Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

Keywords: Thermal conductivity of sulphates, flash smelting, heat recovery boiler, flue dust Accretions and build-ups in metallurgical heat recovery boilers decrease the efficiency of the heat transfer and may cause process shut downs. Transient plane source method (Hot Disk) has been applied to measure the thermal conductivities of the Copper Flash Smelting flue dusts. Thermal conductivities of copper, iron and zinc sulphates, and process flue dusts were measured. The results indicate that all the components are effective thermal insulators, having a thermal conductivity of less than 1 W/mK. Decreasing dust layer porosity has an increasing effect on thermal conductivity. Insulating layers on the boiler walls decrease greatly the heat transfer efficiency of the boiler. The gathered information will be used in CFD-modelling of the process, and in the process control.

In 1983, U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources in the Carrizo Gorge Wilderness Study Area (WSA). The 14,571-acre WSA, located 42 miles east of El Centro, CA, is underlain primarily by Mesozoic granitic rocks and pre-Cretaceous metasedimentary rocks. Six prospects were found within the WSA and two mines are adjacent to it. Mineral deposits within the WSA have had insufficient development and rock exposures for calculating resources. The WSA contains no identified mineral resources; however, further exploration may disclose gem quality minerals. Two mines adjacent to the WSA, the Pack Rat and Beebe Hole, have produced gem quality kunzite and aquamarine from pegmatite dikes. According to the owners, a significant amount of gem minerals have been mined here in the last decade. Based on past production and the characteristic minerals indicating gem-bearing pockets, additional pockets are likely. Similar pegmatite dikes occur from Mt. Tule to Carrizo Gorge and may contain gem-bearing pockets. Pegmatite dikes also occur in the WSA near Rockhouse Canyon, but contained few of the mineral associations indicative of gem-bearing pockets. Manganese occurrences north of the Beebe Hole and Packrat Mines and within the WSA contain low concentrations of manganese. Significant sand and gravel were not identified. There is no evidence of deposits of oil and gas, or geothermal energy.

Mill log analyses and complementary hot deformation studies were carried out on the as-cast structure and on a hot rolled structure of the same low carbon steel (SAE 1006) that had been processed according to the direct or hot charge route in a compact strip plant. The main softening mechanisms during hot rolling were found to be complete dynamic recrystallization during each pass above about 1000°C for the as-cast structure with an austenite grain size of 277µm and, secondly, incomplete static recrystallization after each pass with a finer austenite grain size of about 26 µm and tested below 1000°C. A two-stage hot working mechanism has also been found by others on a similar steel also processed by the hot charge route and this may appear to be a characteristic of this type of material. Constitutive constants determined from hot working studies were combined with other constants from the literature and incorporated into a grain size development model that correctly predicts the final ferrite grain size in the hot rolled strip steel. The predicted incomplete static recrystallization during the last three finishing passes in the plant appears to result in some retained strain in the hot rolled austenite as it transforms to ferrite on the run-out table. Analyses with the model predict relatively little sensitivity of the final ferrite grain size to process and product variables such as temperature and strain per pass for the last three passes and also the starting austenite grain size in the slab. INTRODUCTION The high speed rail link between Madrid and Asturias, in the North of Spain, has encountered in the Cantabrian range the biggest challenge of the whole line, a very deep tunnel, 25 km long through a foreseen difficult geology. This tunnel was divided in the following four lots for construction: ¦Lot 1: Pola de Gordón- Folledo. L=10,7 km ¦Lot 2: Folledo-Viadangos. L=4,166 m ¦Lot 3: Viadangos- Los Pontones. East tube. L=10,4 km ¦Lot 4: Viadangos- Los Pontones. West tube. L=10,4 km. Dragados S.A. leading a JV was contracted to design and built the Lot 2 on the captioned Pajares High Speed Railway Tunnel. The Lot 2, comprising the middle third section of the 25 km long tunnel has an additional challenge: the construction of one access from the surface to allow it own construction. Feasibility reports and preliminary design do not foresee the use of TBM due to the risk of squeezing ground at the deepest area of the tunnel. On the other hand, conventional NATM excavation of the twin tunnels and ancillary works, including access shafts were against the expected construction schedule by the client, due to the poor ground foresee at the early stage.

