"Mining of low grade deposits along with the necessity to design and operate flotation plants with high throughput presents unique metallurgical and environmental challenges that need to be addressed to reduce project risks, improve project economics and to sustain the profitability of operations over the life of a mine.Some of the key challenges include poor recovery of valuables and concentrate quality issues due to complex mineralogy, the need to use poor quality water such as brackish or sea water, reduce environmental impact from the process, integrate flotation with hydrometallurgy to maximize precious metals recovery, escalation of capital and operating costs, use of unproven technology and constant use of larger equipment, high ore variability, worldwide constraints on resource availability and an ever increasing need for reliable metallurgical input to financial models to evaluate economic viability of projects.The need to develop effective solutions to these problems in a short time frame is becoming a key to the success of any new project and for sustaining the profitability of a mining operation. An integrated multi-disciplinary approach to problem solving is crucial with the need for a more lateral thinking along with strategic partnerships and collaboration involving the right players. This paper presents some of the key findings based on experiences from a large number of challenging projects and operations focused on solving complex flotation problems.INTRODUCTIONThere are various challenges to successful development of mineral resources. Most of the ore bodies being developed worldwide are of lower grades requiring high throughput to be economical. Many of these lower grade ore bodies have significant occurrences of deleterious and penalty elements that could render a deposit unworthy of development unless there are technological solutions to process them economically in a sustainable manner with minimal environment impact. Even in a high metal price scenario, the economics for some of these low grade ore deposits is marginal. From a metallurgical perspective, these ore bodies have complex mineralogy and use of any off-the-shelf technology is not always effective. Development of innovative processes are often required, which is expensive, time consuming and sometimes risky.This paper will provide a broader perspective on the steps involved in solving flotation problems for operating plants and for greenfield development projects. In addition, some of the key challenges in flotation of complex low grade ore bodies along with the economic benefits in developing solutions to these problems will be presented."

But for those working in the blasting industry, a number of obstacles are created when old man winter blows in. In addition to the obvious concerns regarding personal protection, Mother Nature can throw some very nasty weather at the blasting crew trying to travel with explosives products from the magazine site to the job site. As such, divers need to be familiar with cold, ice, and snow driving conditions both on and off the blast site. It’s critical to know what to expect before you leave. Keep informed of the latest weather and road conditions as they change often; it will help you make the right choice in clothing and driving habits. Remember bridges and overpasses will freeze first even in temperatures above or near the freezing mark due to the effects of wind chill. Plan to take extra time to and from the job site.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

In the present study, the measurement of sulphur distribution ratios between the slag and metal phases encountered in the ferromanganese smelting has been carried out at 0.83 atm of partial pressure of CO at 1773 K by using classical gas-slag-metal equilibrium quenching technique as a function of composition. The distribution results were employed in calculating the sulphide capacities of SiO2-Al2O3-CaO-MgO-MnO slags in equilibrium with the Mn-Fe-Si-Csatd.-S metal phase. It is shown that the sulphur transfer from metal to slag phase increases with increasing the basicity of the slag. As expected, the sulphur distribution ratio decreases by increasing the silica content of the slag system. The effect of metal composition on the sulphide capacities of the slag as well as on the sulphur distribution ratios between the slag and metal phases have been discussed. Emprical relationships were developed to express the sulphur distribution ratios and sulphide capacities of the above slag system.

