed with advantage on both rock joints and waste rock. The behavior of these two materials is surprisingly similar. Both are influenced by the size-effects on the compression strength of the rock, and both have similar log-linear relationships between effective normal stress and the peak drained friction angles. The resulting high values of friction near the toe or close to a slope face in either material can be misleading.

The process of leaching silver ores with sodium hyposulphite is comparatively new, and published accounts of the details and losses of the process are as yet very few. The following account of a careful series of experiments to determine the actual loss in this process may therefore be acceptable to members of the Institute. The ore treated was highly calcareous, and the principal sulphide present was iron pyrites. Following is an analysis by Professor Price, of San Francisco, of the ore treated : Per cent. In order to feel our way with this ore, two experimental or "pilot" charges were roasted. Pilot Charge No. 1. Treated 1000 pounds in a four-hearth reverberatory. 8.30 p.m.—Entered fourth hearth, remaining there one and onehalf hours; sulphur began to burn. 10 p.m.—Changed to third hearth; ore became red-hot half an hour after entering; the fireplace was kept almost destitute of fuel. 2.30 A.M.—Changed to second hearth. Charge continued, giving off a large quantity of sulphurous fume; the fireplace was kept dark.

THE mechanism of classification by settling pools is most simply shown in the case of batch sedimentation such as was analyzed by Oden.1 The batch model will be considered, therefore, and it will be shown that the same mechanism applies to continuous operation. Classification in Batch Settling Pools: Consider a beaker or tank of slurry containing particles so dispersed that they can settle independently of one another under the influence of gravity. Originally all particle sizes are uniformly distributed throughout the suspension. All particles start immediately to settle towards the bottom at rates determined by their size, shape, and density—among other factors. Particles reaching the bottom settle out of suspension. After some given time the slurry above the deposited solids is siphoned off or otherwise removed, leaving the deposited solids behind. The deposited solids, together with entrained and any unremoved supernatant slurry, represent the underflow of a classifier. The slurry removed represents the overflow. There is a certain separation, size of particle which during the sedimentation has just time to settle from the top surface of the slurry to the level at which underflow and overflow are parted. All particles with a faster settling rate will have dropped to below this level, no matter where in the beaker they started from originally, and therefore will be absent from the overflow. Particles with a slower settling rate will not reach this level if they started from the top of the slurry, but a portion of them,

For more than 200 years zeolites have been familiar minerals to geologists and mining engineers as minor, but ubiquitous constituents in vugs and fractures of most basalt and traprock formations. More than 35 different species have been recognized including several, such as chabazite, erionite, mordenite, and faujasite, whose adsorption properties rival those of many synthetic molecular sieves. Igneous occurrences of this type have never been mined on a commercial scale; they are generally small and low grade, and they commonly contain as many as four zeolite minerals, along with small quantities of calcite, quartz, and other silicate minerals. Their economic beneficiation to monomineralic zeolite products has also not been achieved and, for the most part, industrial applications of zeolites have relied primarily on synthetic molecular sieves that were crystallized from hydrous aluminosilicate gels. In a previous paper,' The Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes, we published the results of our investigation into the behavior of calcium sulphate in air; that is, under oxidizing conditions. The results as a whole hold good for a neutral atmosphere, or one which has no chemical effect upon calcium sulphate. The present paper deals with the behavior of calcium sulphate under reducing conditions, the reducing-agents employed being carbon monoxide and carbon, and the changes the calcium sulphide formed undergoes when it is subjected to an oxidizing-roast. Technical literature deals very sparingly with the subject. The information furnished by the recent leading chemical manuals is general. Thus Dammer,2 Missan,3 and Abegg4 quote Berthier as having reduced, in 1823, calcium sulphate with carbon, and Stammer as having done the same in 1851

447. Minerals, as regards their chemical constitution, are either the uncombined elements in %native state, or definite compounds of these elements formed in accordance with chemical laws. It is the object of Chemical Mineralogy to determine the chemical composition of each species; to show the chemical relations of different species to each other where such exist; and also to explain the methods of distinguishing different minerals by chemical means. It thus embraces the most important part of Determinative Mineralogy. In order to understand the chemical constitution of minerals, some knowledge of the fundamental principles of Chemical Philosophy is required; and these are here briefly recapitulated. 448. Chemical Elements. - Chemistry recognizes about eighty sub- stances which cannot at will be decomposed, or divided into others, by any process of analysis at present known; these substances are called the chemical elements. A list of them is given in a later article (452) ; common examples are: Oxygen, nitrogen, hydrogen, chlorine, gold, silver, sodium, etc.