This report covers the third and final year of work conducted under U. S. Bureau of Mines Grant G0166027, "Monitoring of Mine Air Pollutants". The report discusses work performed in three areas. These are the White Pine Mine (WPM) Experimental Unit, diesel mine-vehicle tailpipe emissions monitoring, and mine ambient air concentration data analysis. The WPM experimental unit was used to study diesel exhaust stratification in an 80 foot long dead-end heading while loading ore with a Wagner ST-5D scoop train LHD. The MTU Mine Air Monitoring Laboratory (MAML) was used to gather temperature and CO2 concentration data at 10 locations. Three different ventilation conditions were compared. The data substantiate the presence of strong buoyant forces of the hot exhaust gases which result in temperature stratification in dead-end headings. The diesel mine-vehicle tailpipe emissions monitoring study involved laboratory measurements of diesel undiluted exhaust pollutant concentrations by the portable tailpipe emissions measurement apparatus (EMA) assembled for in-mine use. The results were compared with simultaneous measurements by standard laboratory exhaust monitoring instruments. These results indicate that accurate field source quality control measurements can be obtained for CO2, CO and NO but NO2 results were low for all engine conditions. The mine ambient air concentration data analysis study included analysis of diesel pollutant concentration data in the Orchard Valley Mine air and comparison of the results with data collected earlier in the White Pine and Brushy Creek mines. The analysis included preparation of lognormal frequency distributions and calculations of C02-based concentration ratios and correlations. In the three mines compared, pollutant concentrations are distributed quite similarly, and the concentrations appear to be controlled to present standards.

Improving the accuracy of the performance prediction models for hard rock Tunnel Boring Machines (TBMs) is important in estimation of the schedule and cost of tunnelling in related projects. The effects of rock mass on performance of TBMs has been studied extensively, yet due to the complex nature of the process, impact of many parameters influencing machine advance rate are not very clear and there is still room for improvements. More accurate estimates can be obtained by better understanding of operating parameters in various geological conditions and can lead to matching machine specifications with job conditions, optimizing machine performance, and avoiding long delays and downtime for increased productivity. This paper will offer review of two case histories including Queens Water tunnel in New York and KCRC project in Hong Kong. The analysis of the available field data, including the geological back mapping and results of laboratory testing of rock mechanical properties, machine operational parameters and achieved rate of penetration will be presented. This includes statistical analysis of available field data to provide a better understanding of the influence of rock mass properties on performance of hard rock TBMs as well as related formulas to improve performance estimates.

I have spent most of the past 35 years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited ofAustralia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining investment.

The Metallurgical Branch of the Bureau of Mines, as a part of its duties under the Organic Act, works to prevent wastes in industry and to disuse inmate information on the fundamentals of metallurgical processes. During the war, the necessity of large production was increasingly emphasized. Such duties necessitate from time to time the study of units of full commercial size, the operation of which is beyond the facilities of the Branch. When developments have reached this stage; work has been continued in cooperative agreements with operating companies that have been willing to contribute the use of their plants and staffs and to allow the publication of the results obtained for the common good of the industry.

"A number of coal mines in India are affected by fire. Most of coking coal reserves in the country are located in Jharia coalfield where more than 18 sq. km is in the grip of fire. Generally such fires are confined in areas near to our crops. About 37 million tonnes of coking coal are lost in recent yearsdue to fire and another 48 million tonnes are blocked in fire areas. Preventive measures adopted to control fires were only partially successful and the cost of such measures was exorbitant I Temperature of blast holes in fire area varies between 60 and 300° C or even more. Even after thorough quenching of holes with water, it become difficult to bring down the temperature below SO"" C. For blasting hot holes primary need is to select safe and suitable commercial explosives and detonating fuse and to measure hot hole temperatures. VWiOUs types of commercially available explosives including Nitro Glycerine bare, slurries, site mixed slurries (SMS), emulsion5 ,detonating fuses and detonators were tested to determine their thermal behaviour at elevated temperatures under field simulated conditions in the Copyright © 2000 International Society of Explosives Engineers 1993g - Studies on Safe Blasting Technique in Fire Area of Coal Mines laboratory and in hot blast holes in field . More than 50 round of blast were conducted in fire areas. NG base compositions and detonators were found unsafe at temperature above SO0 C andtherefore, they are not permitted to be used in hot holes. Slurries and emulsion are stable upto 1200 c. For blasting at temperature exceeding SO0 C a heat resistant gel/ solution was developed by the authors and is being used in number of fire areas."

"A method is presented for the evaluation of mineral processing by liberation and upgrading. The method bases on the plot of recovery of valuables versus the recovery of gangue (Fuerstenau upgrading curve). The locking curve of a feed material was plotted together with the upgrading curve in a Fuerstenau diagram. The assessment of liberation and upgrading is done by a comparison of surfaces formed by the curves and some characteristic lines of the diagram. This plot allows the calculation of two new quantitative measures for liberation and upgrading. Both parameters can be combined to a third parameter describing the quality of the whole technical setup for mineral processing by subtracting the upgrading parameter from the liberation parameter. The third parameter shows a positive value in cases of upgrading determined processes, a negative value in cases of liberation affected processes and about zero for processes affected equally by liberation and upgrading. Thus it is easily possible to distinguish between poor results in the mineral processing caused by insufficient liberation or poor results caused by insufficient upgrading. Preliminary results from two case studies, performed on two different ore types, are very promising illustrating the practical use of such an approach."