This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

Levine has concluded that prismatic slip in titanium is controlled by two distinct thermally activated processes in the temperature ranges O° to 220°K and 220" to 300°K. We feel that his evidence is not convincing. He has drawn a curve through the plot of activation volume u* vs temperature T with a break at 22WK, Fig. 2. We believe that considering the possible experimental error apd the fact that there are only four points between 4° and 196°K, one could be justified to represent these points by the smooth curve we show as a solid line in Fig. 12. Levine believes that (8rf/aT)+ is discontinuous at 220°K, but he hints that he recognizes the possible doubt. We doubt seriously that the results shown in Fig. 1 indicate a discontinuity at 220°K. Certainly if he were justified in drawing a straight line through only four points on Fig. 2, we are even more justified in drawing straight lines through the seven points between 77" and 297°K on Figs. 1 and 3, because a straight line touches all seven of his circles. If his measurements of t were so precise that his decision to draw two curves in Fig. 3 is valid, then the experimental technique is deserving of further mention. We have drawn a smooth curve through the results in Fig. 3 and used this and the curve in Fig. 12 to obtain the values of shown in Fig. 13. Finding continuous is a contradiction of Fig. 4, which deserves comment itself. Levine obtained the solid circles in Fig. 4 using Fig. 2 and a smooth curve through the points shown in Fig. 3. We have replotted these solid circles in Fig. 14. We submit that there is no basis for his two straight lines (dashed in Fig. 14), and therefore have superimposed the curve that we believe is indicated. Certainly, there is reasonable doubt that a discontinuity in dH/dT exists at 220°K, even when one accepts Fig, 2. Furthermore, if one draws the straight lines indicated by least-squares treatments of the results presented as open circles in Fig. 4, their intersection is at about 196°K, not at 220°K as shown. Thus the alleged agreement between Figs. 3 and 4 with respect to "break" temperatures is not apparent. In Fig. 9, Levine has drawn a straight line very much different from the one indicated by a least-squares treatment. Obviously, he has done this because he recognized that H = 0 when T = 0. Dilution reduction is one of the areas that offer metal mines an opportunity to increase revenue and reduce costs, resulting in enhanced profits. Effective dilution control programmes require interaction on a multi-disciplinary level. This paper outlines recent initiatives undertaken at Konkola Mine to reduce dilution and increase revenue. The increase in revenue arising from reduced dilution and high factors between in situ and delivered to mill grades were quantified and amount to close to U$ 1.0 million per one per cent improvement in grade factor at a 75c/lb copper price. Sources of dilution from open and in?stope mining methods practised at the mine were identified and a multi-disciplinary dilution control forum set up to control these. Among the major achievements were the introduction of low dilution in-stope mining methods; the introduction of Gemcom geological and mining planning software to replace traditional pencil and paper methods, leading to better in situ estimation and production planning; enhanced control in open stopes through dilution awareness among mining production personnel; location of critical secondary development ends in correct positions; enhanced blast hole control; tracking of development waste by metal tracers and monthly tally; implementation of a cavity monitoring system to check over-breaks in open stopes; and setting up of a stope history database. The results from the cavity monitoring system showed that stopes with over-breaks of 5 metres or less could be controlled to break along the hangingwall contact.

"SUMMARY A practical application of nitric acid oxidation of sulphides, based on the principles of the Arseno process, has been developed for the Cinola ore. Development of the process has been based on testwork conducted by Bacon Donaldson of Vancouver and Hazen Research of Denver, and on conceptual engineering performed by Minproc Engineers of Denver.A comprehensive Stage II report for the project has been submitted to the B.C. permitting agencies, containing provisions for a zero discharge tailings impoundment system and prevention of acid mine drainage. Approval in principle is expected in early 1989.A feasibility study recently completed by Minproc Engineers and Davy McKee Corporation demonstrates that this project can be brought to production for a capital expenditure of C$120 million for a mill throughput of 6,000 tonnes/day and operated at a total direct operating cost of less than $20/tonne.INTRODUCTION The Cinola orebody was discovered in 1970. It is situated approximately in the centre of Graham Island, the largest of the Queen Charlotte Islands. It represents the mid to upper levels of a hydrothermal precious metals system, characterized by intense brecciation and silicification. Gold is associated with finely disseminated sulphides in a breccia matrix and in free form in numerous quartz veins.Ownership of the property has changed hands a number of times, and previous attempts to bring the property to production have failed. Two critical factors have frequently been blamed for difficulty in creating a successful project: namely, process and environment factors, hence the title of this paper.City Resources (Canada) Limited (""City"") acquired the property in 1986, and commenced an aggressive campaign to verify ore reserves, to carry out metallurgical research and to address environmental issues.PROJECT OVERVIEW When the Cinola orebody was discovered, the significance of hydrothermal mineraliza¬tion associated with crustal plate boundaries was not recognized, and for several years, the orebody was considered an uneconomic curiosity. If the type and location of orebody sought by many companies engaged in gold exploration were to be specified, it would probably be a description of the Cinola orebody - it is a large (greater than 1.5 million ounce), low grade (2.45 gm/tonne), refractory ore reserve associated with the Pacific rim crustal plate boundary. The industry appears to have recognized in the past few years that its future lies in the exploitation of such orebodies, and is prepared to come to grips with the technical problems associated with such ores. In this sense, the Cinola orebody might be considered to have come of age."