The coastal Cordillera around the Panama basin is made up of a Cu-rich tholeiitic volcanic belt representing either immature, late Mesozoic, island arc, or oceanic ridge. The same belt is exposed (uplifted) along the western slope of the Cordillera Occidental of Ecuador and Colombia. Ni-lateritic, Cr-podiform, and Pt-(Au) placer deposits are formed there after or within ultramafic bodies of oceanic association. Younger calc-alkaline igneous activity provided the mechanism for porphyry copper and associated ore formation. This Cu (+Mo) mineralization occurs along a narrow belt exposed by the erosion of the volcanic cap. Ag-Pb-Zn(-Au) and Hg volcanogenic mineralizations occur within the calc-alkaline belt, but slightly eastward and only above the copper belt. To the east and in the Venezuelan Andes, Paleozoic and older sediments, volcanics, and metamorphics contain volcanogenic massive sulfide, Pb-Zn, Au, and Cu sedimentary and vein deposits, and sedimentary iron ore and phosphate. The Cenozoic Cu, Ni-Pt-Cr and a portion of Ag-Pb-Zn, Hg, and Au mineralizations occur within or just above the oceanic basement whereas the eastern- most Cenozoic Ag-Pb-Zn mineralizations occur within and above a pre-Cenozoic sialic basement. This continental crust is the northern extension of the Peru-Chilean Andes where no oceanic crust has been preserved, however. Cenozoic metallogeny and subduction relationships are unclear in the Northern Andes. Yet strong structural volcanogenic ore controls exists apparently due to deep strike-slip movement between two plates.

Energy conservation has been the keyword in many plant expansions. Far many years, most of the phosphate industry has been dry grinding their phosphate rock. Agrico Chemical in Florida has recently been evaluating the wet grinding of phosphate rock, a process which eliminates a pre-dry stage for mill feed while allowing higher through- puts. This same company also plans to open a new phosphate facility in Louisiana that will use wet grinding in both ball mills. The Eveleth Expansion Co.'s Fairlane concentrator will have the largest rod and ball mills in the US mining industry. The plant will consist of three lines, each with one rod mill and one ball mill, and will process 464 ltph. The rod mills will be 15 x 20% ft, drawing 2035 hp. The ball mills will be 17 x 41½ ft, drawing 6900 hp and driven by dual 3000- hp motors. The plant is scheduled for startup in the fall of 1976.

Knowledge of the initial state of stress in rocks provides a key to the solution of many problems in rock mechanics. The initial state of stress is part of the basic data required for rational design of structures in rock, since its redistribution when engineering activities are conducted is a primary load on the rock portion of the engineering system. Knowledge of initial and subsequent changes in the state of stress is also relevant in the study of active faults and crustal strain. The purposes of stress measurements are not generally well served by methods which disclose only one of the stress components at a point. Recently, interest has centered on overcoring methods which though ex- pensive and difficult have the important advantage of yielding data on three or more stress components. In a previous paper, the authors introduced a new method-termed borehole deepening-based on measurement of the deformations that occur close to the bottom of a borehole when it is deepened by further drilling without overcoring.l The proposed method is at a disadvantage when compared with over- coring procedures in that the quantities to be measured are somewhat smaller and the measuring environment is more hostile. However, the borehole deepening method presents three distinct advantages in comparison with overcoring procedures: (1) Using the same borehole, both the initial and the subsequent changes in the state of stress can be obtained by borehole deepening. Kaiser Steel Corporation's Eagle Mountain mine is located in the Colorado Desert, 60 miles east of Indio, California. Iron concentrates from the mine are shipped by rail 164 miles to the' Company's steel mill at Fontana, and also to Longbeach, California for export. Temperatures are typical of the lower desert ranging from a high of 120 degrees in the summer to a low of 25 degrees in the winter. The average, annual rainfall of about two inches comes mainly as cloudbursts during the summer months. From its inception, the Eagle Mountain mine has had the problem: of breaking its mine rock. Practices followed from 1949 until 1962 were very costly, did not produce uniformly good fragmentation, and were incapable of sustaining, high production. During this period, every conventional type of explosive was tried and found to be unsatisfactory for one reason or another.

APPARENTLY the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed.

ON May 16, 1871, twenty-two men met in Wilkes-Barre, Pennsylvania, and founded the American Institute of Mining Engineers.* If we could transport ourselves back to that year and survey the state of science and technology in general, and, in particular, the field of our immediate interest-nonferrous metals-we would feel a justifiable pride in what had been accomplished up to that time. These accomplishments in the metal field were at the moment in the process of documentation by an Englishman, J. A. Phillips, in a new 700-page edition of his book to be published in 1874 under the title of "Elements of Metallurgy." True, looking over his shoulder, we would smile to read that "all metals are capable of assuming a crystalline form under favorable conditions," and that tensile testing is done "by adding weights to a firmly suspended wire until it fractures," and we would find only three pages on aluminum and none on magnesium. We would, however, find an astonishing wealth of detailed knowledge on iron and steel and the then common nonferrous metals and alloys such as brass and bronze.