Ore sorting is a technology that is increasingly used to process primary raw materials. Timeconsuming and expensive empirical state-of-the-art test work is carried out to assess whether the use of ore sorting for the enrichment of a particular ore makes technical and economic sense. With the innovative simulation-based approach presented here, it is possible to direct the selection of a suitable sensor based on quantitative mineralogical and textural data, thus avoiding much of the empirical studies. Required data can be collected quickly and cost-effectively using available methods of automated mineralogy. The obtained parameters such as mineral grain size distribution, modal mineralogy, mineral area and mineral density distribution have been utilised in this study to simulate the prospects of success of ore sorting, applying different types of sensors. Empirical tests with commercially available sensor systems have been conducted to experimentally validate the predictions of the simulations. The estimation of the target mineral grade can be further optimised by the use of machine learning algorithms for the integration of automated mineralogy data and sensor data. The approach can easily be adapted to other types of raw materials and thus has great potential to become a key technology for the optimisation of processing experiments. GEORGIUS AGRICOLA was not only the author of works on Mining and allied subjects, usually asso ciated with his name, but he also interested himself to some extent in political and religious subjects. For convenience in discussion we may, therefore, divide his writings on the broad lines of (1) works on mining, geology, mineralogy, and allied subjects; (2) works on other subjects, medical, religious, critical, political, and historical. In respect especially to the first division, and partially with regard to the others, we find three principal cases : (a) Works which can be authenticated in European libraries today ; (b) references to editions of these in bibliographies, catalogues, etc., which we have been unable to authenticate ; and (c) references to works either unpublished or lost. Keywords: ferrovanadium, thermodynamics, phosphorus Recyclable material is rapidly gaining in importance as a source of raw materials in industrialized countries. This is also the case in the production of ferrovanadium, where, increasingly, materials such as discarded capacitors, spent catalysts, slag, dust and sludge are used. As the V-content in the raw material varies greatly, the demands on process technology are very high. The share of perturbing elements depends very much on the source of the raw materials, which, in turn, makes a corresponding optimization of the various refining steps necessary. The raw materials are mostly available as oxides, which means that carbon, silicon or aluminium are used as reducing agents. Thermodynamic calculations were used to show especially the behavior of vanadium and phosphorus at different process conditions.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Silver Bell produces about 22,000T of fine copper annually from low-grade chalcocite and oxidized copper ore that is recovered by sulfuric acid leaching and SX-EW processing. The current mineable reserves are 146 million short tons averaging 0.39% Cu, at a 0.15% cutoff. Silver Bell utilizes two types of mining methods to develop the low-grade reserves: (1) a conventional blast, load and haul method for run-of-mine leach ore, and (2) rubblization of material on the margins of existing pits. Rubble leach ore is blasted, terraced with a bulldozer, and leached in place. Mining and/or rubble leaching is currently active in four separate pits. Laramide-age intrusive rocks host porphyry copper mineralization at Silver Bell. Quartz monzonite porphyry dikes and stocks, mafic-poor equigranular granite (alaskite), and sub-volcanic dacite porphyry are the predominant host rocks. Most of the ore currently mined comes from near-horizontal enrichment zones containing veinlets and disseminated grains of pyrite and chalcopyrite rimmed by chalcocite. Conversion from a milling operation to a leach only operation allowed for a much lower cutoff grade than was historically used at Silver Bell. Mine geologists were able to increase copper resources by drilling exploration targets that were previously interpreted to provide lower-grade mineralization below cutoff-grade for milling. Geologic parameters that effect the distribution of rubble and mineable leach ore include: ore grade and thickness, variable alteration styles in intrusive host rocks that affect fragmentation during blasting, acid consuming carbonate wallrocks (reactive skarn) which influence leach solution pH, solution flow paths and drainage, presence of leachable oxide mineralization in non-reactive skarn, and depth to hypogene mineralization which is currently uneconomic. Geologic parameters are used to predict rubble bench limits, vary blast hole spacing for consistent fragmentation, and correct errors in mineral zone classification based solely on blast hole assays. An expansion-drilling program has identified approximately 150 million tons of new leachable copper resources with an average grade of 0.35% Cu.