With the development of complex, unconventional and deep reservoirs, it shows that many rocks behave plastically with the influence of clay and confining pressure. Traditional linear elastic hydraulic fracturing initiation models are not good predictors for elastic-plastic reservoirs. With the deformation theory of plasticity, a power hardening constitutive equation was developed in piecewise approximation method. Based on the nonlinear constitutive equation, a model of the stress field around the wellbore was developed considering fracturing fluid penetrating effect and in-situ stress anisotropy. At last, coupled with the maximum tensile strength criterion and Mohr-Coulomb criterion, a new elastic-plastic hydraulic fracturing initiation model was built. The following conclusions were summarized in the paper: (1)The piecewise power hardening constitutive equation based on the deformation theory of plasticity can accurately describe the nonlinearity of elastic-plastic deformation. (2)Whether the rock is yielded or not is determined by in-situ stress, yield stress, Biot coefficient and pore pressure. (3)Plastic yield has little influence on radial stress but significant impact on circumferential stress. The radius of the plastic zone is positively correlated with in-situ stress but negatively correlated with yield stress, power hardening index, pore pressure and Biot coefficient. (4)Initiation modes include tensile failure and shear failure when rock is yielded. (5) For elastic-plastic reservoir, the initiation pressure predicted by linear elastic model is much lower if the rock is yielded.

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. Detailed statistics will be found in Economics of Strip Coal Mining; a study by O. E. Kiessling, to be published by the United States Bureau of Mines.

Introduction The financial statement of the hypothetical Gold Mining Company, which forms the background of this survey, was designed for the Institute with the express abject of having it assessed in respect to Profits by the several taxing bodies representing the Federal and Provincial Governments, which comprise the Dominion of Canada. On the completion of the figures, copies were sent to the several Ministers of Mines, accompanied by a request that they be submitted to their taxing authorities and assessed accordingly. The response, while it was not general, was very favourable, and at all times we were treated with the utmost courtesy and patience, and what has been set forth in the compilation bears the authentication of the various government officials who are immediately concerned with taxation. The data itself constitutes a fairly comprehensive digest of taxation as it directly applies to gold mining profits in Canada. The Hypothetical Balance-Sheet (See Exhibit A) In the balance-sheet schedules 1 and 2 (Exhibit A), income is divided between taxable and non-taxable classifications, and here it should be noted that the division contemplates only the assessment for Dominion income tax. The same applies to the factors of exchange and depletion. Therefore, in making comparisons, it is to be borne in mind that the set-up for assessment to the Provinces, that is, Manitoba and Alberta, will stand as if the gross non-operating income is taxable, with the reservations as shown in the notes below the schedules.

The client for this project specializes in the use of state-of-the-art technology to fabricate and assemble composites and metal-bonded structures for commercial and military aircraft programs. One of the key components for this operation at the client's plant is a highly precise computer-numerical-controlled router known as the Shoda Machine. This machine tool was installed at the plant in July 1998 for the manufacture and inspection of aircraft parts, and it is extremely sensitive to deflections. To monitor the occurrence of deflections, an internal laser system continuously checks the machine calibration. Deflections in excess of 5/1000-inch in the foundation on which the machine rests require costly periodic re-leveling and recalibration of this tool. Therefore, a significant problem arose when measured deflections during machine operation were as large as 20/1000-inch. In addition, the foundation was cracked in at least three places as a result of elastic foundation movement caused by dynamic loading as well as shrinkage and loss of base support. Deciding on a remediation procedure to alleviate or eliminate these problems involved the following important considerations: (1) achieving the client's need for reducing deflections to less than 5/1000-inch, (2) minimizing the repair cost as much as possible, and (3) reducing the time required for implementation of the foundation remediation solution. After evaluating the advantages and disadvantages of several alternatives, jet grouting was selected as the most suitable solution. The jet grouting program provided columnar elements of soilcrete to remediate the Shoda Machine foundation.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

From the standpoint of quality, surface cracks normally pose more of a problem than internal cracks. Hypo-peritectic (HP) steel grades are well known for their proneness to surface longitudinal cracking (SLC) during continuous casting. This study analyzed the influences of chemical composition, technique parameter and secondary cooling on the surface longitudinal cracks. Based on the optimized the first and secondary cooling zone water distribution in the process of continuous casting, low cooling water distribution at solidification initial stages and uniform cooling at secondary cooling zone were suggested, which can be used to effectively control the surface longitudinal cracks.

Maintaining high carbon activity is vital to the efficiency of any Carbon-In-Leach or Carbon-In-Pulp process. Reduced activity can lead to longer residence times or gold losses in the tails. Regenerated carbon from the CIL circuit at Macraes Gold Mine was analysed for kinetic activity and composition over a 15 month period. An increase in kinetic activity during the time period was recorded, which was linked to reduced Na and Ca loadings. A laboratory simulation of the loading, stripping and regeneration of gold was developed and tested. Kinetic activities were obtained for synthetically fouled carbons following three circuits of the laboratory simulation. It was shown the competitive gold adsorption ability of xanthate fouled carbon (previously reported as a serious deactivator) could be significantly recovered following effective thermal regeneration. This ability was maintained in a subsequent circuit loading.
